Protesting Gujjars stop milk supply
Jammu, October 9 Meanwhile, Doodhi (milk supplying) Gujjars, after a meeting with the district administration, announced that they will continue the strike till their demands were accepted. Hundreds of milkmen, including women, assembled near Gole Market in the the Gandhi Nagar area of the city under the banner of Doodhi Gujjar Association and took out a protest march towards the press club. They disrupted vehicular traffic on the Tawi Bridge and raised anti-government slogans. They demanded that the rate of milk be increased from existing Rs 26 per litre to Rs 40 per litre in view of the high cost of fodder and cattle feed. They also alleged that the civic body officials had destroyed thousands of litres of milk without following any sampling procedure during the past few days. “The rates fixed for milk sold by them are a cruel joke upon Gujjar community. These days when one liter bottle of mineral water costs around Rs 20, they are forced to sell milk at the rate of Rs 26 a litre, the cost which is not adequate to meet the high feed costs of their cattle,” said one of the protesters. He added that they had approached the authorities in the Food and Supplies Department for increase in the rates of milk, but there was no positive response from the concerned officials. Choudhary Hussain Ali Wafa, a senior Gujjar leader, said the Dhoodi Gujjars had been implicated in false cases and the administration should immediately withdraw the FIRs registered against them. “We had a meeting with the Deputy Commissioner, Jammu, this afternoon who assured us that he would take up the matter vis-à-vis hike of milk prices with the government,” Wafa said. He also took on the civic body officials for allegedly destroying thousands of litres of milk without following proper procedure and said they should have called a meeting with the representatives of Gujjar community if they had any complaint regarding the quality of the milk. Jameel Chowdhary, president of Doodhi Gujjar Association, meanwhile, said none of their demands had been fulfilled by the administration and they would continue their strike. |

Health dept blames Municipal Committee for dengue epidemic
Jammu, October 9 The district is so badly hit that many patients suffering from dengue fever have been shifted to Ludhiana, Amritsar and even Pathankot for specialised treatments. The Department of Health Services, Municipal Corporations and Municipal Committees, besides Town Area Committees are supposed to maintain hygiene in their respective areas. But there are allegations that they are not extending their support to each other. “Health department cannot be wholly blamed for the eruption of fever, but there is poor sanitation in Samba and its adjoining villages. There was a major strike by sanitation workers,” said Director Health, Dr BS Pathania. He said there is need for removal of all the sources of stagnant water, so that chances of breeding of mosquitoes are eliminated. “People must be advised to check places like flower vases, pot plates, water-storage jars, basins, concrete drains, tree holes and bamboo stumps regularly and ensure that mosquitoes do not breed there,” Pathania said. None of the officials from Municipal Committee, Samba, was available for the comment. Till now three persons have lost their life due to dengue. The number, however, could be higher as many families have admitted patients in the hospitals outside the state. The Health Department has also banned Rapid Serology test for diagnosis of dengue and has recommended only National Institute of Virology kit, commonly called ELISA test, for detection of the virus. |

Research, teaching comes to a halt

(JUTA), assembled in front of the Vice-Chancellor’s Secretariat and expressed resentment against the decision of the University authorities to take the UGC fresh guidelines of capping system for the appointments and promotions of teachers before the University Council scheduled for October 11. Joorel, JUTA president, said the teaching faculty was struggling hard for the effective implementation of the UGC guidelines-2010 by JU and in the meanwhile, the UGC had issued fresh guidelines which introduced capping system for the appointments and promotions of teachers. “The University of Jammu has shown exceptional interest for the implementation of amended guidelines without deliberating its effects on the teaching fraternity at any platform. All the UGC guidelines should be adopted by the university in total and not in parts,” Joorel said. The UGC guidelines of capping should have been discussed within the University and then taken to the appropriate bodies for its adoption by giving sufficient time to the faculty members to get acquainted and accordingly pursue their teaching and research on the quality side, he
added. Criticising the university actions, the protesters denounced the “pro-active approach” of the University in implementing the “harsher part of the guidelines forsaking the provisions of the guidelines which are incorporated to provide incentives and gives motivation to teachers to constantly raise the bar of efficiency in teaching and
research”. Dalip Singh Jamwal, who is also the teacher representative in the University Council and former JUTA president, assured the protesting teachers that he would take up the reservations of the teaching community with the University Council so that the capping system is not implemented without serious deliberations within the university. |

State employees to observe ‘Black Day’ today
Jammu, October 9 While addressing a meeting of employees, Kulwant Singh expressed anguish over the suppressive and oppressive attitude of the government on the “democratically struggling employees”. The JCC has demanded unconditional release of arrested leaders like Gafoor Dar, Abdual Qaum Wani, Haji Ashraf Bhatt and others. Employees said the arrested employees were suffering with deteriorating health as they were on a hunger strike in jail. “It is unfortunate that the employees are facing breach of trust as the government is backing out of its written agreement with JCC leadership, signed on 15-9-2011, on the demands of regularisation of all DRW/CL who were engaged before and after 1994 in different departments and are continuing working, enhancement of retirement age from 58 to 60 years, removal of pay disparity in pre-revised pay scale 6500-200-10500 and clerical staff and additional budgetary support to PSU who do not have,” said Kulwant Singh. Over 1.75 lakh visit Vaishno Devi
Jammu, October 9 While the airfare has increased by a whooping 15 to 25 per cent, there is no availability of railway tickets for next one month. “I usually get a ticket for Delhi within Rs 5,000. But I was shocked when I checked the rates for October 10. There was no ticket below Rs 7,500,” said Arun Sharma, a businessman from Delhi. The airline operators are, however, terming it a general trend. “This is a trend of airlines. Whenever the demand raises the fare increases accordingly,” an official of a private airline said. “Many people book their ticket a month before to get a better deal. But for instant booking they have to pay more as limited number of tickets are available,” he added. As per the Shrine Board more than 1.75 Lakh pilgrims have paid obeisance at the holy cave shrine of Mata Vaishno Devi Shrine during the first four days of Navratra. “We didn’t get the return ticket for Lucknow and decided to get it done in Tatkal. But we failed to get the confirmation. The waiting list for the trains from Jammu to Lucknow is more than 100,” said Sudhir Misra, a Vaishno Devi pilgrim. Despite a daily traffic of over 25 trains, people are not being able to get reservation in both the in-bound and out-bound trains from Jammu. “Navratra is going on and there is a festive season ahead that is why all trains from and to Jammu Tawi are fully packed,” RN Meena, Divisional Traffic Manager, Northern Railways, said. “To control the heavy rush and accommodate all the passengers we have started two special trains from Udhampur to Delhi,” Meena said. |

JU marks card to carry candidate’s photo
Jammu, October 9 He said from now onwards all the students of professional courses, where computerisation has been achieved, would get their mark certificates and degrees with photographs. “It is expected that it will reduce the chances of misuse through impersonation as well as the need for attestation which is currently a major source of inconvenience for most of the students. In the second phase, this process shall be introduced to other post graduate courses as well,” he said. With the inauguration of the in-house computer section of the examination wing, the university would lead to total computerisation of the candidate record, from enrolment to the issuance of the degree electronically. The vice-chancellor on the occasion also congratulated Professor Keshav Sharma, Controller of Examinations, and his team especially Dharminder Magotra, Deputy Registrar, Computer Section, and Ravi Kant Verma, assistant programmer. |

Air Force Day celebrated in Jammu
Jammu, October 9 Thereafter, all the personnel of the air force station took oath and solemn pledge to continue to serve the nation and the Air Force to the best of their ability at all the times. The Indian Air Force came into existence on October 8, 1932. The first squadron was formed at Drigh Road Karachi on April 1, 1933. The Air Force Station in Jammu has a rich history and heritage. It is one
of the oldest air bases of the IAF and the Number 01 Wing was formed here on March 10, 1948. The wing is operated from Srinagar during
the summers and Jammu during winter. Aid to civil authority has also been an important task
of the Air Force Station Jammu. The station has always risen to occasion and undertaken rescue and relief operations at the shortest possible notice. |

She asserted that the coalition government headed by Chief Minister Omar Abdullah was keen to reach out to the people in every nook and corner of the state and the schemes launched would definitely change the lifestyle of the women folk. Jammu, October 9 The loans could be availed by the girl beneficiary at 6 per cent interest rate for five years with the necessary formalities. The educational loan can be availed by the girl child to continue her education further at 3 per cent interest after completing her education, Raj Kumari added.

Credit cards distributed among farmers at Bishnah
Jammu, October 9 The function was inaugurated by deputy general manager, circle head (J&K operations), Muhammad Latif Mir. At the occasion, 35 credit cards, involving a credit of Rs 71 lakh, were distributed among farmers of Harsha Dabbar, Makhanpur Vharaka, Pandoria Brahmana and Deoli villages. Speaking on the occasion, Mir gave a broader outline of the credit card scheme which aims at providing adequate and timely support to the farmers from the banking system. The scheme would be beneficial to the farmers for agriculture activities and would help them in meeting short-term credit requirements, he added. Sarpanch Ajit Singh of panchayat Harsha Dabbar appreciated the role of PNB in reaching out to the farmers to avail the maximum benefit. 21 injured as buses collide at Miran Sahib
Jammu, October 9 Giving details, the police said two buses (JK02F-5077 and JK02C-8525) were being driven rashly when they met with an accident near Tali Morh in Miran Sahib. Both buses received severe damage in the accident. After receiving information about the accident, the police rushed to the spot and evacuated the injured people. The critically injured were identified as Deepak Kumar of Bihar, presently living in Kotli Miran Sahib, Ambika Sharma of Bishnah, Banarshi Lal of Kotli Miran Sahab and Nirupama of
Kathua. All other 17 passengers were shifted to nearby hospital and their condition is stable. A case in this regard has been registered and investigation is on. |

2 officials suspended
Katra October 9 District Treasury Officer has been asked to charge sheet the officials and
initiate further proceedings under the civil services rules. Action followed the complaint of Sub-divisional Magistrate, Mahore, who had reported unauthorised absence of two officials from duty at the Chassana treasury. Shakeel Ahmed, a junior assistant, and Mubarak Qazi, accountant, have been attached after the suspension for further proceedings.
