Dr Jaura gets interim bail
Bathinda, September 30 Following the complaint of Usha Rani, a resident of Qila road here, the police had booked Dr Manjit Jaura, a resident of Patel Nagar and an assistant professor in GGS Medical College and Hospital, Faridkot, under Sections 420 of the IPC on September 13. While the interim bail came as relief to Dr Jaura, the complainant, a breast cancer patient, is disappointed. She claimed that the doctor had already tried to suppress her voice by threatening her with dire consequences and getting a false police complaint lodged against her son in Nabha, Patiala. She had moved applications in the office of Bathinda Senior Superintendent of Police Ravcharan Brar seeking immediate arrest in view of the alleged threats by the doctor and implication of her son in a false case. Her son Hardeep Kumar said his family was too poor to fight the legal battle while the doctor was an influential person. He alleged that Dr Jaura pocketed Rs 5 lakh from them in the name of treating his mother at Pragma Hospital in the city. Hardeep alleged that the doctor misguided his mother, who failed to avail of the government grant of up to Rs 1.5 lakh, because the doctor directed her to get treatment from the private hospital. "Earlier, the Nabha police had found a complaint against me as false. Now I have demanded action against the person who had lodged the false complaint," said Hardeep, who works at a Photostat vend in the court complex. Meanwhile, Dr Jaura's counsel Gurjeet Khadyal said his client had been directed to join the investigation and hearing in the case was adjourned till October 8. BANGO to protest against rise in prices of blood units
Bathinda, September 30 BANGO chief coordinator Ramnik Walia said the rise in the rates of blood units had dealt a severe blow to the voluntary blood donation movement in the state. "The state could achieve only 78 per cent of the target collection of voluntary donated blood units that the Punjab State AIDS Control Society (PSACS) had fixed," he said. Not only the NGOs in Bathinda but those operating in Moga, Muktsar and Faridkot will also lodge protests in their respective districts. The NGOs are demanding a rollback in the prices of blood unit so that it does not get out of the reach of the needy. 19,000 donations and

Meanwhile, the Rampura Phul Blood Donors' Council, the epicentre of voluntary blood donation movement in the state, will hold a massive blood donation camp on October 6 to mark the National Voluntary Blood Donation Day. The council is credited with collecting 19,000 units of blood since its inception in the year 1978. Started by Hazari Lal Bansal, the council has been holding voluntary blood donation camps for All India Institute of Medical Sciences (AIIMS), PGIMER, Chandigarh, DMCH, Ludhiana, and Government Rajindra Hospital, Patiala. Winner of several awards, the council has an eclectic collection of donors with rare blood groups as well as the ones who will soon be donating blood for the 100th time. Vinod Bansal, a member of the council, has donated 107 times while Gian Talwar, another member of the council, has donated 100 times. Surinder Garg will donate blood for the 100th time at the October 6 camp. A Powercom employee from Rampura, Pawan Kumar Mehta, has donated 97 times and aims at hitting 100. Preetam Singh's blood group is 'O' negative and has donated blood for 55 times so far.

PSPCL penalised for delay in service benefits to retd JE
Bathinda, September 30 The counsel for the complainant Sanjeev Narowaal said the junior engineer (JE) deployed with the PSPCL retired on July 31, 2009 and neither was there any departmental inquiry nor any complaint pending against him at the time of his retirement. Despite repeated requests, the retired JE failed to get service benefits to the tune of nearly Rs 5 lakhs after his retirement. After making numerous rounds and submitting pleas in writing and verbally, an amount of Rs 5.2 lakhs was given to the JE after a gap of more than a year on August 4, 2010. The JE accused the Powercom authorities of illegally stopping his benefits and moved a complaint in the court seeking rate of interest to the tune of 18 per cent on the delayed payment of Rs 5 lakhs. The opposite party, after appearing before the court, pleaded that the salary of 17 days was deducted from the service benefits of the complainant during the time of his joining around 33 years ago in 1975. The complainant's counsel, however, argued that the department neither sent any notice nor initiated department inquiry. Its officials did not even lodge an FIR against him for being absent from duty for such a long time. The opposite parties also failed to produce on record any such letter after which the court observed that the complainant is entitled to the rate of interest on the amount which has been delayed by a year. The court, however, announced to give 12 per cent rate of interest against the demand of 18 per cent to the complainant. |
Video-conferencing devices at govt depts gather dust
Bathinda, September 30 Installed at the cost of Rs 5 lakh a couple of years ago, the LCD screen and the device was last used in 2011 when a meeting of the state-level officials was held to discuss issues pertaining to the Census. "Since then, the equipment has not been used even once. It is sheer wastage of funds," said one of the MCB officials. Similar devices are installed at the offices of all municipal corporations and almost all municipal councils. The basic aim was to ensure that the officials are not burdened with frequent visits for meetings and other purposes. Video conferencing could have well served as an austerity measure of doing away with expenses incurred on fuel and saving the time of the official concerned. In the last week of September, the local bodies department had convened meetings for three days at a stretch. "The government could have saved a lot of money had we been allowed to appear through video-conferencing," reasoned one of the MCB officials. The office of the Deputy Commissioner also has the facility of video-conferencing, which is only used for the purposes of election. On an average, the device is put to use twice or thrice a month. "Most of the times, it is the Chief Electoral Officer, Punjab, or the Election Commission of India that uses video-conferencing to address officials around elections. The state government seldom used it for holding a meeting of deputy commissioners despite the fact that a similar facility is also available at the state headquarters," added an employee at the DC office. |
Remedial classes for ‘slow learners’ leave maths teachers fuming
Bathinda, September 30 As per the orders, the teachers have to spare an extra hour either before or after the school hours to conduct remedial classes for at least 10 per cent of the total number of students. The remedial classes are to be held for 25 days each for maths and science subjects from October 1 to December 6. Terming the orders as 'short-sighted', members of the Math Teachers Association, Punjab, have announced that they would oppose the directions. Rajesh Monga, general secretary of the association, said, "Instead of eliminating the root cause of the problem, the Education Department is coming up with ideas which don't make sense." He added that the primary reason behind students of Class IX being slow learners in maths and science was the fact that there was no provision for maths teachers in government schools till class VIII. "At present, science teacher and in some schools any other subject teacher is responsible for conducting maths classes too. This affects the performance of teachers and in turn students become learners in both the subjects. Instead of putting an additional burden on teachers, the department should recruit mathematics teachers for at least Classes VI-VIII," Gurbachan Singh, president of the association, said. He stated that for teachers, especially women, it was not feasible to take out an extra hour for 25 days. "Most of the teachers travel to and from the schools by cabs. Conducting remedial classes will upset their travelling schedule. The problem is similar in the case of female students," he added. The association pointed out that teachers were not happy with the orders despite the fact that they would be paid Rs 500 per student. "10 per cent of the total strength of the class means the teacher will have to spend an hour teaching only a handful of students," teachers said. |
B.Ed teachers stage protest
Bathinda, September 30 Devinder Singh, state president of the association, said, "Our main demand is that the length of service be increased and that the teachers should be promoted. We want that the ETT teachers should be promoted to Master Cadre and the head teachers to centre head teachers." "We were appointed in 2008 on contract basis and our jobs were regularised in April 2011. We demand that the teachers who were recruited after April 2011 should also be regularised," he added. The association also denounced the decision of the education department to merge elementary and middle schools. "The merger would mean that several posts of teachers will be rendered redundant and mass transfers will be done. We oppose the mergers as it will only add to our problems," Singh said. The union is also demanding that the teachers be paid dearness allowance arrear starting January 2013. Singh added that a meeting of the state body of the union will be conducted soon and the future plan of action will be decided upon. |
Teacher unions come out in support of students
Bathinda, September 30 Apart from the PSU members, the meeting was attended by the heads of the Bhartiya Kisan Union (Ugrahan), Punjab Khet Mazdoor Union, Democratic Teachers Front, Technical Services Union, ETT Teachers Union, SSA-RMSA-CSS Teachers Union, 7654 Teachers' Union, Contract Workers Union and Naujawan Bharat Sabha. The heads of the organisations decried the lackadaisical attitude of the police and the district administration in the case. The organisation decided that they would show their unity and strength by staging a dharna outside the police station. They accused the state government of slowing taking away all the concessions which were being extended to college students. They added that the state-run buses were either too crowded for the students to travel in or their frequency was very less in some areas. They added that the students had no option but to travel by private buses which didn't accept their bus passes. They also argued that neither was the government doing anything to increase the frequency of buses to cater to the students nor was it reining in the private bus companies which were charging bus fare from the students as well.

Raman Mandi police arrests 19 youths for carrying poppy husk
Bathinda, September 30 They were in groups of four to five persons and were arrested on the basis of a tip-off provided to one of the policemen deployed at the police station. The SHO said the accused was arrested from near Tarkhanwala police station. The accused are in the age-group of 25 to 55 years. The accused admitted to bringing the contraband from Ludhiana. The arrested were booked under sections 15, 61 and 85 of the NDPS Act at Rama police station. They were produced in the court and sent to judicial remand. Two killed in accident
Police today booked the unidentified driver of a PRTC bus for fatally injuring a resident of Dhansukhana village. In a complaint to the police, Jagtar Singh said Gurmeet Singh was riding a bike on Saturday on the Bathinda-Mansa road near Kotfatta village. The unidentified driver of the PRTC bus hit the bike from the opposite site which caused serious injuries to the biker who was rushed to a nearby hospital by some passersby. The profusely bleeding biker was, however, declared dead by the doctors. Police registered a case under sections 304-A, 279 and 427 of the IPC at the Kotfatta police station. In another accident, Ravinder Singh, a resident of Rama Mandi, lost his life when the bike he was riding, was hit by a speeding unidentified Tavera. The accident occurred near Bhagi Wandar village. The complainant Gurwinder Singh, brother of the deceased, lodged a complaint in this regard after which a case under sections 304-A and 279 of the IPC was registered at the Talwandi Sabo police station. RS 62,000 stolen in separate cases
Items worth Rs 48,000 were stolen in two separate incidents of theft. The incidents took place under the Kotwali and Cantonment police stations. The complainant, Sushil Singla, a resident of North Estate on Bibiwala Road, said thieves took away gold jewellery and Rs 12,000 in cash from his house after breaking open the locks of his house. Singla said he was not present in his house and had gone to Gidderbaha when the thieves took away the cash and jewellery. Vijay Kumar of Amreek Singh road said thieves took away cash worth Rs 36,000 from the pocket of his trousers when he was asleep in his house. The complainant said he noticed the trousers and shirt lying near the staircase of his house next morning at around 6 am. A case under sections 457 and 380 of the IPC has been registered in this connection at the Cantonment and Kotwali police stations, respectively. |
Property tax training for MCB employees
Bathinda, September 30 "The trainers readied will then be asked to train more people so that the employees get well versed with property tax and its collection. Once the employees are properly trained, it would become easier for us to address the queries of the people," said assistant municipal commissioner Kamal Kant Goyal. The employees will be trained in calculating the annual value and helping people in filling up forms for paying the taxes.

Baba Farid students win awards at tech fest
Bathinda, September 30 In the techfest, "Avishkar-2013", Parminder Singh, Gaurav Berwal, Deepak Kumar of B.Tech Electronics and Communication Engineering won the first position in Robo Ball competition by defeating the students of Punjabi University, Patiala, in the final round. A total of 15 teams participated in the event. The students of BFCET had prepared the robot in a day. Another team of the BFCET, won the second position in the Robo War event. The team members, Sukhjinder, Bhagat Raj, Balraj, Anuj and Sandeep of B.Tech ECE, said by making small changes in the robot, it would be able to detect and defuse bombs. They had invested Rs 55,000 in building the robot. Chairman of the Baba Farid Group of Institutions, Gurmeet Singh Dhaliwal congratulated the members of the winning teams and said the BFGI has dedicated the year to "technical excellence and research". Bathinda, September 30 He stated that the life of Vivekananda was greatly influenced by his grandfather, a noted Sanskrit and Persian scholar, who left his family and became a monk at the age of 25. Prof Gurbhajan Singh Gill, director (planning & development) of the university and President, Punjabi Sahitya Academy, while addressing the students and faculty, said Punjab is gradually losing the light reflected through the works of great scholars and saints like Vivekananda and if no lesson is learnt, the day is not far off when Punjab will become spiritually and intellectually bankrupt. Computer literacy programme for senior citizens at CUP
Bathinda, September 30 The programme consists of six modules to be administered in six days from Tuesday to Thursday in two weeks. The timing of the classes is 2pm to 4pm, out of which the first hour will be used for lecture, instruction and module teaching while the second hour will be employed for practical. Participants will also be provided notes in three languages -- English, Hindi and Punjabi. Bus facility from the bus stand to the university and back has also been provided to the participants at nominal charges. |
