JE suspended for encroachment

Why only the park land, wonder residents

The controversy surrounding the proposed construction of a multi-level parking lot on the Gole Market park at Gandhi Nagar has taken a new turn, with residents alleging that the Economic Reconstruction Agency (ERA) has approached some local businessman to counter residents who are opposing the proposal.

ERA is the executing body for the project and has approached the Asian Development Bank (ADB) for funds.

They questioned the silence of the government over use of the idle land near the park, which belongs to the Housing Department and has become a dumping ground for garbage.

A few years back, the land behind Peer Baba was claimed by the management of the religious shrine, but it lost the case against the government and the land was allotted to the housing board. Another piece of land opposite Pahalwan sweets is also under the housing board, though Auqaf board has also laid claim over it.

Sources said the housing department has kept the land idle to build a shopping complex, but does not have funds for the purpose and they can generate money if land is allotted for the multi-level parking.

“The executing agency has approached some local businessman and residents to seek their signatures and consent, so as to show it all to the visiting Asian Development Bank (ADB) team, pretending that all is well," said Anil Gour of Association for Self Help and Awareness, which started campaign against the project. He said this is being done as ADB does not support projects opposed by locals.

About a month back, the government had announced Rs 75 crore multi-storeyed Gandhi Nagar car parking which can accommodate about 600 vehicles at a time.

“Even after so much of opposition, the government has not bothered to consult the local residents on the project blueprint. Even the local MLA Raman Bhalla is silent on the issue despite the fact that he holds the charge of housing department,” said Mandeep Singh, an evening walker who visits the park every day.

Residents claim that such construction, if allowed, will cause lots of health and pollution problems for the surrounding population, with no open space left for senior citizens, women and children for morning and evening walks.

“Let this iconic park not be lost for generations to come, leaving the senior citizens, ladies and children with only memories of the good old days when they used to stroll and play there. The logic behind destroying this park for a parking lot whilst ignoring the other empty spaces around in the vicinity is not comprehensible,” say residents.

Minister for Urban Development, Nawang Rigzin Jora, refused to comment on why the idle land could not be utilised.

“We are concerned with the traffic chaos in the area, which is an important business centre. People need to support our efforts. We have already clarified that no commercial complex with come up along the multi-level parking lot at the place,” said Jora.

Sources said other plans for creation of multi-parking structures at bus stand and Shalimar and other projects are stuck at survey levels for the past five years. No headway has been made to make them functional, despite several official statements from the ministers holding the charge of urban development.

Ahead of Durbar Move, Jammu undergoes facelift, window-dressing

The biannual exercise of shifting all government offices from the state's summer capital to its winter capital (Durbar Move) has prompted a facelift to the city of temples. The roads in Jammu are being improved as black topping is being done, whitewashing has been started and police barricades are being painted.

The Durbar Move is expected on October 24 from Srinagar; the Durbar will reopen in the winter capital on November 4. Like every year, the city is getting a facelift, that could be judged from the fact that the roads neglected for the past many months are being blacktopped and the whitewashing process has picked up to attract members of legislative assembly and other VIPs.

With Durbar Move, more than 30,000 government and private vehicles will enter the winter capital, which is expected to cause more traffic chaos in the city. However, the traffic department claims it is ready to manage the traffic load in the city.

The Estate department, which is in the process of repairing and allotting the government offices and accommodation for the last two months, is giving final touches to the government buildings, including Civil Secretariat.

M M Gupta, Director, Estate Department, said, "We are all set for the opening of Durbar here in Jammu. Some minor work and final touches are pending, but all will be perfect before opening of the Durbar." Gupta said apart from minor upgrades, no major changes have been done in the government offices and residences.

The department has renovated all the quarters where the employees are provided accommodation during winters. The government quarters at Janipur, Sarwal, Subash Nagar and BC Road have been renovated for the employees. JMC is also gearing up for the annual Durbar Move and has pressed in men and material to make Jammu city ready for it.

The Department of Education of Groups with Special Needs (DEGSN) has claimed that despite special needs of children having mental illnesses being covered under the Inclusive Education of the Disabled at Secondary Stage (IEDSS) scheme in the state, they are neither being identified nor being taken care of like in case of other disabilities.

It further said the major problem with appointing special teachers in the state is lack of trained teachers and the recruitment policies of the state. “There is a need to address the gap between the students passing out of elementary classes and enrolling in secondary schools. The Inclusive Education of the Disabled at Secondary Stage scheme needs to develop a database for tracking the child's progress from elementary to secondary stage in partnership with SSA,” a statement from DEGSN said.

“The gaps may occur because of a number of reasons, for example, some students may take admission in private schools, special schools or branch to vocations. Low enrolment of girl students is a serious concern at this level of education. Strong initiatives are required to increase enrolment of girls,” it maintained.

Department of Education of Groups with Special Needs has suggested to the state authorities that all the facilities earmarked for this purpose like escort allowance, stipend to girl students, transport facilities, hostel facilities and adapted toilets should be given priority. “There is lack of awareness regarding different types of aids and appliances suitable for different disabilities as well as their availability. Also, the aids and appliances component of the IEDSS scheme may include provisions for the maintenance of devices. Identification of Special Educational Needs (SEN) should be built on the earlier assessments done under Sarva Shiksha Abhiyan,” Department of Education of Groups with Special Needs stated.

The department suggested that uniform recruitment policies should be followed by the states for appointing special teachers. Data from the 7th All India School Education Survey (7th AISES), Schools for Physically Challenged Children showed a sharp decline from upper primary stage to secondary stage of education.

Realising this dismal scenario, the DEGSN undertook a study entitled “Evaluation of the Implementation of the Scheme IEDSS in India” which was sponsored by the Ministry of Human Resource Development (MHRD).

The Chairman, Legislative Council, J&K, Amrit Malhotra, taking a serious note of the increase in traffic snarls on NH-44 caused by the movement of migrating nomads on the NH-44 and the concomitant sufferings caused to the commuters, has directed the state government to take necessary measures to tackle the situation and assured the House of a serious consideration over the matter in the next session.

Revealing this, the MLC SL Bhagat, while speaking to The Tribune, said he had received an overwhelming support from many other council members from other parties when he had raised the issue on the last day of the recently concluded autumn session of the Legislative Council on October 12.

"The Central government has earmarked enough funds for the welfare of these Scheduled Tribes. Their animals could be ferried in multi-tier trolley trucks between the sensitive portion of the highway during the vulnerable hours," he said.

"The Chairman took an exception to it and had said the traffic police had already been directed to fix a separate timing for movement of herds of cattle on NH-44," he added.

With the temperature all but scorching in the planes of Jammu now and the mercury plummeting with every rainfall and increasing the chill in the higher reaches of the state, the movement of the nomads alongwith their herds of animals has increased, causing traffic snarls, which irk long-distance commuters on the 300-km-long Jammu-Srinagar highway stretch (NH-44) especially between Jawahar Tunnel and Udhampur.

"Nowadays, my colleagues and I often get late in reaching our school. Last week, I had returned home at 1 am in the morning with all my family members worried and awake till then," said Rajni Bhagat of Ramban, working as a teacher in the Government Middle School, Ramsu.

"Because of this, I have rented a room at Banihal town (15 km from Ramsu)," said Pooja Mahajan, an unmarried colleague of Rajni.

NH-44 has become too wide to meet the ever-increasing traffic, especially during the biannual (April/May and September/October) traditional migration of the nomads.

"With the coming up of fields, orchards or buildings on the lands and the fencing of the forests traditionally used by these nomads, they are compelled to pass through the highway. Many a passenger as well as animals of these nomads have died in mishaps due to this," said Vikar Rasool, a J&K Minister hailing from Banihal.

JE suspended for encroachment
Constructions demolished at disputed NHPC land, FIR registered

The Deputy Commissioner, Reasi, has placed one junior engineer (JE) of the Public Works Department under suspension and attached him with the office of the chief planning officer for the encroachment on state land and raising illegal construction during night hours. An FIR has also been lodged in this regard.

The naib tehsildar, Reasi, upon the receipt of information past midnight rushed to spot and noticed the construction on war footing in Khasra No. 1155 near the District Hospital where the construction has been banned by an order of the deputy Commissioner since June this year. Assisted by the police party, the material was seized and construction was demolished.

On the directions of the Deputy Commissioner, FIR No. 143/2013 under Section 154 was lodged at the Reasi police station by the tehsildar against the JE and others involved in the land encroachment and illegal construction.

Pawan Kumar, JE, PWD Katra sub-division was later placed under suspension with immediate effect and further action was initiated under the Civil Services rules

Meanwhile, as per the orders issued by the Deputy Commissioner last night, a team comprising Deputy SP Headquarter JD Slathia, tehsildar RK Anand, naib tehsildars Rajesh Baru and Prithvi Singh along with field officials and police party demolished the illegal construction at Khasra No. 240, 241 situated at Gujar Khoti village where clash between two groups erupted yesterday leaving eight persons injured. 2 FIRs have been registered in this regard. A show cause notice has also been issued to authorities of the NHPC Salal for abandoning the land acquired in 1984 which has now become a dispute between few groups.

ACR Tilak Raj Sharma has also initiated a magisterial inquiry into the land dispute at Gujar Khoti and issued notices for appearances. Revenue and police officials have also been summoned for investigation. A notice has also been issued to the general public for deposing before the magisterial inquiry for investigation into clash between rival groups. It was followed by the violation of Section 144 imposed prohibiting forcible closure of markets and unlawful assembly on public premises, including the District Hospital, where some youth were beaten by protesters. The police is also investigating into the violation of Section 144 order issued by the District Magistrate and an FIR is likely to be registered.

‘Govt not sincere in rehabilitation of Kashmiri migrants’

The Kashmiri Pandit community, living at Jagti Tenement, said the state government was not sincere in the rehabilitation of the migrant community. The community has suffered a huge loss of property in the Kashmir valley due to encroachments by vested interests.

Shadi Lal Pandita, president, Jagti Tenement Committee, said more than 23 years had passed since the Kashmiri Pandit community migrated from their native localities, but it is unfortunate that the state government was not sincere in the rehabilitation of the migrant community and mitigate the sufferings of the community.

Pandita has expressed serious concern over the meagre cash assistance relief of the relief holder migrants, who have been facing difficulties in meeting their domestic needs. He said presently, a cash assistance relief of Rs 6,600/- was being provided to migrant families registered as relief holders family comprising four and more persons with a ration assistance of 9 kg rice and 2 kg atta per person, which does not meet the needs of the family.

He has appealed to the state government for enhancement of cash assistance relief to the extent of Rs 15,000 per family with a grant of ration as 15 kg rice and 4 kg atta per person per month, enabling the migrants to overcome the present sufferings.

Pandita said the Kashmiri Pandit community had not left their homes and hearths on their sweet will, but the prevailing militancy in the Kashmir valley had forced them the leave their homes and hearths to migrate to Jammu to save their lives. As such the state government was bound to provide all basic amenities to the migrant community till their permanent rehabilitation. An appeal has been made to the authorities concerned for ensuring completion of the 40-bedded hospital in the Jagti migrant camp and making it functional on priority basis.

Players miffed over authorities’ approach
To meet higher authorities and apprise them of hardships being faced by them

Sportspersons have expressed concern over the callous attitude of the authorities concerned to strengthen the sports infrastructure in the state. According to sources, the state government in the recent past had announced to launch an ambitious project to construct more than 4,000 sports grounds in as many panchayats and community blocks in the state under the flagship Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA) scheme.

Sources said the players had recently decided to meet the higher authorities to apprise them of the hardships they were facing.

“Lack of necessary infrastructural facilities and proper coaching is by far the biggest hurdle for a player of the state,” one of the sportspersons said on the condition of anonymity. “The state government is making announcements to construct stadia/playfields in different districts, but it will not solve the purpose. We are now planning to meet the sports minister to raise this issue,” he added.

“Instead of preparing stadia, it is imperative for the authorities concerned to provide necessary facilities to its sportspersons at the existing main coaching centres like MA Stadium, Parade Ground and Green Field Play Field,” another player opined.

“It does not matter whether it is the J&K State Sports Council or the Department of Youth Services and Sports (DYSS), both departments have failed to live up to the expectations of the sportspersons,” he maintained.

“The ministers visit these stadiums only during the inauguration or conclusion of tournaments, but unfortunately they are least bothered about the dilapidated condition,” a sportsperson observed.

Though the Union Sports Ministry is providing special financial assistance to the state government in the shape of PYKKA schemes to promote sports at grass root level, but to no avail. Unless basic facilities are being provided to the players by the Sports Department, things will not improve", he added.

“Instead of mobilising huge funds for creation of a new infrastructure, it is imperative for the state government that it would concentrate on what is available at its disposal so that the sportspersons will be benefitted,” a player maintained.

Minister for Youth Services and Sports Taj Mohi-ud-Din was not available for his comments, despite repeated attempts. Meanwhile, Dilip Thusu, secretary, J&K State Sports Council, told The Tribune that “Strengthening of existing sports infrastructure is among the top most priority of the department and we are doing our best to ensure it.”

Raid de Himalaya brings widespread cheer to mountain folks

The Raid de Himalaya coincides with the first snow of the season and for motorsport lovers, it provides an opportunity to savour the breath-taking cross-country rally traversing through the toughest terrain in the northern extremities of India.

For the locals in the upper reaches of Himachal Pradesh and the Ladakh region of Jammu and Kashmir, it's fun combined with business by way of some last-minute trading before the area shuts down for the winter months.

The 15th edition of the Raid passed through some of the most desolate places - Kunzum Pass (15,000 feet) and Tanglang La (17,480 ft) and for only the second time, Wari La (17,300 ft) and Khardung La (18,379 ft). The first is in Himachal Pradesh and the other three in Ladakh.

For the locals it's carnival time, putting up temporary kiosks to sell their wares to the rallyists and fans. They realise this is their big chance to make a little money before the harsh winter pushes them indoors with snow all around.

"It is like a festival. Everyone gets very excited about the rally and waits for it to pass through. It helps our local business and as soon as it passes, we shut shop and prepare for the winter," Lal Singh, who owns a small tea shop and eatery at Jalori Pass in Himachal Pradesh, told IANS.

Not all people like the noise and smoke emissions. Some can't fathom the "noisy cars" disturbing their serene surroundings.

"In the beginning, we found the Raid troublesome and frustrating as the cars careened through, disturbing our peace. We were a little perplexed by the influx of so many people, but slowly we have gotten used to it and now it's part of our milieu," the 72-year-old Lal Singh added.

Most of these shops are fabricated of wood and covered with plastic sheets. They have just about the basic necessities to feed the hungry travellers in the Raid convoy, which includes participants, organisers, officials and mediapersons.

But their problem is the lack of manpower to cater to so many people at one time.

"We are not used to feeding so many people at one time. Even during the tourists months, there are not so many people here. But during the Raid, it gets a bit crazy. There aren't many places to eat and everyone comes hungry and starts making demands," Kumsung Sang, 43, told IANS.

The rally is her last bit of business before she wraps up everything and heads back to Leh. — IANS

Sponsor ditches ‘DAMINI’ team, refuses to release pending payment

The team of the movie, “DAMINI”, which is inspired by the Delhi gang rape, has alleged that the main sponsor of the movie has ditched them and was asking for an unjustifiable demand for the release of payment.

The team said they had an agreement with Gallon Builders India Pvt. Ltd as the main sponsor of the movie. As per the agreement, they were suppose to pay them a total amount of Rs 3,50,000 in three instalments. They received Rs 1 lakh as the first instalment for which they had to promote Gallon Builders India Pvt Ltd in rental and non-rental hoardings, newspapers and in trailor on local channels which we did as per the deal.?

Director Shahid Kazmi said, “After the music launch party of the movie, when we went to Gallon Builders India Pvt Ltd for the second instalment, Mohammed Anwar, owner of Gallon Builders India Pvt Ltd, strictly refused to pay the said amount and asked to stop further activities. He sought an unjustifiable demand by asking for a celebrity for a night. Refusing to the demand, we decided to break the deal.?

“He felt insulted and started abusing and threatening the entire team. We lodged a complaint at the Sainik Colony police station, but the police has not taken any action so far. As per the deal, Gallon Builders India Pvt Ltd owe us a total if Rs 2,50,000 as the balance amount,” he added.

He said due to the problem in the title registration of the movie, the name of the movie has been now changed from "DAMINI...the victim" to "Yeh meri kahani hai...DAMINI" making Yeh meri kahani hai as the title track of the movie.

Producer Parvinder Pal Singh (Lucky) appealed the state government to make the movies tax free. “Since this movie is based on a social issue, this is our humble request to the state government to make the movie tax free as a number of schools are willing to come to see the movie and support the cause,” he said.

The movie "Yeh meri kahani hai...DAMINI" is all set to release on November 1.

Probables selected for Mr J&K c'ship

The All J&K Amateur Body Building Association has selected probables from Jammu Province for the upcoming Mr J&K Championship to be held at Indoor Sports Complex, Bakshi Stadium, Srinagar on October 20.

The All J&K Amateur Body Building Association has also decided to conduct similar trials for the Kashmir Province body builders at the Indoor Sports Complex, Bakshi Stadium, Srinagar.

Interested players have been asked to bring the required documents, including the date of birth certificate, at the time of selection trials.

The body weight for the Mr J&K State Championship would take place at Indoor Sports Complex, Bakshi Stadium on October 19 between 3 pm and 7 pm.

Meanwhile, the selected probables from Jammu included Ashok Rajput, Mohammad Sajad, Sunny, Shabir Hussan, Vikram Jammal, Varun, Vikas Thappa, Puneet Sharma, Verinder, Sanjeev Charak, Nitish Kumar and Mayank.

Thatharka Team clinch volleyball trophy

The Gool Volleyball Tournament concluded yesterday with Thatharka Team winning the tournament. The event was concluded on the premises of Higher Secondary School.

A total of 18 teams participated in the event. It was a grand series to be witnessed wherein teams not only participated from the Gool area of Ramban district but also from Bagga and Mahore area of Reasi district.

The event saw an overwhelming response from the locals and plenty of zeal, enthusiasm and vigour from the participants. The tournament was conducted over a period of six days on league-cum-knockout basis.

The final was played between Thatharka and Gool team. Thatharka lifted the trophy defeating Gool Team by 3-1 in a well-contested match.

The event conducted by Rashtriya Rifles at Gool under the aegis of Headquarter Uniform Force couldn’t have been a great success without necessary assistance from the civil administration.

Three killed in road mishap

Srinagar, October 17
Three persons were killed today when their two-wheeler collided with an SUV in Baramulla district of the Kashmir valley, the police said. Hilal Ahmad, Bilal Ahmad and Muzamil Ahmad died on the spot after their motorcycle collided with an SUV at Shrakwara near Kreeri, 35 km from here, a police spokesman said.

Bodies of the victims, all residents of Delina village of Baramulla town, were handed over to their relatives after the completion of legal formalities, the spokesman said.

A case has been registered and investigations started, he said. — PTI

Husband, 3 of family booked in abetment to suicide case

Jammu, October 17
A man and his family members were booked today for allegedly instigating his wife to commit suicide, the police said. Sanjay Sethi, Jyoti Sethi, Rakesh Sethi and Isher Dass Sethi, all of the same family, have been booked for instigating Sanjay's wife Bandana Sethi to commit suicide at their residence in Janipur belt of the city on September 21. They used to harass Bandana on one or the other pretext, a police official said.

An inquest proceeding was today converted into abetment of suicide case under Section 306 of the IPC, he said.

On September 21, the police was informed that Bandana had committed suicide under suspicious circumstances, following which an inquest proceeding was initiated into the case. — PTI

Thief arrested

Jammu, October 17
The police today claimed to have arrested a motorcycle thief within two hours of carrying a theft. Ankush Sharma was arrested within two hours after a complaint was registered at the Pacca Danga police station, a police official said.

The police swung into action as soon as the complaint was registered and a flash message was sent to all checkpoints in the area through which the thief was tracked, he said.

A case has been registered against him and further investigations are on in the case, the official said, adding that the owner was handed over the bike. — PTI

Kammal lift Domana Kesari title

Wrestler Kammal of Jalandhar (Punjab) defeated Navneet of Patiala in the final bout to lift the 11th Annual Domana Kesari Vishal Dangal 2013 organised by the management committee of Baba Shah Wrestling Akhara Domana (Jammu) in association with the J&K Indian Style Wrestling Association at Domana.

The event was held under the overall supervision of J&K Indian Style Wrestling Association president Shiv Kumar Sharma, sarpanch Shamsher Singh and naib sarpanch Raj Hussain.

The winner wrestler was awarded with a cash prize of Rs 18,000 while Navneet was declared runner-up wrestler who pocketed a sum of Rs 13,000.

Shiv Kumar Sharma, who is a treasurer of the Indian Style Wrestling Association, was the chief guest on the occasion who distributed cash prizes among the winners and runner-up wrestlers. In all, 105 bouts were played during the day-long competition.

PDP expresses concern over spread of dengue fever

The People's Democratic Party youth wing has expressed concern that doctors at the Government Medical College (GMC) are advising patients to get their tests for dengue fever done at private laboratories.

Addressing a press conference, Vikram Singh, district vice president, PDP, alleged that there are more than 200 patients admitted in the hospital in ward numbers 12, 14 and 15 and the doctors who are taking care of dengue patients are advising them to get their tests done from private labs.

“It's a matter of concern as Government Medical College has its own laboratory which is equipped with the latest facilities and even then, the doctors and other staff are asking the patients to get tests done outside the hospital,” alleged Singh.

“People are even forced to get medicines from outside the hospital and simple medicines are not available at the dispensary,” he alleged.

PDP leaders alleged that there is no coordination between different government departments responsible for maintenance of hygiene and health in Jammu.

“Municipal corporation and committees should ensure proper sanitation in their area of jurisdiction so that dengue fever is contained immediately. People are living in constant fear,” he said.

Singh warned the administration of agitation if immediate steps are not taken to control the spread of dengue fever in Jammu, Samba and Kathua districts. Fever has so far claimed three lives and hundreds of cases have been found positive for the fever.

Critical, person airlifted to Jammu

Katra, October 17
A person critically injured in an accident at Mahore was today airlifted to the Government Medical College Jammu. The injured was identified as Mohd Muqeem, 35, who received serious head injury, thoracic trauma and left renal injury after an accidental fall.

Deputy Commissioner, Reasi, Dr Shahid Iqbal, immediately requisitioned an Air Force helicopter from Jammu, which airlifted the patient from Mahore to Jammu. The condition of the patient remained critical.

This is the third such incident in a month.

SDM Mahore Ashwani Kumar Sharma coordinated the operation while Assistant Commissioner Central Dr Shabir Keen arranged for the facilities at Jammu.

Passport adalat tomorrow

Jammu, October 17
A passport adalat is scheduled to be held on October 19 to clear the old files of 2011 and 2012, whose police verification reports have been awaited so far. Such applicants are invited to visit this office along with a computer generated ARN sheet's printout as well as their original documents, including receipt of their pending files.

Subject to the genuineness of the documents, their passport applications shall be processed without charging any fee. The files already closed shall not be re-opened during the adalat. — TNS
