Communicating with MLAs through ads ? CHANDIGARH, June 27 Have government departments in Haryana started communicating with MLAs through newspaper advertisements? If an advertisement released by the state Transport Department in a newspaper is an indication, the answer is in the affirmative. It is another matter that the advertisement, which made insinuations against the BJP MLA from Faridabad, Mr Chander Bhatia, has started a debate in legal circles of the state on the issue of privileges of the legislators and the House. There is a strong view that by releasing such an advertisement, the Transport Department has committed a breach of the privileges of the House. Mr Bhatia was given permission to use a red light on his private car (HR-51L 0001) by the department which also issued a sticker no. 546 to be pasted on the windscreen of the vehicle on May 3, 2000. The MLA informed the department on May 24 last that he had lost the sticker on May 16, 2000, and an FIR had been lodged with the Faridabad police. He requested the department to issue another sticker for use on vehicle no. HR-51E 0984. The department felt that if the MLA had lost the sticker, he should have demanded it for the first vehicle and not for another vehicle. Stating all these facts in the advertisement, the department alleged that the MLA had tried to mislead it for which he (Mr Bhatia) would be liable for penal action. Following the MLAs protest, the department retracted its advertisement the next day. It inserted another advertisement on June 24 stating that Mr Bhatia had not misled the department in the matter of the red light sticker. Apologising and expressing regrets for tarnishing his image, the advertisement said the first advertisement had been published because of the negligence of an official of the department. An assistant of the department has been placed under suspension. However, it still remains unanswered as to how did the department reach the conclusion that the MLA, who had a long feud with the administration during Mr Bansi Lals regime, had tried to mislead the department merely by requesting for a sticker for another car. He had already lodged an FIR about the lost sticker and the police is yet to complete the investigations. Meanwhile, official
sources say the MLA is "satisfied" with the
apology tendered by the department. |
Release of grant for Agroha
college sought CHANDIGARH, June 27 A delegation of the Maharaja Agrasen Medical Education and Scientific Research Society led by its President, Mr O.P. Jindal, industrialist-turned-politician, met the Haryana Chief Minister, Mr Om Prakash Chautala, here today to urge him to release the promised grant to the Agroha Medical College. As per an agreement signed between the society and the then Chief Minister of Haryana, Mr Devi La, in 1988, the state government was to pay 99 per cent of the recurring expenses and 50 per cent of the non-recurring expenses of the college. However, the grants were stopped by the Bhajan Lal and the Bansi Lal governments. When Mr Chautala became the Chief Minister in July last, he not only restored the grants but also promised to release the grants with retrospective effect. A supplementary Budget of Rs 7 crore was approved by the Vidhan Sabha for the purpose. However, the government released only Rs 2 crore in the last financial year. The delegation, which included Mr Nand Kishore Goenka, Mr Pyare Lal Goel, Mr Ram Bhagat Gupta and Mr R.P. Jindal, told Mr Chautala that the society had already incurred an expenditure of about Rs 12 crore on the college and the government had paid Rs 6 crore. The agreement had stipulated, during the first phase of the construction, that the expenditure of Rs 25 crore was to be shared equally by the society and the government. The delegation regretted that despite the promise of the Chief Minister, the release of funds "has been very slow". Mr Chautala assured the delegation that he would fulfil the commitment made by his father even if "I have to sell my property". He said he had already instructed the administration to release another Rs 1.5 crore for the college. Confirming the release
of another instalment of grant to the college, the
Finance Minister, Prof Sampat Singh, said in a statement
issued here this evening that the college would have
enough infrastructure and facilities for getting the
approval of the Medical Council of India by this year-end
and the academic session would be started next year. |
Girls fare better in Sr
Secondary exams BHIWANI, June 27 Girls have fared better than boys in the Senior Secondary (academic) annual examinations-2000 of the Board of School Education, Haryana. The results have been declared and have also been made available on the Internet on website http:/ /haryana.nic.in. This was stated by the board Chairman, Sardar Sher Singh Rori, to mediapersons here today. He said the overall pass percentage was 44.88. While girls had a pass percentage of 58.96, boys lagged behind with 42.90. The board Secretary, Prof Jagdish K. Sihag, said that 1,36,838 candidates appeared in this examination and 66,884 were declared pass. The Secretary said that the pass percentage of private candidates was 43.18 and those of regular candidates was 49.88. The pass percentage in urban areas was 56.63 and in rural areas was 44.94 per cent. Professor Sihag said the results had also been made available at the offices of District Education Officer, District Public Relations officer, district-level coordination centres of the board, board headquarters at Bhiwani. The Secretary said that
the candidates placed in reappear compartment, partial
improvement (maximum two subjects) categories could send
their forms for supplementary examinations,
September-2000 with an examination fee of Rs 230 and
candidates appearing in an additional subject could send
their forms with a fee of Rs 105 up to July 14, 2000.
After this date a late fee of Rs 200 would be payable up to July 27 and a late fee of Rs 300 if forms were
deposited a month before the commencement of the
examination, he added. |
Declare Hindi as sampark
bhasha AMBALA, June 27 Our aim is to ensure that 90 per cent of our work is undertaken in Hindi by the next year, Chief Postmaster General, Haryana Circle, Mr T R Sharma, said here today. Addressing a gathering on the occasion of the Rajbhasha Sammelan held at Ambala Cantonment, Mr Sharma said that during the early 60s no government work used to be undertaken in Hindi. By the late 60s work in Hindi was in its nascent stage. It was during that period that policy regarding Hindi was evolved, he said. He observed that Hindi as the rajbhasha should be referred to as `sampark bhasha as it was the language in which people communicate. Among all large nations, English is the second language, while they have their language as the official language, he said. We must not have any ill feeling towards any language but it is unfortunate that English is being given more importance than Hindi which is our own language. Hindi is a mirror of our rich cultural heritage. Incidentally, even in South India where there has been some resistance towards Hindi, the younger generation is keenly learning Hindi so that they can work easily all over the country, Mr Sharma said. He pointed out that unlike the states in the Hindi belt where the people need to learn only two languages, Hindi and English, in several states people learn three languages. The work in these parts is comparatively easier still we do not manage to enrich our language. We must strive to learn our language Hindi well and it is not at all an insurmountable task, he said. More than 50 per cent of the work here is already being undertaken in Hindi and we hope to improve it further. There is no lack of talent here but the will to learn Hindi is lacking. We must rekindle that will among ourselves, he said. Earlier, Dainik Tribune Editor, Mr Vijay Saighal, inaugurated a library within the Chief Post-master General office. The library contains several books in Hindi on a variety of subjects. Mr Saighal observes that there are very few nations where their own language is a matter of dispute. The effort now must be to strengthen the education system so that Hindi does not fade away into oblivion. It is sad that there are several schools where Hindi does not enjoy the status it deserves, he said. The moot question here is why are we forgetting our own language. I feel that besides several government organisations, even the other sectors, including the banking sector, must lay stress on more usage of Hindi for it become the effective medium of communication in everyday life, said Mr Saighal. He observed that the use
of computer had increased in the country, but Hindi
software was not yet popular. Efforts must be made
to make Hindi software popular so that computer catches
up. Regarding science, there has been an effort to
publish technical matters in Hindi but the trend is yet
to catch on, he said. |
Probe sought into
brothers murder REWARI, June 27 Rajbir Singh, a resident of a suburban colony of the town, has faxed a representation to the chief justice of the Punjab and Haryana High Court, the chairman of the National Human Right Commission, the Chief Minister of Haryana, the DGP of Haryana and the office of the Prime Minister seeking a high-level probe into the alleged murder of his younger brother Rajindra Singh (19). He said his brother was killed due to personal animosity on March 14 and his body thrown into a well in Jaswant Nagar area here by his assailants, from where it was recovered on March 14. He claimed that the Rewari Sadar police in connivance with the killers, had made it out as a case of suicide and tried to close it. This emboldened the alleged assailants who violently attacked and injured Kailash, the elder brother of the deceased in April last. The sadar police, instead of taking appropriate action against the assailants, implicated Kailash in a false case and got him remanded to judicial custody where he has been languishing since. |
Enterprising duo mints money SONEPAT, June 27 The sadar police today claimed to have arrested two persons for their alleged involvement in manufacturing counterfeit five-rupee coins. Senior Superintendent of Police, Mr K.P. Singh told mediapersons here on Monday that the duo Mukesh, a goldsmith of Baraut (Uttar Pradesh) and Rajinder of Pahli village in Gurgaon district were now living in Mahabir Colony and Arya Nagar areas of this city, respectively. The police recovered 25 fake coins of Rs 5 denomination from them. Rajinder, who was working in a shop Manohar Dye Cutters of Punjabi Basti, Nangloi (Delhi) had instigated Mukesh to manufacture fake coins. One Vijay Kumar, alias Raju of Patel Nagar, Delhi had allegedly supplied the dye machine and other equipments for making the coins for Rs 45,000. Raju admitted to paying 10 per cent commission to Vijay Kumar for bringing him customers for the fake coins. He said he had sold the fake coins in the markets at Rohtak and Hisar. Police parties have been
sent to other places to apprehend others involved in the
racket. The police has also seized the dye and other
equipments used in manufacture of the fake coins. |
Farmers regain share in trees ROHTAK, June 27 The Chautala government has again restored the share of farmers in roadside plantations in the state. The scheme, which was originally introduced by the Devi Lal government on December 14, 1987 envisages giving a fifty per cent share to farmers in plantations along the roads, canals and railway lines adjoining their land. The scheme was discontinued by the Bhajan Lal government in March 1995. Immediately after taking over as Chief Minister in March, INLD supremo Om Parkash Chautala had ordered restoration of the scheme which had in 1987 generated so much enthusiasm among farmers that they had voted overwhelmingly for the Lok Dal and BJP candidates. The Apportionment of Trees Rules framed in 1987 were applicable to cultivable land adjoining roads, railway lines and canals and not to institutional lands meant for other purposes like factories, schools, shops and the private lands. The farmer was made a shareholder in the trees planted whithin a radius of three metres of his cultivable land. The sharing of the trees, however, will be done only in the case of final fellings according to the approved 10-year felling programme and not for cultural operations like cleaning and thinning in which saplings and branches are removed. However, the farmer will get a share of dry, dead and wind-felled trees. The farmers, by virtue of being shareholders in the roadside plantations will in turn have an obligation to protect them and will not get their share in case of illicit felling of trees. Defining the procedure, the rules say that in case of species of different diameter, the farmer shall select from all the species of different diameter classes proportionate to the share according to volume. In case of odd number of
trees, volume of trees shall be compiled and
apportionment made on equal volume basis as far as
possible |
Move to shift dairies GURGAON, June 27 Frustrated at repeated failures to prevent sewers and the main drains in the city from getting choked, the municipality has decided to shift dairies to a specially created zone. The president of the municipality, Mr Brahm Prakash, told TNS today that there were over 250 dairies having more than five head of cattle each. These dairies had come up in a haphazard manner, especially in the old city, and had become a nuisance to residents. The decision to shift the dairies far away from the city was taken at the first meeting of the newly constituted municipality yesterday. There is a move to acquire about 30 acres of land for creating the proposed zone for the dairies. Although the municipality has made the initial move by formally passing a resolution at its meeting, the Haryana Urban Development Authority will be called upon to play an important role to get the project through. It is only HUDA which can acquire the land and develop it. The entire zone will be converted into small plots to be allotted to the dairy owners. The municipality will push its case to be a partner in the project. A senior functionary of the municipality said there might be resistance to the move by the owners of dairies. It is a known fact they have a rural base and are connected to leaders of various political parties. However, the present municipality and the Zila Parishad are dominated by leaders owing allegiance to the ruling INLD. Moves will also be made to amend statutes to prohibit the coming up of dairies in the town in future. Also, the authorities plan to set up a cowdung-based gas plant for community use. Housing the dairies at one place will help the authorities keep a tab on the quality of milk sold. The municipality has also
decided to create community parking zones at three places
in the old township. At present, there is none. One of
the sites chosen for the purpose is the office premises
of the municipality measuring more than 5,000 sq yd. The
plan is to construct a parking zone in the basement. The
ground floor will be for setting up shops. The proposed
complex will also house the office of the municipality.

about 4,000 sq yd, located near the Sohna bus stand. |
Four men held for transformer
thefts SONEPAT, June 27 With the arrest of four persons, the Kundli police today claimed to have busted an inter-district gang of transformers thieves operating in Sonepat and Panipat district for the past few years. Senior Superintendent of Police, Mr K.P. Singh told mediapersons here today that the arrested persons have been identified as Rohtas, Sat Narain, Bharat Ram, all of Kundli village and Kamal Kishore alias Biloo of Bharat Nagar, Panipat. The police, also recovered stolen transformers and other electric gadgets and equipments worth several lakhs of rupees. With the arrests the police has solved eight cases of theft in the Rai police station area, five in the Ganaur police station area, two in Sadar police station area and one each in the Sonepat city police station area and the Mohana police station area committed by the culprits. All the four culprits
were produced before a Judicial Magistrate of Sonepat who
remanded them to police custody till tomorrow. |
Man murders wife, 3 minor
sons SONEPAT, June 27 An irate husband Jagdish killed his wife and three sons while they were asleep at Barota village about 25 km from here yesterday afternoon. According to a report reaching here, the victims have been identified as Mrs Santosh (30), Vijay (8), Rahul (5) and Krishan (3). After the cold-blooded murder the killer waited for the police to arrive so that he could surrender himself. Police officials are reported to have been reached the site six hours after receipt of information. Suspected illicit relations between his wife and a contractor are believed to be the motive for the murders. The assailant said he
had seen his wife and the contractor in a compromising
position and vowed to kill her and her offspring . |
Food licences of 113 dealers
cancelled CHANDIGARH, June 27 The Enforcement Wing of the Haryana Food and Supplies Department cancelled lincences of 113 fair price shops during surprise raids in May and forfeited security of 230 dealers. A spokesman of the department said they got eight cases registered with the police against defaulting shop owners and five persons had been arrested. He added that at present
7,845 fair price shops were functioning in Haryana of
which 5,237 were in rural areas. To ensure effective
check over them in rural areas, village-level committees,
panchayat members and others were supervising the
distribution of controlled commodities. |
Taxi driver killed, car stolen SONEPAT, June 27 (PTI) Attar Singh, a 28-year-old taxi driver was allegedly attacked by a group of persons who had hired his taxi near Bhanwar village about 25 km from here on Monday, police said on Tuesday The youth who sustained multiple injuries, was immediately taken to the Ganaur community health centre where he succumbed to his injuries. The alleged assailants, however, managed to escape in the car of the victim. The miscreants had hired the car of the victim from Gohana taxi stand for a village near Ganaur. When they reached Bhanwar village, they stopped the car and assaulted the driver with knives etc and drove away the car after pushing the injured driver out on the road. A bus driver informed
the police of the incident. A case has been registered. |

wife (60) had been sent for post-mortem examination. The

The Haryana Government today decided to disburse
on June 30 the salary for the month of June to its
employees and pension to its pensioners as well as others
who are drawing their pension from the Haryana Government
treasuries keeping in view the gazetted holidays falling
on July 1 and 2 on account of Saturday and Sunday
respectively. |
