With less than seven months left for the General Elections, the Uttarakhand government is all set to woo the people of Uttarkahand with it’s “Free-for-all generic medicine scheme” at government hospitals. The scheme will be lunched on October 30 in the state.

2 leopards found dead in Uttarakhand
Dehradun, October 27
Two leopards have been found dead in Kumaon region of Uttarakhand. According to the officials of the Forest Department, the carcass of a leopardess was recovered yesterday from a field in Gadkhet village of Garud area in Bagheshwar district.

Free generic medicine scheme set for launch

With less than seven months left for the General Elections, the Uttarakhand government is all set to woo the people of Uttarkahand with it’s “Free-for-all generic medicine scheme” at government hospitals. The scheme will be lunched on October 30 in the state.

As of now, the patients falling in the BPL category undergoing treatment at the government hospitals were eligible for the free generic medicines. But now with help from the Central government and under National Rural Health Mission (NRHM), the scheme will be extended to all the patients.

The government’s decision comes at a time when prices of the medicines have sky-rocketed hurting patients more than ever. “Under the National Rural Health Mission (NRHM), the Central government will bear the costs of the medicines, including consumables,” said Surinder Singh Negi, Uttarakhand Health Minister.

He said that the government’s task would become easier as the budget incurred on the medicines would be borne by the Central government.

“The Central government is already providing us the essential drugs, whose number too would go up to 700. Along with essential drugs, the medicines provided under the existing NRHM programmes, tuberculosis and other diseases too would be included in the inventory of medicines along with consumables,” said Negi.

While the Directorate of Medical, Health and Family Welfare, is already procuring medicines through the process of e-tendering, it is expected to opt for the Procurement Information Management System which will boost the information on the availability of medicines, their expiry dates and their condition.

Now with escalating costs of medicines, the Uttarakhand government plans to do what the Congress government has done in Rajasthan through its free generic medicine scheme.

“The populist measure has generated keen interest and earned the Chief Minister plaudits. We are introducing the scheme as universal access to medicines was also one of the promises made by the UPA government,” added Negi.

The Union Health Minister Ghulam Nabi Azad will be coming to Dehradun to launch the scheme.

However, for the scheme to become successful, the government will have to enforce compulsory prescription of generic medicines by the doctors in government hospitals, which far has not been the case so far.

Striking staff blame Finance Dept for delay in orders

State employees continued with their agitation today as well. Office-bearers of the State Employees' Joint Council blamed the "obstructionism" attitude of the Department of Finance for the delay in issuing orders regarding the acceptance of their main demand.

Meanwhile, Chief Secretary Subhash Kumar has again appealed to the employees to end their strike in public interest.

Spokesperson for the council Arun Pandey said although the Chief Secretary had agreed to their demand for three promotions, the Department of Finance was hell bent upon creating hurdles.

“Officials are diluting the agreement reached between the government and our representatives by unduly putting hurdles and delaying the issue of government order,” alleged Pandey.

He said the government had agreed to set the grade pay band at Rs 2,800 for three promotions at the entry, which was not acceptable.

“If the government does not agree with our demand, we will undertake complete lock out on October 28,” he said.

Council president Thakur Prahlad Singh criticised the government for using the divide and rule policy by coming up with the entry-level proposal when the office- bearers had already said that they would not budge from their original stand.

Chief Secretary Subhash Kumar held a meeting with officials of the Finance and Personnel Departments and ordered the Finance Department to study in detail the demands of the Rajya Karamchari Sayunkt Parishad.

In this context, department officials said Additional Chief Secretary Rakesh Sharma was on leave due to bad health, thus the demands of the parishad would be fully examined by October 28.

After a decision is taken on the demands of the parishad, a meeting would be held under the Additional Chief Secretary on October 29.

Congress has a lot to do for poor: Soni

Congress general secretary and Uttarakhand unit in charge of the party Ambika Soni said that the Food Security Bill and the Land Acquisition Bill were game changers and the people of the country will vote for those who have facilitated these bills for them.

Ambika Soni declared after her meeting with party workers that the Congress was fully united in this area and disciplined to face the forthcoming parliamentary election unitedly.

Talking to mediapersons after a marathon meeting of Congress workers from Almora parliamentary constituency, the state in charge of party said, "The Congress had brought about historical changes in the democratic scenario of the country by bringing legislations like the Food Security Bill and the Land Acquisition Bill for the benefit of farmers."

“Both the terms of the UPA government at the Centre were full of achievements from poor people’s point of view. The party still has to do a lot for the empowerment of poor of the country.” said Soni.

Asked about reasons behind the deliberation at the grass root level workers of the party, which began from Pithoragarh today, Soni said the party had decided to have visit of national leaders at every parliamentary seat level to find out the problems of block level workers. This was meant to gain the confidence of grass root level workers of the party. “We have decided to make Congress workers powerful enough as they are the party in the real terms.” said Soni.

"Before talking to the media, Ambika Soni met party cadres of different level of Almora parliamentary constituency and asked the workers about the development in their respective areas in the last 10 years," a Congress spokesman said.

Yogpeeth's ex-employee gets security cover

In the wake of threat perception to the complainant Nitin Tyagi, who was illegally detained and beaten up by Patanjali Yogpeeth security employees last week, Haridwar police has provided security cover to Tyagi under witness protection clause.

Senior Superintendent of District Police Rajeev Swarup said, "As Tyagi had expressed security concern, we have provided him security as per witness protection clause."

Last week, on the complaint by his grandfather, police had found Tyagi illegally confined for four days at Divya Pharmacy, Kankhal. Tyagi had alleged illegal confinement and physical abuse by Baba Ramdev's brother Ram Bharat and four security employees. Ram Bharat is absconding since then. The SSP stated that in order to nab Ram Bharat, Managing Director of Patanjali Yogpeeth Divya Pharmacy, various search teams of Haridwar police were conducting raids at various suspected places in Uttarakhand, Uttar Pradesh Haryana and Delhi.

Meanwhile, police is keeping a tab on the court proceedings as on a plea by the lawyer of Ram Bharat, District Sessions Court has given October 28 deadline to Ram Bharat to surrender. Haridwar police has already sought permission from court under section 82, regarding seizure of Ram Bharat's property in case he doesn't surrender in the court tomorrow.

Sale of crackers banned in congested areas of city

Additional District Magistrate (ADM) Harak Singh Rawat has prohibited the sale of crackers in the congested areas of the city.

The areas included the Clock Tower-Kotwali stretch, Moti Bazaar, Paltan Bazaar, the area between old Sabji Mandi and Hanuman Temple, Hanuman crossing, Jhanda Mohalla, Ramleela Bazaar, Band Bazaar, Anand crossing to Luxman crossing, Dispensary Road, Clock Tower, Chakrata Road, the area between Chakrata road and Hanuman Temple, Survey Crossing and Karanpur market.

Rawat said, "Only those who have been issued licence will be allowed to sell crackers. Shopkeepers have been warned against selling crackers on roadsides or in the open area. If they were found doing so, their items will be seized and licence cancelled."

Earlier, shopkeepers were allocated nine open grounds in the city to set up cracker stalls.

Rawat said, "Shopkeepers had expressed fear that rain could play a spoilsport in open grounds, as they would not have any place to protect their stuff. Considering this, we have withdrawn our earlier decision. But the safety of the public is of paramount importance.”

Students cheating in SSC exam held

Special Task Force (STF) has busted a cheating racket and arrested four students who appeared in the ongoing Staff Selection Commission (SSC) All India Combined Higher Secondary Level Entry Examination in Haridwar today.

On a tip-off, an STF team led by Yashpal Singh reached the examination centre at Municipal Inter College , Jwalapur, and arrested four students red handed indulging in malpractices during the exam. Arrested persons have been identified as Pramod Kumar, Deepak, Sachin and Deepak Kumar.

According to the STF, the arrested students messaged the examination paper code to the persons sitting outside the state and received answers through messages.

A case has been registered against them.

State celebrates 66th Infantry Day

Uttarakhand celebrated the 66th Infantry Day today. Maj-Gen Sushil Kumar Agarwal, GoC, Uttarakhand sub-area, along with Lt Gen HB Kala (retd), laid a wreath at War Memorial, Indian Military Academy, here.

Conveying best wishes to his fellow infantrymen, General Agarwal urged them to uphold the highest traditions of the infantry and exhorted them to strive for excellence in all fields of profession.

He said infantry continued to be the indispensable component of armed forces and would continue to remain the most operational-committed combat arm considering the need to guard the country’s inhospitable and rugged terrain on its northern and eastern frontiers.

On this day 66 years ago, the first contingent of infantry soldiers landed at Srinagar airfield in response to the threat posed to the country’s sovereignty and territorial integrity by Pakistan. The infantry has been celebrating the day ever since.

In the senior category of skating hockey championship, Mussoorie Roller Skating Academy defeated Welham Boys by 4-3 score. In the junior category, Welham Boys defeated Doon International School.

Aero modelling, under the guidance of Sq Leader Amal Gupta, and a marshal art performance by a group of 30 students were the highlights of the day.

On the occasion, the Peace House won the overall trophy and the marchpast trophy was won by the Faith House. Priyanka Chauhan and Shubham Chaudhary were adjudged the best athletes.

GIG Mann, Principal, Carmen School, who was the chief guest on the occasion, appreciated students for their skilled performances.

FCI (HQ) Delhi clinch football title

FCI (HQ) Delhi won the 2nd Narendra Singh Kharola Memorial All-India Football Tournament 'The Doon Cup-2013' after defeating Titanium FC by 2-0 in the final match played at the Pavilion Ground, here today.

Both the teams looked equal from the beginning and in the much delight for the soccer enthusiasts, played breath-taking football, especially in the first half. Both the teams fought hard to score goal, but none could be scored in the first half.

In the second half, Delhi FCI looked sharper on the field and they got the result in the 66th minute with the goal of Monu Chaudhary. Riding on the confidence of one goal lead, Umesh of Delhi FCI gave another blow to the Titanium FC by scoring goal in the 70th minute and winning the tournament.

The annual sports meet and PT display of Scholars Home School concluded here today. Abhay House emerged victorious in the overall events. The final day saw 26 field events. All the four houses competed with each other enthusiastically to showcase their supremacy in various track and field events.

The day began with 100-meter sprint with Rahul Shahi coming first. Udbhav Bhargav stood second followed by Himank Thapliyal, who stood third.

In the most awaited track event, 4x100 m relay for boys, Abhay House, outpaced Gaurav House. Vikram stood third on the victory stand. Gaurav House won the final of the tug-of-war by defeating Vikram House. A closing march-past by the students of class XI and XII brought the annual school sports meet to an end. Abhay House won the PT display. Scholarship worth Rs 73, 000 was also awarded to the deserving students for their excellence in academics.

2 leopards found dead in Uttarakhand

Dehradun, October 27
Two leopards have been found dead in Kumaon region of Uttarakhand. According to the officials of the Forest Department, the carcass of a leopardess was recovered yesterday from a field in Gadkhet village of Garud area in Bagheshwar district.

The post-mortem examination report concluded that the one-and-a-half-year-old feline had died of pneumonia.

In a separate incident, another carcass of a leopard was found in Tiwarikhola village of Betalghat area in Nainital district.

The carcass bore a wound on the back, raising doubt that the big cat could have perished in a fight with another wild animal, the officials said.

A post-mortem was being conducted to ascertain exact cause of the death. — PTI
