The Dehradun Municipal Corporation (DMC) will impose house tax on the basis of rental value. Self-assessment mode has been discarded to avoid any controversy and to abide by the instructions of Secretary, Urban Development, in this regard. For this, survey of the houses would be conducted in the next two months. Thereafter, parametres regarding imposition of tax would be finalised.

The premises of Uttarakhand Kranti Dal (UKD) were locked by the police today after both the factions of the party, led by Trivender Singh Panwar and Kashi Singh Aeri, clashed with each other. The police had to resort to
a mild lathi charge after which leaders and members of both the factions were taken away in separate police buses to Sidhowala jail.

Ironically, this unfortunate incident happened on the party's foundation day and death anniversy of state martyr Sridev Suman. Aeri faction was commemorating both these occasions at the party premises. Panwar

faction, too, reached the party premises after election of Trivender Singh Panwar as party president. The leaders and activists in the Panwar faction threw chairs and brought down the tent under which the programme, being attended by the Aeri faction, was going on. People from both the sides manhandled each other. The police rushed to the site with SP, City, Jagdish Chand, leading the charge.

All efforts by the police to pacify the agitating members failed and ultimately it had to use mild lathi charge to bring the situation under control.

Kashi Singh Aeri blamed Panwar and his activists, saying:" We were peacefully commemorating the party's foundation day and martyrdom of SriDev Suman when Panwar and his people barged into our tent and threw things here and there while beating us up. The role of the police has been dubious as it did not stop the procession of Trivender Singh Panwar from entering into the premises, despite fully knowing that their activists would fight with us. Policemen did not spare women activists and hit them with canes.''

Bahadur Singh Rawat said Panwar had brought goons from Brahmpuri slum colony. He said these ''drunkards'' misbehaved with women members and thrashed others.

Panwar blamed Aeri and his people for creating a ruckus and fighting with his people when they entered into the party premises.

In this battle between leaders, other members who had been associated with the party from the very beginning seemed hurt and aggrieved.

Former general secretary Shailash Guleri said:''The lifesize ego of party leaders finally finished the party. What can be more insulting than the two top most leaders and founders of the party, Kashi Singh Aeri and Trivender Singh Panwar, being pushed out of the premises by the police and taken away in police buses. This very premises of the party which will now be finally sealed will stand secluded. It has witnessed the process of party splitting several times.'' He said while regional parties in other states were either ruling or playing the role of a strong Opposition, their party, which played the most crucial role in the creation of the state, had shrunk into oblivion.

He sighed, saying that everything was finished now and all hopes of revival of the party had come to an end.

Panwar elected president of UKD faction

Trivender Singh Panwar was elected president of the Uttarakhand Kranti Dal (Panwar ) on the second day of the party convention in the city today. Members of the new working committee of the party were also appointed. Panwar said: “ The party has passed 20 different resolutions in the convention.

In resolutions, we have demanded removal of the present state government, construction in disaster-hit areas, waiving off loans of people affected by the calamity, acknowledging year 1950 as the cut-off date for permanent residentship, Gairsain as the state capital, resolution against BJP-Congress governments, development of backward and minorities, priorities to Garhwali/Kumaoni dialects, campaign against corruption, efforts to contain migration, transparent policy on quarrying, strong agriculture policy, health and education, industries and water policy.”

The state government should provide amenities around tourist sites because tourism was the economic backbone of the state. Facilities should be created on halting places in the state to maintain the sanctity of religious shrines. Hotel and restaurants should be opened as per the guidelines under eco-tourism. Local population should be encouraged to give facilities to tourists at their homes, so that their income sources can be increased. Panwar also stressed on the need to formulate an effective forest policy.

Door-to-door garbage collection in Mussoorie from August 1

The much awaited solid waste management programme will be implemented in the hill town of Mussoorie on August 1.

This was stated by Municipal Council president Manmohan Singh Mall at a meeting on the council premises here today. It was attended by people from all walks of life.

Dr RK Singh, MC health officer, informed the gathering about the plan of managing solid waste in the town. He said two NGOs, Shristi and SamDhristi, had been assigned the task of door-to-door garbage collection.

The programme aimed at improving public health and environmental quality in the town and increasing solid waste collection coverage from 50 per cent to 72 per cent and supporting sound solid waste disposal methods.

He said improvements would be made in the segregation of solid waste at the ward and town levels with an emphasis on waste minimisation, the provision of solid waste collection, transportation equipment and the construction of sanitary landfills in accordance with the Municipal Solid Waste Management and Handling Rules 2000. He said residents would have to pay user charges according to the designated categories under which domestic houses and small business houses would have to pay Rs 50 to Rs 150 according to their earning capacity. Three categories had been made for big institutions such as schools and hotels, where they would have to pay Rs 300 to Rs 500 per month.

The health officer said the existing Mohalla Swachta Samitis had been abandoned due to its failure to deliver and employees working under the samitis would be merged into the new system, where the MC would transfer Rs 3,000 (kept for the samitis) to the accounts of sanitary workers involved in door-to-door garbage collection in the town.

However, ward members, unhappy with the decision of abandoning the samitis, said without such samitis, monitoring would be affected adversely.

Mall said the solid waste management project would be funded by ADB and a detailed project project in this regard had been submitted to the department concerned.

Meanwhile, residents of the town have welcomed the move but have also expressed concern over the success of the project.

Among others present on the occasion were ward members, Jasvir Kaur and Anuj Gupta and president of the Mussoorie Hotel Association RN Mathur.

After taking charge, Sundaram gathered information from fellow officials about the damage incurred and relief assistance distributed to the victims of rain fury in the district. He also asked about the people from the district who went missing in the flash floods disaster. He also gathered information about the financial assistance distributed among them. He said: ''My first priority will be to provide financial relief assistance to the disaster victims and undertake construction work of the houses which got damaged in the district in the calamity. The grievances of the public will be undertaken in a rapid manner.

Short of IAS officers, state to seek staff from Centre

Faced with an acute shortage of IAS officers, the Uttarakhand government is planning to request the central government to send at least seven officers of the ranks of additional secretary, secretary and principal secretary.

The move has come at a time when the Uttarakhand government is faced with the enormous task of rebuilding areas damaged in the deluge last month.

The government is facing resistance from several IAS officers who are allegedly not ready to serve in the disaster-hit areas. Recently, two IAS officers -- Ranjit Sinha and Sachin Kurve -- had declined to serve on the post of relief commissioner (Gaurikund), citing medical and family grounds. While the government had zeroed in on CDO Sushil Kumar to go as relief commissioner for (Gaurikund), the District Magistrate of Dehradun volunteered to serve on the post.

"The government has to address the manpower problem immediately as the departments concerned would have to prepare detailed project report (DPRs) in consultation with the central government for carrying out reconstruction and rehabilitation. In the past, the state has been slow in preparing DPRs and implementing central schemes.

The concessions being offered by the central government are for this financial year and the government has to show alacrity in availing itself of the central assistance," said a senior official.

House tax to be on basis of rental value

The Dehradun Municipal Corporation (DMC) will impose house tax on the basis of rental value. Self-assessment mode has been discarded to avoid any controversy and to abide by the instructions of Secretary, Urban Development, in this regard. For this, survey of the houses would be conducted in the next two months. Thereafter, parametres regarding imposition of tax would be finalised.

It can be fixed as per circle rate or a formula by DMC. This decision was taken on the third and concluding day of the working committee yesterday.

The survey will start from the outer areas of the city and the new pockets which have not been included in the ambit of house tax till now.

Till the process is completed, which may take more than six months, the tax will be deducted as per the old rates fixed in the matter.

DMC also decided to undertake cases related to plot mutation.

It was after Mukhya Nagar Adhikari (MNA) got mutation of his plot done through DMC that the passage also opened for similar cases in future.

The mutation fee of Rs 1 per square feet was fixed for the plots. With this decision, DMC will earn huge revenue from plenty of plots lying without mutation in the area under DMC domain.

The commercial buildings such as wedding points, hospitals, malls, schools or other institutes which have not been brought under the purview of commercial taxes will be incorporated as well. The shops lying vacant

in various places, such as Race Course, Malviya Nagar and Kanwali Road will also be auctioned, but before that, regulations regarding their lease and rent will also be reviewed once again. Rental amount of old shops will also be reviewed, but before doing so, DMC will collect the dues from them, pending up to March this year as per the old rental rates. All the members of working committee were in favour of increasing the rental value by at least 10 per cent. On the issue of slum colonies, which are situated near and around rivers, Mayor Vinod Chamoli said: “We will send a proposal to state government to fix the width of rivers and the safe area around it where people are permitted to settle down so that DMC can impose house tax on these people. Those living besides this area will not be imposed house tax, otherwise they will become entitled to ownership rights and other facilities provided by DMC.” He said it was high time that the state government should settle this issue.

The development fund given to councillors every year was fixed as Rs 25 lakh each year. They would be given Rs 2 lakh each year to spend on emergency works, for which they would not need to go through any tender process or permission from any official.

Swami sees threat to Hindu shrines, calls for unity

Revered religious guru Swami Achhutyanand Maharaj has called on the saint community to get united as many cases of threat to Hindu religious shrines have come to light in recent times.

This call was made by Swami Achhutyanand during a meeting with saints of Bada Udasin Akhada here at Adbhut temple, where religious rituals related to Lord Shiva are being performed.

Swami Achhutyanand said that it was the duty of the saints to look into aspects that affected Hindu religion, culture and protection of their shrines.

Referring to the delay in commencement of worship and rituals at Lord Kedarnath shrine in Rudraprayag district, Swami Achhutyanand urged Uttarakhand government to speed up the clearing of the premises of the revered shrine. He said that as per Vedic rituals, the funeral rites of the people killed at Kedarnath shrine had still not been completed despite one month of the natural fury that struck the Himalayan state. The government should ensure rituals and worship got started at the revered Kedarnath shrine as soon as possible.

The government was presenting a different picture via media to the common public and viewer, but in fact a mass tragedy had occurred at Kedarnath shrine and the government was hiding the real facts, alleged Swami Achhutyanand. To gauge the present condition, Achhutyanand said that with permission a delegation of saints will try to visit the Kedarnath area and know the current scenario.

Bada Akhada Udasin's Kothari Mahant Mohan Das Maharaj lamented that the condition of many shrines of Hindus was in a neglected state in the country, which is a matter of great concern.

''Be it Hindu shrines, holy Ganga or cows, these are being neglected in today's society, for which saints need to take steps to revive the diversified Indian culture,'' said Mohan Das. The same call was made by Bada Akhada Udasin, Shahpur, Sheetlakheda Kothari and Mahant Jayendra Muni.

Rich tributes were paid to freedom fighter and social activist Sridev Suman on his 69th death anniversary under the aegis of Sadhbhavna social organisation in Mussoorie today.

A function was organised at Rama Devi Inter College where the chief guest on the occasion, MC president, highlighted the sacrifice made by Sridev Suman and the role played by him to end the feudal structure in Tehri.

He also planted saplings along with the students from Rama Devi Inter College to mark the occasion. A health camp was also organised for the students of the school on the occasion.

Manmohan Singh Mall, speaking on the occasion, said that the real tribute to the great freedom fighter would be when the saplings planted here survive and turn into huge trees in the near future.

The SDM Mussoorie, NS Dangi, and president of Sadhbhavna Gurcharan Chadda also shed light on the life of Sridev Suman and appealed to the students to learn from his life.

Anuj Tayal, principal of the school, speaking on the occasion, said that Sridev Suman not only took part in the Indian national movement, but also laid down his life fighting for peoples' cause against the imperialistic rule of Tehri dynasty.

Sridev Suman was born on May 25, 1916, in village Jaul Gaon of Bamund Patti in Tehri Garhwal. Suman, who lost his father Vaid Hari Dutt Badoni, at an early age, completed his primary education from Chamba. He later pursued his education in Dehradun.

Suman had a keen interest in Hindi and was a novelist, signs of which were evident when while studying, he published a book titled ''Hindi Bodh.'' Later, he wrote several books in Hindi and one in Garhwali language. At the tender age of 14 in 1930, when Mahatma Gandhi started the famous Salt movement, Suman, too, joined in. He was arrested and sent to jail for two weeks. However, he was released due to his tender age.

Impressed with Gandhi's mantra of non-violence, Suman tried to instigate feelings of nationalism and patriotism in the people of the hills. He established ''Gaddesh Seva'' movement for the uplift of people of the hills residing outside their native places.

Freedom fighter Shri Dev Suman, who led a record 85-day hunger strike against the then tyrant Tehri Garhwal dynasty, had died in 1944 in the Chamba prison.

Besides, Azad Hind Fauz Captain Laxmi Sehgal was also remembered on her first death anniversary.

Veteran UKD leader Uday Ram Semwal, who hails from Tehri Garhwal, said Shri Dev Suman was born in Jal Gaon village in Tehri Garhwal on May 25, 1916, and joined the independence movement when he was a teenager.

Students' joint panel announces to end stir

Dehradun, July 25
The Students' Joint Action Committee that has been undertaking an agitation at both DAV (PG) College and DBS College today announced to end its protest.

The decision was taken after Chief Minister Vijay Bahuguna assured students of looking into their concerns. The admission process at both colleges will begin from Monday.

A delegation of students today met the Chief Minister at the Secretariat today. Bahuguna gave them an assurance that self- financed courses would not be allowed to be promoted in the colleges.

He said from the next year, the examinations of DAV (PG) College and DBS College would be conducted by Sridev Suman University, Dehradun.

He said both colleges would be directed to conduct at least two sessions of classes each in morning and evening to accommodate more students. The Chief Minister also stressed on maintaining academic environment in the two colleges. Congress leader Saket Bahuguna is expected to reach DAV (PG) College on Monday and will formally announce to end the stir.

Students of DAV (PG) College and DBS College Dehradun have been resenting the start of evening courses alleging that these courses were being started by the management with a sole aim to earn profits.

Kasiga School enter semifinal

Kasiga School won its quarter final match against Kendriya Vidyalaya, Hathibarkala, 1-0 during the Hemwati Nandan Bahuguna Memorial Football Tournament here today.

Three teams, Gyatri Vidhyapith School, Haridwar, Marshal School and Kasiga School, have now registered their place in the semifinal.

The fourth qualifier for the semifinal will be decided from the winner of a match between Dehradun Football Academy and Kendriya Vidyalaya tomorrow.
