Chandigarh, December 10 Right to Services Ordinance
The promulgation of the ordinance has been necessitated as the State Legislature is not in session. The Government of India has decided in-principle to enact a law in order to ensure timely delivery of services to the citizens. The Committee of Secretaries in the state has suggested that the state should frame its own methodology to provide services to the citizens and redress grievances, if any. The state government will set up a commission on whose recommendations notify the services and time limit to which this ordinance will apply. The state government would notify the designated officer as First Grievance Redressal Authority and Second Grievance Redressal Authority. The designated officer will provide the service to the eligible person within the notified time limit. In case of causing undue delay in providing the service, it may impose a penalty at the rate of Rs 250 per day which will not be more than Rs 5,000 in each case. The state government will constitute a commission to be called the Haryana Right to Service Commission for the purpose of this ordinance. Haryana Medical Services Corporation Limited
The corporation has been set up to procure and ensure a regular supply chain of quality drugs and consumables for all health institutions in the state including the Government Medical Colleges and PGIMS, Rohtak, and procurement of equipment or services for all health institutions. The other objectives of setting up of the corporation are providing expertise, partnership expertise on design and implementation of various hospital services and creation of suitable hospital infrastructure including construction and maintenance of buildings, providing training, and undertaking technical collaborative research and developments. Haryana Medical Services Corporation Ltd will be set up with an authorised share capital of Rs 10 crore. |

Chandigarh, December 10 Kiran wanted to summon experts and other witnesses in connection with the will, but after her plea failed to get a favourable response from the trial court, she moved the high court. Reports said a mutual will was signed by Bansi Lal and his son Surinder Singh in favour of Shruti Chaudhary. But later, another will surfaced transferring the property to a Trust. Kiran has been claiming that this was aimed at ousting her and her daughter Shruti Chaudhary from their ancestral house. Kiran was represented by Sumeet Goel, while Shruti was represented by SK Garg Nirwana. After hearing the arguments, Justice Kannan was of the opinion

Wary of AAP in Haryana: BJP
Rohtak, December 10 “Doodh ka jala chhaachh bhi phoonk-phoonk kar peeta hai… We could not get a clear majority in the recent Assembly elections in Delhi as we failed to assess the influence of AAP, but we won’t repeat the mistake in Haryana,” the BJP leader said here today. Capt Abhimanyu asserted the BJP won’t stake a claim to form the government in Delhi despite being the largest party as it lacked a clear majority.“We won’t compromise with our ideals to assume the reins of power nor will we indulge in immoral practices like horse-trading,” he maintained. An being asked if there was a possibility of the BJP accepting or extending support to AAP to form a government in Delhi, he conceded that no possibility could be ruled out though the party leadership would take the final call after examining all aspects. The BJP leader remained non-committal on the issue of changing the party’s alliance partner in the state, stating that the existing arrangement was good enough. Replying to a question from where he would wish to contest, Capt Abhimanyu indicated that he would prefer to contest from the Rohtak Lok Sabha seat though he maintained that the party’s decision would be acceptable to him. Cong should help AAP form govt in Delhi: CM
Chandigarh, December 10 “It is my personal opinion that Kejriwal should be given support by the Congress to make the next government in Delhi. This will give the new party a chance to deliver all that it has promised,” he said after a Cabinet meeting here. On AAP’s decision to contest the Haryana assembly elections, Hooda said everybody had a right to contest and and form the government after getting a majority. In reply to a question that the Gohana rally is being termed as Hooda’s show and not that of the Congress, he stated that those making such allegations were forgetting that he was a Chief Minister of the Congress. He said the Congress had already formed the government in Haryana twice and it would make a hat-trick. Emphasising that the outcome of assembly elections didn’t have a bearing on the national election, Hooda said although the Congress had lost elections in 2003 in Rajasthan, MP, Chhattisgarh, Bihar and UP, the party formed the government at the Centre in 2004. Asked to comment on the performance of the Congress in the recent elections in four states as he had also campaigned for the party, Hooda said local issues did play a role. On inflation also being an issue, he said the Central Government had already implemented the Food Security Act to benefit people in the urban and rural areas. 54,000 students participate in road safety quiz
Palwal, December 10 “While this was the second phase of the quiz programme organised by the district police in which students from around 128 schools took part. The first phase of the programme had attracted as many as 28,000 students from various government and private schools held on December 4,” said a spokesperson of the police. The selected candidates would be included in the district-level team which would take part in the state-level programme, said the spokesperson. Sub-panel formed under Surjewala to rationalise development charges

Chandigarh, December 10 The committee will make its recommendations on rationalising the development charges to be levied on beneficiaries for regularisation of colonies. It would also recommend the names of other such colonies to be regularised and submit its report within a week. Hooda said the Cabinet would meet on December 18 to give its approval to various issues that could not be taken up today. The proposal of Welfare of Scheduled Castes and Backward Classes Department to include the names of castes of Gosai/ Gosain/ Goswami in the list of Backward Classes (Block B) was also approved. The Haryana Backward Classes Commission had recommended that Gosai/ Gosain/ Goswami were one and the same sub-castes and should be included in the Backward Classes either in Block A or B. Among the various announcements made by Hooda at the Gohana rally, the Cabinet approved the proposal for abolition of Form VAT-D3 and raising the limit for issue of cash memo from Rs 300 to Rs 1,000 with effect from January 1, 2014. The interim relief to all Class III and IV employees at the rate of Rs 2,000 per month from January, 2014, and the risk allowance from constables to Inspectors were also approved. |

Fatehabad: One person was killed and nine others were injured when a pick-up van carrying caterers returning to Rohtak after providing services in a wedding party here collided against a dumper near Badopal village in Fatehabad in the early
hours today. Reports said the pick-up van carrying workers of a catering party could
not notice three dumpers coming from the opposite direction due to foggy weather in the morning. The speeding sand-filled dumpers were coming from Hisar side. In a bid to overtake,
a dumper overturned after colliding with the pick-up van. Pick-up van driver Vijay Saini, a resident of Kaithal, died on the spot. Sanju, a girl from Delhi, who was also part of the catering party and was sitting beside the driver, was critically injured. Seven other persons, who were sitting in the rear portion of the van, were also injured. They have been identified as Mohit, Azad, Sunny, Devender, Rahul, Deepak, Ankit and Manoj, all from Kaithal. Long queues of vehicle were witnessed on both sides of the highway soon after the accident as the road was almost completely blocked. A police party reched

Jhajjar: The local police have arrested a 55-year-old priest of an ashram in Fatehpur village here for molesting two girl children belonging to the schedule caste. The priest was arrested and produced before a local court today, which sent him to a 14-day judicial custody. The incident came to the fore when the kin of the victims approached the police and lodged a complaint against the Santosh Bharti yesterday. In their separate complaints, the kin said the girls had gone to the ashram to play when the crime was committed. Santosh called them inside the ashram on some pretext and molested them. The victims then returned home and narrated the incident to their families. |
Arrest warrants issued against 3 cops, 2 scribes

Ambala, December 10 The arrest warrants were issued against Inspector Suresh Kumar, his constable wife Sangeeta, ASI Jagmal and two journalists Anil Gupta and Mukesh Luthra. Two other accused, including complainant Balwinder Kaur and Anil Rana, had already been arrested. The ASI had named seven persons, including the policemen, in his four-page suicide note after a rape case was registered against him on November 27 at the Barara police station on the complaint of Balwinder Kaur. In his suicide note, the ASI had pleaded innocence. Balwinder Kaur had accused the ASI of raping her when he was posted at the Barara police station two years ago. Following which two separate inquires were ordered against Karan Singh. However, both inquires had absolved him of the charges. However, the complainant went to the court, which directed the district police to register a case against the ASI, after which Karan Singh committed suicide. |
Excess dues paid to JBT teachers 23 yrs ago not to be recovered: HC
Chandigarh, December 10 “The petitioners must have retired now and it will be grossly inequitable to make recoveries for alleged excess payment now,” Justice K. Kannan ruled. The Judge also made it clear that the court had no reason to disagree with the basic interpretation that ad hoc service under the specific rules would not be counted for increments or higher standard pay scales. The ruling came on a bunch of petitions filed by JBT teacher Gir Raj Singh and others against Haryana. In one of the petitions, the petitioner had sought the quashing of order dated June 17, 2003, whereby claim to additional increments granted with effect from April 1979, along with higher standard pay scales, were sought to be withdrawn. The impugned order was passed after it was found that the increments and the higher pay scales were granted to them under a wrong interpretation of the relevant rules. The Bench was informed that the benefit was sought to be withdrawn on a specious ground that the petitioners were regularised with effect from January 1, 1980, but the additional increments were given when they were only ad hoc employees. Taking up the matter, Justice Kannan asserted: “In this case, I cannot find the petitioners' entitlement to any additional increments. But under the impugned orders, recoveries were sought to be made. The recoveries shall not be done after nearly 23 years of the initial increments given? |
31 state players bag 38 medals in Special Olympic Games
Rohtak, December 10 HR Dhall, president of the Haryana chapter of Special Olympics Bharat, a federation recognised by the Union Government, said the Special Olympic games had been organised at New Castle, Australia, from November 30 to December 7. “Nearly 2,700 intellectually disabled athletes from 29 countries of the Asia Pacific region participated in the event organised by the Special Olympics International in collaboration with Special Olympics Australia,” said the trainer, who was also part of the Indian delegation. Of the 31 players representing Haryana, six were from Rohtak and they bagged nine medals. Keshav Malik from Arpan Institute, Rohtak, won two gold medals and a bronze in badminton, while Isha Khasa from the same institute bagged a gold, a silver and a bronze medal in table tennis. Piyush Pahwa from Tender Heart Institute, Faridabad, won two gold medals in individual athletic events (100-metre and 200-metre races). In all, the 31 children from Haryana won 38 medals, including 15 gold, 13 silver and 10 bronze medals in athletics, aquatics, bocce, table tennis, badminton, basketball and football. Kevin Koul of Shri Ram Institute Gurgaon, Varun, Utkarsh, Lokesh and Deepak also bagged medals in their respective events. Indian athletes and players won a total of 343 medals. “Apart from the commendable performance of our children, the conduct of the 3,000-odd volunteers from Australia was a remarkable feature of the event,” said Dr Dhall. He pointed out that the volunteers, who included professionals, employed persons as well as traders, took leave from their offices and work and took care of the events as well as comfort, well-being and entertainment of the differently abled children and the other delegates accompanying them by spending money from their own pocket. |
Stay on Dharam Pal’s execution extended
Chandigarh, December 10 The case was adjourned awaiting outcome of an appeal filed by Dharam Pal and other condemned prisoners in the Supreme Court. Dharam Pal was to be hanged on April 15, but the execution was stayed by the High Court. The President has already rejected his mercy petition filed way back in 1999 in a murder case. One of the grounds taken by Dharam Pal in his petition was that the Supreme Court was already “seized of the matter”. A rape convict, he had later murdered the victim and four of her family while out on parole in 1993. |
No experience required for AAGs, DAGs: RTI reply
Rohtak, December 10 In an RTI reply, the government authorities have conceded that no requirement of experience was specified for appointment of AAGs and DAGs in the state. Curiously, the authorities have also revealed that the vacancies for
the aforesaid posts are not advertised and it was a ‘professional engagement’. In response to an Right to Information application filed by Subhash, a Rohtak-based RTI activist and state convener of the Haryana Soochna Adhikar Manch, the officials concerned have maintained that there was no fixed number of posts of AAG or DAG and the state government decreased or increased the number of posts as per requirement depending upon the number of cases under consideration of the Supreme Court and the High Court. The reply, however, fails to explain why and how a number of AAGs as well as DAGs have not been required to appear before any court of law even once as per the officials’ own submission. “We have still not got specific information on the pertinent points
we had put across. We have filed an appeal before the first appellate authority in this regard and await its response,” said Subhash. |
Discoms order one power connection for single premises
Chandigarh, December 10 “The idea is that the consumers are not allowed to circumvent the law and split the loads to avoid installation of CT meters, fixed charges and slab system which causes losses to the power distribution companies,” a recent order said. The order said: “It has come to the notice that a large number of such connections are still running in the same premises and have not been clubbed. Now, the matter has been reviewed and decided that all such connections should be clubbed within three months and a certificate be submitted that no such premises is there having more than one connection.” Now, if there is no demarcation or separate boundary wall for a building, the two connections would be clubbed. In a two or three-storeyed house or shop-cum-office (SCO) if the title of property/registry is floor-wise or the owner produces a rent deed/lease agreement, more than one connection shall be allowed. In other cases, there would only be one connection. In the case of a clinic on the ground floor and the doctor’s residence on the first floor, separate connections can be allowed. Likewise, in the case of a shop-cum-flat (SCF), one domestic and one commercial connection would be allowed, the order said, adding that strict action would be taken against the officers concerned

Govt to constitute SC, ST protection cells
Chandigarh, December 10 The DGP said on the similar lines, a Crime against SC and ST Cell would be established in each district by the Commissioner of Police (CP) or Superintendent of Police (SP) concerned to perform similar functions. He said that one NGO-level officer belonging to the Scheduled Castes would be posted in every police station by the CP or SP concerned for day-to-day handling of the complaints and grievances of SC/ST members. The DGP said prompt registration of cases would be ensured on receiving a complaint related to atrocity against a member of the Scheduled Castes. Immediate intimation would be given to the district-level cell and the district SP or CP. These cells would start functioning with immediate effect, he added. |
CS orders timely delivery of books
Chandigarh, December 10 He directed the officers concerned of the School Education Department to ensure timely delivery of books in all schools. In case, there was any delay due to some unavoidable circumstances, electronic books should be provided to children or a soft copy of the book should be provided to teachers. He was informed that over Rs 199.73 crore had been spent on education up to October 31. Over Rs 38.87 crore had been spent during the current financial year for providing free textbooks. Also, school uniforms had been provided to all girls and boys belonging to SC and BPL families. |
Faridabad-Ballabhgarh draft plan okayed
Chandigarh, December 10 Similarly, 1,882 hectares has been kept for commercial purpose, 4403 hectares for transport and communication, 1,340 hectares for public and semi-public use, 427 hectares for public utility, 5,532 hectares for open spaces like parks and green belts and 561 hectares for a special zone. Hooda was apprised that 180 sectors had been envisaged with a sector density of 300 persons per hectare (PPH) in the urbanizable areas whereas four sectors had been proposed with 600 PPH and eight pockets of 25 hectares each in eight sectors to facilitate the provision of housing for low income group with a density of 1,125 PPH. The outer periphery roads would be 90 metre wide with a 30 metre green belt on both sides. All sector dividing roads in the urbanizable area would be 60 metre wide alongwith 12-metre service roads on both sides. A Golf course would also be constructed on Delhi road. Hooda directed the officers concerned to prepare a scheme for the recycling of water and for rejuvenation of Badkhal Lake. Hooda also approved the proposal to reserve 10 residential and two commercial sectors for HUDA in the development plan. |

17 youths booked for firing at student
Yamunanagar, December 10 Chairperson of the institute Munish Kumar, in his complaint to the police, said 17 armed youths scaled the fencing wall and entered the institute today. They attacked Mohit, a student of BTech. He sustained severe injuries in the attack. Later, the attackers opened fire on him, however, he had a narrow escape. He was taken to the Bilaspur CHC for treatment. The accused have been booked on the complaint of the chairperson.

Sirsa, December 10 On a tip-off, Prohibition Officer Sadhna Mittal, under the Prohibition of Child Marriage Act, intervened in the ceremony and demanded the proof of age’s age. It was found that the girl was 17-years old. The officer said she had taken an undertaking from the girl’s family that they would not marry her off before she reaches a marriageable age. |
