Two months on, district yet to receive funds from the state government

The precarious financial condition of the Punjab Government left over 56,000 primary and upper primary students in 426 government schools of Faridkot district without food today with the schools deciding to close the mid-day meal scheme.

As the state government did not release even a single penny in the last two months towards cooking expenses under the mid-day meal scheme in Faridkot district, the teachers and cooks in government schools today announced that they will not cook the meal and instead asked the students to bring their tiffins from tomorrow.

As no payment has been made by the education department for the purchase of cooking material since July 1, the teachers were contributing from their pockets to keep the hearths in the schools burning.

"As the outstanding liabilities accumulated to Rs 87,14,612 and even the teachers have not got their salaries for the last three months, it became difficult to continue the scheme," said Prem Chawla, convener of Teachers’ Joint Front, Faridkot.

Prabhcharan Singh, state manager, mid-day meal scheme, Punjab, declined to make any comment about the non-payment of cooking cost to the schools.

The cooking cost is Rs 4.65 every student per meal and it includes ingredients like pulses, vegetables, cooking oil, condiments and the cost of fuel besides wages.

“You better speak to the principal secretary , Education Department, Anjali Bhawra, the officiating DGSE. She will be in a better position to explain the financial condition,” said Prabhcharan Singh.

The principal secretary, Education Department, also made no comment about the non-payment of funds. Rather, she struck a defiant note saying the state government has enough funds.

However, sources revealed that last week, the principal secretary asked the finance department to clear the mid-day meal scheme dues but there has been no response from the department so far. Consequently, the education department in Faridkot got no response from the principal secretary though the department wrote her back to clear the pending dues failing which the scheme will come to a halt.

“We are hopeful of an early resumption of the mid-day meal scheme with the release of funds by the state government in a day or two,” said Ravi Bhagat, Deputy Commissioner, Faridkot.

As the mid-day meal scheme came to a halt, there is another problem that the government schools in Faridkot will face. While most schools already have an abundant stock of rice and wheat, in the absence of cooking and consumption of this raw material, there are high chances of it getting infested with worms in this season of high humidity.

Couple, 7-yr-old son drown as car slips into Gang Canal branch

All four members of a family headed by Subhash Bishnoi (38) of village Ruherianwali were feared drowned in a distributary of Gang (Bikaner) canal on Abohar-Hindumalkot-Sriganganagar road last night. Three bodies have been recovered so far.

Hanuman Bishnoi said his son Subhash along with the latter’s wife Renu alias Meenakshi had yesterday gone to Sriganganagar to pick up their sons, Aman (7) and Anuj (13) who were studying in different public schools there. As one of the two sons was not feeling well, the couple took him to a local doctor for treatment.

At about 8 pm, they left for village Ruherianwali but some eyewitnesses informed that the car had slipped into the LNG distributary of Gang (Bikaner) canal.

Preliminary investigation indicated that Subhash might have lost control over the Maruti car that he was driving and it slipped into the canal at about 9 pm.

Army and BSF personnel assisted by professional divers launched a comprehensive search operation at 11 am responding to the request made by Sriganganagar district administration and fished out the car along with Aman’s body about 200 meters away from the site of the incident. Later, Subhash’s body was also found.

While continuing the search on Monday, the rescue teams spotted Meenakshi’s body in the branch canal near village Kameenpura. Efforts to trace Anuj (13) are in progress.

Hindumalkot police station in-charge Jagdish Chander said a police team rushed to the site on getting phone calls from some farmers. The latter also joined in the rescue work.

The registration of a criminal case against advocate Mohinder Pratap Dhingra, former chairman of the Improvement Trust and also former president of the Municipal Council and district BJP unit, has triggered a row as the District Bar Association has come forward to take up the matter.

The advocates abstained from the courts, observed a complete strike today and met Senior Superintendent of Police (SSP) Surjit Singh Grewal to lodge their protest against the registration of a “false” case. Dhingra was booked under section 452, 323 and 34 of the IPC yesterday for allegedly assaulting one Mohan Lal of the TV Tower Colony on August 31.

According to official sources, Mohan Lal lodged an FIR with the city police yesterday in which he has alleged that Dhingra along with one Pardeep Kumar and two unidentified accomplices barged into his house at around 1 pm and beat him up as Dhingra had borrowed some money from him which he had demanded to be paid earlier.

Instead of returning his money, Dhingra and his companion assaulted Mohan Lal, the complainant alleged. On the other hand, Dhingra has denied assaulting Mohan Lal. He says he had gone to Mohan Lal’s house to resolve a monetary dispute between him and Pardeep Kumar.

“I have been implicated in a false case at the behest of the leaders of a political group," alleged Dhingra.

Meanwhile, the Fazilka SSP has ordered the SP (Headquarters) to enquire into the matter and present a report within five days.

The Bar Association has also constituted a five-member sub-committee to fight the case to seek “justice” for Dhingra.

The advocates have demanded the withdrawal of the case. “The District Bar Association would launch an agitation if the case against Dhingra is not withdrawn,” warned the president of the District Bar Association, Gurpreet Singh Sandhu. — OC

Cotton traders on Monday entered the new grain market to mark the beginning of the new season. Malkiat Singh of village Pakki Tibbi was the first to sell Narma cotton at Rs 5,121 per quintal while Sanjay Kumar of Rajpura sold desi cotton at Rs 5,201 per quintal.

Interestingly, there was no major difference in the rates offered at the opening of the season last year. In 2011, cotton crop in two dozen villages was damaged by drain water fury. This time, farmers in a dozen villages faced a similar situation. Since Powercom has enforced cuts ranging from 18 to 20 hours as its 220 KV grid station was submerged in Fattanwala village (Muktsar), the cotton ginning and pressing factories may not be able to start functioning this week. The owner of the factory Naresh Pal Bansal and president of the Arhtia Association Pramil Kalani said the Punjab Government will have to bring the tax structure at par with other states in north India to help the farmers and traders. — OC

SMO at Fazilka CHC dies of cancer

Leading orthopaedician Dr Ajay Narang (57), senior medical officer at Community Health Centre, Khui Khera, in Fazilka sub-division, died after protracted illness past midnight. He was suffering from cancer of colon for some time. Dr Narang was the son of veteran RSS leader Kashmiri Lal Narang of Abohar. His funeral was largely attended.

BJP state president Kamal Sharma, local MLA and Cabinet Minister Surjit Kumar Jyani, Dr Baldev Raj, Dr YK Gupta, civil surgeons and senior medical officers of of Fazilka and Ferozepur districts, prominent office-bearers of the BJP and RSS and people from all walks of life were present during the cremation.

Clinics and nursing homes in the town remained closed for half day as a mark of respect towards the departed soul. He is survived by his wife, two daughters and a son. His death was condoled by the Fazilka branch of the Indian Medical Association (IMA) besides other organisations.

Bundh built by Army saved villages in border dist from flooding

Fazilka, September 2
The Army claimed to have saved 10-15 km of area from being inundated during the recent floods by strengthening the Kanwanwali anti-flood bundh in Fazilka district. A communiqué released by the Army here today suggests that following the discharge of excess water from Hussainwala and Harike head works, villages like Mohar Jamsher, Bhaini Ram Singh, Mahatam Nagar, Jhangar Bhaini and Gulaba Bhaini were inundated.

However, the Kanwanwali anti-flood bundh area was able to withstand and restrict water from spreading.

Due to efforts made by the Army along with the civil administration, erosion of anti-flood bundh was brought to a halt by working over time till the situation stabilised in the last week of August. The residents of Shamsabad, Kanwanwali, Mauzam and Alamshah villages said they would have lost their standing crops and livestock had the bundh not been strengthened. — OC
