Haryana farmers stir
planned for Oct 26 CHANDIGARH, Oct 12 The Haryana Krishak Samaj will hold statewide protests against the "anti-farmer and anti-labour" policies of the Centre and the state government on October 26. Mr S.S. Surjewala, president of the samaj, told a press conference here today that the farmers of the state were reeling under a severe drought but the government instead of providing succour effected a steep hike in the prices of diesel to make things worse. While the unprecedented increase in the price had affected every section of people, the farmers, transporters, small-scale industry and trade had been the worst hit. It would have a cascading effect and prices of all the items, including the essential goods would go up. Inadequate and erratic power supply has added to the woes of the farmers who had been forced to purchase expensive generators to run their tubewells. He demanded that the hike in the diesel prices should be immediately rolled back. Expressing concern at the distress sale of paddy and cotton, Mr Surjewala said with the state agencies showing no interest in procurement the farmers had been forced to dispose of their produce at prices much lower than the support price. He claimed that paddy and cotton were, being respectively, sold at rates Rs 150 and Rs 500 a quintal lower than the support price. Mr Surjewala said unfavourable weather conditions had played havoc with crops over the past four years but the government had not taken any steps to provide relief to the affected farmers. The state had even failed to conduct a special 'girdavari' to assess the damage. The plight of the "share croppers", who assisted landlords in farming operations and the landless labourers were the most miserable and they were virtually facing starvation. He urged the government to pay a compensation of Rs 10,000 per acre to the farmers and Rs 3000 per acre to the crop sharers, besides Rs 5,000 per family to the farm labourers. Further, the recovery of all kinds of agricultural loans must be deferred for two years and interest for the period waived. He accused Chief Minister Om Prakash Chautala of being indifferent to the woes of farmers and doing only lip service to their cause. If he was seriously concerned about the problems of the farmers he should urge the Centre roll back the diesel price hike and if it failed to oblige him he should withdraw support to the National Democratic Alliance. Farmers dharna on Oct 14 FATEHABAD, Oct 12 Contradictory claims have been made by the District Kisan Sabha and the district Food and Supplies Department over procurement of paddy in the district. While the Kisan Sabha has announced a one-day dharna in front of the market committee office, Fatehabad, against the alleged indifference of government procurement agencies, the Food and Supplies Department has claimed that most of the paddy was being purchased by the government procurement agencies. Even that being procured by the private millers and dealers was at above the minimum support price. In a press release issued here today, Mr Ram Kumar, Dhani Issar, joint secretary of the District Kisan Sabha alleged that due to the apathy of government procurement agencies, farmers of the district were forced to sell their produce at rates far below the minimum support price. He said the state and central government had broken the backs of farmers by increasing the prices of diesel by 40 per cent and creating a situation where farmers were forced to sell their paddy at prices far below than the minimum support price. He said the Kisan Sabha would organise a dharna in front of the market committee office on October 14. The Sabha demanded that the government ensure that paddy was procured at a rate of Rs 520 per quintal and a bonus of Rs 30 per quintal was paid. The sabha also demanded a minimum price of Rs 2300 per quintal for the desi cotton and Rs 2700 per quintal for the American cotton. Mr Bir Singh, District
Food and Supplies Officer, said that a total of 7,14,430
quintals of paddy had arrived in various grain markets of
the district till today. Of this 2,77,520 quintal had
been purchased by the private millers and dealers. The
Food and Supplies Department had purchased 80,500
quintals. Hafed 1,31,900 quintals, the Food Corporation
of India 1,75,640 quintals, Haryana Agro Industries
16,360 quintals and the State Warehousing Corporation
32,510 quintals. He said only 55,540 quintals of paddy,
which had arrived in the market initially was procured
below the minimum support price as it contained more
moisture than the prescribed standards. |
Administrative shake-up decried ROHTAK, Oct 12 Mr Krishan Murti Hooda, a former minister has severely criticised the Chautala government for the administrative shake-up in the state and described it as "dictatorial". He said many upright officers had been transferred in a revengeful manner. The DGP, Mr Ajit Singh Bhatotia, who was responsible for peaceful conduct of elections in the state had been replaced less than four months after his appointment. Mr Hooda charged the Chief Minister with transferring the relatives of the Congress and BJP leaders to harass them. Mr J.P.S. Sangwan, a cousin of Mr Kishan Singh Sangwan, BJP MP from Sonepat had been transferred twice in two months. He said transfers on such large scale had demoralised the officers and the administration had collapsed. Criticising the steep hike in the prices of diesel, the former minister said it would adversely affect farmers and labourers. If Mr Om Parkash Chautala was really opposed to the hike in the prices of diesel, he should snap links with the National Democratic Alliance. The Haryana Pradesh
Congress Seva Dal, too, has criticised the hike in the
prices of diesel and alleged that during the past 13
months, there had been 70 per cent increase in the prices
of the essential commodity. The Seva Dal president, Mr
Rajiv Gugnani, warned that if the prices were not rolled
back within 15 days, Seva Dal activists would stage an
indefinite dharna at Chandigarh and submit a memorandum
to the Governor to demand the withdrawal of the hike. |
Area development board for
Haryana districts CHANDIGARH, Oct 12 The Haryana Government has constituted the local area development boards in each district. The boards will be headed by the respective minister in charge of the District Grievances Committee and 20-Point Programme for approval of the schemes under the decentralised Planning. The Deputy Commissioner concerned will be the Vice-Chairman and the members of the board will include two prominent MLAs representing the district, to be nominated by Deputy Commissioner, the Lok Sabha or the Rajya Sabha MP representing the district, District Development and Panchayat Officer, Chairman, Zila Parishad, Block Development and Panchayat Officers, Chairmen of block samities, all Sub-divisional Officers (Civil) of the district, all heads of offices of development departments and statistics, Lead District Manager of the district, president and administrators of all municipal committees, academician or specialist belonging to a university or an institution of repute in the field of economic planning and Deputy Plan Adviser as the representative of State Planning Department. The Additional Deputy Commissioner-cum-Chief Planning and Development Officer will be its Member-Secretary. The board will make an assessment of the available financial resources under the decentralised planning schemes in the district. It will also provide directives to the heads of offices, executive committee, district planning unit for the formulation of district-level action plan keeping in view the gaps in development and priorities their execution as per local needs. The board will finally approve the district development action plan and allocate the available funds under the decentralised planning scheme among various development programmes, schemes, works or projects. The executive committee
comprising the Additional Deputy Commissioner-cum-Chief
Planning and Development Officer, the Executive Engineer,
Panchayati Raj and the Secretary, Zila Parishad, will be
responsible for finalising the District Development
Action Plan and submit the same to the board for
approval. |
CM against power
privatisation PANIPAT, Oct 12 Haryana Chief Minister Om Prakash Chautala today announced that before withdrawing the power privatisation Bill in the state, discussions would be held with all quarters concerned including the World Bank, power engineers, workers and employees of power units. Addressing a seminar of engineers of the electricity board at the Panipat Thermal Power Plant, he announced that another meeting with the workers and employees of the power units would be held at Hissar on October 19 to hold deliberations with them on this issue. Mr Chautala said when the Bill on power privatisation was passed in the Vidhan Sabha, he had opposed it. He alleged that a number
of discrepancies were committed while appointing a
sitting judge of the Allahabad High Court as the
Lokayukta in Haryana. He said the prior permission of the
Chief Justice of the Supreme Court was not obtained which
was essential under the rules. |
Two new sub-stations
commissioned CHANDIGARH, Oct 12 Continuing its efforts to further improve the quality of power supply to consumers, the Haryana Vidyut Prasaran Nigam (HVPN) has commissioned two new sub-stations, augmented nine existing sub-stations and laid about 93 km of transmission lines in the past two months at a cost of Rs 30.5 crore. A spokesman of the Nigam said a new 220 kv sub-station of 100 mva capacity, constructed at a cost of Rs 13.15 crore, was commissioned at Sonepat. It would go a long way in ensuring better voltage and uninterrupted power supply to the area. Another sub-station of 66 kv, with 16 mva capacity transformer, was commissioned at Gurgaon at a cost of Rs 1.5 crore. He said the sub-stations which were augmented included 220 kv sub-station at Shahabad, 132 kv sub-stations at Rohtak and Ganaur, 66 kv A-4 sub-stations at Faridabad ,Shahabad and 33 kv sub-stations at Jharoda, Tejpur, Cheeka and Ganga. The new sub-stations and
the existing sub-stations that were augmented had
increased the transformation capacity of the system by
174 mva. |
Drive to sanction water
connections YAMUNANAGAR, Oct 12 The Public Health Department, Haryana, today launched a 10-day campaign for the sanction of water and sewerage connections to six towns under the Yamuna Action Plan. Mrs Komal Anand, Financial Commissioner and Secretary to the department, launched the campaign at Town Hall here. She said during the campaign people would be motivated to use community toilet complexes and farmers would be encouraged to use treated effluent which was rich in nutrients for irrigation purposes to boost crop yield. A sum of Rs 176 crore had been spent by the department towards the completion of the project, she said. In the next phase of
development, work in Chachhrauli, Radaur, Indri,
Gharaunda, Gohana and Palwal would be taken up and likely
to be completed in the next financial year. An amount of
Rs 21 crore had been sanctioned for the purpose. |
10 more anganwadi training
centres to be set up CHANDIGARH, Oct 12 The Haryana Government has decided to set up new anganwadi workers training centres in 10 districts for the functionaries working under the Integrated Child Development Services Scheme. The centres will be opened in Kurukshetra, Ambala, Fatehabad, Jhajjar, Jind, Sonepat, Karnal, Panipat, Kaithal and Mahendergarh districts. According to the Social Welfare Minister, Mrs Krishna Gahlawat, the new training centres would be in addition to the existing 10 centres being run with the help of voluntary organisations under the Centrally sponsored World Bank Aided UDISHA project. A sum of Rs 1.84 lakh will be spent on setting up of a middle-level training centre for supervisors at Rai to provide training to women workers and a state resource unit at the directorate level to monitor all these training programmes, she added. The Integrated Child Development Services Scheme was the biggest scheme for the development of the children of the state and at present being run in all the 111 rural blocks and five urban areas of the state. She said that the
centres were being set up to create awareness among the
public about reducing infant mortality rate, improving
health and nutritional status of women and children and
preventing school dropouts. |
Protests against DC'S transfer FATEHABAD, Oct 12 A crowd led by senior Congress leader Ram Raj Mehta, Mukhtiar Singh Sadar president of the Ambedkar Sabha, Mr Shami Ratti and Sham Lal Rathi, held a demonstration and took out procession against the transfer of the Deputy Commissioner V. Rajashekhar from here. The demonstrators also tried to block traffic on the national highway. In a statement issued
here today, senior Congress leader Ram Raj Mehta alleged
that the transfer of the deputy commissioner was
politically motivate and not in public interest. He said
the 'wrong decision' must be reversed. |
Voluntary disclosure scheme for
power consumers CHANDIGARH, Oct 12 The Uttar Haryana Bijli Vitran Nigam has introduced a voluntary disclosure scheme for the consumers of all categories under which they could declare their unauthorised drawal of load voluntarily with effect from October 5, under a simplified procedure. Mr S.S.Dhillon, Managing Director of the nigam, said all consumers make a declaration wishing to would be required to submit a simple certificate that the electrical wiring had been got done through an authorised wiring contractor and the installations were safe for use. However, the consumers
with a connected load of more than 10 kw would be
required to submit a fresh test report as well. The
declared extended load would be deemed to have been
regularised on the date of the consumer disclosing the
extended load and pay the advance consumption deposit. |

convicted of murder FARIDABAD, Oct 12 Mr P.L. Goyal, Additional District and Sessions Judge, today sentenced Ved Prakash of Behrola village to life imprisonment and Mahender, Pawan Kumar, Ram Swarup, Hans Raj and Rajesh to undergo five years rigorous imprisonment in connection with the murder of Harbans on November 25, 1996. Bed Ram, Bal Kishen, Jagdish, Satish and Manoj of the opposite party were also sentenced to undergo imprisonment for two years for causing injuries to Ram Swarup. According to the
prosecution Mahender, Pawan Kumar, Ram Swarup, Hans Raj,
Ved Prakash and Rajesh injured Harbans, Jagdish, Bal
Kishen and Bed Ram with ballams, following a dispute over
a sheesham tree. Harbans later succumbed to injuries. |
Agitating staff gherao SE SONEPAT, Oct 12 The agitating employees of the Public Health Department, affiliated to the All-Haryana PWD Mechanical Karamchari Union, gheraoed the Superintending Engineer (SE) of the department, Mr Upkar Singh, in his office here yesterday. They also shouted slogans against the SE and would not allow him to leave the office till their demands were accepted. The SE called the office to handle the situation. A contingent of the police arrived and tried to disperse the mob of the agitating employees but did not succeed. Later the employees lifted the gherao. The agitating employees
have been on an indefinite dharna for the past 23 days to
press for the acceptance of their demands, but the SE has
proved unyielding. |
1 killed, 5 hurt in road mishap KAITHAL, Oct 12 One person was killed and five were hurt in a head-on collision between a bus and another four-wheeler near Kharak Pandva village on the Khaithal-Narwana road on Sunday. Sita Ram, a resident of Kalayat, died on the spot and five others, Ram Pal, Pala, Kala and Joginder of Kalayat and Randhir Singh, driver, were injured and admitted to Civil Hospital, Kaithal. Later, Ram Pal and Kala were referred to the PGI, Chandigarh. |
New DC takes over ROHTAK, Oct 12 Mr Rajesh Kumar Khullar has taken over as new Deputy Commissioner of the district here today. He replaces Mr Arun Kumar, who has been posted as Joint Secretary, Employment, at Chandigarh. Mr Arun Kumar had a tenure of over three months. Mr Khullar presided over
an open darbar in the Mini Secretariat today. He

Six killed in accidents FARIDABAD, Oct 12 Six persons were killed and 11 injured in separate accidents in the district during the past 24 hours. Three persons lost their lives and eight were injured in a road accident near Hodal last night. Another person was killed in Sector 16 when his scooter hit a motor cycle. Three others riding the two vehicles were injured. A man who was injured in
a road accident near Ballabhgarh a few days ago died in
hospital yesterday. A labourer working in a stone quarry
was buried alive. |
