Patient care in slum areas goes for a toss
Jalandhar, October 5 When these medical officers do night duty at the Civil Hospital, they do not report at their respective civil dispensaries the next morning. As a result of this, the patients living in these areas are getting adversely affected. According to an estimate, 25 medical officers posted in various civil dispensaries, school health system and community health centres (CHCs) of Punjab Armed Police are taking care of over seven lakh persons located in various slum localities of the city. Each civil dispensary caters to about 30,000 people in an area. Contrary to the tall claims of the SAD-BJP government of providing better health services, over 7 lakh poor people in slum areas have been deprived of uninterrupted government health services with entrusting additional night assignment to the these medical officers. When contacted, Civil Surgeon Dr RL Bassan said, “These medical officers posted at the civil dispensaries have been assigned night duty at Civil Hospital as per orders received from seniors. The order states that only MBBS doctors will be entrusted the work of night duty and no specialist doctor will be given this task.” Dr Harish Bhardwaj, who is one of the 25 medical officers assigned night duty, said, “Seventeen specialist doctors have been posted at the Civil Hospital against the vacancies of as many MBBS doctors. These specialist doctors should be shifted to those places where they are required while the MBBS doctors should be posted in their respective places. It will help the poor people in getting uninterrupted medical services.” About the posting of 17 specialist doctors against the posts of as many MBBS doctors at the Civil Hospital, the Civil Surgeon said, “I have implemented only the directions issued I got from my seniors as per the government policy. If anyone has any objection, he may contact the government for that.” Meanwhile, the medical officers posted at the civil dispensaries submitted a memorandum to Dr RL Bassan and Medical Superintendent Dr JS Cheema on Friday against entrusting additional work to them. District PCMS president Dr Bhardwaj said they would soon bring the entire matter to the notice of Health Minister Surjit Kumar Jayani and Health Secretary Vini Mahajan for withdrawing entrusting additional work. The medical officers posted at the civil dispensaries also held a meeting at the Civil Surgeon’s office on Friday where Dr Harish Bhardwaj, Dr Vandana, Dr Satinder Kaur, Dr Namita Ghai, Dr Chanchal Sood, Dr Haripal, Dr Suresh Kumar, Dr Shobhna, Dr Jyoti Sharma, Dr Seema, Dr Richa, Dr Jagwinderpal Kaur, Dr Jyoti Phukela, Dr Satjit Kaur, Dr Gurwinder Kaur, Dr Inderjeet Kaur, Dr Reeta and Dr Harbans Lal were present. The medical officers are posted at the civil dispensaries in Garha, Buta Mandi, Central Town, Qazi Mandi, Lamba Pind, Kishan Pura, Aman Nagar, Industrial Area, Maqsudan, Basti Nau, Basti Gujan, school health system and Punjab Armed Police community health centre. One of the medical officers posted at the civil dispensaries said, “Apart from taking care of over 30,000 people in their respective areas with nearly 70 out-patient departments (OPDs) every day, we are already overburdened with works including immunisation, family planning work, pulse polio campaigns (about eight a year), school health programmes (6 to 12 school per MO), tackling outbreak of diseases like diarrhoea in our respective areas, medical teams for various melas, sports duty, sainik welfare events, disaster management and cancer awareness programmes.” “The specialist doctors sitting at the Civil Hospital work for only six hours from 8 am to 2 pm. HC seeks report on 2-year-old bribery case against Moga SSP
Jalandhar, October 5 Bhagwant Rai Bansal, an NRI from Jalandhar, has filed a contempt of court case over the alleged non-compliance of court orders passed on December 22, 2011. The court had then asked the DGP to examine the allegations against Dhillon, a PPS cadre officer, who was then posted as Phagwara SP. The NRI has filed the contempt against Secretary Home Affairs DS Bains, DGP Sumedh Singh Saini, DGP Vigilance Suresh Arora, former IG NRI Affairs Gurpreet Deo, Hoshiarpur SSP, Moga SSP and Sita Rani of Phagwara. “Against the court orders that allegations be examined by the DGP, the inquiry had been transferred to DIG Jalandhar range, who had further marked it to SSP Hoshiarpur. The SSP to protect the culprit had consigned the file to a record room claiming that the allegations had not been proven,” the complainant has alleged. “Without expression of opinion to the inquiry of police officers at this stage, it is deemed appropriate to seek a report whether the allegations against respondent Dhillon have actually been examined by the DGP Punjab,” the court of MMS Bedi pronounced in the interim order passed on Thursday. The court has sought a compliance report on November 15. Philippines-based NRI Bhagwant Rai Bansal said he was on his way home in August 2006 driving his car with his driver Rajesh Kumar sitting beside him on the passenger seat. He said gunshots were fired at them by some miscreants leaving Rajesh dead. During the case trial, the accused were acquitted. He said he visited India in August 2011 to see his family when he received a summons from the Phagwara city police station saying that a complaint had been filed by Rajesh’s widow Sita Rani against him. He said that he was told to meet SP City-1 Dhillon. He said that he was asked to pay Rs 50 lakh damages to the widow, to which he said that it should actually be claimed from the court. He alleged that Dhillon demanded Rs 7 lakh as bribe from him and directed to hand over his passport adding that the passport would be returned only if the amount was paid. He said he and paid him Rs 5 lakh under pressure but was not returned his passport which was given to him only after the issuance of a legal notice. Bansal had filed another case in May last year alleging that the inquiry was being delayed at which the court had ordered that it be completed in three months. On August 28, 2012, SSP Hoshiarpur filed an inquiry report saying that the amount was received by the SP’s gunman and one Happy but was given to the widow as per the compromise struck between the two parties and the passport had been withheld as guarantee. |
To keep tabs on imposters, Army to have iris scan at recruitment rallies
Kapurthala, October 5 The officials attending a week-long rally to select the youth from Doaba region for general soldier duty, soldier technical and soldier clerical at the Guru Nanak Stadium in Kapurthala said the biometric technology had come as a big help during various stages of recruitment. "There had been instances earlier when a brother resembling the candidate would clear the physical examination or for the written assessment. Now once the candidate has cleared the physical fitness test, the biometric scan of his finger tips is taken and a token issued. Whenever he comes to us next for his medical examination or for taking the written test, he has to mark his attendance in the biometric machines. By doing this, chances of any foul play will be eliminated," said a technical officer at the site. Brig Udai Yadav, Deputy Director General Recruiting (Punjab and J&K), said the iris scan had been introduced at recruitment drives held in South India. "We too are going to add it as a double check during our upcoming rallies," he said. Brig Yadav said that technology had come as an aid for further screening too. "The Punjab School Education Board and Central Board of Secondary Education provide us a soft copy of the Class X and XII gazette with which we authenticate the certificates of the youth. There are only a few cases wherein some doubt arises and in this case, we send the certificates to the boards for verification. We also have a list of unapproved boards with us which too comes handy," he added. Brig Yadav said the response to the rally had been overwhelming. "We have got nearly 7,000 candidates from Hoshiarpur. The fact that the district has pockets of Kandi area from where there is a relaxation of 4 cm in height, it drew more youth. Unemployment in the area, better wages after implementation of the Sixth Pay Commission and our effort to reach out to students in schools are other factors attracting the youth into the Army," he said. The recruitment staff was also all praise for the general fitness of boys from Hoshiarpur. After violent protest at its office, MC plans to install CCTV cameras in building
Jalandhar, October 5 The issue of installing the CCTV cameras inside and outside the MC building located near Nehru Garden came up for discussion during a meeting of all-party councillors held at the Mayor's house on Friday night. Councillors cutting across the party lines were present in the meeting. Congress leader Rajinder Cong Beri, Nirmaljit Singh Nimma, Paramjit Singh Pamma and Dynamic Group members Major Singh, Simarnjeet Singh Bunty and Mohinder Singh Gullu were also present in the meeting. Talking to The Tribune, Bhatia said the issue of installing CCTV cameras was raised by some councillors during the meeting so that it might prove as a deterrent to avoid recurrence of any such incident. "Even after that if any such incident occurs in future, the images of the culprits will be recorded if CCTV cameras are installed," he added. "The issue of installing CCTV cameras will soon be given a final shape after considering all the aspects in this regard," Bhatia said. He said photos and video films would soon be provided to the police for identifying the accused involved in Thursday's incident after procuring these from the photographers present there. Code (IPC) at police station number 4 on the written complaint of MC Commissioner Manpreet Singh Chhatwal but it did not name any accused in the FIR. ADCP Naresh Dogra said no accused was named in the FIR as no name had been mentioned in the MC Commissioner's letter addressed to Commissioner of Police Ram Singh. Surjit hockey tourney all set to begin on Oct 9
Jalandhar October 5 The tournament will be inaugurated by K D Bhandari, Chief Parliamentary Secretary (Cooperation) Punjab while Chief Minister Parkash Singh Badal will preside over the prize distribution ceremony on October 18 as the chief guest. KVM, MGN school teams in cricket final
Jalandhar, October 5 After winning the toss, Christian Eminent Higher Senior Secondary School opted to bowl first. KVM scored 157 runs at the loss of nine wickets in 20 overs. Chasing the target Christian Eminent Higher Senior Secondary School team all out at 99 in 17.5 overs. Jaskaran from KVM was declared the man of the match. Sainik School shaping future soldiers
Kapurthala, October 5 The use of TV is completely restricted and so is freaking out to market and usage of phone. Play stations, i-pads and other gizmos are a big no here. In fact, the cadets are made to go by the clock right from the time the gong is struck at 5:15 am sharp. With 45 minutes in hand to get freshened up, they are made to head for a PT drill or an NCC parade which goes on for an hour. Minutes later, they have to change to their cadet uniform, don a cap and move on to take breakfast in their mess. At 8:20 am, begins the school assembly wherein all the students attend a short prayer. By rotation, six to seven students of different classes are made to show their oratory skills in front of the entire school gathering by speaking on some newsy topics. Five hours of classroom session begins at 9 am, with a short tea and snack break in between. After regular classes ending at 2 pm, there is a lunch break followed by 40 minutes of rest. At 3:30 pm, it again is time for one hour self-study session called prep where too they are under surveillance of the teaching staff and their attendance is duly marked. The next one hour is what the boys eagerly wait for-sports wherein they get professional coaching in any sport of their choice, be it football, volley ball, squash, lawn tennis or swimming. Then again is a tea session and a 90 minutes evening prep. Dinner is served at 8:30 pm and cadets are told to shift to the TV room where they can watch only news that too for just 15 minutes. The cadets then move for the night prep from 9 to 10 pm in the reading rooms of their own houses, where too they are monitored by their house masters. Off to their dormitories, the lights are switched off soon after. The school headmaster Lieut Col Smita Misra agrees that the routine is a bit tough and the young entrants take some time to adjust themselves to their new way of life but they are then counselled each day telling them that they need to focus for a better future ahead. “They miss their families also but we deploy more staff towards them and give them due attention till they acclimatise to the new routine”, she said. The school which has produced as many as 57 Army and Air Force officials who rose above the rank of Brigadier and Air Commodore respectively. A contingent of 46 boys playing band to the tunes of various patriotic numbers and making various formations has been winning accolades at a number of occasions. The band makes it to the Republic Day parade each year in New Delhi. On Independence Day, they are regular performers at the district-level programme. scholarship
Even as the Punjab government offers a scholarship of Rs 26,000 annually to the students, most parents rue that a bigger hurdle was the fact that the family income slab of Rs 96,000 per annum for the beneficiaries had not been raised for the past several years. No government employee, be he from lower class, can avail this scholarship now. “The government must raise this slab to help more students avail the benefit”, the parents have been long demanding. Besides, the Central Government is also giving Rs 10,000 scholarship per annum to all students. |

First-ever school football tourney begins
Jalandhar, October 5 The tournament has been organised in under-13 and under-16 categories respectively. In all, 8 teams took part in the under-13 category. Government School Adampur and Rurka Kalan with Hemkunt School and Manav Sehyog School emerged as the winners. In the under-16 category, Govt School, Adampur and Rurka Kalan along with Police DAV School and Hemkunt School won the matches. Pawan Kumar Tinnu, Chief Parliamentary Secretary for Youth Affairs and Sports was the Chief guest and Rakesh Kaushal, District Sports Officer was the guest of honour. The tournament has been organised by the YFC to promote football amongst the youth. Protests continue over regularisation policy
Jalandhar, September 5 On the other hand, several plots holders applied for regularisation at Municipal Corporation (MC) and Jalandhar Development Authority (JDA) offices. As October 7 is the last date for applying for regularising the illegal colonies, the MC and JDA authorities decided to keep their offices open this weekend for the convenience of plot holders and colonisers. Municipal Commissioner Manpreet Singh Chhatwal said, "The branch of Punjab National Bank adjoining MC building will also remain open on Sunday for facilitating the general public to avail the services for getting their illegal colonies regularised." MC has been getting good response under the policy for regularizing the illegal colonies, he added. |
Traders to protest for VAT refund
Jalandhar, October 5 Later, this date was extended to October 5 but most of the businessmen did not get their VAT refund. "As a result, the industrialists and traders are facing a lot of difficulty in running their businesses as they took loan from various banks but sales tax department is delaying their VAT refund on one or the other pretext," he added. Sharma said he would raise the issue in the next meeting of the newly formed Joint Action Committee of Jalandhar industrialists and traders scheduled to be held on Tuesday.

9 robbers arrested
Phagwara, October 5 SSP Kapurthala Inderbir Singh while addressing a news conference here today, said two cars,Alto and Getz and five stolen bikes were recovered from the five accused. The police has also arrested four robbers and recovered two bikes and two sharp-edged weapons. The accused were involved in various crimes including snatching three gold rings and two mobile phones.
