The year 2013 witnessed significant happenings every month and crime graph went up and down at various stages. Though the police solved most of the murder cases in the city and surrounding areas, but failed to control the petty crimes, including snatching, theft, and also miserably failed to stop rising road accidental deaths, rash and drunken driving.

850 flats to come up in city

With group housing project for the OUVGL (Optimum Use of Vacant Government Land) site on the Power House road being given green signal, the Bathinda Development Authority (BDA) is all set to advertise around 850 flats.

The BDA will advertise these flats in January, inviting people to apply with the earnest money followed by a draw and then allotment. An elaborate project in the government sector, introducing high-rise buildings, the flats will be available in 2 BHK and 3 BHK pattern with a servant quarter additional for each of it.

Delhi-based architects Fountain Head Design has modelled this Rs 400-crore project, which aims at providing affordable housing to the people at strategic location which has all major facilities of city, including a bus stand, Civil Secretariat and a hospital at a distance of less than two kms.

BDA Chief Administrator, Varinder Kumar Sharma, said the flats would be ultramodern-equipped with modular kitchens, 24-hour power back-up, security cover and other facilities. There would be two kinds of towers housing the flats.

The 2 BHK flats will have an area of 1,200 sq feet each and would be housed in eight towers of 15 storeys each. These flats would be priced around Rs 40 lakh. Similarly, 3 BHK will have an area of 1,800 sq ft and will be housed in 10 towers of 15 storeys each. These flats would be priced around Rs 60 lakh each. Each storey will have around four to five houses.

Sharma added that unlike the private real estate developers, who divide total area by the number of flats to draw out the covered area, the project will cover area from one corner of flat to the other one.

Besides residential areas, the project will also have markets and booths to meet with the daily demands of people.

Earlier, in 2011 the BDA had planned to develop commercial hub at this place where a cluster of government quarters had existed for the past many decades. In the 2011 plan, a number of shops were proposed in different patterns to create a commercial hub and help de-congest the city thereby bringing out the commercial ventures from narrow alleys within the old city area.

The project was changed into a group housing one after the chief minister directed BDA to transform it.

Specifications

  • 2 BHK flats will have an area of 1,200 sq feet each and would be housed in eight towers of 15 storeys each. These flats would be priced around ~40 lakh.
  • 3 BHK will have an area of 1,800 sq ft and will be housed in 10 towers of 15 storeys each. These flats would be priced around ~60 lakh each. Each storey will have around four to five houses.

Release Sikh prisoners who have completed their term, say religious bodies

The Sardariyan Youth Charitable Trust today held a protest march in the city demanding the release of Sikh prisoners who have completed their jail terms but have not been released from the jails.

Supporting Bhai Gurbaksh Singh, who is sitting on hunger strike in wake of this demand, the members of the organisation started their protest march from Gurudwara Qila, which culminated at the District Administrative Complex where they submitted a charter of demands to the Tehsildar Bathinda.

The protestors gathered at the Gurudwara Qila at 10 am and started a peaceful march. Other religious organisations of the city also supported the protest march. The protestors walked through Dhobi Bazar, Mall Road, Hanuman Chowk and reached the District Administrative Complex.

Prominent among other participating in the march included Bhai Sukhwinder Singh from Haryana, Makhan Singh Gidderbaha, Bhai Kirpal Singh, Baldev Singh subedar, members of Shaheed Baba Deep Singh Gatka Bathinda, local Gurudwara Parbandhak Committee Ganga and others.

Police arrest two scrap dealers with stolen iron grills

When the eyes of Deputy Chief Minister, Sukhbir Badal, failed to see iron grills installed on the dividing lanes of the city roads last month, the entire police force of Bathinda started searching for the grills by keeping aside the ongoing investigations and recovered the same within a and half month.

The CIA staff arrested two scrap dealers yesterday and recovered 84 iron grills worth Rs 4.20 lakh.

Though the grills were reported missing a year and a half ago and the matter was brought into the notice of the senior police officials and the Municipal Corporation umpteen times earlier too yet nobody bothered.

The police swung into action only after Sukhbir Badal enquired about the missing grills last month. And a day after the Deputy CM’s queries, the police picked up more than two dozen scrap dealers of Bathinda and after interrogating them, the officials got some vital clues and managed to recover the stolen goods yesterday.

The police sources said the recovery and arrests were delayed due to the VIP duties and the World Kabaddi Cup or else the recovery would have been made in less than a week of the orders of junior Badal.

Highly placed police sources requesting anonymity said, earlier too, the police had swung into action to recover the stolen goods within a record time whenever the Deputy CM passed orders to the policemen.

SSP Gurpreet Bhullar said a case under Section 379 was registered in this connection last month on November 10 at the Cantt Police Station on the complaint of the officials of the Municipal Corporation Bathinda (MCB).

The iron grills, he said were installed under the beautification drive with a huge expenditure on the road leading to bus stand from various entry points of the city.

The SSP added that the case was cracked by a team led by SP (detective) Naveen Singla.

The arrested scrap dealers have been identified as Lamia Ram and Bania Ram, both residents of Kheta Singh Basti.

The policemen, investigating into the case, said more grills were likely to be recovered after further interrogation of the arrested scrap dealers.

Re-carpeting of potholed road begins

Work has begun on recarpeting the potholed road at the Paras Ram Nagar Chowk area, which had been lying in a bad shape for the past six months. The poor condition of the road had also led to many fatal accidents.

Assistant Commissioner, Kamal Kant Goyal, said the road around the roundabout was being re-laid. “The pavements will also be re-laid with new interlocking tiles,” he said adding that the total cost of project was around Rs 17 lakh.

To begin with, the Municipal Corporation Bathinda (MCB) hired contractor has started laying two layers of stone metal. After which, the road will be made motorable.

Bitumen carpet will only be laid after the foggy weather clears. The MCB plans to start laying bitumen in the end of February or the beginning of March. “Due to intense cold, it is technically advisable not to lay bitumen layer. Once the biting cold settles, the bitumen will be laid,” said Goyal.

Mobile manufacturer to pay Rs 23,850 for selling faulty handset

Lali Mobile Care, an authorised partner of Redington India Limited, Bathinda, and HTC India Private Limited, Gurgaon, Haryana, have been directed by the Consumer Forum to pay a sum of Rs 23,850 for selling a faulty mobile phone. The amount includes refund of the cost of the handset- Rs 18,850 and Rs 5,000 fine.

The decision was pronounced after a 29-year-old Karan, resident of Monga of Model Town, Phase I, complained that an XT328e mobile phone of the HTC Company had failed to work properly after a few days of its purchase. The mobile phone was purchased from MVS Mobile Shop, Subhash Market, near the Water Tank, Bathinda. The forum, however, dismissed the application against the seller but found deficiency in the service by manufacturer and service centre.

Monga said the screen of his newly bought handset went blank and the phone would restart on its own. Despite having its warranty period, the service centre did not repair the mobile phone which kept on giving him problems even after getting it repaired twice.

Advocate Sanjeev Narowal said after pocketing Rs 18,850, the mobile seller directed the complainant to get the faulty mobile phone repaired from the authorised service centre.

The workers at the repair centre, however, forced the mobile owner to make repeated rounds of the centre. After arguing with the repair centre officials, the complainant was given an alternate mobile phone which too failed to function properly.

The second alternate mobile phone too did not work properly and the complainant neither got his mobile phone nor any alternate cell phone. The complainant remained without any phone for more than 15 days. He was at the receiving end without any phone despite spending Rs 18,850.

A notice was sent to the opposite party who did not turn up in the forum and ex-party proceedings were preceded in the case.

The forum observing deficiency on the part of the mobile manufacturer and the repair centre directed the duo to pay Rs 5,000 as cost and compensation and also asked them to refund Rs 18,850, the price of the mobile handset.

The forum also directed the complainant to handover the mobile handset to the opposite party if the same was in his possession along with the alternate handset provided by the authorised service centre.

The compliance of the order has been directed to obey within 45 days from the date of the receipt of the copy of the order.

300 school students given woollens

The NGO Abhilasha Foundation, Bathinda, distributed woolens, including sweaters, caps and pairs of socks, to the students of Government Elementary School, Dhobiana Basti.

The chief guest of the programme was Varinder Garg, a local medicine merchant and the guest of honour was a government contractor, Harsh Jindal, who distributed woollens among the students.

A total number of 300 students were benefited with woollens. Others prominent among the dignitaries were Suresh Charawa, Deepak Jindal, Naresh Goyal, Navneet Kumar, Arvind Garg, advocate Gurwinder Singh Maan, Rakesh Bansal, Ashish Jindal and Mandeep Bansal, who also contributed for the kind gesture, were present.

Among the school staff, head of the school, Buggar Singh, Surinder Kaur and all the teachers were present on this function.

The NGO plans to establish an institution for the education, training and rehabilitation of the disabled children.

The year 2013 witnessed significant happenings every month and crime graph went up and down at various stages. Though the police solved most of the murder cases in the city and surrounding areas, but failed to control the petty crimes, including snatching, theft, and also miserably failed to stop rising road accidental deaths, rash and drunken driving.

The year saw transfer of two SSPs, police encounter, introduction of WASP unit, trouble created by protesters and ever increasing number of road accident deaths.

The year began with the protests of lawyers in January following alleged beating of a son of senior lawyer and then SGPC member Sukhdev Bahia by ASP Patil Ketan Baliram. The state government bowed before the protests and ordered transfer of the ASP who tried to teach a lesson to Bahia’s son by beating him, who allegedly created ruckus at night.

Member of Parliament Harsimrat Kaur Badal flagged off the first ever Women Armed Special Protection Squad (WASP) unit to tackle rising crime against the women. A lawyer who went missing was found dead in a canal after few days.

Residents of Rama Mandi launched a massive protest in February after reports of rape of a six-year-old girl. Kotfatta SHO Rajvir Singh and DSP (rural) Manjit Singh were booked for indulging in corrupt practices. A hacker stole Rs 7.80 lakh from an ATM of the PNB on Bibiwala road and the police failed to make any breakthrough into the case despite claims of vital clues.

A scrap dealer was kidnapped and seriously injured in March and the police remained on tenterhooks following massive protests by members of the BKU all over the state. Five members of a family were rescued from the lake number three of the Guru Nanak Dev Thermal Plant when their Maruti Gypsy fell into the deep water.

Elections of District Bar Association were held in April where Mohinder Sidhu was elected president. A man battered his wife to death over illicit relationship in Guru Ki Nagri. A member of a gurudwara committee and another woman were booked for immoral activity in the gurudwara at Kotshamir village. April month also witnessed seven major accidents on the city roads wherein three people lost their lives and seven got seriously injured.

A city lawyer committed suicide in May and left behind a suicide note naming two influential families of the city. Taking stringent measures 16 policemen, including a DSP, were transferred for dereliction of duty.

A minor girl was raped in a cinema hall in the city in the month of June. A property dealer was kidnapped and rescued by the police. A kabaddi player lost his life in a road accident on Barnala road.

A railway office superintendent was arrested by the vigilance bureau for demanding Rs 25,000 bribe in the month of July. City residents geared up against the rising menace of snatching and theft incidents. Two snatchers on the Amreek Singh road and near the railway station were nabbed and given a dressing down by the public.

A fire broke out in August at a petrol pump near Gol Diggi wherein two persons, including a worker and customer, received minor burns.

August saw the arrest of DTO Bhupinder Mohan Singh who was arrested by the police for selling VVIP numbers by accepting money to the tune of lakhs from the city residents. He, along with other staff members and middlemen were arrested and booked under various sections of the Corruption Act.

A woman cop accused another colleague for sexually exploiting her after residents caught them in a compromising position in Guru Ki Nagari. The woman cop later tried to end her life by consuming some poisonous substance.

Three persons seriously injured in an illegal fire cracker making factory in the month of October and a kabaddi player died in a freak accident after he came in contact with live electricity wires on 100 feet road.

SSP Ravcharan Brar and IG Nirmal Dhillon were replaced by SSP Gurpreet Bhullar and IG PS Umranangal in November.

The police remained on the tenterhooks in December with holding of World Kabaddi Cup by the state government as heavy police force was deployed days ahead of the Kabaddi cup.

14 players of Malwa to participate in athletics meet

As many as 14 athletes of Malwa College of Physical Education and Malwa College have been selected to participate in the All-India Inter University Athletics Meet to be held at Punjabi University campus from December 23 to 28.

College students Purnima Hembram, Amanpreet Kaur Jathol, Manjeet Singh, Parveen Kumar and Maninder Singh are champion of the last All-India Inter University championship.

College spokesperson said the selected students were athletes of All-India Inter University, national and international level. Purnima Hembram will participate in heptathlon and 100m hurdle. Amanpreet Kaur Jathol in discus throw, KM Rachna in hammer throw, Seema Kumari in 10,000m and half marathon and Sukhwinder Kaur will participate in 400m hurdle and 4X400m relay in the in the All-India Inter University Athletics Meet.

Manjeet Singh in 800m and 1500m, Parveen Kumar in pole vault, Maninder Singh in 100m and 4X100m relay, Kulvir Singh in 100m and 200m, Jasvir Singh in 10,000m, Sharvan Kumar in cross country, Sunil Kumar in javelin throw, Gurjinder Singh in hammer throw and Davinder Singh will participate in 400m.

Police DAV Public School team leaves for Agra

A team of the Police DAV Public School under-19 boys left for Agra today to participate in the Central Board for Secondary Education (CBSE) National Basketball tournament.

Principal Monica Singh said the students had earlier won the CBSE cluster level tournament that was held at Kukreshwar in the month of October.

Earlier, the basketball team coach Sandeep Singh and team manager Ranjit Bhola distributed kits and tracksuits to the participating players.

The Central Board for Secondary Education basketball tournament is being held from December 23 to December 28 at Agra (Uttar Pradesh).
