ST evaders beware!

CHANDIGARH, July 12 — Evaders of sales tax in Haryana beware! If the plans of the Excise and Taxation Department of the state fructify, they will be in trouble sooner than later.

The department will introduce transit challans (form ST 38) from July 15 to check the evasion of tax.

“Challan inward” (ST 38-Inward) will be required to be used by a registered dealer for bringing goods from outside the state or for receiving goods from persons other than registered dealers in Haryana. “Challan outward” (ST 38-Outward) will be used by the registered dealers to whom it has been issued for the despatch or delivery of goods.

The law is that carrying goods without a valid challan shall be presumed as an attempt to evade tax, attracting penal action under Section 37(6) of the Haryana General Sales Tax Act (HGST), 1973.

The blank challan forms will be issued by, in addition to the offices of the department, all stamp vendors holding licences under the Indian Stamp Act, 1899, and trade and industry organisations comprising at least 25 registered dealers as their members. The issuing agency will get 3 per cent commission for selling challans.

Each registered dealer will be issued a numbered passbook for the issue of challans. The passbook will serve the purposes of an identification card, a stock book and a regulator for the issue of blank challans and the return of used ones.

Each dealer will be issued only one passbook. A dealer whose business is spread over more than one district will be issued his complete requirement of challans from the district where he is registered under the Act.

If the passbook is lost, the dealer concerned will, besides informing his assessing authority immediately, publicise the loss in two daily newspapers (one Hindi and one English) of wide circulation of the choice of the Prohibition, Excise and Taxation Commissioner (PETC). In case the dealer fails to do so, the PETC will release the advertisements and recover the cost from the dealer as arrears of land revenue.

The use of transit challans will be compulsory for transporting goods for trade in case the value of the goods carried in a single transaction exceeds Rs 10,000.

However, if the goods are being carried within the limits of a revenue district accompanied with cash memorandum or a bill of sale or a delivery note, they will be exempt from the requirement of transit challans.

This exemption will however, not apply to the movement of metal utensils, wood, timber and in the case of the movement of goods to and from a transport company, railway station, railway outagency or booking agency.

The dealers will return the used challans to the department along with the sales tax returns. The used challans will be computerised for ready reference and to keep track of all transactions of a registered dealer.

The department says that the transit challans have been introduced to curb the practice of destroying travel documents once the goods reach their destination, leading to the evasion of tax.

Such a step was introduced by the Bhajan Lal government also but was withdrawn following protests by traders, who cited practical difficulties as the reason for their opposition to the scheme.

Case against IYC chief ‘false’

CHANDIGARH, July 12 — The Haryana Krishak Samaj has criticised the Chautala government for registering a “false case” against the president of the Indian Youth Congress, Mr Randeep Singh Surjewala, in Narwana.

In a statement issued here today the general secretary of the samaj, Mr Sat Pal Kaushik, said the registration of the case against Mr Surjewala, who gave a tough fight to the Chief Minister, Mr Om Prakash Chautala, in the last assembly elections, at the behest of a liquor contractor showed that the state government was being controlled and run by the liquor mafia.

He said instead of taking action against the liquor contractor, who violated the excise policy of the state, or those who turned a blind eye to the violation, the government chose to act against those who helped in the implementation of the law. This, he said, was being done only to victimise political opponents of the Chautala clan.

Mr Kaushik alleged that the powers that be wanted to physically harm Mr Surjewala because they saw him as a future hurdle in the way of the Chief Minister’s sons.

Udham Singh’s martyrdom day to be observed

YAMUNANAGAR, July 12 — The Haryana Government has decided to commemorate the martyrdom day of Shaheed Udham Singh on July 31 at Shahabad, Kurukshetra district. A meeting was held at the local Town Hall yesterday under the chairmanship of Mr Nishan Singh, MLA, Tohana and chairman of the state-level committee for commemoration function.

At the meeting it was suggested that a “jyoti yatra” should be organised from Jallianwala Bagh which should conclude at Shahabad on the martyrdom day after passing through various cities of Punjab and Haryana. They also suggested that competitions on the life of Shaheed Udham Singh should be organised in schools and colleges.

Mr Nishan Singh stated that blood donation camp, prabhat pheries, exhibition on the life and message of Shaheed Udham Singh would be held. Meetings are being organised at the district-level to get more people connected with the state-level function.

After Yamunanagar and Panchkula such meetings will be organised at Ambala, Shahabad, Kaithal, Karnal, Kurukshetra, Fatehabad and Sirsa. He told that there are eight government and 23 non-official members of the committee.

Mr Rajiv Sharma, Deputy Commissioner, lauded the people to participate in the martyrdom day celebrations. Additional Deputy Commissioner Balbir Singh also addressed the meeting.

Presidents of the local municipal council and Jagadhri MC, Sangeeta Aggarwal and Ashok Sharma, vice-president Surjit Mehta, freedom fighters of the district, ex-servicemen and representatives of social organisations also participated.

Registration of papers computerised

GURGAON, July 12 — Computerised registration of documents was launched in the mini-secretariat at Narnaul today.

The programme initiated in seven districts of Haryana will be pilot projects and will be extended to the entire state.

The computerised registration of documents is supported by a specially-designed software by the National Informatics Centre, Haryana, at Chandigarh called the Haryana Registration Information System-HARIS.

Inaugurating the programme, the Deputy Commissioner, Mahendergarh, Mr V. Raja Sekhar, said the computerisation of registration would remove middlemen and downsize auditors.

Raid at Shorewala’s house

KAITHAL, July 12 — On the one hand the police raided the residential and business establishments belonging to the former Finance Minister, Mr Charan Dass Shorewala, to ascertain value of assets owned by his family, on the other hand the former minister along with his supporters organised a march to protest against the registration of a case under the Prevention of Corruption act against his son.

The police raided the house of the former Finance Minister today to know the value of the newly built house. The raid was organised at 3 p.m. when a large number of policemen reached the newly constructed palatial house situated the Ambala road here. The police was accompanied by a sub divisional engineer, JEs of the P.W.D. and B&R Department and women police.

The former Finance Minister led a procession of his supporters and sympathisers to protest against the arrest of his son Anil Shorewala. He described the arrest of Mr Anil as vindictive, malafide and due to political vendetta. He said that he did not support the candidate of Mr Chautala’s party in the last Assembly elections and hence the C.M. was nursing a grudge against him.

He also alleged that this action of the Chautala Government was undemocratic. He threatened an indefinite fast outside the residence of the Prime Minister if the victimisation of his family was not stopped. Some shops in Sarafa and main bajars remained closed in protest.

It is reliably learnt that higher authorities of the Income Tax Department have summoned the Income Tax records pertaining to the family members of Mr Shorewala.

The supporters of Mr Shorewala condemned the government for police action. His opponents were jubilant and appreciated the action of the government for initiating the move against the corrupt politicians.

Minor gangraped for 2 days

ROHTAK, July 12 — The abduction and ‘gang rape’ of a 15-year-old girl at a nearby village has sent a shock wave in the region. While two of the accused have been identified the police has not been able to arrest the fourth accused.

The incident was reported to the police yesterday by father of the girl. The complainant who belongs to nearby Bhalaut village alleged that his daughter went to fields on the morning of July 8. He said four youths who had come in a car caught her in the fields and took her to an abandoned house in fields a few km away. He told the police that the victim was gangraped by all four youths for two days. The girl was ‘dropped’ near the village on July 10. It is reported that while all accused have not been arrested so far, two of the accused have been identified as Ajay and Vijay of the same village. They are reported to be real brothers. A case under Sections 341, 342, 363, 366, 376 and 506/34 of the IPC has been registered.

Meanwhile in another incident a 17-year-old-girl was set ablaze by a youth at Neemana village recently. The victim identified as Seema was alone at that time. The victim died on the spot.

UNI: The rape victim was medically examined by doctors, Rohtak SSP P.K. Agarwal said here today. The culprits would be arrested soon, the SSP said.

Cong threatens to gherao Assembly

KURUKSHETRA, July 12—Haryana Pradesh Congress Committee will gherao the Vidhan Sabha if the Chautala government fails to present a tax-free budget in the next Assembly session, the committee president, Mr Bhupinder Singh Hooda, said while talking to mediapersons here yesterday.

He said if the Chautala government did not withdraw the taxes imposed during its regime before commencement of the next Assembly session, the Congress would launch an agitation. Public opinion was being formed in this regard by organising meetings, he added.

Mr Hooda alleged that Chief Minister Om Prakash Chautala was going back on his promises to waive the taxes imposed by his preceding government. Although there was a loss of Rs 65crores by abolishing the octroi in the state, Mr Chautala imposed the taxes on the public in the name of losses, he said.

Talking about the new house tax policy, Mr Hooda said it was an anti-people policy through which a 10-fold tax burden was being imposed on the people. He said policy should be bases on the old rental policy. He demanded that the house tax ordinance should be withdrawn.

He alleged that the Chautala government had also failed to provide water and electricity free of cost to farmers. Instead of providing round the clock power the Chautala government had got cases registered against farmer union leaders, Mr Hooda alleged.

He said the Chautala government was implicating its political opponents by registering false cases against them. In support of his allegations, Mr Hooda said a former Minister, Mr Anand Singh Dangi, All India Youth Congress, President, Mr Randeep Surjewala, and Mr Anil Shorewala, son of former Haryana Finance Minister, were among those who were being implicated in false cases. He demanded the withdrawal of such cases.

On the SYL canal issue, Mr Hooda said though Haryana was demanding the Ravi -Beas water share from Punjab, the Chief Minister with the “connivance” of his friend, Punjab Chief Minister Prakash Singh Badal, had put the issue on the backburner.

Plan to check migration

CHANDIGARH, July 12 — The Haryana Government today formulated an integrated plan to strengthen the infrastructure of eight of its small towns to check and regulate social migration from small towns to big cities under the integrated development of small and medium towns schemes.

Mr Subhash Goyal, Local Government Minister, said eight such towns had been identified for development in two phases. In the first phase Barwala, Charkhi Dadri, Yamunanagar and Pehowa were being developed with an increased investment of Rs 210 lakh and Rs 140 lakh as sanctioned by the Central Government and the state government, respectively.

He said in the second phase Bhiwani, Ambala city, Sirsa and Hansi would be developed. Funds for the purpose were likely to be released shortly.

3 Joint Directors promoted

CHANDIGARH, July 12 — The Haryana Government today promoted Mr J.K. Verma, Mr R.S. Mehla and Mr Ram Pal Malik, Joint Directors in the Department of Agriculture, Additional Directors with immediate effect.

On promotion, Mr Verma has been posted as Additinal Director, Agriculture (Biogas), and Mr Mehla, as Additional Director, Agriculture (Soil Conservation).

Mr Malik, on promotion, has been sent on deputation as Chief Technical Officer with the Haryana Land Reclamation and Development Corporation.

Illicit liquor claims two lives

AMBALA July 12 — Two persons were killed after consuming illicit liquor near Barara, 30 km from here.

The dead have been identified as Baljinder Singh, a resident of Nagla Jattan village, and Rachna Ram of Pasiala village.

According to a police report Baljinder and Rachna Ram consumed liquor on July 8 and the next day both complained of pain in their eyes. Rachna Ram died at his village on July 10, while Baljinder was admitted to Primary Health Centre, Bihta, where doctors referred him at Ambala Civil Hospital. But he was admitted to a nursing home at Ambala cantonment where he expired on July 11.

The police has registered a case against two persons.

Governor mourns death of Farooq’s mother

CHANDIGARH, July 12 — The Haryana Governor, Babu Parmanand, today mourned the death of Begum Akbar Jehan, mother of Dr Farooq Abdullah, Chief Minister of Jammu and Kashmir.

In his condolence message, the Governor said Begum Akbar Jehan was a staunch freedom fighter, a popular social reformer and an able parliamentarian. She had a loving and caring heart for suffering humanity. She had played a leading role in the political and social history of Jammu and Kashmir.

The Governor conveyed his condolences to members of the bereaved family.

Shergill to head sahitya academy

CHANDIGARH, July 12 — The Haryana Government today appointed Maj Amrao Singh Shergill (retd), resident of Saha village in Ambala district, Director, Punjabi Sahitya Academy, with immediate effect.

The government also ordered the shifting of the headquarters of the academy from Panchkula to Ambala cantonment.
