Chandigarh, October 28 The commission took a serious note of atrocities on the Dalits in Haryana and asked the state police to submit an action taken report (ATR) within 15 days. The NCSC order was pronounced at a camp court presided over by commission vice-chairman Raj Kumar Verka here today. Haryana DGP SN Vashisht and Home Secretary Samir Mathur and other senior officials were present in the court to explain the government’s viewpoint. Verka asked the state officials to fix responsibility in all such cases in the future. Ram Kumar (23) and Vikram were allegedly detained illegally by the police on October 14 night on charges of theft. Vikram claimed the police prompted them to flee after keeping them in illegal confinement. He alleged that the policemen on duty had pushed Ram Kumar before a moving train. Ram Kumar’s mutilated body, with hands tied, was found on the railway tracks the next morning. With the incident sparking off protests, three policemen - ASI Satbir Singh and constables Dalbir Singh and Parkash Chand -were booked for murder. The incident provided fresh ammunition to the human rights organisations and the Opposition to target the “anti-Dalit” Hooda Government. Even Union Minister for Social Justice and Empowerment and Hooda’s bitter critic Kumari Selja came down heavily on the state government for its failure to provide protection to the Dalits. She went on to demand a CBI inquiry into the incident.

Karnal, October 28 While the prize money won by Kautilya, also known as “mini encyclopedia” in the reality show to be telecast on November 14, will be donated to a trust, Amitabh Bachchan was highly impressed by the extraordinary talent of the young genius. “That genius kid Kautilya Pandit, just above five years, answers questions that many scientists and well-read people may never (answer),” Bachchan posted on micro-blogging site Twitter. “He knows all galaxies that exist in the universe, and their complicated names,” he noted. Kautilya, who was accompanied by his parents, uncle and a family friend to the recording of the episode in Mumbai, recited a poem “Jo beet gayi wo baat gayi”, scripted by Big B’s father Harivanshrai Bachchan, for the superstar. He also had a brief debate with Bachchan on “Kaun zyada giani hai” (who is more knowledgeable). Both Bachchan and Kautilya acknowledged each other as being “more knowledgeable”. Sharing some spiritual lessons on “worshiping mother” and getting film star Govinda’s blessings added to Kautilya’s delight. Talking to The Tribune over the phone from Sabarmati Ashram in Ahmedabad, Kautilya said his father Satish Sharma was seated alongside for moral support. It was Kautilya’s inquisitiveness to know about Mahatma Gandhi that drove them to Ahmedabad, the father said. While two reputed schools have offered free education to Kautilya, the family is considering Mother’s International, Delhi, St John’s, Chandigarh, and Bishop Cotton School, Shimla, and a Bangalore school for his further education. “Kautilya’s grandparents will stay with him wherever he goes for education and our aim is to ensure that he gets the best education,” says Satish. “Limelight may distract him and we want him to concentrate on studies. We are looking for some suitable place where he continues with his education in peace,” he says. Sharma says there is abundant talent in the rural areas of the country that needs to be tapped. The government, social organisations and the media should take a lead in identifying talent and bringing them to the fore. SC suspends mining of minerals in Sonepat, Panipat
New Delhi, October 28 A three-member Bench headed by Justice AK Patnaik also set aside a Punjab and Haryana High Court order placing the onus of getting environment clearances from the Centre for mining projects in the fragile Shivalik ranges on the Haryana government instead of the project owners. The Bench, which included Justices SS Nijjar and IMF Kalifulla, stayed an interim order passed by the National Green Tribunal (NGT) placing a blanket ban on pitching tents or erecting ‘pandals’ in the forest areas of Faridabad and asking the Haryana Pollution Control Board and the Faridabad Municipal Corporation to ensure compliance. The SC passed the order relating to Faridabad on a plea by traders challenging NGT’s ruling. “It seems NGT is very active. Alright, we will permit you to carry on your business activities,” the Bench told the petitioners. The court also delivered a judgment on two petitions filed by the Centre and the Haryana government, challenging the HC’s May 15, 2009 order on environment clearance. Additional Solicitor General Mohan Jain and Haryana’s Senior Advocate General Narendra Hooda contended that the HC verdict ran counter to the Union Forest and Environment Ministry’s notification under which environment clearance for all projects across the country were supposed to be sought by the respective project owners. The SC verdict is expected to bring down the prices of construction material in Haryana. The HC order had resulted in scarcity of minor minerals as the Centre was not giving environment clearances on the basis of the state government applications. The apex court also directed a lease holder for mining of 20 million metric tonnes of minor minerals to suspend the mining activities till further orders following objections on the validity of the clearances given to the project. apex court directives

HC reprieve for Dharam Pal
Chandigarh, October 28 Dharam Pal was to be hanged on April 15, but the execution was stayed by the High Court. The President has already rejected his mercy petition filed way back in 1999 in a murder case. One of the grounds taken by Dharam Pal in his petition was that the Supreme Court was already “seized of the matter”. A rape convict, he had later murdered the victim and four of her family while out on parole in 1993. Drawing a parallel between Dharam Pal and Davinder Pal Singh Bhullar’s case, his counsel Navkiran Singh had on a previous date of hearing elaborated that the apex court was “seized of the matter pertaining to all the death sentence convicts, whose mercy petitions were pending with the President”. Soon after the petition was filed, the Supreme Court rejected Bhullar’s petition to commute to death sentence to life imprisonment. The Bench presided over by Justice G S Singhvi said an accused convicted of terror charges could not place reliance on earlier apex court judgments ruling that "long delay may be one of the grounds for commutation of the sentence of death into life imprisonment". |
Amusement park for Rohtak, heritage hotel for Mahendragarh
Gurgaon, October 28 This was stated by Chief Minister Bhupinder Singh Hooda at the inaugural ceremony of the second convention of the Hotel and Restaurant Association of Northern India (HRANI) here late last evening. HRANI is an apex body of the country’s hospitality sector and was founded in 1950 by Rai Bahadur MS Oberoi. Projects proposed to be taken up under the PPP mode by the state government include an amusement park at Tilyar Lake in Rohtak, a heritage hotel at the fort of Mahendragarh and an integrated tourist resort at Madhogarh. Hooda said an institute of hotel management was being set up at Bhamboli village in Yamunanagar district and many other projects, like adventure-camping sites at Dundahera, Surajkund, Damdama, Dharuhera and Hodal, were in the pipeline. Convention centres had been established at Hodal and Dharuhera, while an ultra-modern convention centre would be opened at Red Bishop Tourist Complex, Panchkula, in December, he said. The State Institutes of Hotel Management, Catering and Nutrition had been commissioned at Jyotisar, Kurukshetra, and Tilyar Lake, Rohtak. The existing Food Craft Institutes at Faridabad and Panipat had also been upgraded to the State Institutes of Hotel Management, Hooda said. “The existing tourist complexes and resorts are also being given a facelift by constructing new rooms and providing the latest facilities,” he said, adding that the state government had recognised the potential of the tourism sector as a major engine of economic growth and catalyst of employment generation. Restoration work at the Mughal Gardens and the Bhima Devi Temple at Pinjore has been completed and these had been developed as heritage destinations, he said. The Bhima Devi Temple has been preserved and renovated into a world class ancient museum and has been adjudged the best-maintained tourist-friendly monument by the Ministry of Tourism, Government of India. Hooda said from the current year, Surajkund Crafts Mela had been upgraded into an international crafts fair. More than 20 countries participated in the event this year and nearly a million domestic as well as foreign tourists visited, he added. Haryana Principal Secretary (Tourism) Vijai Vardhan gave a presentation on developing Kurukshetra as a centre of religious tourism. Complainant, aide held for faking Rs 45-lakh robbery
Ambala, October 28 Addressing mediapersons here today, Police Commissioner Rajbir Deswal said two persons, including complainant Jitender Kumar, had been arrested in the case. Kumar had filed a complaint claiming that he along with his associate Aman Jain was robbed of Rs 45 lakh on October 25. The two were involved in betting on gold and were in touch with a number of local jewellers from whom they used to collect cash regularly, the police claimed. Kumar had recently lost Rs 25 lakh to Jain and was under pressure to repay the money. This prompted Kumar and Jain to hatch a conspiracy and later split the booty. The accused made up the robbery of Rs 45 lakh which he was to collect from local jewellers. The officer said the complainant came under suspicion after the police failed to find any chilli powder at the crime scene. Jitender had told the police that he had kept a packet containing Rs 45 lakh in the glove compartment of the scooter but when the police tried to place a similar packet in the compartment, it did not fit. the conspiracy

Ambala, October 28 The deceased are Paramjit Singh, his wife Narender Kaur, daughters Pritpal Kaur, Tripat Pal Kaur and son Harjinder Singh. The accused who were awarded life term are
Baldev Singh, his wife Gurcharan Kaur, son Charanjit Singh and daughter-in-law Paramjit Kaur. According to prosecution, Baldev Singh, his wife, sons, daughters-in-law and three children were living together in a house in Yamunanagar. Baldev was compelling his son Paramjit and his wife Narender to leave the house as the accommodation was insufficient for all of them. Paramjit, his wife along with their three children committed suicide by jumping before a moving train on September 12, 2012, at Yamunanagar. He also left a suicide note in which he stated that he along with his family members was committing suicide as he was under pressure to vacate the house by his parents. On the complaint of Narender Kaur’s mother Amarjeet Kaur, a case under Section 306 was registered against Baldev and three others. |
Chakka jam by roadways staff on November 12, 13
Rohtak, October 28 “All the buses of the Haryana Roadways will remain off roads due to a chakka jam in protest against the decision of the state government to issue permits to private transporters and delay in regularisation of ad hoc staff in the department,’’ claimed a spokesperson of the Haryana Roadways Workers Union and the Joint Action Committee of the Sarva Karamchari Sangh Haryana (SKS), the organisation which has given the strike call. Revealing that a notice of strike had already been submitted to the authorities concerned, he said the employees of the Transport Department were firm on the decision as they had been left with no other alternative in view of the “non-cooperative” stance of the state government regarding its policies and delay in acceptance of their pending demands. He alleged that the policies and programmes of the state government had resulted in harassment to thousands of employees. He said while the earlier move of issuance of 2,699 permits got stalled, the fresh decision to issue more such permits had “established the charges of the employees that the state government wanted to shut down the State Roadways Department”. Supporting the decision of the two-day strike, Subhash Lamba, a senior leader of the Sarva Karamchari Sangh, said here today that despite the shortage of around 7,000 buses in the state, the decision to issue private permits was a "wrong move" and aimed at "forcing privatisation" notwithstanding the interests of commuters. Claiming that about 50,000 new jobs could be created in the department, he said the move of the government to hire services of 8,000 drivers and conductors on a paltry wage (ad hoc) of Rs 10,000 and Rs 8,000, respectively, was unjustified. |

However, Isha Napa later told mediapersons that she had gone with the INLD leaders on her own. Ambala, October 28 The party, which formally launched its campaign for the Lok Sabha election in Ambala during a rally organised at the local Dussehra grounds, claimed that it would strengthen its base in the rural areas. While addressing a gathering, state party president Naresh Saran claimed that atrocities on Dalits were at its peak in the state under the present government, which had failed on all fronts. Party candidate from Ambala seat Dr Kapoor Singh said the party would take out an awareness yatra in various villages to connect with voters at the ground level. He said Ambala MP Kumari Selja had proved to be a “complete failure” as she had been "unable" to get even a single development project completed in Ambala. He said by targeting the Chief Minister from a public stage a few days ago, Selja had sent wrong signals as it had become clear that the MP and the Chief Minister did not share a good rapport, which was affecting the development of the the Ambala constituencies. Iranian larvicide to check dengue
Gurgaon, October 28 After watching a presentation given by the Iranian delegation, Nagal called a meeting of the officials concerned of the Municipal Corporation of Gurgaon (MCG), district administration and Health Department at his office today. Nagal decided to constitute a joint team of MCG and Health Department officials who would accompany a member of the Iranian delegation and spray the medicine in stagnant water at certain identified places after studying the larva count there. Then, after three-four days, the team would visit the same places and again study the larva count. The pre-spray and post-spray results will then be compared. If outcome is positive, then the larvicide would be used in the entire district on experimental basis as a pilot project. The delegation, led by company director Nainjot S Sawhney, claimed that
the larvicide was eco-friendly and killed larva of mosquitoes only. |
Defaulting farmers, bank at loggerheads
Karnal, October 28 The protesting farmers gathered under the banner of the Bhartiya Kisan Union (BKU) and resolved to oppose the auction as “land was their only source of livelihood”. They also held a Kisan Panchayat” at the Widow Ashram in Guller village and decided that they would gather in Karnal in hundreds on October 30 to thwart the designs of the bank to conduct the auction. Supporting the farmers, BKU leader Rattan Mann said the fault lies with the government as the farmers were not getting remunerative prices for their crops due to non-implementation of the Swaminathan Committee Report and the action of the bank to auction the lands was “inappropriate and uncalled for”. “On one hand, farmers under debt are committing suicide and on the other hand, banks are compelling more farmers to end their lives,” he said. He said such problems would continue to crop up frequently till steps were not taken to make agriculture a profitable vocation and farmers get prices for their produce which completely off set the rising cost and helped them save money for their living. He said the farmers would launch a protest in Karnal on October 30 which would be converted into an agitation against the “anti- farmer policies” of the government, if the auction was not cancelled. |

Woman councillor, husband attacked
Yamunanagar, October 28 As the two raised the alarm, their neighbours rushed to their house and managed to nab one of the assailants, while the other three managed to escape. Her husband, Amit, reportedly sustained minor injuries in the scuffle. Bharka Ram, SHO, Sadar Police Station, said Priya and her husband had some personal animosity and the attack could have been an outcome of the same. He said a case had been registered against the four persons and further investigations were on. He said the police had recovered the country-made pistol used in the assault. Meanwhile, Priya and her husband could not be contacted after the incident. |

Kurukshetra, October 28 During interrogation, Pankaj confessed his crime that he had also stolen a motorcycle from Pehowa, the case of which had already been registered at Thana Pehowa. The police also recovered the stolen motorcycle from his possession. He was produced in a court here today, which remanded him to judicial custody. In another case, Ramkaran, a resident of Tyora was arrested under the NDPS Act from near Tyora Theh village and 900 gm puppy husk was recovered from his possession.

Six held with stolen vehicle; arms seized
Sonepat, October 28 Deputy Superintendent of Police Satish Kumar today said those held were identified as Sandeep and Ashok of Safidon in Jind district, Satpal of Titoli in Rohtak district, Gyan Chand of Jagsi, Jagbir of Garhi Jhinjhara and a minor of Singhpura in Jind district. He said the men had confessed to having stolen Bolero from Loharu 18 days ago and robbing a truck laden with paddy 15 days ago from Chhuchhakwas, near Beri in Jhajhar district. The six were produced in a court, which remanded them in police custody. Investigation is on to ascertain their involvement in other criminal cases, he added.
