Blast at illegal factory, 3 workers injured
Bathinda, October 3 The injured have been identified as Sonu (38), Deepak (20) and his namesake (37). They were shifted to the Civil Hospital with serious burn injuries but were referred to the GGS Medical College and Hospital in Faridkot in the evening. As per the police, the workers were trying to mix some explosives, which caused a spark. The spark in turn blew up the inflammable material kept in a tumbler nearby. Absence of fire extinguishers, water or any other precautionary measure in the factory, set up around a month ago on the Bir Talab road, proved harmful for workers. The fire was somehow extinguished but the workers were badly burnt by then. The factory is situated in an uninhabited area on the outskirts of the city. On hearing the cries of the factory workers, some passersby informed the Sahara Jan Sewa, an NGO. However, the workers were shifted to the hospital in a private vehicle. While the three workers, who were mixing chemicals, were injured the one making an effigy at a distance escaped unhurt. The injured workers stated that the factory owner, Bharat Bhushan, ran a shop in the name of Punjab Fire Works near the railway station. Senior police functionaries, including SSP Ravcharan Brar, SP Naveen Singla and Sadar SHO Amritpal Bhatti visited the site of explosion. Declaring the factory as an illegal unit, Sadar SHO Amritpal Bhatti said neither the factory had obtained the fire safety certificate nor it had the NOC from other departments, including the office of the Deputy Commissioner and the police. "We have seized explosive powder and other material from the factory. The factory does not even have a water connection, let alone fire extinguishers. It was being run without any precautionary measure against fire accidents," Amritpal said. PCR officials, who were first to reach the site of explosion, said they had recovered half-burnt clothes of the victims around 100 yards away from the site of explosion. A visit to the site revealed that there were a cow shed, two dilapidated rooms and an open front yard with broken boundary walls in the name of factory, which was taken on rent around a month ago. Three effigies along with explosive sticks and powder kept in plastic bags and iron blocks were lying at the site apart from a partially-burnt Bajaj Chetak scooter. The owner of the place, Baldev Singh, a farmer, said he was unaware about the manner in which the place was being used by his tenant. A worker at a fire cracker shop said annual licences of fire cracker factories and stores in the district were yet to be renewed. "It is quite a task to get a licence renewed," he said, adding that there were around four to five cracker units and as many stores in the nearby Gill Kalan, Bir Talab, Naruana and other villages. The owner of the Punjab Fire Works, Bharat Bhushan, could not be contacted for comments. A case under the Explosives Act has been registered against the factory owner at the Canal Colony police station. The police said charges of causing injuries/death due to negligence and not abiding by the instructions of public servants were likely to be added to the case. |

Addressing the participants, Maluka said the Punjab Government was trying its best to improve the level of sports in the state and apart from the existing stadiums, the government is going to start constructing new stadiums. He also insisted that a drug-free society can be created only through sports. The minister added that he knew there was lack of coaches for several sports in the district. "I know there is a shortage of coaches for several sports in the district. I have already taken up the matter with the Deputy Chief Minister of Punjab. The sports department will recruit more coaches to strengthen the system," he said. Athlete Harman Kaur took the oath on behalf of all the participants and the torch-bearing ceremony was performed by Khuswinder Kaur, Sukhwinder Kaur (athletics), Navjot Kaur, Kulwinder Kaur, Beant Kaur (hockey) and Gagandeep Kaur (boxing). In the first rounds of kho-kho, Gurdaspur defeated Fazilka 5-4, Ferozepur outclassed Tarn Taran 11-1, Hoshiarpur beat Pathankot 6-5 and Moga outplayed Fatehgarh Sahib 12-1. In kabaddi, Gurdaspur beat Barnala 29-8, Ropar outplayed Fatehgarh Sahib 44-3, Ludhiana crushed Mohali 25-2 whereas Sangrur defeated Tarn Taran by 45 points. Bathinda, October 3 The college bagged the first position in the group shabad gayan, Indian classical group song, lok geet, folk orchestra, Indian classical instrument percussion, Western group song, Western instrumental and photography. The college bagged the second position in Indian classical vocal, ghazal, giddha and Indian classical instrument non-percussion apart from winning the third and fourth places in several other competitions. Youth coordinator of the college, Dr Gurjeet Singh Mann, said, "We had brought 125 students to this youth festival and the students have come out with flying colours. Such festivals are important for students since they bring them closer to their culture." On the last day of the festival, mime, skit and bhangra competitions were held. The morning session was presided over by the deputy general manager of the Oriental Bank of Commerce, Chiranjeev Chawla. During the evening session and the prize distribution ceremony, vice-chancellor of the Central University of Punjab, Dr Jai Rup Singh was present as the chief guest while the general manager of National Fertilisers Limited, Bathinda, SC Singla was present as the special guest. The session was presided over the by controller of examination of Punjabi University, Pawan Kumar Singla. Addressing the gathering, Satish Kumar Verma, director of the Youth Welfare Department of the university, said that participation in such festivals played a vital role in the overall development of the students. He added that several performing artistes of Punjab became popular after their performed at such festivals during their college days. Vice-chancellor of CUP Dr Jai Rup Singh encouraged the students to strive hard to overcome the impediments in their path of success. Dr Jai Rup Singh also urged the students to be strong and stare in the face of challenges and beat them to move ahead. In the mime competition, while the first place was won by the Baba Farid College, Bathinda, the second place was bagged by the hosts, Malwa College. In the skit competition, while the first prize went to Government Barjindra College, Faridkot, the second place was won by the DAV College, Bathinda. In the bhangra competition, in which five teams participated, the first place was won by Baba Farid College, Bathinda while the second place was won by DAV College, Bathinda. |

Bathinda, October 3 During a hearing in the case today, the chief managing director of Punjab Municipal Infrastructure Development Company (PMIDC) and the secretary, Local Bodies, J Balamurugan, presented a report on the state’s strategy for installing such plants in various cities. Bathinda Deputy Commissioner Kamal Kishore Yadav accompanied him. Except for the chairman of the principal bench hearing the case, all other members went through the report and have reportedly admitted it. The next hearing in the case has now been scheduled for October 11. In a significant development, the NGT has directed the petitioners in the Bathinda plant case - Captain Mal Singh, a resident of Mati Dass Nagar, and others - to list out a strategy that the Municipal Corporation, Bathinda (MCB), should follow to manage the waste at the proposed site. The petitioners had raised nine objections pertaining to the site, which is proposed in the area populated by seven colonies. The petitioners have now been asked to give a framework, suggestions and ways using which the garbage can be best managed at the current site, if no other alternative site is found. The petitioners reply will then be forwarded to the MCB for redressal and the tribunal will deliver the judgment on October 25. During its reply filed on September 27, the district administration had mentioned that it has not been able to find any alternative site. It had mentioned that as the present site had already got a nod from the State Environment Impact Assessment Authority (SEIAA), it was best suited for the plant. |

New MCB commissioner, ADC (D) assume charge
Bathinda, October 3 Speaking to TNS, Ujwal said his emphasis would be on development works and early redressal of public grievances. He said the projects underway would continue. “Our emphasis would be on opening all channels of communication and putting the latest technology to its best use for the benefit of the common man,” he said. Ujwal added that it was his first assignment at an urban local body. Ujwal is a 2009-batch IAS officer and has served as the ADC (D), Fazilka. Earlier, he served as SDM, Jalalabad, and SDM, Lehragagga. Sonali Giri is also a 2009-batch officer and was earlier posted as the ADC (D), Ferozepur. Ujwal and Giri may be the first IAS couple to be posted in Bathinda district together. Earlier, Ashish Chaudhary, IPS, was posted as SSP while his wife Shruti Singh, IAS, was posted as the ADC. Also, when Rahul Tiwari, IAS, was posted as the Deputy Commissioner here his wife Shinjani Tiwari was the excise and taxation officer. |

Pay property tax before Nov 30, get 10% rebate

Bathinda, October 3 In a press statement issued here today, assistant commissioner, Municipal Corporation Bathinda (MCB) Kamal Kant Goyal stated that from the fiscal year 2013-14 onwards, the government has replaced house tax with property tax. The owner of property will self-assess the tax and pay the same. The tax is applicable on residential and commercial properties as well as vacant plots. Kant added that it is very easy to calculate and pay the tax. To facilitate the public, the MCB is holding camps at SCF 35 and SCF 36, Model Town phase I, disposal works near Annapura Mandir Amrik Singh Road, octroi naka at Bibiwala Chowk, Sandeep Park in Paras Ram Nagar and room number 42 of MCB office. Starting from October 3 onwards, the camps will be held from 9:30 am to 1 pm. People can gather information about the property tax and pay the same on spot. The booklets of self-assessment forms will be available at these camps. Those who pay tax before November 30 will get 10 per cent off and those who pay after it will not get any rebate. After December 31, the tax will be charged by the municipal corporation with 25 penalty. After the fiscal year March 31, 2014, the tax will attract 50 per cent penalty and 18 per cent annual interest rate will be charged. |
Travel agents can register at Suwidha Centre
Bathinda, October 3 In a press statement issued here, DC KK Yadav stated that the state government has implemented this new Act. Under the Act, all travel agents, immigration consultants and ticketing agents will have to get themselves registered. Applications can be submitted at the Suwidha Centre at the district administrative complex. The applicants can attain details from the same place. — TNS |
