Order to close distillery

CHANDIGARH, July 6 — The Haryana State Pollution Control Board (HSPCB) has ordered the closure of Haryana Distillery, Yamunanagar, under Section 33-A of the Water (Prevention and Control of Pollution) Act, 1974.

It has also ordered the sealing of the plant, machinery and diesel generating sets and disconnection of the power supply with immediate effect.

However, one small diesel generating set has been allowed to operate the effluent treatment plant (EPT). The plant will also get a single-phase power supply for lighting.

A joint team of the Central Pollution Control Board and the HSPCB inspected the distillery from April 27 to 29 and collected samples of the effluent. The level of bio-chemical oxygen demand (BOD) was found to be 145 mg/1 and 280mg/1 in the effluent being discharged into the Western Jamuna Canal (WJC).

A spokesman for the HSPCB said here today that the distillery was discharging 375 KL of effluent per day into the WJC, which leads to the Yamuna.

The distillery is covered under public interest litigation number 725 pending before the Supreme Court, which is monitoring pollution in the Yamuna.

The central board had, under Section 5 of the Environment (Protection) Act, 1986, directed the distillery on December 31, 1999, to acquire nine hectares of land per kilolitre of alcohol produced daily. The land requirement of the distillery is 270 hectares for the production of 30KL of alcohol per day.

The unit was asked to acquire 100 acres in the first phase up to June 1, 2000, but it failed to do so. The unit also allegedly failed to carry out the board’s directions to construct the holding lagoons properly to store effluent for three months’ capacity discharge.Top

 

Forum divided on case against doctor

SIRSA, July 6 — The District Consumer Redressal Forum is divided in its judgement in a case filed by Anuradha Rani against Dr Amar Singh Sidhu, a local surgeon.

According to the information received yesterday, Anuradha Rani of the local Jail mohalla had lodged a complaint with the forum on April 11, 1996, accusing Dr Sidhu of "negligence" while performing surgery on her which caused her mental agony and financial loss.

Giving details Anuradha said she had been suffering from pain near her kidney and had consulted Dr Sidhu regarding this. Dr Sidhu after seeing her X-ray report allegedly told her that she had seven stones in her kidney. He also recommended some tests which she got done on July 28 and 29. On July 31, the doctor operated on her but her pain did not subside. Another X-ray report showed a stone in her kidney. Anuradha Rani accused the doctor of deliberately leaving the stone with an intention to operate on her again.

After a long hearing, the Chairman of the forum held the doctor guilty under Sections 2 (1)(g) and 2(1)(O) and ordered him to pay a compensation of Rs 1,20,000 for causing mental agony to Anuradha Rani and for meeting the expenses of another surgery. The Chairman directed Dr Sidhu to pay the compensation within a month failing which an interest of 12 per cent would accrue.

However, two dissenting members of the forum acquitted the doctor of the charges levelled against him saying that the words "multiple stones" did not refer to any specific number and, therefore, if any stone remained unextracted it was not the doctor’s fault.Top

 

Gehlot writes to CM on recruitment

GURGAON, JULY 6 — The Deputy Speaker of the Haryana Assembly, Mr Gopi Chand Gehlot, has taken up with Chief Minister Om Prakash Chautala the issue of industrial units in Gurgaon ignoring deserving youths of the state during recruitment.

In a letter to Mr Chautala,he has alleged that industrial establishments based in Gurgaon,including known names like Maruti Udyog, do not value the degrees in business management courses obtained from the universities of the state.

He has written a letter to the chairman of Maruti Udyog on the development. Mr Chautala represents Gurgaon in the Haryana Assembly.

In his protest to the Chairman of Maruti Udyog, he has said that on account of the unit and other business establishments in Gurgaon,a number of families had become landless with no means to livelihood.Hence,it was the moral duty of business establishments to give preference to local youths during recruitment.

It was also against the principle of natural justice to ignore the claims of "land oustees" at whose cost the units had come up.

Mr Gehlot urged the Chief Minister and the Vice-Chancellor of Maharshi Dayanand University (MDU), which has affiliated colleges in Gurgaon and other parts of South Haryana, to set up a centre in professional courses,especially those relating to the information technology (IT). In case there was problem with regards to logistic like a building, he suggested that the same could be run from places like the Haryana Institute of Public Administration(HIPA),based here.

He also made out a strong case for introducing courses relating to IT in undergraduate classes in colleges of the universities.

He urged the Chief Minister and MDU to increase the number of seats and the subjects run by the university in its affiliated colleges in Gurgaon.Top

 

Hooda predicts fall of Chautala Government

REWARI, July 6 — The HPCC president, Mr Bhupinder Singh Hooda has asserted that the Chautala government will fall under its own weight.

He was addressing a largely attended rally of Congress workers here today. Mr Chautala had earlier promised free power and water to the farmers and now he was prosecuting them for not paying arrears of power bills, he said.

Taking a dig at Mr Chautala’s electoral promise of providing employment, Mr Hooda said he had only eradicated unemployment of his family by sending his father to the Rajya Sabha, making himself the Chief Minister of Haryana, getting his elder son elected to the Lok Sabha and his younger son to the Vidhan Sabha while the number of registered unemployed persons had swelled to eight lakhs.

Mr Hooda further said Mr Chautala was not in a position to incur the displeasure of the Punjab Chief Minister, Mr Prakash Singh Badal. He could not be expected to solve the SYL canal issue which had been pending for the past three decades. He asserted that this issue would be resolved only by a "Lal" of South Haryana when that Lal would be the Chief Minister. he reiterated that if the Chautala government took a pro-Haryana decision about the early completion of the SYL canal, the Congress party would extend its support to it.

He also flayed the Chautala Government for levying various new taxes. He also deplored that the income from excise, Yamuna sand and mining had considerably decreased on account of the dishonest policies of the government.

The rally was also addressed by two Congress legislators Capt Ajay Singh Yadav (Rewari) and Mrs Anita Yadav (Salhawas).

Later they staged a demonstration in front of the district secretariat and submitted a memorandum, listing the demands, to the Deputy Commissioner.Top

 

Small village with big past

YAMUNANAGAR: Hardly 15 km from Yamunanagar, on the banks of the Yamuna, lies Sugh, a small village with a long past which cries for the attention of the Haryana Government as well as the Archaeological Survey of India.

The statue of the Buddha in this village attracts every year a large number of Buddhist pilgrims, including monks and missionaries from abroad. Besides, there are five structures connected with the period when Buddhism flourished in this part of the country. This village also finds mention in some ancient Sanskrit texts which describe it as "Sugra". According to the villagers ancient coins and artefacts are often discovered in this area. They reveal that coins and jewellery found at Sugh have been taken away by some foreigners while the State and Central authorities have paid no heed to it.

The famous Chinese pilgrim, Hiuen Tsang, who visited India in the seventh century, during the rule of Harshvardhana, has described this place in glowing terms. Prof Suraj Bhan, an historian and a Member of Parliament has referred to these facts in his speeches in Parliament. It is due to his efforts that coins and other articles found at Sugh have been sent to Panjab University at Chandigarh for the benefit of students of archaeology.

It is stated that the Buddha had himself set up a "Math" at Sugh. Five masonry pillars that now stand in the wilderness are believed to have been raised in memory of the Buddha.

But so far the place has escaped the attention of the Haryana Government as well as the Archaeological Survey of India. It has great potential for being developed as a centre of tourism as well as pilgrimage. The ancient artefacts found here should be enough to attract archaeological researchers.Top

 

Kataria for panel to resolve differences

YAMUNANAGAR, July 6 — Mr Rattan Lal Kataria, newly elected president of the Bharatiya Janata Party (BJP), Haryana, favours a coordination committee to resolve the misunderstanding between BJP and INLD cadres.

Mr Kataria overruled the possibility of joining the Haryana Cabinet but made in clear that the BJP would continue to support the INLD. Mr Kataria, who is on a whirlwind tour, informed that he had covered five districts and by July 23 all districts would be covered by him.

He said there was no misunderstanding between Mr Om Prakash Chautala, Chief Minister, and the BJP as was being published in the media. On July 10 he would meet the Chief Minister at Chandigarh where all issues would be discussed.

He would take up with Mr Chautala the issue of professional tax in Haryana. As far as the organisation was concerned, Mr Kataria said, that office-bearers had been announced and the executive committee would be announced within seven days. He said the BJP wanted to be the front-runner in the state. The emphasis now would be more on rural areas.

Mr Kataria appealed to all BJP cadres to come under one banner to strengthen the party.

A meeting at New Delhi would be convened tomorrow regarding reimposition of octroi in Haryana. He said it had been mentioned in the party manifesto that the octroi would be abolished. Earlier, a civic reception was accorded to Mr Kataria at Ram Lila Bhavan where a purse of Rs 2.5 lakh was given to him by the citizens of Yamunanagar district.Top

 

MDU to start BIT, other courses

ROHTAK, July 6 — Anxious to self-financing, Maharshi Dayanand University is actively considering proposals to start courses both by regular and distance education modes.

The Vice-Chancellor, Maj Gen Bhim Singh Suhag (retd), said the courses would be relevant to the students of this area. Some of them, however, may not be job-oriented, he told The Tribune in an exclusive interview here today.

General Suhag had retired from the Army Supply Corps which he had joined in 1961. He took over as Vice-Chancellor on June 5. He admitted it was a totally different field with a lot many challenges.

He said the revision of syllabi and restoration of the credibility of the examination system would get top priority. With the liberalisation of economy and challenges thrown by information technology at the international level, the revision of syllabi should be an on going process, he said.

The Vice Chancellor, however, hastened to compliment the Controller of Examinations, Dr K.C. Bhardwaj, for announcing the results of the undergraduate and postgraduate examination on schedule. Still, he said, there was ample scope to improve on the examination system but he did not elaborate on this.

The Vice-Chancellor said only those colleges or institutions affiliated to this university would be permitted to start courses who had the necessary infrastructure before starting the course. The universities would be very strict in this matter and there would be no bending of rules, he said firmly.

Four of the courses are proposed to be started in the University college from the current academic session. These include Bachelor in Information Technology, Foundation course in chartered accountancy, diploma course in business communication skill and certificate course in physical education.

The courses which are being planned to be introduced through the distance education mode include two-year master degree in global business, one-year post graduate diploma in advertising, postgraduate diploma in pharmaceutical marketing, LL.M and postgraduate diploma in labour laws, labour welfare and personnel management.

The university is also considering starting M.Sc. (maths) in the evening and D.P.Ed as a regular course. It is also considering proposals to introduce six different streams in M.Sc from the first year which could be divided in the second year. These are M.Sc (bio-technique, genetics, botany, geology, environmental sciences and bio-chemistry).

The Vice-Chancellor said these courses had been cleared by various departmental committee and would be introduced after being approved by the Board of Studies. He said mobilisation of internal resources was very

necessary to complete the on going projects. He was not sure how much money the university would generate through these courses, he hoped to improve upon the last year.Top

CHANDIGARH, July 6 — Dr Mehar Singh Saini was sworn in as member of the Haryana Public Service Commission by the Governor, Babu Parmanand, at a simple ceremony at Raj Bhavan here today.

Dr Saini (46) holds the BAMS degree from Shri Krishna Government Ayurvedic College, Kurukshetra. He was also the president of the Kaithal Municipal Council when he also held additional charge of the Town Improvement Trust for four years from 1987, an official press note stated. Haryana to examine work of drivers

CHANDIGARH, July 6 — The Haryana Government today directed all heads of department, boards, corporations and autonomous bodies in the state to examine the entire career graph of all drivers working under their control and examine the suitability for retention in service of those who have been involved even in one accident.

The government has framed the Haryana Civil Services (Retention in Service of Drivers) Rules, 2000, and these will apply to all drivers working in the departments.

A state-level committee will be constituted by the Transport Department at the headquarters to conduct a driving test for drivers of all departments in the state involved even in one accident during the preceding 10 years.

This panel will be constituted under the chairmanship of the Additional State Transport Commissioner.Top

CHANDIGARH, July 6 — In a significant move, the Haryana Government today took two decisions on the removal of anomalies in pensions.

While stating this here today, the state Finance Minister, Mr Sampat Singh, said, in the case of those who retired between January 1, 1996, and September 30, 1996, the average emoluments would be based on the basic pay of the preceding 10 months provided they had opted to have the revised scales of pay and had retired within 10 months from January 1, 1996.

For the period during which pay was drawn in the pre-revised pay scales, the total emoluments for the number of months for which the pay was drawn in the pre-revised pay scales would be calculated after taking into account the basic pay which would include increments, if any, drawn during the intervening period, DA up to consumer price index 1510, that is at the rate of 148 per cent, 111 per cent and 96 per cent of the basic pay, as the case may be, the first and second instalments of interim relief appropriate to the basic pay drawn during the relevant period and notional increase of basic pay by applying the fitment benefit of 40 per cent on basic pay in the pre-revised pay scales.

For the period during which pay was drawn in the revised pay scales, the aggregate of the basic pay for the number of months for which pay was drawn in the revised pay scales would be considered. The average emoluments of the preceding 10 months will thereafter be calculated by adding the basic pay and DA up to CPI 1510, that is at the rate of 148 per cent, 111 per cent and 96 per cent of the basic pay, as the case may be, and dividing the result by 10. Pension admissible will consequently be 50 per cent of the average emoluments so calculated.

The pension sanctioning authority may suo motu revise the pension of employees under their administrative control who had retired or died while in service during the period January 1, 1996, to September 30, 1996, without calling for fresh applications from the employees concerned.

In the case of those government employees who retired or died in haress on or after January 1, 1996, their pension will continue to be calculated at the rate of 50 per cent of the average emoluments in all cases and will be subject to a minimum of Rs 1,275 per month and a maximum of 50 per cent of the highest pay applicable in the state government which is Rs 24,500 since January 1, 1996. But the full pension in no case will be less than 50 per cent of the minimum of the revised scale of pay introduced with effect from January 1, 1996, for the post last held by the employee at the time of retirement. However, such pension will be suitably reduced pro rata where the pensioner has less than the minimum required service for full pension as per the rule applicable to the pensioner as on the date of his superannuation and in no case will it be less than Rs 1,275 per month.Top

CHANDIGARH, July 6 — The Haryana Harijan Kalyan Nigam has assisted 2,765 Scheduled Castes beneficiaries by giving them financial assistance of Rs 5.31 crore until May during the current financial year.

The Minister of State for Social Welfare, Mr Risal Singh, said out of this amount, Rs 143.50 lakh was provided as subsidy, Rs 90.10 lakh as margin money, Rs 8.36 lakh as direct loans and the remaining Rs 288.73 lakh as bank loans.

He said the nigam assisted 2,596 Scheduled Castes beneficiaries to take up various income-generating schemes during May and disbursed Rs 494.28 lakh among them which involved a subsidy of Rs 132.20 lakh, Rs 82.37 lakh as margin money, Rs 8.36 lakh as direct loans and Rs 271.35 lakh as bank loans.Top

 

Haryana to seek SYL completion

CHANDIGARH, July 6 — The Haryana Government will stress on the completion of the SYL canal while participating in a meeting of the National Water Resources Council at Vigyan Bhawan in Delhi tomorrow. The meeting, which has been convened by the Union Water Resources Ministry, will be addressed by the Prime Minister, Mr A. B. Vajpayee.

Official sources here said that the Chief Ministers and Finance Ministers of all states had been asked to take part in the meeting. However, Finance Minister Sampat Singh would represent Haryana as the Chief Minister, Mr Om Prakash Chautala would not be able to attend it.

Discussions at the meeting, which was stated to be the fourth one of the council, would take place in the context of the Draft National Water Policy, 1998, the sources said. Haryana had reservations on certain aspects of the policy.Top

AMBALA, July 6 — Nearly 80 eminent saints of India will attend the World Peace Conference to be held in New York from August 28 to 31 being organised by the UN Organisation. This was stated by Swami Avdheshanand Giri, Aacharya of the Joona Peeth, here yesterday. Swamiji is one of the members of the agenda committee of the conference.

Swamiji said about 1,000 ‘dharmacharyas’ and thinkers of different religions from all over the world would participate in the conference. He said some eminent environmentalists would also attend the conference.

He said three Shankarcharyas and some senior saints from the Vishwa Hindu Parishad would also take part in the conference. The Indian saints would lay emphasis on world peace and universal brotherhood at the conference.Top

CHANDIGARH, July 6 — The Haryana Health Department will organise state-level functions at Hisar and Bhiwani to mark World Population Day on July 11.

The Minister of State for Health, Dr M.L. Ranga, said a race to mark the day would be organised at Bhiwani at 6 am which would be flagged off by Mr Bahadur Singh, Minister of State for Education.

The main aim of the race was to make school and college students aware of the impact of increasing population.

The minister said a kavi sammelan would be organised at Hisar at which the ill-effects of the growing population would be highlighted. This function would be inaugurated by Dr Ranga himself.Top

CHANDIGARH, July 6 — The Haryana Punjabi Sahitya Akademi at Panchkula yesterday invited entries, applications and manuscripts from Haryana domicile writers, literary organisations and students of the state under various schemes.

The Minister of State for Education, Mr Bahadur Singh, said unpublished manuscripts and material for publications of Punjabi books and of anthrologies of short stories, essays, poems and one-act plays in Punjabi book form and for holding literary and voluntary function were eligible for these entries. He added that students who had secured higher marks in Punjabi at the middle, matric or 10+2 Class from the Haryana Board of School Education during this academic session were also eligible for awards.

All three general secretaries of the state BJP will accompany Mr Kataria in the campaign launched on Tuesday to give a boost to the party in the state.

In a statement here yesterday, Mr Gulshan Bhatia, office secretary of the party, said Mr Kataria would visit Panipat, Karnal, Yamunanagar, Sonepat, Kurukshetra, Kaithal, Jind, Sirsa, Fatehabad, Hisar, Palwal, Faridabad, Gurugram, Mahendragarh and Rohtak.

He said Mr Manohar Lal, general secretary (organisation), would visit Karnal, Kurukshetra, Panchkula, Ambala, Kaithal, Panipat and Yamunanagar from July 3 to 12. Mr Om Parkash Dhankar, general secretary, would hold meetings at Sonepat, Rohtak, Bhiwani, Jind, Hisar, Fatehabad and Sirsa from July 8 to 23. Mr V. Kumar Yadav, general secretary, will discuss different issues with party workers at Palwal, Faridabad, Gurugram, Rewari, Mahendragarh and Jhajjar from July 10 to 15.

HISAR, July 6 — The District Magistrate, Mr Anurag Rastogi, today promulgated prohibitory orders under Section 144, CrPC banning the gathering of five or more persons, carrying of weapon of offence in the premises of schools/colleges and around 200 metres from the boundary of an entrance test examination centres here.

This step has been taken for an orderly conduct of the common engineering entrance test-2000 (CEET) being conducted by Guru Jambheshwar University Hisar, here on July 9.

Meanwhile, Dr Krishan Chander Bangar, Vice-Chancellor of GJU, said that all necessary arrangement for the conduct of this examination had already been completed, for maintaining law and order at the examination centres police force will be deployed and special squad teams will visit the examination centres. The examinations will be held at various centres in Haryana along with Delhi and Chandigarh.

He said more than 81 centres had been created and about 23,847 students would appear in this examination. The examination centres are at Ambala, Kurukshetra, Hisar, Bhiwani, Rewari, Gurgaon, Faridabad, Murthal and Sonepat.Top

 

Armed robbers loot Rs 1.59 lakh

SONEPAT, July 6 — Four unidentified car-borne robbers armed with pistols, reportedly snatched Rs 1.59 lakh from two coal dealers of Narwana near Bichapari village in this district about 45 km from here last evening.

According to a report, the robbers, escaped after the incident. A case has been registered.

Mr Parveen Goel and Mr Prem Bansal, the two coal dealers, collected Rs 3 lakh from owners of brick-kilns at Sikandarpur Majra village and they were going from Gohana to Jind by their car. When they reached near Bichapari village the robbers who were in another car, stopped coal dealers’ car. Three of the four robbers waiving pistols, forced their way into dealers’ car and snatched Rs 9,000 from Mr Goel. They also pushed Mr Bansal and Mr Dharam Pal out of the car and snatched Rs 1.50 lakh from Mr Bansal.Top

 

Robber cornered, shoots himself

ROHTAK, July 6 — One of the two armed miscreants who shot at and injured a jeep driver in their attempt to drive away the vehicle committed suicide when he found himself cornered by the police near Meham yesterday. His accomplice was arrested.

According to police sources, Narender of Mungaan and Rajender of Khandsa village in Gurgaon took a lift in the jeep from Rohtak. The accused asked the driver, Sanjay, to hand over the jeep to them near a sugar mill 35 km from here.

The robbers shot at the driver and pushed him out of the vehicle. But the jeep overturned near a police checkpost. Local people and policemen gheraoed one of them, Narender, who himself shot in the temple.Top

 

Hike in school fees resented

PANIPAT, July 6 — Resentment prevails among ex-servicemen against the revision of fees by the Central School authorities at NFL Persur and they have requested the Chief Minister to intervene in the matter. The ex-servicemen alleged that the school management was indirectly forcing them to withdraw their children from school by increasing the school fees.

Parents of some students in Central School here said by enhancing the fees by 400 per cent, education of children has been put beyond their reach. Previously the fees was Rs 100 and now the school was demanding Rs 450 up to Class V and Rs 550 from Class VI onwards. They also alleged that the bus pass facility had been withdrawn adding to their problems.

Some of the parents met the General Manager and the Deputy General Manager of the NFL but to no avail. Even the Principal of the school did not support them and asked them to take the transfer certificate, they said.

4 labourers crushed to death

FARIDABAD, July 6 — Four migrant labourers were killed early this morning when a truck crushed them on the Delhi-Mathura National Highway. The accident occurred while they were sleeping on the footpath.

While three labourers died on the spot the other succumbed to his injuries at the hospital. The truck did not have any registration plate. The vehicle had not been traced.

The deceased have been identified as Mujahid, Deepak, Srikrishna and Sadiq Ali, all residents of Etah district in Uttar Pradesh.Top

 

Commissioning of bridge to be delayed

FARIDABAD, July 6 — The commissioning of the long-awaited four-lane bridge over the railway lines at Bata Chowk in Faridabad has again been delayed by at least two months.

Earlier, it was scheduled to be inaugurated on Independence Day this year.

Official sources said the delay had been caused due to failure of the Haryana Vidyut Prasaran Nigam to remove the high tension cables in time which were coming in the way the completion of the flyover. This was despite the fact that Rs 20 lakh had been given to the Nigam as the cost for removing the cables more than three months ago.

After the issue was taken up by local authorities the the cables were removed on Tuesday.Top

Revise wages of workers: JD (U)

SONEPAT, July 6 — The president of Haryana Pradesh Janata Dal (U), Mr Ved Parkash Vidrohi, today urged the state government to revise the wages of the skilled and unskilled workers of the industrial units and fix Rs 3,500 per month as their salary in the wake of price rise.

Talking to mediapersons here, he said that the state government should take immediate and effective steps for ensuring the payment of salary to the workers in accordance with the Minimum Wages Act as a majority of the employers had failed to make payment of minimum wages to their workers.Top

 

1 killed in mishap

The bus of the Karnal depot met the accident when the driver lost balance due to some technical problem and hit a tree. The deceased has been identified as Amarit Sharma of Koel village. Top

Caught with drugs

AMBALA, July 6 — A convict was caught with drugs in Ambala Central Jail. This is the second such incidence in the past few weeks.The convict, Prem Kumar, lodged in Ambala Central Jail, was caught by jail security officials when he was trying to smuggle in about 680 grams of opium. A jail official said the opium was supplied to Prem Kumar during the mulaqat time yesterday. “Prem Kumar then hid the opium in his undergarments, but we caught him. The convict is already undergoing 10 years RI under the NDPS,” he said. He pointed out that they normally kept a watch on persons who were in the jail in NDPS cases.

A few weeks back, a jail warden, Sandeep, was caught with drugs. He was found to be carrying 980 tablets, used by drug addicts. Investigations in the case are on and the authorities are trying to find out who have supplied the tablets to Sandeep.  Top
