Congress placates Birender, makes him HRD panel chief
New Delhi, September 5 In the reconstituted committees which came into force on August 31, Birender, a known baiter of Haryana Chief Minister Bhupinder Singh Hooda, has been appointed chairman of the department-related parliamentary standing committee on HRD by Speaker Meira Kumar. Birender replaces Oscar Fernandes as chairman of the HRD panel after the latter joined the Union Cabinet in the recent reshuffle while the former lost the race to a cabinet berth. The appointment of Birender comes close on the heels of Hooda aide Phool Chand Mullana being included by Congress President Sonia Gandhi in the five-member Party Manifesto Committee for Haryana amid indications of his retention as the state Pradesh Congress chief. The Haryana Congress dissident camp, led by Birender, has, however, been demanding a change of leadership in the state party unit. The development is being seen as a move to placate Birender, a Jat leader from the state. Interestingly, another rebel MP from Haryana - Rao Inderjit Singh from Gurgaon - has been retained by the Congress as its nominee to head the parliamentary standing committee on information technology. This despite Rao's recent demands that Sonia Gandhi's son-in-law Robert Vadra, among others, be investigated for bending rules to change land use in Haryana. This will be Rao's second term as head of the IT panel. Parliamentary standing committees are reconstituted every August 31 for a year. The new committees for 2013-14 were formalised by the Speaker today. With an eye on the general election next year, the chairmanship of another crucial parliamentary standing committee on industry has been given to JDU Rajya Sabha MP and party spokesman KC Tyagi. This committee was earlier chaired by Tiruchi Shiva of the DMK, a former ally of the UPA. Tyagi's nomination as chairman of the committee in the UPA quota is being seen as another attempt by the Congress to further cosy up to the JDU which is ruling in Bihar. Congress Vice-President and Amethi MP Rahul Gandhi, Congress MP from Rohtak Deepender Hooda and BJP's youth wing leader and Hamirpur MP Anurag Thakur have been renominated by their parties to the parliamentary standing committee on finance. Former Railway Minister Pawan Bansal has been made a member of the committee on home as per his request. Former Law Minister Ashwani Kumar has been made a member of the defence committee. Raj Babbar has been renominated chairman of the parliamentary panel on defence for another term. |

He said the nominated members of the Rohtak Municipal Corporation were Rohtak MP Deepender Singh Hooda, Rajya Sabha member Shadi Lal Batra, Chief Minister Bhupinder Singh Hooda, Rohtak MLA Bharat Bhushan Batra and Kalanaur MLA Shakuntla Khatak. Similarly,the nominated members of the Panipat Municipal Corporation were Karnal MP Arvind Sharma, Panipat(urban) MLA Balbir Pal Shah and Panipat(rural) MLA Om Parkash Jain. He said the nominated members of the Karnal Municipal Corporation were Arvind Sharma, Karnal MLA Sumita Singh,Gharaunda MLA Narender Sangwan, Indri MLA Ashok Kashyap and Nilokheri MLA Mamu Ram. Treat poor patients at discounted rates, Gurgaon hospitals told
Gurgaon, September 5 He also directed the Civil Surgeon to find out whether private hospitals were providing due relief to the patients from economically weaker sections and BPL families. As per the government policy, the private hospitals are duty-bound to provide treatment to the poor at very discounted rates. Vidyarthi asserted that the owners/managers of private hospitals would be told to send monthly reports to the district administration about the number of poor patients treatedand the concessions given to them. The Civil Surgeon said she would soon call a meeting of the heads of all private hospitals. “It will also be ensured that patients from the economically weaker sections and BPL families get the due benefits and treatment at concessional rates at these high-end hospitals,” she maintained. |
Sonepat residents throw stones at hotel
Sonepat, September 5 After receiving information about the incident, the police reached the spot and chased away the protesters, mostly youths, who were throwing out furniture of the hotel on the road. The hotel is owned by Vikram Rathi, son of former education minister Shanti Rathi. Deputy Superintendent of Police Balbir Singh said they had checked the hotel and nothing "objectionable" had been found out. He said they were investigating the case. Vikram Rathi said the incident seemed to be a "political conspiracy" against him and it should be probed by the police. Demanding action against persons who caused damage, he said the hotel had been leased out on contract to some other person. |
Many set to skip monsoon session
Chandigarh, September 5 Sher Singh Badshami, MLA from Ladwa along with INLD President Om Parkash Chautala (Ucchana Kalan) and Ajay Chautala (Dabwali), serving a jail term in the JBT recruitment scam, are currently on bail on health grounds. As there is a clear direction that these legislators will not indulge in any activity except for medical treatment, they are expected to be absent . Former Transport Minister OP Jain (Panipat-Rural) and former Chief Parliamentary Secretary Zile Ram Sharma (Assandh), facing arrest in a case pertaining to the alleged suicide of a former sarpanch of Kambopura village, have gone into hiding. Their bail applications are to come up before the Punjab and Haryana High court tomorrow. If granted bail, the two could attend the session. Kanda, who was arrested for abetting former air hostess Geetika Sharma’s suicide, had been granted bail till October 4 to attend the session. Since he faces the possibility of having his bail cancelled unless he comes to the House, he may not take that risk. The INLD is likely to raise slogans against Kanda to embarrass the government as he was a minister in the Hooda Cabinet before he was made to quit. Since Speaker Kuldeep Sharma has returned from his overseas visit, he will himself conduct the proceedings of the House. Panipat (Urban) legislator Balbir Pal Shah, who had submitted his resignation last month protesting “unfair and unequal development in the state” has since taken his resignation back, would also attend the session. Some Congress legislators are likely to raise the issue of “partisan development” in select districts of Haryana. But the government is ready to negate all such allegations. Though the session has been scheduled for three single sittings on Friday, Monday and Tuesday, it may be extended by one or two sittings. |

Yamunanagar, September 5 Local leaders of the political parties demanded that those who had assaulted BJP woman corproator Sangeeta Singhal and Vikas Kapoor, a known BJP supporter, in the Mayor's office, should immediately be arrested. The clash among the corporators over the sitting arrangement had resulted in thrashing of the woman BJP corporator and the BJP supporter, which was caught on camera by some mediapersons who were present at the time of the incident. Following this, the district police had registered cross-FIRs against three members of the BJP and the Congress but no arrests were made. However, the BJP was soon joined by the local leaders of the INLD and its alliance partner HJC and they started mounting pressure on the authorities to arrest the Congress men against whom the case had been registered. After holding a protest outside the SP's office yesterday, the three parties gave a call for a bandh in the district, which evoked a positive response as more than 90 per cent establishments were shut till 1 pm. It was only after senior officials of the police assured the leaders of the three parties that those booked would be arrested, the bandh was called off. However, till the filing of this report, the police had not confirmed any arrests. |
Kavita wins painting competition
Karnal, September 5 Hundreds of students participated in the painting competition which was organised for the students of class V to class X of schools in Indri on Save Girl-save Society, Preservation of Environment and Freedom movement. Kavita Saini of Government School, Bhoji, won the first prize, Arshdeep of the Government School bagged the second prize, Vishal and Anju of the Government School won the third prize. District Child Welfare Officer, Karnal, Amarnath Narwal, noted artist Deepak Majumdar and fine-art expert Virender, judged the paintings of all the participants. |
College lecturers cry foul over selection of awardees
Chandigarh, September 5 Lecturers said no intimation of reviving the awards had been given to the authorities of government colleges. They said no applications or recommendations had been sought either from lecturers themselves or principals. Instead, the Higher Education Department had constituted three panels to select the awardees from 2,500 lecturers on the basis of “personal experience” causing a lot of heartburn, they said. While some college teachers claimed complete ignorance about the awards being given away by the Department of Higher Education, others said they had accidently “discovered” that such the function had been planned. “There is a lot of resentment among lecturers of the state due to the way the awards were given away. A very wrong precedent has been set. The colleges were not even intimated that such a function was in the offing. The department ‘hand-picked’ its own jury members and awarded its own people. According to the information available, a couple of jury members are among the 10 awardees,” said Ashok Yadav, general secretary, Haryana Government College Teachers Association. He said the teaching community was irked with the department’s move of honouring a few “favourites”. He said there were only four lecturers among the 10 recipients. “While three of the awardees are working at the head office, three others are principals, out of which two have retired. We will hold a meeting soon to discuss the issue and hand over a memorandum to the Education Minister to express our displeasure over the manner in which the selection was made,” Yadav said. Principal Secretary, Higher Education, SS Prasad said the department had not interfered with the selection process. “Thee jury panels were constituted for lecturers, principals and office staff. Since they are all experienced insiders, they made the selection on the basis of personal information and criterion that no inquiry should be pending against the awardees and the annual confidential report should have no adverse remarks about them. We did not have time to intimate anybody or invite applications,” he said. Meanwhile, Governor Jagannath Pahadia, Chief Minister Bhupinder Singh Hooda and Education Minister Geeta Bhukkal honoured the awardees drawn from government schools and colleges of Haryana.

Chandigarh, September 5 While stating this here today, Chief Electoral Officer, Shrikant Walgad said the details of the voters could be obtained through SMS on mobile number-9215156503 or from the website www.ceoharyana.nic.in. He said any person whose name had not been entered in the electoral roll and who was not less than 18 years of age on the qualifying date of January 1, 2014, could apply to the concerned Electoral Registering Officers on form number 6 by October 4, 2013. He said the applicant had to attach two coloured passport size photographs along with age and domicile certificates. If the name of any person has been removed due to any reason from the rolls, he would have to attach the photostat copy of his previous photo identity card also. For removal of wrong entries and corrections, the applicant could apply with form number 7 and 8 respectively by October 4, 2013. For facilitating the common people, special campaign would be launched on September 15, 22 and 29 at the polling stations to receive the applications from the people, he added. |
Fight to restore quota in pvt school
Chandigarh, September 5 Satvir Hooda, president of the organisation, said the members of the organisation would meet the MLAs in Chandigarh during the course of the Assembly session and hand over a representation to them to oppose the government's "anti-people" decision to reduce the quota for the poor in private schools from 25 per cent to 10per cent. The MLAs would be urged to opposed the government's decision to reduce the quota whenever it came before the Assembly for discussion, he added. |
Sampat for more salary to cops
Sirsa, September 5 "I appreciate the commitment of the Haryana Police to maintain law and order in the state. The officers and men of the police force are doing their best to maintain peace in the state. They are on duty round the clock without proper rest, food and adequate facilities at their work places. They discharge their duties even during holidays and festivals while the employees in other government departments enjoy holidays and two weekly offs with their families," said Sampat Singh in his call-attention motion regarding the revision of salary and facilities of the police under Rule 73 of Rules Of Procedure and Conduct of Business in the Haryana Vidhan Sabha submitted to the Speaker. "Therefore, there is an urgent need to revise their salary to bring it on a par with their fellow policemen in Punjab. Besides, we need to build more housing facilities for them," the Congress MLA added. |

‘Send teacher promotion cases by Sept 10’
Chandigarh, September 5 While stating this here recently, a spokesman for the department said earlier also the cases of promotion of master or mistress and C and V teachers had been sought according to the new rules framed by the government. He said they had also been directed to issue a certificate saying that apart from the cases referred, no other such case of promotion of any senior teacher was pending in offices functioning under their supervision. If any such case found pending at their level and any court case or civil suit served to the department, in that case, the officer concerned would he held responsible and disciplinary action would be taken against the guilty. |

Suspected dengue claims another life in Karnal
Karnal, September 5
District Malaria and Dengue Officer Dr Rakesh Mittal said, “We have rushed our teams for spray and fogging in Jatho Gate, Karnal, where a case of suspected dengue death of Santi has come to notice”. He said out of 30 blood samples of suspected dengue patients, four had tested positive so far while the test report of three other suspected deaths were awaited. Till now, one dengue death had been registered in the district. As many as 1,014 cases of malaria, including 13 PF, have been reported in the district till September 4 which is less than the last year’s figure. During 2012, 1,751 malaria cases, including 25 PF, were reported up to September 4. The maximum cases have been reported in the Yamuna belt with Indri and Gharonda accounting for 386 cases and 258 cases. Mittal said free-test facility had been provided in 19 Primary Health Centres, six Community Health Centres and two General Hospitals in the district. Anti-larva spray, regular spray and fogging were being done and awareness campaigns being carrying out to inform the public about sanitation and cleanliness. |

Row over PhD admissions to business school
Hisar, September 5 Though the varsity has offered one seat in each department under the supernumerary category, it enrolled eight applicants in Haryana School of Business (HSB) of which three are the varsity employees, while there were no takers in most of the other departments. Following objections by a students’ body, the Vice-Chancellor had formed a probe panel to look into the matter while the department research committee (DRC) of HSB at its meeting held last week failed to clear the synopsis of the enrolled students which has come as a roadblock in their registration for the research. Mandev, president of Ambedkar Sabha, who is also a research scholar at the varsity, alleged that the enrolment in the PhD course smacked of favouritism and demanded an inquiry into it. He said while the varsity issued an advertisement and conducted entrance test for one seat, later seven more applicants were enrolled without following the due process of re-advertisement and also by ignoring the reservation policy. He further alleged that many enrolled students had pre-qualification experience which was also in violation of the rules of the varsity and the government which considered only the post-qualification experience in appointments. While Vice-Chancellor ML Ranga said he did not receive any complaint, Prof SC Kundu, director of the HSB and chairman of the DRC, termed the objections uncalled for. He said the varsity had offered PhD seats earlier this year which were over and above the sanctioned seats. “One seat was earmarked for the HSB but later on seven seats were increased with the permission of the authority”, he admitted, adding that there was no provision of reservation in the prospectus and even no candidate from reserved categories had applied for the course. |
Kanda’s Sirsa office abuzz with supporters
Sirsa, September 5 Gobind Kanda, the younger brother of the former minister, said he would reach Sirsa after 9 pm today. The family, according to sources close to them, has booked two chartered planes for bringing Kanda, his family members and some others to Sirsa tonight. After spending the night in Sirsa, Gopal is slated to leave for Chandigarh on Friday morning to attend a session of Haryana Assembly. Gopal represents the Sirsa seat in Haryana Assembly and he was a minister in the Haryana cabinet when Geetika Sharma, a former staffer of his now defunct MDLR Airlines, committed suicide holding him responsible for the step on August 5, 2012. The Delhi police had arrested him later that month. A Delhi court today granted him interim bail till October 4 for allowing him to attend proceedings of the state Assembly. Meanwhile, his supporters exchanged sweets at his office where his confidant received the workers. |

Plan to bring classes X, XII under RTE Act: Minister
Chandigarh, September 5 Bhukkal was addressing teachers and students during a cultural programme organised by the Higher Education Department on the occasion of Teachers’ Day at Panchkula near here today. She paid tributes to educationist and former President of India Sarvepalli Radhakrishnan. The minister said the government was already imparting free education from classes I to VIII to children in the age group of 6-14 years under the Act. She said apart from setting up various educational institutes, a four-year integrated course in education had been started at Prarambh at Jhajjar. The upcoming Haryana Institute of Teachers Training and Research at Jind would be a one-of-its-kind institute in the country, she added. Principal Secretary, Higher Education, SS Prasad and a number of teachers and students from different parts of the state were present on this occasion. |

Outsourced varsity staff end strike
Sirsa, September 5 He, however, said their agitation against the new outsourcing agency would continue as they want it to be brought directly under the university administration. Earlier, both the outsourcing employees as well as the contractor had lodged complaints against each other with the police, though no FIR has so far been lodged against anyone. Outsourcing employees of the university had proceeded on a strike on Tuesday accusing their new contractor of highhandedness. Some women employees had allegedly thrashed a manager of the agency, when he had gone to them for resolution of the matter. The employees had alleged that the contractor had threatened them by showing pistols and demanded Rs 10,000 each as security deposit. The manager of the outsourcing agency had denied the allegations. |
Road blocked after three killed in mishap
Bhiwani, September 5 The deceased were identified as Rajkumar Saini of Loharu and two women, Babita Devi and Koshalya Devi, hailing from Basirwal and Lath villages of the district. After the mishap, residents of Loharu resorted to road blockade on the Devi Lal chowk. Vyapar Mandal president Ratanlal Agarwal led the protesters and all shops were closed. The protesters also blocked the road at the accident spot in Kasni village and did not allow the administration to take the bodies for four hours. Kaithal: Two persons were electrocuted in Urlana village in this district today. According to information, Manpreet and Satpal were working in their field. When they were trying to pull out an electric motor from a tubewell pit, they were badly injured due to an electric shock. Sirsa, September 5 Daljinder Kaur was married to Pragat Singh in 2011. Her kin alleged that they went to Rania police station for filing an FIR after her death but the police refused. The police, however, said since the death had occurred at Rampur in Uttarakhand, where the woman had gone with her husband to meet a relative, the FIR could not be registered in Sirsa. Kaithal, September 5 Ashok Kumar of Tohana was going to Bandrana village with his family when their car collided with a school bus. While his wife Usha (52) died on the spot, he and his son Kannu (22) were injured. They were taken to a hospital in Kaithal for treatment. In another incident, Siya Nand, a welder of Hajwana village, was electrocuted this morning at his workshop. He was rushed to a hospital but he succumbed to his injuries.
