No more tears, onion prices start coming down

The aroma of the frying onions is going to be back in the kitchens as the price of the pungent vegetable has started rolling back in the entire state since Wednesday due to the expected arrival of the main crop from Maharashtra. The traders are fast selling the existent stocks of the commodity, whose price is rapidly dwindling, before the arrival of the fresh crop, which is due next week. As a result, the prices of onions in the district came down from Rs 58 to Rs 40 in the wholesale market today.

A Tribune Photograph In a rare case, a woman from Kwadra village of Nurmahal delivered quadruplets at a private hospital here last evening. Born out of natural pregnancy without intake of any medicine, the doctors have said that it was one in five lakh chances to conceive four babies at one go.
Of the four babies, two are female weighing 1.9 kg each. The male babies, however, are quite weak weighing 1 kg and 1.25 kg, said Dr Sumel Bath who did the caesarean section yesterday.

Baby boy ‘swapped’ with girl at hospital

A migrant labourer has alleged that his wife’s newborn baby boy was swapped with a baby girl at the Civil Hospital here.

Dhanraj, a resident of the Rama Mandi area and a native of Bihar, said his wife gave birth to a child at 12.42 last night at the Civil Hospital. But he alleged that a nurse took the child aside for a moment and when she came back, the baby was wrapped in a different towel.

“I brought my wife Pinky to the Civil Hospital first on September 17. Doctors told me to bring her again on Thursday. On Thursday I brought her at eight in the morning, but they said she had too little blood and I will have to give blood first. Since the blood bank at the Civil Hospital did not have the requisite blood, I donated my own. My wife remained admitted to the hospital and last night she gave birth to a baby boy at 12.42 am. It was a caesarean delivery,” Dhanraj said.

“Sometime after the birth, the nurse took the baby aside and brought it back within moments, but it wasn’t the same baby. They changed the baby with that of another family, which had one from a normal delivery. I was there and I saw clearly that the baby was changed. Moreover, they took the baby away for such a short period of time. It wasn’t for a check-up from the doctor. She just took him and brought back a girl,” Dhanraj alleged.

Dhanraj, who works as a labourer at construction projects, already has five daughter. He has made a complaint to the Division No 4 police station.

Inspector Surinder Singh, SHO of the police station, said, “Dhanraj has made a complaint to us. We have talked to the hospital authorities and the doctor concerned. Doctors say since the baby did not cry after she was delivered, the nurse panicked and took it to a doctor. The doctor checked her and after the child cried, the nurse brought her back.”

“Doctors say the man wasn’t in the ward and hadn’t seen the baby,” the SHO added. “However, since the complainant has requested for a DNA test, the police might get one conducted.”

The MS, Dr JS Cheema, said, “An investigation has been ordered into the case. Maternity ward SMO Dr Sangeeta Kapoor will be checking hospital records and coming out with the final report on the issue by Monday.”

Reacting to the family’s demand for a DNA test as well, Dr Cheema said, “First we will look into our own records and only after that can a thought be given to the DNA test.”

Group clash: Another accused arrested, pistol recovered

The city police today arrested another accused in the last Saturday's group clash case and recovered a pistol from him.

The SHO, Division No 4 police station, Surinder Pal Singh, said Sahil, a resident of Rama Mandi, was arrested for indulging in firing at Football Chowk. The police was now trying to nab others accused in the case.

On Thursday, the police had arrested Jaspreet Singh, alias Jassa, of Green Park, Dharminder Singh of Sangat Singh Nagar and Ajay of Babu Labh Singh with a recovery of a pistol and three cartridges used on Saturday night.

All four have been booked under Sections 307 of the IPC and Sections 25, 27, 49 and 59 of the Arms Act.

The police is trying to arrest four more persons of the two groups who had opened fire, hurled glass bottles at each other and created terror in the busy intersection along Bhagwan Mahavir Marg. A financial deal involving a Phagwara-based man is said to be the cause of clash between the two groups.

MC PIO told to provide info under own signature

Taking a strict note of the Municipal Corporation Joint Commissioner-cum-Public Information Officer (PIO) Anupam Kler's attitude of not furnishing information under her own signatures, State Information Commission, Punjab, has warned her to strictly adhere to law.

During the hearing of an appeal filed by am information seeker, Kailash Thukral, Punjab Chief Information Commissioner (CIC) RI Singh stated, "Information is to be furnished under the signatures of the PIO as per provisions of Section 7 of the Right to Information Act, 2005. Anupam Kler is warned to strictly adhere to law and in all future cases furnish information under her own signatures."

In his order, the Chief Information Commissioner also issued directions to the PIO that "deficiency pointed out by the appellant Kailash Thukral is also required to be removed before the next date of hearing."

The Chief Information Commissioner said, "On the last date of hearing, specific direction was given to Anupam Kler to remove the deficiencies. The respondent submits that a reply has been given vide letter dates 6.9.2013, which is not signed by the PIO or the APIO. Besides, there is deficiency in the information. Details of what action, if any, has been taken against the defaulters have not been conveyed."

While the appellant, Kailash Thukral, was present in person before the CIC, MC Superintendent Maninder Kaur was present on behalf of the respondent, PIO, during the hearing of the appeal.

In his application filed on December 31, 2012, under Section 6 (1) of the RTI Act, Kailash Thukral had sought information from the MC regarding the publication of notices of public auctions of various immovable properties for the recovery of house tax under Section 138 of the Punjab Municipal Corporation Act, 1976, and other information concerned with the house tax from 2001 to 2011-12.

Thukral had also sought a copy of any report of the dealing officer suggesting the provision of unit areas-based property tax self-assessment system for amendment to the Punjab Municipal Corporation Act, 1976, forwarded to the government. "If so, the resolution of the MC be also provided," he had stated in his application.

In response to the application by RTI activist Kailash Thukral, the MC Assistant Public Information Officer (APIO)-cum-Assistant Commissioner attached a note of Tax Superintendent (TS) based on a report of the house tax clerk (HTC), which stated, "The expenditure on providing the required information on the house tax will be Rs 1.5 lakh and this information will be provided only after depositing the amount with the MC."

At this Kailash Thukral filed an appeal before the SIC in which he stated, "The information cannot be denied simply on the grounds that the number of statements have not been provided in the computer data and will be prepared by engaging 10 contractual employees, which will cost Rs 1.5 lakh."

Computer hardware stolen from school

Computer hardware worth few lakhs of rupees were stolen from a government school at Noorpur, near Pathankot Chowk, here.

The thieves decamped with as many as 15 LCD screen monitors, one CPU, four UPSes, mouse and keyboards. The school headmaster, Sukhbir Singh, said he had checked the locks of rooms on the premises while leaving school yesterday. He said this morning Paramjit Kaur, a helper, called him up to inform that the locks of the IT room had been broken.

He said when he reached school, he found that the thieves could not break the lock since it was quite heavy, but succeeded in breaking the latch of the door and stole computer items.

The SHO, Maqsudan police station, Piara Singh, said a case had been registered under Sections 457 and 380 of the IPC against unknown persons.

The traders are fast selling the existent stocks of the commodity, whose price is rapidly dwindling, before the arrival of the fresh crop, which is due next week. As a result, the prices of onions in the district came down from Rs 58 to Rs 40 in the wholesale market today.

Fresh crop to arrive soon from Maharashtra

"Maharashtra is the consistent supplier of onions to the state. More than 50 per cent of the onion consumption in the state is met by the supply that comes from Nashik, Ahmednagar and Satara in Maharashtra. Now, the bumper crop from Nashik is ready to arrive in the state by the next week that will bring down the onion prices to a larger extent," said Prithipal Singh, president of the Onion Commission Merchants Association in Maqsudan Mandi. Punjab cannot produce onions as the atmosphere here is not conducive to the production of onions. It requires absolute dry and windy atmosphere found in states like Rajasthan and Maharashtra.

Why the price of onions rose

Around 85 per cent of the onion supply in the country mainly comes from Maharashtra, Rajasthan and Gujarat. While Rajasthan contributes 40 per cent, Gujarat 20 per cent and Maharashtra 25 per cent to the state's annual consumption of onion. The onion season starts mainly in April-May with the arrival of the fresh crop from Maharashtra. However, this year due to drought, almost 50 per cent of the crop got damaged leading to soaring of onion prices. Later, due to extreme hot weather in Rajasthan, the crop there also got damaged, which further led to the increase in the price of onions.

Poor-quality onion arrives from Afghanistan

However, many consignments of onion had come from Afghanistan in the last few weeks, but they could not bring down the prices in the local market due to their bad quality. "It is like a lottery system. Sometimes the consignment is very good but many a times 50 per cent of the crop that arrives in a truck is completely damaged," revealed Rishu Chawla from SK Traders in Maqsudan Mandi.

According to traders, the Afghanistan consignment received in the state so far is not being preferred by people due to its oversize. It takes about seven days for a consignment to arrive in India from Afghanistan. Firstly, the consignment arriving from various parts of Afghanistan gets unloaded at the Afghanistan-Pakistan border. From there it again gets loaded by Pakistan and brought to the Pakistan-India border, from where it again gets loaded for the third time to bring it into India.

Why the prices started declining

Traders attributes the fall in wholesale onion prices to decline in the prices of the bulb in Lasalgaon Mandi in Nashik, which sets the price trend across the country. As a result, traders are hastily selling out their existing stock, which they have purchased at a relative higher rate than the normal one. Also, government hiked the minimum export price (MEP) of the onions to $ 900 from $ 650 per tonne. The MEP is a price below which onion cannot be exported, hence reducing the quantity of the rapidly dwindling commodity.

Many others affected

The business of commodities runs on the principle of demand and supply. Due to the high rise in the onion prices, the consumption also came down in the last few months forcing traders to cut down the orders. As a result, the transporters and the labourers also got affected. Most of the labourers employed in all the 12 mandis of the district are from Jammu. Due to less arrival, their income also came down.

"We charge around Rs 2 per bag as unloading charges. Earlier, we used to make around Rs 150 to 200 per day as around 20 to 25 trucks got unloaded everyday, but nowadays only five to seven trucks get unloaded daily. The order has come down from 300 tonnes to only 40 tonnes per week, said Vijay Kumar, a labourer.

"The business of onions has come down drastically, despite such steep rise in the prices, due to less demand. The profit has only been claimed by the farmers and very little by the traders. We were on a consistent vigil to stop any illegal or unauthorised stocking of the politically sensitive commodity, said Varinder Kumar Khera, Deputy District Mandi Officer, Jalandhar. Presently the whole state gets all its commodity supply from the three main mandis situated in Amritsar, Jalandhar and Ludhiana.

Phagwara MC penalised

The District Consumer Disputes Redressal Forum Kapurthala has asked Public Information Officer (PIO) of Municipal Corporation (MC) Phagwara to compensate an RTI applicant by paying an amount of Rs 7,000 for not supplying information under the RTI Act.

Azadi Lal Sharma, a resident of Model Town, Jalandhar, filed a complaint in the forum alleging the MC Phagwara had failed to supply information to the complainant within a stipulated period of 30 days of his RTI application. He had moved an application on April 22 seeking information regarding sanctioned plan of a property along with required documents.

The complainant said he did not receive any information from the PIO even within a stipulated time of 30 days and lapse of more than three months from the date of his application.

The MC authorities contested the claim and said as per the corporation rules, no third party information could be supplied. Therefore, complaint deserves dismissal.

The counsel for the petitioner had sought the documents, from the public record,
maintained by the corporation, and had not sought any information which relate to personal information of Hargobind Nagar resident Kailash Nath Sood.

The forum represented by president George and member Parkash Singh Lamme observed, “The opposite party has committed grave deficiency in service by not supplying information to the complainant within statutory period specified under the RTI Act and thereby put the complainant to unnecessary harassment. We direct it to pay Rs 5,000 as compensation alongwith an amount of Rs 2,000 as litigation expenses.”

Inter-university chess tourney begins

Lovely Professional University (LPU) beat Jammu University by 4-0 on the first day of the North Zone Inter-University Chess Tournament 2013 being organised at the LPU campus, near here.

In another match, University of Delhi beat Chandigarh University by a score of 4-0; Panjab University beat DCRUST, Murthal, by 4-0; GNDU, Amritsar, beat Dev Sanskriti Vishwavidyalaya by 4-0 and Punjab Technical University (PTU) beat DRML Avadh University by 4-0.

Similarly, the Himachal Pradesh University got 2.5 score against Kurukshetra University’s 1.5 whereas Punjabi University thrashed HNB Garhwal University by 3-1; CCS University of Meerut beat Islamic University, Kashmir, by 4-0 while Kumaan University took over Nainital from a score of 2.5 points against the CDLU Sirsa (1.5) and the Lucknow University got by score of 2.

Over 150 players, their managers and coaches from 19 universities of nine states and union territories have assembled in the university premises.

The tournament having five rounds is following the Swiss League system, where all the teams will play all rounds without any knock out. The winning team will be declared after the last round by amassing the scores gathered in different rounds by the concerned team members.

A six-member team, headed by International Arbiter in Chess and Development Rajinder Sharma, is observing for the fair-game playing under the Federation Internationale Des Eches (World Chess Federation), FIDE, rules.

Deputy Chief Arbiter (FIDE) Nitin said, “This popular ancient game of ‘Check and Mate’ is going to be very tough at the university as more than 20 FIDE ranked international players are participating in it. Among them highest ranked player is IM (International Master) norm Himal Gusain (2314) from PU, Chandigarh.”

This was the first ever cultural event organised at the DAV University campus after the start of the first academic session of the educational institution.

In other events, Priyanka Rikhy (BSc Chemistry) bagged “Star of the Evening” title, Anchal Suri of MTech CSE was declared the “Best Performer” while Vandana Sharma (MBA) won the “Best Smile” title.

Simran Sharma, pursuing MCom (Honours) was adjudged the girl with the “Most Beautiful Hair”. Payal Jaswal (MSc Biotechnology Honours) and Rupinderjit Saini (MCA) got “Beauty with Brain” and “Miss Sparkle” titles, respectively.

While, the round of display your talent, items comprising dance, signing and question-answer session was the highlight of the show.

Dr Rekha Kalia Bhardwaj, principal, HMV who was the chief guest at the function said the girls staying at the DAV University hostel had the privilege of being a part of the first cultural show of the university. She also assured that the university would ensure academic and professional growth of the students.

Workshop on Indianpower sector

The Centre of Training and Placement Dr B R Ambedkar National Institute of Technology, Jalandhar, organised a workshop on ‘Indian Power sector- NTPC the game changer’. BP Singh, director (Projects) NTPC, delivered an interactive session on the power sector and role of NTPC in the growth of power sector in India. Speaker informed that NTPC is the largest power generator in India, third largest in Asia and tenth largest in the world and ranked sixth best company to work for in India. The power generation by NTPC has increased from 3,100 MW (1986-87) to 41,000 MW (today).

Seminar on curbing cheating

A district-level seminar by Punjab School Education Board, Mohali, was held under its Nakal Roko Abhiyaan at the Saint Soldier Group of Institutions which was presided over by KD Bhandari, chief parliamentary secretary of Punjab and Shruti Shukla, deputy director (Environment). The motive of the seminar was to make principals and parents aware and to help PSEB’s Abhiyaan for helping students retain good values. Shukla said, “We have to prepare appropriate environment in educational institutions to impart good values to students.”

Students shine

The result of MSc (Semester I to IV) was declared by GNDU on Friday. Vandita Sharma bagged the gold medal. She secured 1,643 out of 2,000. Chetan Sharma and Meenakshi Sharma also bagged the fourth and fifth position in the university by securing1,561 and 1,550 marks, respectively. Principal Dr BB Sharma congratulated the merit holders and staff members of the Mathematics Department.

Freshers’ party

Senior students of MBA and MCA organised a welcome party ‘Abhinandan-2013’ to welcome the freshers. The party started with a welcome speech by Era Bhalla of MCA fifth semester. Dr SK Sood (director, KCL-IMT) welcomed the new students to KCL-IMT family. Balbir Kaur (president, governing council) was the chief guest. A performance on ‘Punjabi Virsa’ was presented by the students of MCA (fifth semester) and MBA (first semester). They performed “jago” and danced on the tunes of traditional music of Punjab. Later, the students of MBA (first and third semester) presented “Bhangra” followed by modeling by the students of first semester of MBA and MCA.

Extension lecture

The Department of Physics and Electronics of Kanya Maha Vidyalaya organised an extension lecture on “Basics of Microprocessors”. The resource person was Er Nitika, Soni Department of Electronics and Communication, GNDU, Campus Ladhewali, Jalandhar. In her lecture she explained the daily life applications of microprocessors. She said it was the quality of taking decision and was used as an embedded system in various electronics appliances like washing machines, AC’s, etc. She also enlightened students about basic working of the microprocessors and in what way one microprocessor differs from other.

Eye care camp

The Youth Red Cross Society of Hans Raj Mahila Maha Vidyalaya organised an Eye care camp on the college campus. Eye specialist Dr Sawarn Singh was invited for the same. Principal Dr Rekha Kalia Bhardwaj accorded a warm welcome to the doctor and presented a bouquet and a memento. A large number of students were examined by Dr Sawarn Singh who addressed the complaints of students and advised them accordingly. In addition, he also gave numerous tips to students for general eye care and encouraged them to have a nutritious diet. He highlighted the need for an annual eye check up for everyone.

Softball championship

Kanya Maha Vidyalaya, Jalandhar’s Softball Team players Neeru, Manjinder, Amarjit and Manisha participated in the North Zone Softball Championship held at Parwanoo, District Solan (HP) which commenced on September 15 amd concluded on September 17 and won the first prize.

Picture caption contest

The Department of English of the Apeejay College of Fine Arts, Jalandhar, organised a Picture Captioning Contest on Friday in which around 80 students participated. The students were shown five pictures which they were supposed to caption in less than 10 words per caption. The competition tested the creativity and ingenuity of the students. The pictures were thought provoking and tested the sensitivity of the students on issues of deforestation, water pollution and cruelty against animals. The judges for the competition were Dr Sunit Kaur, Ms Amarjit Kaur, Dr Navjot S Deol and Mr RK Sharma. Also, the Department of Commerce of the Apeejay College of Fine Arts, Jalandhar, organised an “Ad-Mad Show” on Saturday in which 16 teams from various colleges took part. The competition tested the advertising and marketing skills of the students. The products advertised included slimming products, eco-friendly products, recycling products, insurance and banking products. The competition provided a vast platform for the students to enhance their creativity. The judges for the competition were Dr BK Sachdeva, Ramandeep Kaur and Dr Navjot S Deol. Principal, Dr Sucharita congratulated all the participants.

DPS wins accolades

DPS Jalandhar has been adjudged the best school in Jalandhar district, fourth in Punjab and an enviable 143rd rank in Pan India as per the findings of the ‘Education World’ magazine. ‘Education World’: The Human Resource Development Magazine conducted an annual survey of 5,779 schools country wide. A comparison between schools of various characters and compositions has been tabulated in a lengthy, all inclusive league table. Disclosing this, Chief Agriculture Officer, Kapurthala, Dr Manohar Singh, said the fair would be inaugurated by Dr Upinderjit Kaur, former Finance Minister of Punjab.

He also informed that the progressive farmers from across the district would also be honoured by the department. “The department will also organise an exhibition of straw chopper, which can help in dissuading farming community from burning paddy straw in fields, resulting in a heavy loss to the productivity of land as well as to environment,” he said. Woman gives birth to quadruplets

In a rare case, a woman from Kwadra village of Nurmahal delivered quadruplets at a private hospital here last evening.

Born out of natural pregnancy without intake of any medicine, the doctors have said that it was one in five lakh chances to conceive four babies at one go.

Of the four babies, two are female weighing 1.9 kg each. The male babies, however, are quite weak weighing 1 kg and 1.25 kg, said Dr Sumel Bath who did the caesarean section yesterday.

Rashpal Jakhu, father of the babies, said he was much relieved to see his four bundles of joy. “I am a little tensed about my babies being quite weak. They have been shifted to an incubator at a kidney hospital and need a lot of care,” he said adding that his wife Sweety was fine and recuperating.

Jakhu, a labourer, said he had been taking his wife to a Phillaur-based hospital for the past six months of pregnancy. “At that stage, we got to know that there are six foetus and we got really wary. We then decided to start her treatment from this hospital and became extra-cautious with timely checkups,” he said.

The couple lives in a joint family and is confident that the foursome would be well taken care of. “I just pray for their quick recovery,” he said.

Cancer screening camps on Sept 28-29

Special cancer screening camps will be held in the district on September 28 and 29.

A meeting regarding the issue was held at the Civil Hospital here, which was attended by medical officers and paramedical staff. Civil Surgeon Dr RL Bassan said cancer screening camps would be held with the co-operation of Max India Health Care in 22 districts of the state, as per which the camp would be held at the Civil Hospital, Jalandhar, on September 28 and 29.

Six gynaecologists, five medical specialists, five surgical specialists, four pathologists, four radiologists, 25 general medical officers, as well as doctors from Max Health care and Patel Hospital, Jalandhar, will be the part of the camps.

Pap smear, ultrasound, X-rays and other tests will be held at the camp for free.

Dr Bassan said confirmed cancer cases would also be referred to the specific hospitals to get benefits under the CM Punjab Cancer Scheme under which patients get free treatment of up to Rs 1.5 lakh.

He said for the success of the camps, a meeting of BEEs, LHVs and ANMs was held at the Civil Hospital on Friday.

The personnel concerned will be spreading awareness about the camps on the block and village levels so that patients who have doubts regarding the disease might take the tests.

District Family Welfare Officer-cum-nodal officer Cancer Control Programme Gurmeet Kaur Duggal said as many as 24,569 cancer patients were found in the state during the surveys conducted on the issue.

In the first phase of the cancer survey, as many as 8,179 cancer suspects and 1,777 cancer patients were identified. She said whichever cancer patients had remained untraced during the first phase of the survey they would be traced by the field staff and would be brought to these camps.
