Top heavy bureaucracy leads a thin team of junior officers
Chandigarh, November 19 Of the total 143 officers in the Punjab Police, about one-third (51) are in the rank of Inspector General of Police (IGP) and above. Similarly, the state has only 23 IAS officers in the junior administrative grade against 44 in 'super time scale', 24 in the 'pay first above super time scale' and 12 in the 'apex scale'. The Punjab Police has four DGPs (Director General of Police), 14 ADGPs and 37 IGPs. The unit is 29 officers short of its sanctioned strength of 172. The civil administration is short of 46 IAS officers against its sanctioned strength of 221. KR Lakhanpal, former Chief Secretary, said, "The too heavy top is not what Punjab needs. There is a bigger need for teachers, engineers, town planners and doctors. Officers form the top of a pyramid in terms of controlling public issues. But here, it looks like an inverted pyramid." Lakhanpal said Punjab had a battery of officers in the Chief Secretary (more than 10) and Financial Commissioner and Principal Secretary (24 approximately), which "are a little too many". He said several officers were managing affairs of departments that had negligible contribution to the state's economy and other significant matters. Former DGP (Railways and Traffic) Chander Shekhar said at one stage, the entire Punjab had one IGP and six to seven DSPs (Deputy Superintendent of Police). He said it would be interesting to compare the old figures with the existing strength in terms of public satisfaction or reduction in crime. In the last review in 2010, Punjab had demanded from the Centre that IAS posts be increased to 300. But, the state was only allowed 221. "A cadre review is done after five years in routine. But in Punjab's case, it was last done after a gap of 12 years in 2010. Still, the state was sanctioned only 27 new posts," a senior officer said. Struggling to strike a balance *

Jalandhar, November 19 The first unit (660 MW) of Talwandi Sabo plant is all set to become operational on November 25. The next to follow would be the first unit (700 MW) of the Rajpura plant, which is to be commissioned on December 8. Punjab State Power Corporation Limited (PSPCL) officials said the super-critical Talwandi Sabo plant at Banawala village in Mansa district was all set to become a reality in another five days. The plant’s total capacity is 1,960 MW and its other two units of 660 MW each are under construction. A perusal of the project details brought to light that the plant had in place high concentration slurry disposal system and hybrid electrostatic precipitators, which would ensure minimum release of fly ash particles. As such, pollution would remain within prescribed limits. A green belt on 700 acres has been developed at the site to negate the pollutants. The 1,400-MW Rajpura plant is another prestigious project set up by the state government. Being developed by Larsen and Toubro in Nalash village (Rajpura), the construction work is ahead of its schedule -- The deadline is January next. The government has pre-poned its inauguration for December 8, which happens to be the birthday of Chief Minister Parkash Singh Badal. Punjab Government to probe loot of public lands
Chandigarh, November 19 Sources said that Revenue Minister Bikram Majithia had asked the Revenue Department to work out the terms of reference for the committee to be set up to probe such deals and suggest measures to restore the lands back to its rightful owners - village panchyats. The Justice Kuldip Singh Special Tribunal has highlighted how influential people played with the system to grab public lands especially in the periphery of the Chandigarh where land has been fetching a very high price.The Tribune has been publishing the operative parts of Tribunal's report. Meanwhile, in order to dispossess all the encroachers from the Shamlat Land, the state Government has directed all the Deputy Commissioners to hold monthly meetings to scrap all such deals which had taken place "under the carpet". Surjit Singh Rakhra, Rural Development and Panchayat Minster said DCs had also been instructed to implement the land possession warrant in the stipulated time frame so as to divest the encroachers from the illegal possession of common land. They have been asked to ensure the disposal of all such cases filed under section 7 within 3 months and cases under section 6 & 11 within 6 months. Deputy Commissioners would have to submit the proceedings of all such meetings to the state government. Rakhra further said that as demanded by the Pachayats, Tehsildar would have to do the demarcation of the Shamlat Land within 30 days. " |

SAD open to seat swap with BJP, says Chief Minister
Nabha, November 19 Condemning personal attacks during electioneering, Badal said: “Throughout my political career, I have never attacked anyone personally and this practice must be stopped because it generates animosity and affects peace and harmony.” The Chief Minister was speaking to mediapersons after unveiling a statue of former Cabinet Minister and senior Akali leader Raja Narinder Singh at Rohti Pul, Nabha. To a query on Amritsar MP Navjot Singh Sidhu’s outburst against the state government and the likelihood of the Amritsar seat being swapped, Badal said his party was open to the proposal. “We have not yet considered the issue but if both parties feel the need for such seat adjustment, it will be sorted out amicably by senior leaders of both parties,” he stated. To a query on seat-sharing between the SAD and the BJP in the forthcoming Delhi Assembly elections, the Chief Minister said: “ Our party is satisfied with the four seats allotted to it.” On the illegal possession of shamlat land in the state as revealed by Justice Kuldip Singh report, the CM said that the matter was being inquired into so that those involved could be brought to the book. Patiala, November 19 “The arrest of drug lord Bhola is just a tip of the iceberg. The plot appears to be much bigger and the ruling SAD cannot escape responsibility as some of its prominent leaders have been found to have had close ties with the drug lord’s associates,” said Amarinder Singh. Whosoever found guilty, irrespective of the party he belongs to, should be brought to the book as we need to put Punjab before party,” he said. The former Chief Minister said that drug peddlers had been operating right under the nose of the government, he observed while pointing out that these were not mere allegations but revelations made by the Punjab Police. Amarinder Singh said since the Punjab Police worked directly under the SAD government, “ it is difficult to expect a fair and impartial trial. Hence it becomes important that the case be probed by an independent agency, ideally a sitting Judge of the High Court.” The Chief Minister showered praise on the state police in nabbing the peddlers. He said the law would take its own course and no guilty spared. He said “diligent police officers” who had unearthed the racket would be promoted. Garg’s prosecution delayed
as case file not translated
Patiala, November 19 The government is yet to file a chargesheet against him as it awaits prosecution sanction from the Centre. For this, the government needs to get the case file comprising at least 100 pages translated to English language. The Vigilance Bureau had got the file cleared from the Chief Minister three months ago. But, it is yet to complete the translation of the file to submit it to the Centre through the Home Department. Sources in the Vigilance Bureau told The Tribune that since there were few persons available with them who could translate the file in a proper manner, the work had been outsourced. "We have sent the file to a private firm to get it translated. After the work is done, we will send the file to the Home Department," they stated. Garg, a key accused in the land scam, is presently out on bail after the Vigilance Bureau failed to submit a chargesheet against him within the 90-day period. The bureau had sent a request to the state government seeking his prosecution sanction on May 23, 2013, but the Chief Minister's Office kept the file pending for almost three months. Garg was arrested from New Delhi on March 14 after his pre-arrest bail plea was rejected by the High Court and later by the Supreme Court. However, the officer got bail on June 14 after the failure of the VB to present challan in the case. Case file *

Date palms to dot road to Badal village
Muktsar, November 19 Beginning January, a large number of date palms will greet people at the entrance of Badal village and Kheowali in Muktsar district and Kaljharani in Bathinda district. The trees will be planted at a distance of 10 metres each. “Date palms will be brought here from the Forest Department’s nurseries in
Patiala. For transplantation, pits are already being dug,” said Sanjay

Fatehgarh Sahib, November 19 They said the agency had exposed the tall claims of prompt payment to them by the state government. Kaushal Kumar of Shiv Trading Company said Markfed had not made payment worth crores of rupees to commission agents. He alleged that Markfed inspector Rajinder Pal posted at Bassi Pathana, who makes the purchases, did not cooperate with them. He said despite repeated requests to the authorities concerned, his payment had not been released. He said officials told him that the government had no money. They urged the Food & Civil Supply Minister and Deputy Commissioner to intervene to ensure timely payments. The Markfed DM did not respond to phone calls. |

Breaches in canal endanger bridge on Fazilka highway
Abohar, November 19 Om Parkash, Baljit Singh and Jagdish Singh of Dangarkhera village said more than 50 acres of agricultural land had submerged due to water overflowing from the Panjawa minor sub-canal. The village panchayat had urged the Irrigation Minister to get the sub-canal remodelled as the breaches during the past two years had caused heavy losses to farmers. Moreover, they said, the overflowing water was damaging the national highway road, which was enlarged from both sides three years back, apart from endangering the ROB. The over bridge was inaugurated last year to facilitate the commissioning of the Abohar-Fazilka rail link. Villagers said despite repeated requests, the authorities also did not bother to get electricity connection for the poles installed on the ROB, they rued, adding that the number of accidents increase in winter due to fog and slippery road. Come clean on utilisation of grants: Bhattal to state govt
Barnala, November 19 Bhattal said either the SAD-BJP government should prove their accusation that the UPA Government had adopted a discriminatory approach against the state or it should tender an apology to people for levelling a false allegation on the Centre. She claimed all the development and welfare works in the state were being done with the Central funds but the state government was terming them as their own works. Bhattal was here today to attend a function at the house of a veteran party worker. She said on the one hand, the SAD-BJP government was making tall claims about development in the state and on the other hand, it often kept its treasuries closed, denying payments to government departments and its employees. She said the government should clarify its actual financial position to people of the state. She also lashed out at the SAD-BJP government for not giving right of distribution of grants to the elected MLAs of the opposition party. Kin mourn couple's death in US
Jalandhar, November 19 Harmandeep Singh (32) of Pholariwal village and his wife Kirandeep from Batala had got married on September 12. Both were allegedly shot dead at their house in California on November 16. Harmandeep's cousin Rajinder Singh said: "The police are suspecting it a case of suicide. There is no reason for them to commit suicide. Harmandeep was earning well from his job there." He said: "I have not been able to talk to my aunt since the incident. She is in a state of shock. I have learnt that the police will hand over the bodies to the family tomorrow. Their last rites will be held in California".

10 of family die as car plunges into drain near Amritsar
Amritsar, November 19 The family, which was returning from a marriage function, was headed to Ramdas railway station in an Indica car (PB 29K 1454) when the mishap took place around 5.45 am, the police said. They were to catch a train to Ferozepur. The dead include three teenagers, two children, three women and an equal number of men. The car fell into the waters when the person at the wheel, Inderjit Singh (19), lost control trying to negotiate the bend on the narrow bridge over the drain. As the bridge - around 30 feet long and 8 feet wide -- had no safety railing, the vehicle hurtled into the waters. By the time passers-by could come to the rescue, all occupants of the vehicle had drowned, the police said. Their bodies have been recovered but no postmortem was conducted on a special request from the family. The deceased have been identified as Inderjit Singh; his maternal uncle Baldev Singh (60); Kuldeep Kaur (32), her sons Rajwinder Singh (17) and Palwinder Singh (19); Jasbir Kaur (30) and her daughter 13-year-old daughter Mandeep Kaur; Kulwinder Kaur (30) and her sons Karamjit (8) and Gurlal (7). The family, hailing from Ferozepur’s Kuku Namastake village, had come to attend a wedding at the house of Navi Abadi basti Chandigarh village sarpanch Jaspal Singh. A pall of gloom descended on Jaspal Singh’s house days after the wedding of his son and daughter. His younger son Inderjit was also among the dead. Satpal Singh, the younger brother of deceased Baldev Singh, said the dead were all close relatives from the maternal side and were returning after attending the wedding ceremonies. Ramdas police station SHO Harpal Singh said the car was overloaded. That along with early morning fog conditions could have caused the accident, he said. “Normally, this drain does not have water, but this morning it had around nine-foot water. The police and passers-by broke the car’s windowpanes to pull out the occupants, but it was too late,” he said. The SHO said a railing was installed there, but was removed by unidentified people. “A safety railing was installed some time ago, but it was removed by some persons. Locals said farmers could have removed the railing since it blocked a shorter route used to take harvesting machines to the fields,” he said. CM Parkash Singh Badal and Deputy CM Sukhbir Singh Badal expressed shock over the tragedy. The CM announced an ex gratia of Rs 1 lakh each to the next of kin of the deceased and directed the civil and police administration to facilitate the transport of bodies of the victims to their native place.

Akal Takht Jathedar objects to Sunny Deol-starrer’s title
Amritsar, November 19 The Jathedar said he had received complaints against the Sunny Deol-starrer film’s title from various quarters as the term ‘Singh Sahib’ was used for the Jathedars of various Takhts and granthis of Sri Harmandar Sahib. He said the title of the movie should be changed and directed the SGPC president to get in touch with the filmmaker and ensure necessary action. The movie is to be released on November 22. A statewide religious march will be organised to exhibit the relics of Guru Gobind Singh, which the Punjab Government has decided to hand over to the museum of Takht Sri Kesgarh Sahib before being finally showcased there in January next year. This was decided at a meeting of Panthic organisations, which was presided over by Akal Takht Jathedar Giani Gurbachan Singh. The religious march, planned for mis-January, will start from Patiala and will culminate at Takht Sri Kesgarh Sahib after passing through Sangrur, Bathinda and Amritsar. Among Guru Gobind Singh’s relics are a turban, three swords, a cloak, a comb with hair of Guru Gobind Singh and a hand-written piece of paper (manuscript) of the 10th Sikh Master. These relics were with the erstwhile princely family of Nabha state before being looked after by the state government’s Department of Culture, Archaeology and Museums. |

Pilgrim died of poisonous substance: SGPC probe
Amritsar, November 19 SGPC assistant secretary Sukhdev Singh Bhurakohna, who conducted the probe, today submitted the report to committee secretary Manjeet Singh. The report mentioned that Amarjeet Singh, hailing from Jabalpur in Madhya Pradesh, died after consuming a poisonous substance. The post-mortem report too had cited toxic ‘langar’ even as the exact reason would be known after viscera examination. Bhurakohna said statements of the victim’s family members, and of those who were taken ill are partaking ‘langar’, had been recorded. Amarjeet’s relatives said they had eaten ‘Karhi Chawal’ and had doubts it was laced with “something suspicious”. Bhurakohna has also put forth his recommendations to avert any such incident in future. He said the SGPC should frame guidelines for setting up ‘langar’ around the Golden Temple. He has recommended the SGPC should maintain record, including photographs, of the organisers as well as sewadars of these ‘langars’, besides monitoring the place where the ‘langar’ was prepared. It has also been recommended that ‘sewadars’ and pilgrims involved in preparing ‘langar’ should be issued separate badges. |

2 Punjabi taxi drivers assaulted in Oz
Chandigarh, November 19 Jassal was bashed when he refused to give five persons a ride in his taxi last Friday night. He was repeatedly punched in the face. "Driving taxi at night time has become very dangerous," he said. Maninder Jassal, the victim's wife, said the family would not allow him to drive taxi again. Their close friend, also a taxi driver, Manbir Singh (24) was bashed at Henley Beach the same night and is now blind in his left eye. Four drivers were injured in that fight, including a man who is still in hospital with throat injuries. Amrik Singh Thandi of the Sikh Society of South Australia said such incidents had led to panic among other taxi drivers with many refusing to work after dark. "Night drivers especially want to give up because of these incidents," he said. Taxi operators can install safety shields but these cost up to $900. |

Education Dept strives for
amicable end to court cases
Faridkot, November 19 The state Director General of School Education had recently issued related directions to all circle and district education officers. The latter were told to identify court cases that could be resolved cordially during a Lok Adalat slated for November 23. As most of the cases are pending in the Punjab and Haryana High Court, obtain a clearance from all parties concerned would be imperative for listing these in the Lok Adalat. In Faridkot circle, comprising seven districts of Faridkot, Muktsar, Moga, Ferozepur, Mansa, Bathinda and Sangrur, there are 120 pending cases. The department has so far identified only nine cases that stood a chance of a compromise. After due approval from the litigants, the cases have been forwarded to the Director Public Instructions, Schools, for endorsement. Sources said some teachers were mobilising their colleagues for filing joint writ petitions even on non-significant issues. Such litigations drained the energy of higher officials, they said. “Our aim is to discourage litigation. We want to ensure most pending cases are settled in the Lok Adalat,” said a senior official. Chandigarh, November 19 The police claimed that the investigation into the matter was under progress and that the petition filed by Padukone was "premature". Counsel for complainant Lalit Kumar sought time to file a response to the petition. The case will now come up on December 3 for arguments. Lalit Kumar’s grievance is that the movie’s title, trailer and photographs have offended the religious sentiments of those who believe in the Hindu mythology. He says the film story is contrary to the title as has nothing to do with Lord Rama’s life. |

Barnala, November 19 On a complaint by the victim's father, the police has registered a case against four persons, including Raj Kumar Raja, Rohit, Mitte and Bache Lal, for allegedly murdering the boy and trying to destroy evidence of the crime. CrPC.

SHO suspended for hiding lab report
Hoshiarpur, November 19 The SHO received the lab report on June 5. Instead of presenting it along with the challan, he told the court that he had yet to receive the report. He was given more time to do so. The challan was not presented on the same pretext even after the extended period. The accused in the case moved a bail application under Section 167 (2) on the plea that the challan had not been presented in the stipulated time.
