Three lakh employees go on strike today
Chandigarh, November 12 The talks between employees’ leaders and Transport Minister Aftab Ahmed failed today with the result that the drivers and conductors of about 3,200 state-run buses, including those operating high-end Volvo buses, would be on strike tomorrow and the day after. While transport workers will be on strike for two days, other government employees would strike work on November 13 as part of the strike call given by two major employees organisations — the Sarv Karamchari Sangh (SKS) and the Haryana Karamchari Mahasangh. Subhash Lamba, general secretary of the SKS, told The Tribune that the unions were opposing the government’s move to give permits to ply over 3,500 private buses under the new transport policy. Besides, the state government employees are demanding regularisation of the services of about one lakh temporary employees. The employees’ unions are also up in arms against the Hooda government's policy of outsourcing recruitment in various departments. Roadways Depot GMs file petitions
Sirsa: The General Managers (GMs) of various Haryana Roadways depots have filed petitions in courts seeking orders restraining striking workers from venturing near the bus stands. “We moved a petition in the local court yesterday and hope to get stay orders from the court ,” said Lekh Raj, General Manager, Sirsa depot. The Director of the Transport Department has written to the General Managers throughout the state to ensure that bus services remained unaffected by the strike. Govt gears up to face it An official spokesman said in Chandigarh that all Divisional Commissioners, Range Inspector Generals and Police Commissioners and Deputy Commissioners had been asked to take adequate precautionary measures to ensure that no inconvenience was caused to the public due to strike. Therefore, they should ensure smooth plying of buses, maintenance of essential services like electricity and water supply and municipal services. He said with a view to ensuring these services, they had been asked to take effective steps including imposition of prohibitory orders under Section 144, CrPC, in vicinity of places like bus stands, electricity and public health installations. |
Govt suspends collection of enhanced EDC from builders
Chandigarh, November 12 Acting on the judgement of the Punjab and Haryana High Court, the Director-General of the Department of Town and Country
Planning, in a recent order, said: “In view of the high court orders, the department is not insisting for payment of the enhanced EDC from the licencees for the time being.” The order, however, warned the licencees that “in case of any violation of the said order, the entire onus shall lie on the colonisers.” “However, the licencee shall be bound to deposit any amount collected against enhanced EDC either directly or indirectly from its allottees with
the department,” the order said. Earlier, the high court had stayed the operation of the order issued by the Haryana Urban Development Authority (HUDA) on July 14, 2011, hiking
the EDC with effect from 2008. Several builders had moved the court alleging that the state government's decision to charge EDC was unconstitutional, arbitrary and illegal. Builders from Faridabad and Kurukshetra had alleged that the state
had done no development at all in the districts and was yet charging the EDC. Against the backdrop of unprecedented urban development, particularly in the districts falling in the National Capital Region (NCR) bordering Delhi, HUDA had revised EDC charges to be collected from the licencees of the housing and commercial projects. While the EDC for yet-to-be-started housing and commercial projects is paid by the builders, the investors and end users
pay the EDC to the builders in case of the projects which are under progress. The licencees collect

Sirsa rape victim alleges police inaction in case
Sirsa, November 12 Speaking to mediapersons outside SSP Saurabh Singh’s office today, where she had come to meet him for seeking justice, the victim alleged that despite registering a case against her alleged rapist Randeep Beniwal and his accomplices Vijay Beniwal, Navneet Beniwal, Durga Beniwal and Anilveer Beniwal on November 3, the police was deliberately avoiding arresting them. Threatening to commit suicide if her persecutors were not arrested immediately, the victim alleged that the SHO of the Baragura police station, where the FIR was lodged, had been pressurising her to withdraw the case because the accused were influential people. Saurabh Singh, however, said the girl, who was a student of a private college at Odhan, had alleged that Randeep had raped her a year back during a wedding function on the promise of marrying her. A case under Sections 376, 342, 120-B and 34 of the IPC was registered against the accused persons on her complaint. The SSP said he had handed over the inquiry to ASP Rajinder Meena. Yamunanagar: The police has registered a case against a local youth and his three relatives for allegedly kidnapping and raping a 17-year-old girl. Mukesh, a resident of Harbanspura colony along with his three relatives, Vinod, Punam and Rita, allegedly kidnapped the girl, a resident of local Krishna colony, on November 10 and took her to Kall village where she was raped. After the girl came back, she narrated the incident to her mother who filed a complaint with the police. The police said a case had been registered against four persons for allegedly kidnapping and raping a minor girl. However, no arrests have been made so far. In another incident, the police has registered a case against Karambir Singh, a resident of Hagwanpur village, for allegedly luring a local girl on the pretext of marrying her. Illegal confinement: Victim seeks CBI probe
Ambala, November 12 Residents of Ravi Das Basti, Vikaram and Ram Kumar had allegedly been picked up the police for questioning regarding some chain snatching cases. The two were kept in illegal confinement with their legs tied up with handcuffs and hands tied to an iron rod. Vikram has written to PL Punia, Chairman, National Commission for Scheduled Castes, demanding that the investigation into the matter be handed over to the CBI. In the letter he said since the accused persons were employees of the police department, investigation agencies could be influenced, therefore the inquiry should be handed over to the CBI. Even as they were kept in illegal confinement, the two had managed to escape the police custody by breaking the iron rod with which they had been tied. They then tried to break the handcuffs tied to their legs by lying on two sides of a railway track, believing that the handcuffs would be cut under the train. However, Ram Kumar, who lay inside the railway track was hit by the fan under the rail engine and died on the spot. As the handcuffs broke, Vikram managed to flee, only to appear at his residence the next day. However,, a case was registered against the guilty police personnel under the IPC. Later, some Sections of the SC and ST Act were also incorporated in the FIR as the two had been kept in illegal confinement and the local Dalits had held a protest . The Haryana DGP and the Chief Secretary have already appeared before the National Commission for Scheduled Caste on October 27, in connection with the case. The commission hasasked the state police to submit an action taken report (ATR) within 15 days. |
Chautala's flat attached under money laundering Act
New Delhi, November 12 The court has issued the directive on the complaint of the Enforcement Directorate (ED), which had seized the flat in May this year under the provisions of the Prevention of Money Laundering Act (PMLA). “On a thorough perusal of the order of the Delhi High Court, the FIR and charge sheet of the CBI, the investigations conducted by the ED and the statements recorded under Section 50 of the PMLA and on careful consideration of the arguments advanced on behalf of the complainant and the defendants, we come to the prima facie conclusion that the defendants (Chautala) have committed the scheduled offences, generated proceeds of crime and laundered them.” “No doubt, the properties attached are proceeds of crime and are involved in money laundering. We, therefore, order confirmation of the provisional attachment order (issued by ED earlier)," a bench of Chairman K Raamamoorthy and Member Mukesh Kumar of the Adjudicating Authority of the PMLA said in its latest order. The authority is a judicial body to decide on matters related to the action of the enforcement. This was the first attachment order by the agency against the five-time Chief Minister for a flat in Gurgaon on Delhi's outskirts and, according to ED, the house is in the "exclusive" name of Chautala with a total value of Rs 46,96,000. The flat is located in Sector 28 of Tech-city under the Haryana Jan Pratinidhi Cooperative Group Housing Society scheme. The agency is probing the politician and his associates under the PMLA after it registered a case in this regard based on a CBI chargesheet filed in the same case. Chautala (78), chief of the Indian National Lok Dal, along with 54 others, was sentenced by a Delhi court in the 2000 Junior Basic Trained (JBT) Teachers recruitment scam. On January 22, the trial court had convicted and sentenced Chautala and nine others, including his son Ajay Chautala, to 10 years' jail term for illegally recruiting 3,206 junior

Faridabad MC fails to regularise illegal water, sewer connections
Faridabad, November 12 The structures which have illegal connections continue to enjoy the facilities of the corporation. Consequently, they are not only cheating on the government by not paying a penny as end-users, they are also poaching on the utilities at the cost of law-abiding citizens. The lacklustre response of the defaulters to the drive is attributed to the interference by local politicians who do not want to antagonise themselves, apparently on account of vote-bank politics. Although the municipal body has no record, there are at least 1 lakh illegal connections in the city. The figure, however, does not take into account the areas where the corporation has not been able to
lay water pipe and sewerage lines. The corporation launched a scheme to give rebate on installation charges if
water and sewer connections were sought simultaneously. Camps are being organised where the public could come forward and complete the formalities regarding the installations water and sewer connections. As per the scheme, an owner of 100 sq ft property would have to pay Rs 2,200 as installation charges if he opts for simultaneous connections. However, if the installations are sought separately, the total charge would be around Rs 3,500. However, the rebate differs as per the size of properties. Zonal Taxation Officer of the corporation Balbir Singh said in the camps held at various centres of the city from April to
June, only 4,000 water and sewer connections were sought. The corporation collected about Rs 78 lakh as revenue from the exercise. The camps are being organised again from the last week, but the response from the public remains tepid. Sources said even though the corporation had taken
a policy decision to regularise the connections through the incentive scheme, it was not strict against the defaulters. Also, it has not set a deadline for the regularisation of the illegal connections. |
Nalvi accuses CM of being anti-Sikh
Kurukshetra, November 12 Charging Hooda with indulging in “populism” and playing caste politics, Nalvi said the CM was following the footsteps of Punjab Chief Minister Parkash Singh Badal who had been making announcements with huge financial implications but did not have funds to even pay the salaries of the employees. Lashing out at Congress for betraying the Haryana Sikhs and not fulfilling its promise made in the election manifesto to create a separate Gurdwara Committee for Haryana, he cautioned that the Haryana Sikhs would pay back in the same coin in the next Assembly and Lok Sabha elections. “Congress government in the state has hurt the religious sentiments of the Sikhs and not even a single person of the community would vote for the party in next polls,” he claimed. He added that the Hooda government had not only let down the Sikhs on the issue of a separate HSGPC and dumped the Chhatha Committee report but also did nothing for promotion of Punjabi language in the state. Further, the issue of setting up of minorities commission in the state was hanging fire for years and it was an irony that Haryana, which claimed to be the number 1 state in the country, had been dithering on the issue of setting up the commission to provide a constitutional platform to Sikhs and other minorities to raise their grievances and issues, he lamented. |

Rs 4,000 cr to be spent to improve power supply
Ambala, November 12 Devinder Singh, Chairman-cum-Managing Director (CMD) of the state power utilities, said the power utilities had chalked out plans to provide the best services to power consumers. He said special emphasis was being laid on recoveries and keeping the cost of power in tandem with its generation cost to improve the utilities' financial health. He said the revision of tariff was necessary to meet the increased power purchase cost, which was approximately 70 per cent of the total cost of supply. He said the utilities were trying had to rein in the aggregate technical and commercial (AT&C) losses in rural areas, which were over 60 per cent at present. |
Guest teachers too boycott evaluation
Jhajjar, November 12 Nearly a hundred guest teachers and other school lecturers today turned up at the evaluation centres set up in Jhajjar and Bahadurgarh town but they chose to keep themselves away from evaluation work alleging that the board had been adopting “double standard” towards them. The evaluation process of the answer sheets of senior secondary semester I (regular and re-appear) and semester II (re-appear) examinations has not yet begun even after five days of the stipulated date. After the Haryana School Lecturers’ Association (HSLA) boycotted the evaluation work, the board authorities had yesterday directed the lecturers of private recognised, government-aided schools and guest lecturers appointed in government schools to carry out the evaluation process from today. Earlier, Atithi Adhyapak Sangh convened a meeting of guest teachers here to decide further course of action over the board’s directives regarding evaluation of the answer sheets. Mukesh Punia, district president of the sangh, said the board had been adopting “double standards” with the guest teachers. “The board had some time ago removed the guest teachers from the examination duty stating that they are not regular teachers. Now when the regular school lecturers have boycotted the evaluation process, the authorities wish to use the services of the guest teachers, which is not justified at all in the given situation,” said Punia. |
Water samples from Ellenabad fail tests
Sirsa, November 12 Dr Pramod Sharma, in charge in the Community Health Centre, Ellenabad, said out of the eight samples of drinking water taken from the locality, reports for four have been received. All the four samples have been found unfit for human consumption due to the presence of chloroform bacteria in water. Reports in terms of four other samples are expected soon, he said. Earlier, 50-odd samples of drinking water taken from the locality had tested negative for orthotolidine test, indicating that no chlorination of drinking water had been done before its supply to people. A child had died and over 100 people were taken ill after diarrhea spread in Ward 15 of Ellenabad last week. |

Kaithal, November 12 Traffic on this road was disrupted for some time till the arrival of police officials, who assured action on the complaint of the protesters, following which traffic was restored. Two youths came to Parveen’s shop, selling mobile phones. As they left, Parveen noticed that one mobile phone was missing, after which he chased them. He caught hold of one of them and handed him over to the police. The protesters alleged that the police did not take action against the youths on their complaint, but humiliated them instead. Karnal, November 12 In a hit and run case, Hari Mohan (22), a resident of Begupur, and Pinkesh (22), a resident of Kohand in Gharonda, were killed on the spot after being hit by an unknown vehicle late last night near Guda gas plant. Two bikers were killed in the Kunjpura area when their two-wheelers hit against a tree and a pole, respectively. Sonepat, November 12 On their complaint, a case under different sections of the IPC has been registered in the Gannaur police station against unidentified persons. However, arrests have been made so far. The alleged accused were reportedly returning from the Gohana rally. In the complaint, it has been alleged that when the victims tried to stop the tractor-trailer for checking, its occupants misbehaved and allegedly beat them up. The police are investigating the case from all angles, including a suspected role of sand mafia.

Ambala, November 12 The incident took place at around 3 am, when the family of Amandeep, a resident of house number 63 B here, woke up to a fire that had broken out in
his car. As the family members and the neighbours rushed to douse the flames, some miscreants entered his house from the back door and robbed the whole place. They took away some jewellery, two mobile phones and two expensive wrist watches. A fire tender was also rushed to the spot to control the fire which was finally brought down at around 4:30 am. Meanwhile, the Mahesh Nagar police has registered a case against unidentified persons and the matter is being investigated. |
