379 under HUDA scanner for owning multiple plots
Chandigarh, November 5 Sources said HUDA has initiated the process to resume these plots after lodging FIRs against such allottees.The allottees have been given time to explain their position before action as per rules could be taken, sources added. In fact, defence personnel was not the only category under the scanner as other categories such as war widows, dependents of freedom fighters, government employees and advocates had also got plots allotted in HUDA urban estates by misrepresentating the facts. Under the rules, an allottee was entitled to avail the benefit of reservation only once in his lifetime in any urban estate. Defence personnel and Gurgaon resident Karan Singh Yadav leads the list of persons owning10 plots in Sonepat, Rewari, Panipat, Faridabad, Hisar, Kurukshetra and Gurgaon. He is followed by Dharamvir Singh, a Kheri Asra (Jhajjar) resident and a paramilitary personnel, who owns nine plots in Karnal, Panchkula, Faridabad, Jhajjar, Gurgaon and Jind. Similarly,Col Dharam Singh, posted at Gaya(Bihar), owns eight plots in Gurgaon, Sonepat, Hisar and Rewari. The irregularities came out when Col Dharam Singh Yadav approached the Punjab and Haryana High Court seeking anticipatory bail in an FIR registered against him on a complaint filed by a Gurgaon-based property dealer. Under the HUDA policy, there is 15% reservation for SCs , 8% each for defence officers and government servants, 5% for advocates. |
Karnal villagers block rail track
Karnal, November 5 Led by Sant Gopal Dass,villagers of Kalram, Araipur, Bharatpur, Lalupura and Amritpur who found the corpse alleged that even after a compromise was reached between the administration and the villagers that a post-mortem would be conducted to ascertain the cause of death, the policemen last night beat up the villagers, injuring 10 of them, including five women, said Pradeep Kalram, who was spearheading the agitation. Incensed over the incident, the villagers gathered at the Karnal Railway Station and blocked the railway track for over an hour from 2:50 pm to 4 pm. The women lay on the track while the men protested semi-naked raising anti-administration slogans. Two trains — Pashcim Express and Shahid Express — were detained as a result of which commuters suffered considerably inconvenience. Maintaining that the disputed land was in their names in the 1965 consolidation, but some unscrupulous revenue officials in connivance with land mafia changed the girdawari in April, 1999, and made the revenue entries in others’ names, the villagers, who were keen on a CBI investigation into the 1999 consolidation, today demanded fresh consolidation of the land in question. The administration swung into action and started negotiations with the protesters. As soon as the protestors dispersed from the track, the police pushed them into buses and whisked them away to the Indri Police Station. The police also roughed up reporters and cameramen of electronic media for capturing live police action on the villagers. The mediapersons lodged a strong protest against the police. Pradeep Kalram from the Indri Police Station said, “The administration did not keep its words and resorted to a cane charge. The villagers, including women and children, were abused, herded like cattle in buses. The policemen did not spare even my four-month-old daughter.” However, Karnal SP Sushank Anand stated that no force was used on the villagers as they were protesting peacefully and later, they themselves courted arrest. The agitators have been booked by the Railway Police for disrupting rail traffic. Tehsildar Hari Om Atri said they were informed last night that the corpse of a bull was found in the fields which the villagers claimed had been killed by the rival group of farmers. CM lashes out at opposition
Chandigarh, November 5 “My alliance is only with the people, and it is an alliance of trust for development of the state,” the CM said while addressing a meeting of Congress sarpanches and representatives of the Panchayati Raj Institutions of districts of the state, today. Hooda said the opposition parties were holding rallies at various places in the state to mislead the people. While some say they would root out corruption; others vow to stamp out anti-social elements from the state. But where is ‘goondaism’ and where is corruption?, he said. The Chief Minister told the sarpanches and PRI representatives to ensure that the opposition did not succeed in misleading the people. “You should ensure that the people are not misled. Today you have chance to show your strength. You should make Gohana rally a grand success, for which my slogan is - Sara Haryana, Chalo Gohana,” Hooda told to the gathering. Referring to the Kurukshetra rally, Hooda said the opposition had invited Punjab Chief Minister Prakesh Singh Badal who advised them to forge an alliance. Alliance should not be forged for selfish purposes; it should be for development of the state and welfare of the people. Hooda said he had no time for political vendetta and his job is to serve the people of Haryana and work for the development of the state. “In 2005, when I became the Chief Minister, I had said that though constitutionally I am the CM, in fact, I am the chief servant of the people,” he said. “The people of Haryana are my strength. My government has implemented the schemes for the welfare of different sections of society and progress of different parts of the state. We have strengthened panchayats by giving them more powers. But the previous government did nothing for the development of villages,” he said. Haryana Pradesh Congress president Phool Chand Mullana said the CM had no feeling of revenge and he only talked about the development of Haryana. Mullana called upon the representatives to make Gohana rally a success. Rohtak MP Deepender Singh Hooda, said, “The Gohana rally is not only politically significant for Haryana, but also for the country.” Haryana Education Minister Geeta Bhukkal said the Gohana rally would be the biggest public meeting which would break all previous records. The minister said the CM himself is the organiser of the Gohana rally and people were enthusiastic about the rally. They would throng in big number on November 10 to show their faith in programmes and policies of the government. |

Gurgaon/Mewat, November 5 Addressing a condolence meeting at Nuh yesterday, Hussain, who has remained member of the All-India Congress Committee (AICC), general secretary of the Haryana Pradesh Congress Committee (HPCC), president of the District Congress Committee (DCC) and state convener of the party’s minority cell, alleged that the Congress was anti-minority. “The Congress gets Muslim votes, but after acquiring power, it exploits them and wants to suppress them. It cheats the Muslims, and the recent happenings at Muzaffarnagar and Gurgaon are the latest instances,” he stated. Hussain asserted that along with the Uttar Pradesh government, the Congress-led UPA government at the Centre was also responsible for the happenings at Muzaffarnagar as it allowed the situation to flare up by not deploying the Army and Central forces timely. “Congress vice-president Rahul Gandhi’s remark that some local Muslim youths were in touch with Pakistan’s intelligence agency ISI was an attempt to keep the Muslims with the party by terrorising them,” he maintained. Hussain further stated that the Congress just pretended to be secular and well-wisher of the Muslim community. “Punjab, Haryana, Himachal Pradesh, Delhi, Chandigarh and Rajasthan have 60 Lok Sabha seats, but no Muslim candidate is fielded by the Congress from these states, despite the fact that there are crores of Muslims in the region,” he alleged. |
School staff ‘traumatise’ girl student in Hisar
Hisar, November 5 Her family members had complained about the incident to the district administration on October 10 after an inquiry in this regard by the school was remained pending for three months, but officials concerned have been allegedly trying to underplay the incident, terming it as a minor issue between the student and teachers. Peeved at the failure of the administration to take any action against the guilty school staff, the girl and her mother today informed about the incident in a written complaint to the mediapersons. The girl said the incident took place on August 14 when she was a hosteller. “The hostel clerk and the school manager charged me with stealing keys of a box in the hostel. I denied the charge, but they did not listen to me and put black ink on my face. I was branded as a thief and was made to make a round of the hostel. They also beat me up and later, I was ousted from the hostel,” she said. The girl said two officials, including a woman, came to meet her in the school a few days ago and inquired her about the incident. She, however, has been attending the school and resides with her parents who are daily wagers in the town. The school principal refused to comment on the issue stating that the matter is under investigation. Deputy commissioner ML Kaushik said an inquiry was assigned to the SDM on receiving the complaint. The DC’s personal secretary said, “The matter has been sorted out after the inquiry officer held a meeting with the school authorities and the girl’s parents. During the inquiry, it was revealed that the girl and a teacher had minor differences on some issue and the girl’s face was not blackened,” he said. |
Seven-year-old girl sexually assaulted
Hisar, November 5 Reports said the girl, a Class III student, along with her cousin (7) was going to the fields in the Punjabi Basti locality to deliver food to her father. The accused identified as Bhuria, however, waylaid the girls on the Hansi road, and caught hold of one of them while another girl managed to flee. Her cousin returned home and informed the family about the incident. The family members rushed
to the spot and found the girl in custody of the accused in an abandoned room by the roadside.
Seeing her family, he fled from the spot. The girl was taken to a local hospital. Narnaund police station SHO Bijender Singh said the accused was arrested a few hours after the incident. “The accused has attempted to rape the girl and the case of attempt to rape has been registered. The accused was today produced in the court which sent him to the judicial remand. The girl was discharged after preliminary treatment and she was doing fine,” he said. |

50,000 houses for weaker sections soon
Chandigarh, November 5 A spokesman of the department said with a view to make the state slum free in the next five years, residential facilities would be provided to the people residing in slums areas of Municipalities. Also, the department would construct 50,000 affordable houses in urban areas for weaker sections of the society. He said solid waste management system based on scientific methods was being provided in the areas of municipalities. So far, five such solid waste management plants have been set up. Also, street light facility has been provided in the municipalities and CFL lights are being installed for power saving. He said Rajiv Gandhi Shehri Bhagidari Yojna (RGSBY) had been implemented in the state. The main objective of this scheme was to constitute local sabha and ward committees in the urban areas to ensure people’s participation in urban development works. Under the scheme works related to construction and management of community centres, community parks, maintenance of street lights, augmentation of water supply and sewerage system etc have been included. He said under this scheme, a sum of Rs 1.86 crore haa been released to Municipal Corporations of Hisar and Panipat for carrying out these works. |
Kurukshetra tops in paddy arrival
Chandigarh, November 5 While stating this here today, a spokesman of the Food and Supplies Department said the Government agencies had purchased 33.89 lakh metric tonnes of paddy whereas over 7.24 lakh metric tonnes of paddy had been purchased by millers. He said the Food and Supplies Department had purchased 14.18 lakh metric tonnes of paddy, the HAFED 9.43 lakh metric tonnes, the Agro Industries Corporation 5.47 lakh metric tonnes, the Haryana Warehousing Corporation 3.21 lakh metric tonnes, CONFED 1.47 lakh metric tonnes and the Food Corporation of India had purchased 11,154 metric tonnes of paddy, he added. He said district Kurukshetra was leading in the paddy arrival where 8.30 lakh metric tonnes of paddy had arrived in the mandis, followed by Karnal with 8.18 lakh metric tonnes. District Kaithal ranks the third in the paddy arrival where 5.68 lakh metric tonnes, followed by Fatehabad (5.11 lakh metric tonnes), Ambala (4.75 lakh metric tonnes), Yamunanagar (2.85 lakh metric tonnes), Jind (1.63 lakh metric tonnes), Sirsa (87,424 metric tonnes), Panipat (86,936 metric tonnes), Sonipat (84,964 metric tonnes) and Panchkula (74,043 metric tonnes) of paddy had arrived in the mandis. |
HERC supply norms drafted
Chandigarh, November 5 An official spokesman said that these draft regulations had been made available on the commission’s website www.herc.gov.in. He said that the commission had invited written comments and objections on the draft regulations from the public, power utilities, other organisations and stakeholders which could be submitted by November 18, 2013. He said that after receipt of the comments or objections, the commission would hold public hearing on December 6 and thereafter these regulations would be notified. He said these regulations detail the obligations of the licensee and consumers vis-a-vis each other and specify the set of practices that would have to be adopted by the licensee to provide efficient, cost-effective and consumer-friendly service to the consumers. It includes procedure for connection, disconnection, reconnection, assessment of load, changes in existing connections including load modifications, change of name and change of tariff category. Also, it includes practices relating to consumer metering, billing, payment of bills, theft
and unauthorised use of electricity.' |
CM fetes ISRO scientists on Mars mission
Chandigarh, November 5 "The ISRO scientists and staff have made the country proud. They have successfully launched Indian rocket carrying the country's first Mars Orbiter from the Satish Dhawan Space Centre in Andhra Pradesh... I heartily congratulate them on their rare feat," Hooda said in a statement here. Hooda said the milestone had placed India in a select club of countries. "The launch not only allows India to leapfrog into the elite group of space explorers to Mars, but also earns Indian scientists a respectful place on the high table of global science," he said.

Husband, in-laws booked for dowry death
Faridabad, November 5 They used to physically abuse her to bring cash from her parents to clear their debts incurred on the marriage. She was also forced to do menial jobs along with her husband soon after the marriage to supplement the in-laws' income. Unable to bear more torture, she went to her parental home before “Rakhi” and decided never to return. The victim’s mother, Mamna, alleged that her daughter’s father-in-law, Kalicharan, took Prabha back on assurance that she would not be tortured. She said her family was shocked to learn about Prabha's death. The in-laws tried to cover up their crime by making it a suicide case. After the victim’s parents informed the police yesterday, Prabha's husband, her father-in-law and mother-in-law were booked for killing her . The husband, who was arrested last evening, was sent in 14-day judicial custody today The victim’s husband has confessed that he had beaten the victim four days before her death. |
One more arrested in Rs 45-lakh cheating case
Rohtak, November 5 The police had booked two cases in June last in this regard. Till now two persons arrested in these cases and one is still at large. Sources said Navin, a resident of Ajaib village, who has been on the run since June 13, was arrested a couple of days ago. Last month, the police had arrested his brother, Parveen. It is alleged that the duo had been running a financial firm and taken Rs 42 lakh in various installments from Arjun Nain, the main complainant, in between 2009 and 2012 for investing it in share market. Nain alleged that while the company promised to make a good profit, the accused failed to return even the principal amount. He told the police that when he insisted them for his money, the accused refused to return it and threatened him if he tried to contact them again in this regard. “Charging the officials concerned of delaying the arrest of the accused, Rajkishan, kin of the complainant, claimed that the investigation into the matter was slow and this could help the accused to destroy all the evidence against them. The second case of cheating against the accused was registered on June 22 last in which the complainant, Jagdish of Ladaut village, alleged that the accused cheated him of Rs 3 lakh on pretext of returning the investment with good returns, but failed to return the main amount when demanded. |
Three murders in Rohtak in two days
Rohtak, November 5 Police sources said four persons had been booked in connection with the murder of one Jaibeer, a resident of Madina village, on the Diwali night. The victim was a property dealer and had gone to the house of one of his acquaintance where a fight broke out between Jaibeer and his friends, resulting in the former’s murder by a group of persons. It is revealed that while the firing took place, the victim died of injuries suffered by him in the clash. Another person, one of the accused, reportedly suffered gunshot injuries in the incident. In another case, the police recovered an unidentified body from the Ajaib road near Nindana village of the Meham sub-division. In the third incident, the police recovered the body of a migrant labourer from an isolated spot on the Ghizi village road near Sampla town, yesterday. The labourer has been identified as Mintoo Mahto. He is suspected to have been beaten to death by the accused before being dumped here, claimed the police.

Lecturers to boycott paper evaluation
Sonepat, November 5 The decision was taken at a meeting of the unit held under the president ship of Satpal Bazard at Government Senior Secondary School, Jatwara. The evaluation is to commence from November 7. Police arrests 3 persons for stealing oil
Chandigarh, November 5 Dayakishan, alias Vijay, Rajesh and Pawan were arrested based on a complaint that a large quantity of oil was being stolen from the pipeline near Kilorad village in Sonipat district, a police spokesman said here today. The police arrested the trio after they were found roaming around suspiciously in the area, he said. The spokesman said the accused had confessed to having stolen oil from the pipeline, and added that other persons involved in the crime would soon be arrested.
