gold looted in daylight YAMUNANAGAR, July 13 — Four persons looted lakhs of rupees, including gold and jewellery, in the heart of the city in the broad day light today. According to information two unidentified youths came to the house of Mr Ravi Goel at 10.30 am. They introduced themselves as employees of the Electricity Department. They started threatening the Goel family and took out pistols. Mr Goel said while three youths entered as the house one stood guard outside. They demanded cash and jewellery from Mr Goel. The miscreants told Mr Goel that they would not harm them if they cooperated After tying Mr Goel up with a string, the miscreants took his daughter and his wife to other rooms and demanded cash and jewellery. Mr Goel said after collecting the cash and jewellery the robbers locked them in a room and fled . They warned them against informing the police Mr Goel said that after some time they managed to break the door of the house and shouted for help. When contacted Mr Paramjeet Singh Ahlawat, DSP, Police Headquarters, Jagadhari, said the miscreants were around 20 years of age and spoke Hindi. Mr Ahlawat said the Yamunanagar police had registered a case under Section 392,25-54-59 under the Arms Act against the miscreants. He said the police had set up
barricades at the borders and police teams had been deployed at the
bus stand and railway station to nab the miscreants. |
Breaches in SYL pose flood threat to Ambala AMBALA, July 13 — Breaches in the Satluj Yamuna Link canal in Punjab are likely to pose a flood threat in the Naggal area of Ambala. During the monsoon, water coming out of the SYL canal in the Punjab portion from a breach site about 300 metres up stream from the Punjab-Haryana border may lead to flooding in Naggal. There are 11 breaches in the Punjab portion of SYL canal, an official release said. There are three major river systems — Markanda, Tangri and Ghaggar — passing through Ambala district and the problem of floods takes place whenever there is heavy rainfall in Himachal Pradesh or in the catchment area of these rivers. Ambala faces flash floods and the flood water deposits silt on the river bed causing the river bed to rise. Due to the rise in the river bed of Tangri, the drainage of Naggal area is affected annually. Under the preventive measures to tackle flood, a strategy has been worked out by the district administration. Fixed pumps and mobile pumps are under the charge of Executive Engineer, SYL, WS, division, Ambala. The fixed pumps are installed on the Ganda Nallah pump house and on the Mahesh Nagar pump house. In addition there are 18 mobile pumps. To ensure effective communication during the monsoon, a three-tier communication channel has been set up. The block-level offices will pass on information to the tehsil level office which will in turn pass on information to the master control room where spot decisions will be taken regarding the course of action to be taken, the release stated. The drainage department will have its own communication checkposts, including Kala Amb and Mullana, for Markanda river, Barwala Bataur bridge, Mahesh Nagar, Shahpur and Jansui head works for Tangri river and Panchkula bridge for Ghaggar river. Four boats have been kept ready under the officer-in-charge of flood relief branch to be despatched wherever it is required. The Deputy Director, Animal Husbandry, Ambala, will arrange to depute his veterinary medical staff in the flood-affected areas to provide medical assistance to the cattles in the area besides other diseases. The Civil Surgeon,
Ambala, has been asked to arrange for bleaching of wells and distribution of anti-malaria drug spray. The official would also make specific arrangement to deploy suitable number of medical and paramedical staff in case of need. |
Low
custom duty only on limited SMP import CHANDIGARH, July 13 — The Centre has decided to allow the import of only 10,000 tonnes of skimmed milk powder (SMP) and whole milk powder (WMP) at the 15 per cent concessional rate of custom duty per annum. Any import of these products above the quota will attract 60 per cent custom duty. This information has been given by the Union Commerce and Industry Minister, Mr Murasoli Maran, to the Haryana Chief Minister, Mr Om Prakash Chautala, who had earlier written to the Union Minister urging him to impose at least 60 per cent import duty on all dairy products to safeguard the interests of domestic milk producers. Assuring Mr Chautala that there was no proposal to abolish import duty on milk and milk products, Mr Maran said that for a long time SMP, WMP and butter oil had been in the open general licence category. The Centre had acquired the right to increase the custom duty on milk powder from zero per cent to 60 per cent and it had exercised this right under the prevailing situation. Mr Maran said the applied rate for butter oil would be 38.5 per cent with a special additional duty of 4 per cent. A close watch was being maintained on the import of milk products. Though there was a surge in the import of butter oil last year, the date available so far for the current year did not indicate any further increase. Pleading the cause of
milk producers Mr Chautala had written that most of them were small
and marginal farmers and landless persons living below the poverty
line. They would not be able to face the competition from foreign
producers as the cost of domestic production itself was higher than
the price at which imported milk and milk products would be available
in the market. |

2.26-cr scheme for urban poor CHANDIGARH, July 13 — A sum of about Rs 2.26 crore will be spent in Haryana under the Swarna Jayanti Shahari Rozgar Yojana (SJSRY) to provide employment to urban poor during the current financial year. The Minister of State for Local Government, Mr Subhash Goyal, said today the scheme was being implemented by the State Urban Development Society in all districts of the state with towns having population up to five lakh. The scheme was funded by the Central Government, which provides 75 per cent share, and the rest is incurred by the State Government. The families covered under the scheme are those whose per capita income is Rs 337.42 per month and should be resident of a town in the past three years. The minister added that this scheme had two components known as urban self employment programme (USEP) and urban wage employment programme (UWEP). Assistance was provided to individual urban poor beneficiaries for setting up gainful self-employment ventures. A loan up to Rs 50,000 was given with a subsidy of 15 per cent or up to a maximum Rs 7500. In case of association of two more members, each person was entitled to assistance of the same amount. No minimum educational qualification was required, but the educational-level should not be beyond ninth standard. The minister said
assistance to groups of urban poor women was given to enable them to
set up gainful self-employment ventures and this sub-scheme was known
as ‘Scheme for Development of Women and Children in the Urban Areas
(DWUCA)’. Under this scheme, each group consist of at least 10 women
and each group was entitled to a subsidy of 50 per cent of the project
with a maximum amount of Rs 1.25 lakh. |
Applications
for scholarships sought CHANDIGARH, July 13 — The Haryana Government today invited applications from students belonging to the state who had passed various examinations held in March and April, this year for the awarding scholarships at the post-matric stage under various scholarship schemes. The Minister of State for Education, Mr Bahadur Singh, said the students who had passed matric, plus two, B.A., B.Sc and B.Com were eligible to apply under the national merit scholarship scheme. The students who had passed matric, plus two, B.A., B.Sc., B.Com, M.A. and M.Com could apply under the Haryana State Silver Jubilee Merit Scholarship and the Haryana State Merit Scholarship Schemes. Those girl students who had passed plus two were eligible for one-time scholarship for taking up medical and non-medical group at the degree level. The Minister added that similarly students who had passed matric or plus two, could apply under the scheme aimed at providing merit scholarship to the children of working school teachers. The last date to apply under these schemes was October 15. He said students who had passed plus two, B.A or B.Sc., M.A. or M.Com. were eligible under the scheme of providing scholarships to post-matric students belonging to Scheduled Castes or Scheduled Tribe. Under the State Harijan (Education) Welfare Scheme, aimed at awarding stipends and reimbursement of tuition fee and exams fee to Schedule Castes, Backward Classes, Denotified (Vimukt Jatis) and Tapriwas students, those who had passed plus one, B.A. or B.Sc. or B.Com or M.A. could apply. Students who had passed matric, plus two, B.A. B.Sc and B.Com were eligible to apply under the lower income group scholarship scheme. The last date to apply under these schemes was December 31. He said forms could be obtained from
the Haryana School Education Board, Bhiwani, or institutions or
universities concerned, free of cost. |

dump bodies in Haryana KARNAL, July 13 — Criminals from Delhi have found Haryana which surrounds the national Capital on three sides, a safer place for dumping the dead bodies. These criminals kill their victims in Delhi and dump the bodies in Haryana by night. This shows up in the annual murder records of Rohtak range comprising five districts, three of which surround Delhi. According to figures, 135 cases of murders were reported during the first half of the year in the district. Of these 78 murders were worked out. While 14 were blind murders in which the bodies could not be identified. All of them occurred in the districts adjoining Delhi, lending credence to the belief that the victims were murdered elsewhere and later in Haryana territory. The then Inspector-General of Rohtak Range, Dr V.B. George, who has now been posted as Inspector General (Law & Order), maintained that the murder detection figure would improve once the identity of the dead bodies was established. The IG claimed cent-per cent success in solving rape cases which were reported during the first half of the year 48 had been successfully solved. The rate of tracing of abducted girls was also increasing in the range. Of 69 such cases, 47 were traced by the police. The police, however, maintained that most abduction incidents related to voluntary elopement of girls which parents converted to cases to abduction for fear of social isolation. In dacoity cases the police achieved 90 per cent success. Of 20 such cases, 18 were solved by the police. Talking of robbery cases, the I.G. maintained that 87 cases of robbery were registered this year as compared to 80 last year. Robbery in the areas around Delhi was rising because of sophisticated crime being committed by educated youths. The police claimed to have arrested the accused in 61 cases registering a success rate of 73 per cent. The record for burglaries was less impressive. During the last year 33 per cent of the cases were solved. While this year the success rate was 40 per cent. As a result the police is reluctant to register theft cases. Inquiries by this reporter indicate that FIRs were lodged in hardly 50 per cent by the police in various police stations and that too under pressure. Even out of these the police could solve only 41 per cent. However, it was
claimed that 88 per cent of the property looted in dacoity, 72 per
cent of property robbed, 32 per cent of property taken away by the
burglars and 63 per cent of the property stolen by the thieves in
Rohtak range had been recovered by the police. |
Woman
burns herself YAMUNANAGAR, July 13 — A newly married woman allegedly burnt herself to death owing to torture by her in-laws. Surinder Kaur got married in May, 1999, to Tarvinder of Mustafabad in this district. It is alleged that she was regularly tortured by her mother-in-law, father-in-law and other family members for bringing insufficient dowry. While giving a statement in a serious condition yesterday, she alleged that she was fed up of the torture by her in-laws and had thus poured kerosene on her clothes and set herself on fire yesterday. She was shifted to hospital in a serious condition and succumbed to her burns today. The brother of the deceased alleged that her in-laws used to beat her regularly for bringing insufficient dowry. He further alleged that she was beaten yesterday also and they had gone to Mustafabad to defuse the situation. He said that last evening they
received the news that Surinder Kaur was in hospital in a serious
condition. |
Cong,
traders oppose transit challans CHANDIGARH, July 13 — The Haryana Government’s move to introduce transit challans (Form ST 38) for traders of the state has evoked a sharp reaction from the main Opposition party, the Congress, and certain trade organisations. In a statement issued here today the Haryana Congress president, Mr Bhupinder Singh Hooda, alleged that the ruling INLD had gone back on its election promise of ending "inspector raj" and to introduce a single-window system for the convenience of businessmen and traders. He accused the Chautala government of implementing "draconian" provisions, one after the other, to strangulate the business community. He said after the local area development tax, popularly known as entry tax, professional tax and house tax, the introduction of transit challans would harm business and trade in Haryana. Mr Hooda said his party would form a joint committee with traders and launch an agitation to oppose the transit challans. A meeting of the state Executive of the party had been convened here on July 18 to discuss the strategy to oppose the transit challans. Accusing the Chautala government of being anti-trader, Mr Hooda said it was acting vindictively. The president of the Haryana Beopar
Mandal, Mr Lakshmi Chand Gupta, also expressed his resolve to oppose
the transit challans. The senior vice-president of the Haryana Chamber
of Commerce and Industry, Dr N.C. Jain, said the transit challans
would lead to corruption. It would be difficult for small traders to
keep account of transit challans and they would be open to blackmail
by traders outside the state. |
Inter-state
land dispute: meeting for
afforestation PANIPAT, July 13 — A meeting of senior district officers of Haryana and Uttar Pradesh was held at Kala Amb, about 8 km from here, today to solve the land dispute of Sehpat village (U.P.) and Mirzapur (Haryana) along the Yamuna river. The Deputy Commissioner, Panipat, Mr M.R. Anand; the District Collector, Muzaffarnagar, Mr Dinesh Chander Mishra, the Superintendent of Police, Panipat, Mr Kuldeep Singh Sihag, the Superintendent of Police, Muzaffarnagar, Mr Ashutosh Pandey, SDM, Panipat, and Muzaffarnagar, and, revenue officers of both the States participated in the meeting. The officers of both the States unanimously decided that afforestation would be done on the disputed 75 acre land by the district administration, Panipat. The Deputy Commissioner, Muzaffarnagar, said the alternative land to the affected farmers of Sehpat village would be provided at some other place to enable them sow crops in the first week of August. The land was available for this purpose, he added. The Deputy Commissioners of both the districts agreed that the demarcation of the disputed land should be got done by the Survey of India. The Deputy Commissioner, Muzaffarnagar, said he would take up this matter with the Survey of India and the expenditure incurred on it would be shared equally by both the States. The Deputy Commissioners warned the farmers of Sehpat village and Mirzapur village that legal action would be taken against those persons who try to destroy the plantation on the disputed land. The Deputy Commissioner, Panipat, directed the district forest officer, Panipat, to immediately start plantation on the land after taking it into his possession. The officers also heard grievances of farmers of both the States. The Deputy
Commissioner, Muzaffarnagar, said the next meeting in this regard
would be held in Uttar Pradesh. |
New
courses for MDU ROHTAK, July 13 — Exercising powers under Section 9-A(5) of the Maharshi Dayanand University Act, the Vice-Chancellor, Major-Gen Bhim Singh Suhag (retd) has introduced over a dozen new courses form the current academic session. He has convened a meeting of the Academic Council of the University on July 20 to seek approval. The Registrar, Dr Preet Singh, said these courses had been introduced following recommendations of the Board of Studies which met on July 7. Most of the new courses are professional courses which have reportedly been approved by the University Grants Commission (UGC) under the self-financing scheme. The UGC gives a one-time grant to the university for starting these courses. Four of the new courses — Bachelor in Information Technology, diploma in communication skills, foundation course in chartered accountancy and certificate course in physical education — have been allocated to the university colleges. At least five courses have been introduced through the distance education mode. These are two-year master programme in global business management, one-year postgraduate diploma in advertising and media management, one-year postgraduate diploma in pharmaceutical marketing. LL.M. and post-graduate diploma in labour laws, labour welfare and personnel management. The university has also introduced postgraduate diploma in inland aqua culture as a regular course. It has started D.Ped as a regular course in the Physical Education Department and M.Sc. (Math) in the evening classes. The M.Sc. Department has been divided into six different streams from the first year. These are M.Sc. in bio-tech, genetics, botany, geology, environmental sciences and bio-chemistry. The Bachelor of Information Technology course (four years), will offer latest curriculum in information technology, according to Dr Preet Singh. The university will charge Rs 15,000 as development fee from students seeking admission against free seats and Rs 40,000 against the paid seats. For the foundation course, the students will pay Rs 1,200 per month. The Pharmaceutical Sciences Department of the university will coordinate the admission to the Bachelor of Pharmacy course in various colleges and universities of Haryana. The interview and counselling for
admission to the B. Pharma course will be held here on July 25 and 26. |

on Haryanvi culture HISAR, July 13 — Cultural aficionados who have maintained that the only culture Haryanvis know is agriculture and that Haryanvis simply hiss when it comes to history, beware! A father-son duo is set to prove them wrong with the launch of a website on the state’s history. mythology, humour and much more. Sawan Deswal, a computer engineer in the making and his father, Mr Rajbir Deswal, a senior police officer of the Haryana cadre, have created the website which, as they say, has "nothing official about it but lots of Haryana and Haryanvis all over it." The website hariyana.com is hosted on a freeserver webjump.com. It is under construction and will stay on the freeserver until its formal launch a few weeks from now. Mr Deswal who is posted here as Commandant, Third HAP Battalion, is a well-known writer on Haryanvi culture, history and humour. He says: "Haryana.com gives an insight into what an average Haryanvi knows, thinks and feels about himself. His past and present — both known and unknown. It’s a voyage through the corridors of the state’s unwritten history in popular idiom." The duo maintain that the effort is aimed at developing information and not to controvert the precious little known and recognised facts. The details of history, lifestyle and culture are largely the impressions gathered from interviews with the common man and visits to important places in the state. Documentation on Haryana’s history, cultural development and lifestyle is almost nonexistent. Hence, the site is the first attempt of its kind to collate facts and put these in a perspective for the next generation. The website promises to be a mini encyclopaedia on Haryana sans the drab official data. Nevertheless, it has plenty of interesting material on the average Haryanvi who is believed to be born with a funny bone in him and who consciously cultivates the image of a simpleton for himself. The site has several pages devoted to Haryanvi costumes, ornaments, folklore, music, dialects and customs. The idea is to let the world know that a Haryanvi is unique and has a personality of his own born out of his earthiness. There are many interesting nuggets thrown in. For instance, it tells you of a clocktower at Chhachhrauli which has been giving correct time for than a hundred years, despite the fact that it does not have a coli but is operated by a heavy stone tied to a rope which is lifted to the top manually and hung every week by municipal employees. It also tells you about a village near Dadri where you can find perfumed and supplant stones whose edges can be manually bent up to an inch. The Deswals claim it has another unusual feature which describes what the husband-wife relationship means to the average Haryanvi. This relation has been the butt of many jokes over the years. The feature explains that it is different only in that it is deeper than usual. However, what takes the cake is the excellent compilation of Haryanvi jokes and the acute earthy sense of the Haryanvi humour. It may not still match the popular sardarji jokes numerically but it does not lag behind in pungency. Sample one: Once a tall and hefty fellow was cycling down the slope to the village well. A woman with her doghar (two pitchers kept on the head, one above the other) was crossing over to the other side. She collided with the cyclist which left her drenched completely from head to toe. "Can’t you see? don’t you have eyes? coundn’t you stop your cycle you moochhan aley", cried the woman at the "fallen cyclist". Ye moochh ke brake sain (Are the moustaches the brakes poor lady), he retorted. The younger Deswal plans to develop
the website into a portal soon after its launch. "There is so
much in Haryana to be explored by the world. The basmati rice and the
carpets of Panipat are just two examples of what the state has to
offer by way of international trade and e-commerce. I plan to put all
that on the proposed portal", he says. |

jail for four in assault case SIRSA, July 13 — Four accused in an assault case were sentenced to two year’s imprisonment along with a fine of Rs 1500 each. The Judicial Magistrate, Mr H.S. Dhaia, found Teja Singh, Swaran Singh, Santokh Singh and Ram Chander of Dhani Mazra guilty under Sections 323/324/325/148/149 of the IPC. These four, along with Gyan Singh,
and Ramel Das, the deceased, were booked by the Ding police on March
27, 1992 on the complaint of Sohan Lal Kamboj of Dhani Mazra for
attacking and injuring him, his sister-in-law and father over a land
dispute. |
Irate
residents block traffic SONEPAT, July 13 — Traffic on the G.T. Road near Bahalgarh Chowk was held up for more than two hours by irate residents of Kabirpur and nearby villages in protest against the alleged brutal killing of an aged woman and an attempt to rape her daughter-in-law by a gang at a farmhouse on the Sonepat-Bahalgarh road, about 3 km from hare yesterday. According to a report reaching here, a large number of vehicles were stranded on the road. On receipt of information, the Additional Deputy Commissioner, Mr Ashok Yadav, accompanied by Mr Sultan Singh, SDM and police officials arrived on the spot and announced an ex-gratia of Rs 50,000 for next of kin of the victim and Rs 10,000 for her daughter-in-law. They also assured the crowd that the
police would arrest the culprits within a week. The mob then lifted
the blockade and the traffic on the G.T. Road returned to normal. |

hold protest against fee hike ROHTAK, July 13 — Members of the district unit of the All-India Democratic Students Organisation (AIDSO) today held a demonstration outside the office of the Vice-Chancellor, Maharshi Dayanand University, here in protest against fee hike and charges concerned with admission to various courses. The protesting students said the hike was not ‘justified’. They said this would discourage poor students from pursuing higher studies. They alleged that the commercialisation and privatisation was harming the education sector and changes in the education policy. |
Survey
of pension beneficiaries SIRSA, July 13 — Work on identifying old-age beneficiaries who remained absent during a survey conducted in June will be resumed from July 15 to July 17 here. Deputy Commissioner Amit Jha said besides absentees, the eligibility of beneficiaries who had applied for old age pension in January and February would also be scrutinised during the period. He said 14 teams consisting of a
doctor and two senior officials of the district administration had
been constituted for this purpose. He advised villagers to contact the
Block Development and Panchayat Officer, patwari or Panchayat
Secretary for more information. Residents of towns and cities must
meet the secretary of the municipal committee or corporation
concerned. |

Shorewala’s remand extended KAITHAL, July 13 — The Judicial Magistrate, Mr R.K. Khanagwal, has extended the police remand of Mr Anil Shorewala, son of former state Finance Minister, Mr Charan Dass Shorewala, till July 16. Mr Anil Shorewala was arrested on July 9 after the registration of a case under the Prevention of Corruption Act against him. Counsel of Mr Anil Shorewala opposed the request of the prosecution for police remand on the plea that the police had sufficient time since July 9 to interrogate him. Meanwhile, Mr Fateh
Singh and Mr Guni Parkash, senior BKU leaders, have supported the
government in initiating action against corrupt politicians and
demanded a CBI inquiry into the assets acquired by family members of

panel to meet on July 20 CHANDIGARH, July 13 — The Haryana Disinvestment Committee will hold its first meeting here on July 20 under the charimanship of the Town and Country Planning Minister, Mr Dhir Pal, to discuss what to do about various loss-making boards, corporations and other public sector undertakings. Some of the boards and corporations which are sick are the Command Area Development Authority (CADA), the Cooperative Housing Federation, the Handlooms and Handicrafts Corporation, the Harijan Kalyan Nigam, the Industrial Cooperative Federation (INFED), the MITC and the Handloom Apex Society, Panipat. The committee had invited proposals from the departments concerned about the future of these public sector undertakings. It is believed that the proposals include various measures like the merger of loss-making corporations with profit-making ones in the related field, closure and restructuring. However, the government has given an assurance that none of the proposals will lead to the retrenchment of employees. But those employees who have
completed 20 years of service may be offered a golden handshake. |

4.61-cr HUDA schemes cleared CHANDIGARH, July 13 — The Haryana Urban Development Authority today approved schemes of Rs 4.61 crore for providing basic facilities like roads, drinking water supply, sewerage and streetlights in Kurukshetra district. A sum of Rs 46.20 lakh was approved for providing such facilities at Shahabad. The Administrator of
HUDA, Mr Sandeep Garg, said Rs 2.44 crore would be spent on the
drainage of rain water and Rs 34.74 lakh on the construction of roads
in the district. More than Rs 12 lakh would be spent on providing
sewerage and a water supply network at Ratgal. |

on transfer of poll staff CHANDIGARH, July 13 — The Haryana Government today imposed a ban on the transfer of those employees who are associated with the conduct of the elections of the Kaithal and Bhiwani Municipal Councils scheduled to be held on July 27. ITIs to be made functional CHANDIGARH, July 13 — The Haryana Government today decided to make the new Industrial Training Institutes (ITIs) at Bitna in Kalka, Fatehabad and Sadhaura functional from the current academic session. A spokesman for the
Industrial Training and Vocational Education Department said the
decision had been taken in view of the state government’s policy on
job-oriented education. |
Old Yamuna bridge reopened YAMUNANAGAR, July 13 (PTI) — After three days of repairs the old Yamuna bridge today reopened to traffic. The newly constructed bridge which
had been opened temporarily was again closed. The road up to the bridge
from the Haryana side is still under construction. |
