Bathinda, November 7 The incident took place at around 3:30 pm when Ujwal was passing through the Paras Ram Nagar market in his official vehicle. The area shopkeepers identified his car and obstructed its way. For over an hour, they raised slogans against the Municipal Corporation, Bathinda (MCB), and the Punjab Government for not providing a permanent solution to the recurring problem of sewer water finding its way on to the roads and forming cesspools. The Municipal Commissioner alighted from his vehicle only after personnel from the Canal Colony police station and officials of the Punjab State Water Supply and Sewerage Board (PWSSB) reached the spot. The president of Parasram Nagar Shopkeepers' Association, Sandeep Sachdeva, said it does not even require rains for water to stagnate here. “We are being given stepmotherly treatment. For the past many years, we are battling against the problem of water stagnation,” he said. Ravi Gupta, Ashok Kumar, Veerpal Verma, Bittu Mittal, Happy Kumar, Paramjit Singh, Jeet Kumar, Rohit Jindal and other shopkeepers were among those present. On learning about the problem, Ujwal directed the PWSSB officials to find a permanent solution to the problem as soon as possible. As a temporary measure, the accumulated water was drained out using water-lifting motors. Ujwal assured the irate shopkeepers of taking action against PWSSB officials if they did not resolve the problem efficiently. The situation eased after two hours and people let the Commissioner leave the spot. Shopkeepers have threatened to sit on fast-unto-death if the problem was not addressed. Vipul Ujwal was not available for comments. It may be mentioned that on October 30 too, people had raised slogans against the MCB over the same issue. The Municipal Commissioner had then visited the place and assured the protesters of finding a way out to the problem. Area residents said the problem lies in the pipeline laid from the Alam Basti disposal that carries waste across the Sirhind Canal and discharges it at the site where fly ash of Guru Nanak Dev Thermal Plant is dumped. The pipeline was laid in 1999 to drain rainwater from Paras Ram Nagar and nearby areas. In 2004, the MCB joined the rainwater drain pipe with a sewer. Neither the dumping place nor the pipe was designed to carry sewage. Collection of waste over the years made the area at the sewage dumping site marshy which affects the free flow of water leading to such cesspools. |
Now, MCB to hold seminars on property tax
Bathinda, November 7 Municipal Commissioner Vipul Ujwal said the seminars would be held at the MCB office to educate former municipal councillors, area residents and NGOs about the assessment, calculation and collection of property tax. Seminars will be held for the ward numbers 1 to 10 on November 11, ward numbers 11 to 20 on November 12, ward numbers 21 to 30 on November 13, ward numbers 31 to 40 on November 14 and for ward numbers 41 to 50 on November 15. Bathinda, November 7 Besides the NASA, the team visited the Universal Studios, the Disney Theme Park, the Statue of Liberty, the Niagra Falls, the Sea World, the Madam Tussaud's wax museum, the Times Square and other places. At NASA, students met a renowned veteran astronaut, Jerry L Ross, and spent a day with him chasing their dream to acquaint themselves with an astronaut's life. "It has been a life-changing experience to learn about the space so closely and spend an entire day with the stalwart in space sciences," said Manya, a member of the group that visited the United States. Learning about the Statue of Liberty was a different kind of experience for students Malika and Mugdha. "We saw the green statue that is built of copper and has oxidized over the years after coming in contact with the air," said teachers Smriti Brar and Rajinder Kaur. Students visited the different places with their principal Sister Helen D'Costa and teachers Rajinder Kaur, Smriti Brar and Gurpreet Singh. The team was on a foreign tour from October 19 to 31. When they landed at Orlando, the school teams from Karnal and Patiala too were on a visit to the city. During the morning assembly at their school on Wednesday, students presented their experiences in the form of power point presentations. The NASA visit will also find a place in the school magazine with the team members recounting their date with history. Students enjoyed the movie sets of Harry Potter and Spiderman at the Universal Studios while Sea World exhilarated them beyond imagination. "Visiting these places was also a window to view the life and values of westerners. Asians have a misconception that westerners lead a solitary life and family means nothing for them. At every tourist place, we saw a large number of families. Children were accompanied by their grandparents belying the misconception about crumbling family values we have about westerners," observed Sister Helen D'Costa. Buoyed over the students' reaction to the tour, the school may hold a similar tour next year too.

Six booked for assault
Bathinda, November 7 The complainant, Tarsem Lal, alleged that Mahinderpal, Sukha Thekedar and four unidentified persons entered his house and inflicted injuries upon him and his family members. The attackers also threatened him of dire consequences and broke a rear view mirror and damaged other parts of a Honda Activa scooter parked in the house. The complainant claimed that the main accused, Mahinderpal, was a proclaimed offender in some cheque bounce cases registered on the complaint lodged by him. A case under Sections 452, 323, 506, 428, 148 and 149 of the Indian Penal Code (IPC) has been registered against the accused persons at Kotwali police station. However, no arrest has been made so far. |

Seminar invite from S Korea for PTUGZS campus director
Bathinda, November 7 The Korean Institute of Electrical and Electronic Materials Engineers (KIEEME) is organising the conference wherein researchers from Japan, USA, Thailand, France, Canada, Australia and other countries will discuss their research findings. The honorary chairman of the conference is Prof Joon Tae Song of Sung Kyun Kwan University, Korea, and the general chairman of the conference is Prof Hee Young Lee of Yeungnam University. Dr Hundal shall be delivering his talk on comparative study on ferroelectric properties of composite films of various nitrates and nitrites in PVA Matrix at the symposium. He shall also be chairing the first session of the symposium on November 12. Elaborating on the theme of the symposium, Dr Hundal said these category of materials, generally called ferroelectrics, are mainly used in the making of sensors, computer memories and in the field of robotics. "Their applications range from simple gas or cigarette lighter or coin counter to IR-Sensors or trackers of heat seeking missiles used by the armed forces worldwide," Dr Hundal said. Earlier, Dr Hundal has worked on these kind of materials at the Pennsylvania State University, US,) during his post doctorate research fellowship in 2001. Talking about his paper, Dr Hundal said he was working on these composite materials to make these suitable for use in computer memories and that this paper is a result of collective research work undertaken by his research group consisting of his former student, Dr Navneet Dabra and his present PhD students Baljinder Kaur and Lakhbir Singh. The research was done under the guidance of his guide and mentor Prof Rabinder Nath of Department of Physics, Indian Institute of Technology, Roorkee. |

Amritsar, November 7 Lately, the MC has chargesheeted three of its officials, who were held guilty of inaction against these illegal hotels during their tenure, and it has been learnt that the role of several more officials are under scanner. Meanwhile, the MC is conducting a fresh survey to check licences and permissions taken from the authorities of these hotels. Besides, though the number of illegal hotels under question as per the official record is merely 21, but it was an open secret that this number rolls in hundreds. The MC has also submitted a list of hotels to the Police Department and asked it to lodge an FIR against their proprietors, who have been operating them illegally. In reply to the summons of the high court, following a writ petition filed by PHRO activist Sarbjit Singh in 2010, it was in May, 2012, when the then Deputy Commissioner Rajat Aggarwal had "categorically" admitted that 21 multi-storey hotels/inns/restaurants never complied with the norms of the MC Building Bylaws and were issued notices. Municipal Corporation officials maintained that these properties were in operation as hotel/inns/restaurants, but not cared two hoots to obtain requisite permission from the MC or comply with norms. Out of this, six enjoyed the immunity as their owners had obtained stay orders through the high court after they were issued notices. Commissioner, MC, DPS Kharbanda said the Deputy Commissioner of Police had been asked to book the proprietors of as many as 15 hotels or inns under the Sarai Act, but the MC officials whose role was found to be doubtful, too, faced the action. “We are scanning the whole scenario as per law as this homework was necessary before appearing in the high court on November 25. The 21 hotels or guest houses are those which are located in the Galliara area, whereas there are over 100 such commercial establishments which are running illegally. Also, we are gauging the role of officials who had turned a blind eye to it and let it happen. These hotels, some even raised to six-storeys on just 50-60 sq yard "residential" plots, never obtained the mandatory no-objection certificates (NOCs) either from the Municipal Corporation or the Fire Department,” he said. With no alternate fire escape route, there are only "narrow stairs" leading to upper floors. “Barring 2 per cent of them, none of these hotels/inns/restaurants have the mandatory provision of parking lots,” said Kharbanda. |
