Wheat seeds scam detected in Sirsa
Sirsa, December 5 Officials of the HDSC responsible for ensuring the distribution of the seeds to farmers in various parts of the district have allegedly sold wheat seeds worth over Rs 20 lakh in the past six days. The matter came to light when activists of the Haryana Kisan Manch carried out a sting operation and approached the district authorities with proofs. Sirsa Deputy Commissioner J Ganesan, who got the allegations of Prahlad Singh Bharukhera, state president of the Haryana Kisan Manch, probed through Additional Deputy Commissioner Shiv Prashad Sharma, said the authorities were lodging a criminal case against the officials of the HSDC as well as the private dealer. A team of the HSDC from its Panchkula-based headquarters, comprising chief marketing manager NP Dhankar, quality control manager Rajbir Singh Chaudhary, and senior finance and accounts officer Balwan Singh, has arrived in Sirsa to conduct a departmental inquiry. “We have removed Om Pal Singh Panwar from the post of manager in Sirsa. He has been replaced by VP Singh,” said Dhankar. Bharukhera, who brought the deeds of the HSDC officials to light, however, alleged that some officials associated with the probe were hand in gloves with the accused and the bags of seeds, which were entrusted to the police last evening, were now missing from the godown of the private dealer. He said his men had filmed the trucks being offloaded and the wheat seeds being taken out of the HSDC bags and packed in bags belonging to the dealer in lightening haste and approached the DC with proofs. When The Tribune contacted HSDC manager Om Pal Singh Panwar for his comments, he said once the seeds went out of his godowns, it no longer remained his duty to check where the consignment landed. He said marketing officer Duni Chand Chhapola had the responsibility to look after this matter. Confronted with Panwar’s statement, Chhapola alleged that the two truckloads caught today were merely the tip of the iceberg and Panwar had been selling government seeds for long. “In just five or six days, he has sold over 1,000 quintals of seed to a single firm in Sirsa,” Chhapola maintained. decision against de-reserving posts of judicial officer Saurabh Malik Tribune News Service Chandigarh, December 5 The ruling by Justice Surya Kant and Justice RP Nagrath came on a petition filed by Dhirinder Chopra against Haryana and other respondents. The government on re-consideration of a reference made by the High Court for de-reserving unfilled reserved posts in relaxation of rules had earlier expressed its inability to accept such recommendations. The controversy pertains to appointments tothe Haryana Superior Judicial Service in the rank of Additional District and Sessions Judges. The petitioner was seeking quashing of the orders dated December 22, 2010, and July, 18, 2011, passed by Haryana declining to de-reserve the unfilled reserved posts of Scheduled Castes and backward classes and consequential appointment against the de-reserved posts. Taking up the matter, the Division Bench has ruled: “We are of the considered view that the stand-point taken by the state government is just, reasonable and fair and it does no violence to Articles 233 to 235 of the Constitution. “The reservation policy of the state government unambiguously stipulates that the posts reserved for SCs/backward classes can be de-reserved only in rare and ‘exceptional’ circumstances if suitable candidates from these reserved categories are not available despite two or three attempts made to fill such posts. “The reserved posts in the instant case though were advertised by the High Court in 2001 and 2003, but concededly the recruitment process was scrapped due to proposed amendments to the service rules. The pre-condition for de-reservation of the reserved posts thus was never complied with…. “A reservation policy for giving representation to the SCs or the backward classes in public employment is not a simplicitor administrative decision which can be varied, modified or put in abeyance through an executive action. The Bench added: “The recommendations made by the High Court never intended nor could they be construed to set at naught the means of social welfare or to extend undue advantage to those general category candidates who failed to earn the requisite merit for appointment against open category posts”. |

State told to relook new rule on parole
Chandigarh, December 5 The direction by a Bench of Chief Justice Sanjay Kishan Kaul and Justice Augustine George Masih came on a PIL filed by human rights organisation People’s Union for Civil Liberties. The court was of the opinion that the state might impose conditions for grant of parole and furlough to prevent misuse, but there could not be an absolute bar on being considered for parole or furlough. Counsel for the petitioner Arjun Sheoran had argued that a blanket bar was arbitrary and unjust and violative of Article 14 and 21 of the Constitution as each prisoner displaying good conduct in prison must at least be considered for grant of parole and furlough. — TNS |

Man commits suicide, 3 booked for abetment Sonepat, December 5 On the complaint of the victim's son Rakesh Sharma, a case of abetment to suicide has been registered here in city police station against Ravi Bharti, a PNB officer at Maal Road branch in Delhi, bank agent Shrawan of Terinagar, Delhi, and Deepak Sharma of Shyama Trading Company, Delhi. In his complaint, Rakesh alleged that on the request of Ravi Bharti and Shwaran, his father became a guarantor in a loan advanced to Deepak Sharma by the Maal Road branch of the bank. However, after taking the loan, Deepak did not return the loan and went missing. A case was registered against him in Roopnagar police station of Delhi. The Investigating Officer of the Roopnagar police station came to Sonepat a few days ago and inquired about Deepak's whereabouts from Satish. Rakesh alleged that his father was being harassed and pressurised by Ravi Bharti and Shwaran for returning the loan amount as guarantor. He also alleged that the entire case was a conspiracy of the accused. |

ASP Sheoran among 11 cops booked for murder

Bhiwani, December 5 Bhiwani Superintendent of Police (SP) Mitesh Jain today said the investigation had been handed over to the Dadri DSP and further action would be taken on the basis of the preliminary enquiry. On the directions of the Judicial Magistrate, Dadri, the police yesterday registered a case against 11 policemen, including ASP Ashok Sheoran, Ram Kishan, Ramavatar Gurjar and eight other policemen in the alleged fake encounter. While Sheoran and Ram Kishan were the DSPs with the Bhiwani police, Gurjar was the CIA in charge. Sheoran is presently posted at the Police Training Centre at Madhuban in Karnal and Gurjar has been promoted as DSP. Ram Kishan has retired from service. Sheoran had led a police team which shot dead two criminals identified as Sandeep alias Kalia and his accomplice Mukesh on July 21, 2007, in the fields of Pichopan Kalan village. Shanti Devi, mother of Mukesh, had filed a petition in the Punjab and Haryana High Court stating that her son was murdered in cold blood. The court rejected her plea and directed her to approach the lower court. Judicial Magistrate Naveen Kumar accepted the plea and directed the police to inquire into the complaint after registering a case. Sheoran had reportedly lost his service revolver during the encounter which was later used in the murder of Delhi Police officer Rajvir Singh in March 2008. |
Commission summons SP for failure to arrest rape accused
Bhiwani, December 5 The girl was allegedly raped at a government school in Nigana Kalan village of the district. The victim’s family approached the NCSC after the indifferent attitude of the police in taking action in the case after which the commission summoned the SP. The Superintendent of Police reportedly informed the commission about the ongoing probe by the special investigation team (SIT) in the case. Ram Dhan, a Dalit activist and an advocate, alleged that the police had been deliberately going slow in the case as the supporters of the accused had been trying to pressurise the victim’s family to change her statement. He said PL Punia, NCSC president, had told the SP to arrest the accused and summoned him to again appear before the commission on December 30 with the progress report in the case. The girl had disclosed about the rape on November 16 after her family asked her why she had not been attending school. She revealed that a schoolteacher had raped her at the school on November 6 and threatened her of dire consequence if she revealed the matter. The victim’s family and other villagers had locked up the school in protest against the teacher. They also thrashed the accused teacher who managed to flee later. |
Cop accused of beating rape victim faces probe
Rohtak, December 5 The girl had alleged that she had been raped by nine persons over 15 days. The district police chief had constituted a special investigation team to probe the allegations. The persons whom the girl had charged with rape had been arrested.–

BJP to hold rallies in all LS segments Rohtak, December 5 Addressing mediapersons after a meeting of the party’s state executive core committee here today, Haryana BJP president Ram Bilas Sharma said after Rewari, Sonepat and Hisar, rallies would also be organised in the remaining seven parliamentary constituencies. “We will also hold a state-level rally, for which BJP’s prime-ministerial candidate and Gujarat Chief Minister Narendra Modi will be invited,” said Sharma. Though he stated that the date and venue of the event were yet to be decided, it is likely to be held in the last week of January. The Haryana BJP leader lambasted the Bhupinder Singh Hooda-led Congress government for what he termed “the biggest-ever land scam (CLU scam) in the country’s history”. “Issuing notices for the acquisition of thousands of acres of farmers’ land and later releasing it to favour big builders and other private companies through grant of CLUs is unparalleled in the entire country,” he said. |

10 shops demolished
Sonepat, December 5 The police force was deployed in the region as a precautionary measure. The demolition drive, led by District Town Planner (DTP) Dilbag Singh, continued for three hours. The DTP said the department had issued notices under the Punjab Scheduled Roads and Controlled Areas Restrictions Act, 1963, asking the owners of the shops to demolish the unauthorised constructions, but to no avail. The department was left with no option but to demolish the unauthorised structures. |

Honorarium of Mayors hiked
Chandigarh, December 5 Urban Local Bodies Minister Savitri Jindal said today that the honorarium of the Mayors had been increased from Rs 5,000 to Rs 7,500 per month, of senior deputy mayors from Rs 3,000 to Rs 6,000, of deputy mayors from Rs 2,000 to Rs 5,000 and of the councillors from Rs 1,500 to Rs 2,500. Besides, the entertainment allowance of the Mayors had also been increased from Rs 2,500 per month to Rs 5,000. Drive to fill 282 posts of Medical Officer
Health Minister Rao Narender Singh said today that a special campaign had been launched to fill 282 posts of Medical Officer under the reserved categories. Besides, retired medical officers having specialized degrees would be re-employed on a contract basis to meet the shortage of specialists. The minister said applications had been invited by December 16 to fill 168 posts of Medical Officer reserved for the Scheduled Castes and the selection would be completed by month-end. A new recruitment process would be launched in January next year to fill vacant posts in all categories, he added. |
Staffer attempts suicide in school
Yamunanagar, December 5 The incident took place at the Government Senior Secondary School, Mandoli. The employee was allegedly upset with the school principal. Sources said the employee went to the classroom of Class XI and tried to commit suicide by hanging himself with a ceiling fan. At that time, the students were out in the playground but fortunately some of the students came back. The students pulled him down when he was about to commit suicide. The principal had reportedly sent a written complaint in this regard to the District Education Officer (DEO). “I could not see what was in the complaint due to some urgent work,” said DEO Jagjeet Kaur. |

Sonepat, December 5 On the complaint of her father, Naresh, Premvati and Bimla have been booked while Naresh was arrested today. Sonepat: The Murthal police have arrested Amit and his younger brother, a minor, of Murthal village, for allegedly raping a schoolgirl of Class X of the same village on Tuesday. After their medical examination here at the Civil Hospital, the accused were produced in a court yesterday and were sent in judicial custody. The police sources said the mother of the victim lodged a complaint at the Murthal police station, alleging that her minor daughter was raped by the accused. Karnal: In a horrendous incident, a Class II girl was allegedly kidnapped, taken to an isolated place and brutally bitten by an unknown person, who also tried to outrage her modesty, in Nilokheri, 18 km from here.
The girl, who resides near the railway station, was coming back from school with her brother when a youth chased them near Anaj mandi, threatened her brother and kidnapped her. The girl was taken to an isolated house in the vicinity of the railway station. The accused bit her and tried to outrage her modesty but the girl fainted, following which the accused ran away from the scene of crime. Meanwhile, the girl's brother informed the family members who launched a search and found her in an unconscious state at the isolated house. The medical examination of the girl confirmed that she had been bitten and a case of kidnapping and attempt to outrage modesty was registered against an unknown person. |

Karnal, December 5 On a tip-off, a police team headed by Assistant Sub-Inspector Jahangir arrested dhaba owner Sandeep from Sambhali, who named the other five accused. The police said Sandeep allegedly confessed that he along with five others looted 111 bags of paddy from the truck and later killed Suresh Kumar, a resident of Pillukhera in Jind district, on the intervening night of November 23 and 24. Gorakhpur power project: Possession of 28 acres taken
Fatehabad, December 5 Subdivisional Magistrate Baljeet Singh led a team of police officials to Gorakhpur today, where owners of nearly 28 acres had been offering a stiff resistance to the acquisition of their land. Fatehabad DC Saket Kumar said after the NPCIL took over the land, the transition was smooth and the farmers did not offer any resistance. The Haryana government had acquired over 1,503 acres at Gorakhpur, Kajal Heri and Badopal villages for the upcoming Gorakhpur Haryana Anu Vidyut Pariyojna in Fatehabad. While most of the farmers had accepted the award, owners of 28 acres had been offering resistance and they were not allowing NPCIL officials to enter their fields. Saket Kumar said Rs 402 crore had been paid to the farmers as a compensation for their land. Besides, Rs 22 crore had been given against a no-litigation guarantee and Rs 19 crore for the cost of tubewells, pipes, trees and ‘dhanis’. |
HSGPC's Nalvi faction launches outfit
Kurukshetra, December 5 “The new party has been formed to prepare the poor and weaker sections to face the challenges posed by fast changing social, educational, economical and political needs of the people,” Nalvi said. He said the party would contest the Kurukshetra and Sirsa parliamentary seats in the coming Lok Sabha elections and also field candidates with clean image from 16 Assembly constituencies with a sizable population of Sikhs and backward classes. He did not rule out alliance with non-Congress parties. Misbranded weedicides: DDA told to submit report
Yamunanagar, December 5 Deputy Director of Agriculture Aditya Pratap Dabas said he received instructions from his head office, Panchkula, to submit a report to the director on Friday. “I have collected the documents relevant to the issue. Prima facie, it has come to light that irregularities were committed in the case. The reports stated that the samples were misbranded, so there was no point releasing the payment to the distributor,” he said. The department had paid Rs 8,51,000 for the 8,065 units of the weedicide to the distributor on March 29 after several months of the arrival of the sample reports. |
