HUDA hikes land allotment rates
Chandigarh, July 25 In an apparent “anti-people” decision, the Haryana Urban Development Authority (IHUDA) has hiked rates for different categories of plots, including freehold plots and GHS - a development that would make housing virtually go out of reach of the “aam aadmi” in major cities. The hike in the rates, two to three times in the GHS, has been approved by Haryana Chief Minister-cum-HUDA Chairman Bhupinder Singh Hooda, a senior official told The Tribune here today. In Gurgaon, the highest rate per square metre for a freehold plot would be Rs 41,100 in Sector 27, the lowest would be Rs 9,100 in Sectors 44-47. The GHS would pay Rs 16,700 per sq m, while the lowest would be Rs 8,500 per sq m (for dwelling units up to 75 sq m). In Panchkula, the maximum rate is for Sector 26 with Rs 19,300 per sq m with minimum being Rs 10,500 for Sector 19. The Cooperative GHS will have to shell out Rs 11,000 per sq m in Panchkula — the lowest being Rs 7,600. The rates for Faridabad city in the National Capital Region (NCR) was slightly lower than Gurgaon with maximum rates for the GHS being Rs 16,500 and minimum Rs 6,100 per square metre. For freehold property in Faridabad, the rates varies from Rs 9,100 (Sectors 21-A, 44 and 47, 48 and 55) to Rs 17,900 (Sectors 14, 15, 16, 17, 18-A and 28). Interestingly, the maximum rate for GHS has been fixed for Kaithal at Rs 17,300 with chief minister’s home district Rohtak having higher rate of Rs 15,400 per sq m. Terming the decision as “anti-people” BK Sanghi, chairman of the Haryana Group Housing Federation, demanded the rollback of prices. HUDA came up with the GHS in 2005 when the land allotment rates for Gurgaon varied between Rs 4,000 to Rs 6,000 per sq m. For Panchkula, the rates were in the range of Rs 3,600 to Rs 5,400, while for Faridabad it was in the range of Rs 2,880 to Rs 4,320 per sq m. Meanwhile, the rate for major towns for freehold plots was as follows: Rewari (Rs 6,800 to Rs 13,200), Hisar (Rs 3200 to Rs 14300), Jind (Rs 3,400 to Rs 10,700), Karnal (Rs 8,200 to Rs 16,200), Panipat (Rs 6,000 to Rs 10,900), Rohtak (Rs 4,800 to Rs 13,100) Sonepat (Rs 8,300 to Rs 12,900). For the GHS, the new rates for Palwal were Rs 4500 to Rs 6,500 (earlier rate Rs 2240 to Rs 3360); for Rewari, Rs 3,600 to Rs 15,300 (earlier rate Rs 1,840 to Rs 2,760); for Panipat, Rs 4,000 to Rs 6,100 (earlier rate Rs 2240 to Rs 3,360); and for Sonepat, Rs 4,700 to Rs 13,100 (earlier rate Rs 2,240 to Rs 3,360). 4 take oath as HPSC members
Chandigarh, July 25 Officiating Chairman Badhana was made the full-time Chairman. He was the first to take oath. All members took the oath in Hindi in the presence of Chief Minister Bhupinder Singh Hooda. Of the four new members, Jagannath, Surinder Sharma and Dr Harinder Pal Singh come from the Congress. Their supporters were present during the oath-taking ceremony. While Sharma and Dr Harinder Pal Singh were office-bearers of the Sonepat and Palwal district units until recently, Jagannath is a cousin of union minister Selja. Though she was not present, Rajya sabha MP and her close aide, Ishwar Singh, specially attended the ceremony. An academician, Savita Tayal, who also took oath, is the wife of the Chief Minister’s confidant, ML Tayal. |
Clash in Barwala Tribune News Service
Hisar, July 25 Sukhbir Singh was SHO of Barwala police station when two groups clashed following a dispute over Wakf Board land in the town on July 15 in which three youths were killed. Sukhbir was also arrested for taking bribe from one of the parties to the dispute. A police spokesman said the accused SHO had been siding with one of the groups as he was known to its members, Sunder Badhawan and Mahender Kumar. They were also arrested in the case. They revealed that they had bribed the SHO for keeping the police away from the site. The SHO had even let off Sunder Badhawan and Mahender Kumar who were detained two days before the clash. The policeman, who was already behind bars in a corruption case, was produced in the court today which sent him in 14-day judicial custody. |

New Delhi, July 25 “It is apparent that the ASJ (Additional Sessions Judge) unjustly admitted into evidence the confessional statement made by the petitioner (Chadha) and illegally put the burden to prove the same on the co-accused (Kanda) and the petitioner which is not permissible. “The ASJ fell into gross error in framing the charge under Sections 376/377 (rape and unnatural sex) against the co-accused GGK (Kanda) which cannot be sustained. Since no charge against co-accused under these Sections could have been framed, the petitioner could not have been guilty of abetting these offences,” Justice GP Mittal said. The verdict, which came on the plea of Chadha, referred to her statement to police and held that except the disclosure statement, there was “not even a shred of evidence” to show that Kanda sexually exploited the victim and Chadha abetted in the commission of these offences. “Apart from the supplementary disclosure statement of the Petitioner AC (Chadha) there is nothing to indicate that co-accused GGK (Kanda) had illicit relations with X (victim) or that she had multiple pregnancies... “All the more, there is not even a shred of evidence to indicate that co-accused GGK committed sexual intercourse with deceased X or had carnal intercourse against the order of nature with her or that the same was against her (the deceased) will or without her consent or that the petitioner facilitated in any act of rape or unnatural offence alleged to have been committed by GGK," the court said. “...the petition is partly allowed to the extent that the framing of the charge for the offence punishable under Section 376/109 and Section 377/109 IPC is set aside,” it said. — PTI |

Chandigarh, July 25 Justice Paramjeet Singh granted additional time after taking up a communication from the special CBI judge. He was seeking extension of time to decide the issue. In his letter, the special CBI judge requested the High Court to extent the time as some of the parties were yet to complete their arguments. The High Court on July 11 had set a 10-day deadline for the CBI special court at Chandigarh to decide the issue. The development is significant as the CBI had filed the final report under Section 173, CrPC, or the charge sheet against Justice Yadav in March, 2011. But the issue of framing charges remained pending. The deadline comes just about a week after the Supreme Court dismissed her plea for review of sanction granted for her criminal prosecution in 2008. |

Bhiwani rape case: Teachers raped victim for months, got her aborted
Bhiwani, July 25 The police has booked the two teachers as well as the two women under Sections 313, 376-D and 506 of the IPC and Section 6 of the Protection of Children from Sexual Offences (POCSO) Act. Rafiq (48), a JBT teacher, and Vinod (25), a PTI teacher, used to rape the girl by threatening her to strike off her name from the school rolls. They also used to allegedly threaten her that they would not allow her to get through the examination. The hapless girl, who had been suffering silently, became pregnant in March this year. Sources said when the teachers came to know about the fact of pregnancy on March 28, they stopped marking the girl’s presence in the attendance register in a bid to prove their innocence. Later, the teachers allegedly took the services of ASHA worker Nirmala and ANM Sunita for the girl’s abortion. The girl developed a lack of interest towards going to school. When the parents inquired why she was reluctant to go to school, the 14-year-old revealed to her parents that the two accused had been sexually assaulting her for long. For several months, the girl’s parents did not reveal the matter to anyone, fearing humiliation. However, the girl’s father revealed the matter to the village sarpanch, who talked to some other prominent villagers. Hisar: The police today arrested a youth on the charge of raping a minor girl in New Mahavir Colony here.The police recovered the girl near Dabra Chowk here yesterday. The police said Sunil, alias Sonu, was arrested and produced in the court which sent him in judicial remand for 14 days. The accused had lured the girl, residing in his neighbourhood in the same locality, on July 18 and took her to different places in Rajasthan. The girl’s medical examination confirmed sexual assault. |

Gurgaon, July 25 Trade union leaders were addressing a rally organised by the Trade Union Council, a joint body of trade unions of the Gurgaon-Rewari industrial belt, to mark the eighth anniversary of the police lathi charge on protesting Honda workers in Gurgaon. “We are not against the setting up of indigenous or foreign factories, companies and manufacturing facilities. But the government has to ensure the basic concerns of workers employed in industrial units as well as the implementation of labour laws,” said Gurudas Dasgupta, general secretary of the AITUC, while addressing the rally. AITUC secretary DL Sachdev, AITUC Haryana president Baldev Ghanghas and CITU Haryana general secretary Satbir Singh also addressed the rally. The workers’ leaders submitted a memorandum of their demands to the district authorities. The demands include release of Maruti workers jailed after violence at the company’s plant in Manesar, reinstatement of the illegally dismissed workers, a high-level inquiry into the entire episode, withdrawal of police cases against workers and Rs 15,000 as the monthly salary of workers. |
Iron pills: 50 kids taken ill in Rewari
Rewari, July 25 While the seriously ill eight children have been admitted to the trauma centre here, the remaining ones were being treated at the Primary Health Centres at Khol and Siha villages. Sunil Kumar, officiating head teacher of the school, said soon after the iron pills were given to the children as per instructions of the higher authorities, the children started vomiting and complained of loose motions as well. Faridabad: Six children of a senior secondary school here were taken ill after consuming iron tablets They were rushed to the BK Civil Hospital here by the principal. They complained of headache and dizziness. While three of them were discharged soon, the others, Mamta (10), Sonam(12) and Chinki (16), are under observation. Sonepat: Sonepat MLA Kavita Jain has demanded an inquiry into the purchase and quality of the iron and folic acid tablets, stating that thousands of students have been taken ill across the state after consuming these tablets. Jain today said the issue could not be taken lightly by saying that the problem was due to weakness among the students. “There is a lack of coordination and planning between the health authorities and teachers and innocent children and their parents are becoming victims in this exercise,” she alleged. Karnal, July 25 A case of murder was registered against 13 persons, including the village sarpanch on the complaint of cousin of the deceased Pradeep, who had alleged that on August 26 when he was coming back from his shop around 8pm,he saw Om Bir and Ravinder, who were drunk, attacking his brother near the panchayat ghar, while some others, armed with lathis and swords joined them in beating up his brother. |
