Two-day district level science exhibition begins at MSD Sr Sec School

The two-day district level science exhibition started at MSD Senior Secondary School here today. District Education Officer (Senior Secondary) Harkawaljit Kaur inaugurated the event. District science supervisor Jarnail Singh Bhodipura said the first two winners of Talwandi Sabo, Rampura and Bathinda tehsil are participating in the exhibition. The main theme of the exhibition is modernization of science and mathematics.

Lacking funds to buy fuel for official vehicles, the district police now stares at complainants’ pockets to arrange for fuel to nab culprits. The problem came to fore during the visit of the Punjab State Women’s Commission chairperson to the city in Bathinda. A woman alleged that a female cop demanded money to refill the official vehicle so that the person against whom she had lodged a complaint could be arrested.

Clarifying her position, the female cop told the commission that mere 250 litres of fuel for one vehicle at a police station was not enough in the VIP zone that senior SAD leaders keep visiting at least twice or thrice a week.

“We get a paltry sum of Rs 60 a day for an outstation assignment. On other days, we depend upon complainants’ funds to run our vehicles,” disclosed another cop while pleading anonymity.

The cop revealed that if they ask for a government vehicle they have to adopt a procedure routed through the SP (Headquarter), the officer at the Police Lines and other officials, which leads to leakage of secret operation to arrest culprits.

When enquired from a Munshi in a city police station about availability of fuel expenses for the cops, he said, “When our SHO is unable to run the government vehicle with mere 250 litres of fuel a month, it is not possible for others to run their private vehicles without the help of complainants.”

He added that the policemen are forced to extend support to those who help them in getting basic “facilities”, including vehicles and fuel.

With elections round the corner, the utility of vehicles was bound to increase manifold as the region was bound to see VIP visitors more often, the Munshi added.

While complainants willing to shell out money to arrange vehicles for police manage to get the culprits arrested others are forced to make rounds of police stations, a few complainants said.

When contacted, SP (Headquarter) Jasvir Singh refused to admit that the police was seeking complainants’ help in funding their chase after culprits. He said the Bathinda police got 1,200 litres of fuel yesterday only and it would be enough for at least one and a half months. When asked if frequent visits by VIPS, including by the Badal family, were the reason behind their fuel “woes”, he said fuel was not a problem at all. The SP claimed that apart from the SHO, other personnel too got fuel allowance as per their requirements.

Policemen used my bike and car for one week to help one of my relatives trace a vehicle. These days, it is common to offer tank-full vehicle to the policemen so that they could act swiftly as all police stations are lacking basic facilities, including vehicles and manpower.

The policement initially refused to arrest an accused of Moga, who was wanted in a cheque-bounce case. But once they were offered vehicle, fuel and other freebies, they agreed to pursue the case. This only reflects that those who fail to fulfill the demands of the police face difficulties in getting the accused arrested.~

Lawyers seek Civil Lines SHO’s suspension

Demanding immediate suspension of the Civil Lines SHO Sikandar Singh and his transfer to the Police Lines, members of the District Bar Association (DBA) held a dharna in front of the office of SSP. The lawyers are up in arms against the SHO as he allegedly used foul language against a senior advocate Ved Parkash Singh Khurmi and the advocate fraternity.

The protesting lawyers said the police was not arresting the persons against whom an FIR was lodged following a complaint by Khurmi. The delay in arrests and the police holding bias against the complainant was endangering his and his family members’ lives, the lawyers alleged.

The advocates alleged that the SHO not only misbehaved with Khurmi over the phone but also with two other lawyers.

Khurmi said on his complaint, a case of damage to property and criminal intimidation under Sections 427 and 506 of the IPC and Section 3 of the Prevention of Damage to Public Property Act was registered at the Civil Line police station against Dhanraj Jain, Mukesh Jain, Amit Jain and two unidentified persons. He said his tenant Dhanraj Jain had made some modifications in the shop without obtaining his approval. “When I went to enquire about the reason behind the changes, Dhanraj along with his relatives threatened me with dire consequences and refused to accept me as the owner by declaring that the shop was rented out by my father many years ago,” Khurmi said.

He pointed out that a court case was pending against Dhanraj Jain, who had been occupying the shop on the GT road for the past over three decades and were paying a monthly rent of mere Rs 500.

He lamented that the police now claimed that it was conducting another inquiry, which in his opinion was a futile exercise. “When the case had been registered after a detailed inquiry and report of the District Attorney (DA) legal, there was no point to hold another inquiry,” Khurmi said.

He said the police had allegedly been favouring the accused as they had approached SP (City) Des Raj, who too was supporting the accused.

SHO Sikandar Singh denied his role in the case. He said the matter was being investigated by his subordinate Nirmal Singh. SP (City) Des Raj too refuted the allegations leveled by the lawyers. He stated that he was not in the city today and it was the SHO’s prerogative to look into arrests or release of accused persons.

“If the SHO has sufficient evidence against the accused persons then he should arrest them,” the SP said.

Bar Association president Mohinder Sidhu, advocates Rajan Garg, JR Khattar, Guriqbal Singh Chahal, Surinder Sharma and Jasvir Singh were among those who addressed the dharna.

While talking to TNS, advocates Rajan Garg and Gurwinder Mann said apart from misbehaving with the lawyers, the SHO had also let off the main accused within hours of his arrest. The accused was now issuing threats to Khurmi.

Meanwhile, the lawyers have threatened to intensify their agitation in view of the bias attitude adopted by the police if the matter was not resolved within the next few days.

The incident took place at around 12 noon when people noticed the open drains overflowing and sewerage waste finding its way on to streets. People called up the lower-rung officials of the board, who allegedly refused to entertain them.

"We then called up the XEN, SC Kansal, and apprised him of the calls made to junior officers and their response," said Rajinder Kumar Goldy, a shopkeeper in the area.

When the XEN as well as other PWSSB officials reached Paras Ram Nagar, people gheraoed them and started raising slogans against the area municipal councillor and officials of Municipal Corporation, Bathinda, and the PWSSB.

The two groups were arguing when an SDO alleged that an area resident was demanding money from him. Irate over the charge, people demanded that the official should name the person.

The altercation was settled amicably after the XEN stepped in requesting the official concerned to apologise.

The protesters relented after the SDO tendered a written apology.

Later, the XEN assured the area residents of finding a solution to the problem of overflowing sewerage within the next 15 days. Kansal also assured that he would change the set of officials designated for Paras Ram Nagar.

The free clinical investigation for pregnant women at government health institutions in the district has failed to take off due to the failure of the department concerned to transfer funds to various health institutions.

The government has earmarked Rs 200 for each case of free clinical investigation of pregnant woman at government health institutes. The hospitals are required not to charge any money from the pregnant women coming for child delivery services at government health institutions.

The idea behind the scheme was to increase institutional deliveries so as to check mother and infant mortality rates. The government has already started free delivery service and free child services for the purpose.

Earlier, the department had decided to provide regents for the tests to the hospitals to carry out the investigation, but senior officials of the department had rejected the idea and instead ordered for transferring the money to the hospitals. The idea was to let the hospitals take responsibility for the successful execution of the scheme.

However, government health institutions have failed to start the scheme, as the money has not been transferred to them yet. “The money has not been transferred yet even as the scheme had started around two months ago in principle,” said head of an health institute.

Meanwhile, Civil Surgeon Dr Yash Mitra claimed that they had already transferred the money. He said only those had not received the money who had not pursued the matter with the department. He said it was the duty of the institutes to get the money by following up the matter.

Engineers hold gate rally
Protest disciplinary action against GNDTP officers

The PSEB Engineers’ Association of Guru Nanak Dev Thermal Plant (GNDTP) region engineers held a gate rally in front of the main gate of thermal plant today. The association spokesperson stated the engineers were agitated over adamant attitude of the management. “We feel deeply anguished over the initiation of disciplinary action against the officers of GNDTP Bathinda after the incident of oil starvation of turbine of unit number 3 on June 13 on the basis of unfair enquiry committee report.

The private turbine manufacturing company is the main culprit for said incident where as action is being initiated against GNDTP engineers,” engineers said.

The incident has occurred due to design failure and casual approach of the aforesaid private company in executing the project. They alleged that GNDTP engineers were forced to synchronize unit despite the fact that there were serious discrepancies in the system.

The PSPCL management is also responsible for above incident as no separate construction wing was created for carrying out the Renovation and Modernisation(R & M) activities of the units. Despite acute shortage, officers and staff are transferred from GNDTP without any substitute. In the past seven months, seven officers have been transferred from GNDTP to the distribution wing. The PSEB Engineers’ Association had already cautioned many times the PSPCL management which ignored the facts.

Engineers said they were forced to resort to agitation. They decided that R&M work of the unit number 4 will be done thoroughly as per approved scheme, without bypassing any protection the scheme. It may delay in commissioning of the unit number 4 as the private company is not of the view to sign the protocols. The agitation will be further intensified if the PSPCL management does not withdraw the proposed actions against GNDTP officers.

Regional Secretary Devinder Goyal, executive members of the association Manjit Singh and Rajinder Singla addressed the rally.

Contractual health workers hold strike, want jobs regularised

The TB Control Programme Contractual Health Workers went on pen-down strike here today. They are protesting against the state government for not implementing the pay scales that were revised in April 2012.

A worker, Sukhwinder Singh, said the pen down strike would be observed on November 13 as well. He said while the health staff were working towards controlling a life-threatening communicable disease, the government had failed to acknowledge their services by not implementing the revised pay scales.

The protesters further regretted that a batch of contractual employees in the department was not being regularised whereas many others who joined the health department after them have been made permanent employees.

Nisha, a lab technician, said 13 microscopy centres were being run in the district where TB confirmatory tests were conducted and medicines given. She said work at all the centres would remain suspended if the government does not accede to their demands.

The National Education Day was observed at government polytechnic college here today. Addressing students at the event, principal Yadvinder Singh said the day was dedicated to centennial birth celebrations of Abul Kalam Azad, the first education minister of India.

Card making, slogan writing and essay writing competitions were held during the event. In the card making contest Babu Lal secured the first place, Mehak was adjudged second and Kritika stood got the third place.

In slogan writing competition Manpreet Singh was adjudged the first, Gurmail Singh stood second and Munir Ahmed secured the third place.

In essay writing competition Shamsher secured the first place, Gurvinder Singh stood second and Twinkle Garg got the third place.

A seminar was also held on the occasion wherein assistant director youth services Dr Kamaljit Singh Sidhu was the chief guest. He distributed prizes to the winners.

The SSA, RMSA Non-Teaching Employees Union today continued their pen-down strike after talks with the Chief Minister at Anandpur Sahib failed today. Union members said the office of Director General of School Education (DGSE) had issued letters threatening the employees on agitation to join back or face the music.

President Pradeep Bansal and general secretary Sher Singh Dhillon said as the entire staff of SSA and RMSA at DGSE office at Mohali had gone on the pen-down strike, major projects have come to a standstill. The works of annual audit and survey for annual planning are now left in mid-way.

Union members said a meeting of the state body with Chief Minister Prakash Singh Badal at Anandpur Sahib too remained inconclusive today following which the union had decided to intensify its agitation.

Lewd phone calls: Police hunt on to nab miscreants

The Canal police today claimed to have launched a hunt for the persons involved in uploading cell phone numbers of two girl students of Giani Zail Singh, PTU Campus, Bathinda, with lewd comments on the social networking site Facebook.

A case under Section 66-A of the Information Technology Act, 2000, has been registered against unidentified persons at the Canal Colony police station. The case has been forwarded to the Mohali cyber crime cell for further investigation.

Canal SHO Sanjeev Mittal said the matter came to light when the girls started receiving vulgar comments on their cell phones and phone calls from different states of the country. The girls, who have lodged complaints, do not belong to Bathinda and are students of third-year of different courses on the campus. — TNS
