While declaring the missing persons hailing from 18 states as presumed dead officially after July 15, the government will start disbursing ex-gratia aid to the kin of missing persons from tomorrow. The kin of 57 state government employees, who went missing in the Uttarakhand floods, will be disbursed ex-gratia relief.

Avadhesh Kumar Chowdhary has been elected president of the Volleyball Federation of India. At present, he is president of the Uttarakhand Volleyball Association. At present, Jakhar is general secretary of the Rajasthan Volleyball Association.

PNB ATM catches fire
DEHRADUN: A Punjab National Bank (PNB) ATM at Transport Nagar, Dehradun, caught fire on Monday. The PNB ATM was found ablaze in the afternoon. Fire extinguishing officials rushed to the spot and it took two fire engines to douse the flames. However, the entire ATM booth had been burnt by then. The police is investigating the reasons behind the fire. — TNS

Hanging between hope and despair post natural disaster, the ordeal of victims whose family members have gone missing seems to have now begun. With the government presuming missing persons dead after July 15 and ready to disburse ex gratia, family members of the missing persons are not ready to give up on their kin.

"The names of my parents, Badri Prasad and Vidyawati, figure on the list of persons rescued from Rudraprayag provided by both the UP and Uttarakhand Governments. But they have not reached home yet. I do not need relief but a reassurance from somewhere that my parents are alive," said Sunil Dubey, a resident of Amethi, Uttar Pradesh.

Accompanied by his brother, Anil, he gets strength from the fact that his distant relatives from Amethi had seen the couple at Rudraprayag on June 30. "I will now go to Gauri Kund to look for them," he said.

Similarly, Abhishek Shukla from Amethi, is still hopeful that his mother Chandravati and father Shiv Pratap would return home. "The people from our village who were on the Char Dham yatra had seen them but they did not return home," said Shukla.

Hailing from lower-middle class families, some have even borrowed money to extend their stay in Dehradun in the hope of finding some clue to the whereabouts of members of their family, but to no avail.

"Family members of the missing are extremely traumatised. It is unlikely they would even be able to close this chapter. In these circumstances, it is difficult to come to terms with the loss and give up on them. Most would continue to search for them," said Pratibha Sharma, a psychologist at Doon Hospital.

Sachin Gupta has come all the way from Sitapur in Uttar Pradesh in search of his brother Ashish Gupta. "I had held talks with my brother on June 16, but afterwards there has been no word. Our parents are long dead. We brothers had consoled each other at their passing away. Fate has struck again and today I am searching for my brother. The relief has no significance for me. I wish the authorities had at least provided some clue about him," said Sachin.

Distribution of relief begins today

While declaring the missing persons hailing from 18 states as presumed dead officially after July 15, the government will start disbursing ex-gratia aid to the kin of missing persons from tomorrow. The kin of 57 state government employees, who went missing in the Uttarakhand floods, will be disbursed ex-gratia relief.

“We will not abandon our search for the missing persons, but the disbursement of ex-gratia amount of Rs 5 lakh will be handed to the kin of the missing persons on submitting the affidavits and indemnity bonds,” said Chief Minister Vijay Bahuguna today.

While speaking to mediapersons, Bahuguna said ex-gratia cheques would be disbursed tomorrow to 57 state government employees who went missing in the Uttarakhand floods .

According to the Uttarakhand government, around 5,748 persons had gone missing, out of which 924 persons belonged to the state and the rest to other states.

“The ex-gratia aid to the families of the missing persons hailing from other states would be disbursed through the District Magistrates of that particular district from where the person hails. The officials from other states have come up with their own lists of missing persons, which is being tabulated with the list that we have ,” he said.

For claiming the ex-gratia relief the families of missing persons would have to submit an affidavit and the indemnity bond.

“The indemnity bond filed by the family members would state that in case the missing person resurfaces, the family members would return the ex-gratia relief amount without interest,” said the Chief Minister.

Further the Chief Minister said as the state government had decided to adopt children who lost their family members in the floods, a joint fixed deposit account would be opened in the name of the orphan child and the government officer.

On the issue of payment of life insurance policy amounts to families of persons, who have gone missing and are being presumed dead, the Chief Minister said: “The Union Ministry of Finance is examining the issue and will issue directives in the coming days,” he said.

The Chief Minister said all reconstruction activity in Kedarnath would take place after holding consultations with the experts from the GSI and ASI. “Along with establishing alternative routes for Kedarnath, we will also establish a ropeway between Gorikund and Kedarnath. The emphasis on cable car network will be done only after seeking experts views,” he said.

DMC to tax ads shown during movie intervals at cinema halls

The Dehradun Municipal Corporation (DMC) is going to levy tax on advertisements shown during interval in movies at cinema halls or on local cable TV channels. Mukhya Nagar Adhikari (MNA) Ashok Kumar said, “It is within the power of the DMC to charge tax on advertisements shown during interval in movies at cinema halls or on cable TV channels throughout the day. Advertisements pasted or run on flash boards in shopping complexes will also be brought under the purview of the tax after due consideration.”

Ashok said other modalities regarding the category of tax, duration of an advertisement, timing of airing an advertisement in case of cinema halls or cable TV channels and the size of the advertisement in shopping complexes would have to be evaluated. More suggestions were being received. Sahayak Mukhya Nagar Adhikari Harsh Vardhan Mishra has been entrusted with the task of framing the guidelines in this regard. Mishra said he was almost ready with the blueprint of the guidelines but was yet to discuss some finer points with the MNA to finalise it.

Mayor Vinod Chamoli, who is normally in disagreement with the MNA’s decisions, was seen standing by him on the issue. He said, “A proposal regarding levying of tax on advertisements shown in cinema halls or in between programmes on local cable TV channels was passed at a board meeting long ago, but none tried to implement it. It is a welcome step though it should have been taken long ago. It will certainly help the DMC in earning more revenue and improve its financial health.”

Model study of Ganga will be conducted, says Harish Rawat
Vast changes noticed in its flow following recent flash floods

Union Minister for Water Resources Harish Rawat said that in the wake of the recent flash floods and changes in the normal course of the flow of Ganga, a model study will be conducted of the holy river Ganga on the lines of the study carried out earlier of Brahamputra river.

Harish Rawat ,while on a tour of flood-affected areas of the district, speaking at Damkoti guest house, said that varied changes were being noticed in the natural flow of the Ganga, it's embankments and it's course, particularly since the last month’s natural fury in Uttarakhand.

Haridwar parliamentarian pointed that be it hill reaches or lower plain areas of Garhwal division, vast change was being noticed in and around the river flow of the Ganga, which will come out clearly during the model study.

Also, this will pave the way for the government to plan effectively to ensure in future minimum impact occurs during monsoon season.

Adding further he cited the impact on the banks of river Ganga, which got washed away, particularly bridges, which are the connecting structures of the region.

“We need to arrive at specific points on how to make bridges and other structures on river Ganga and it's tributaries safe from the impact of flash floods. As these bridges are the connecting lifelines of the hill region, we need to give priority in ensuring safe technology while constructing new ones and also adding on to the existing ones,” said Rawat, while sharing his inspection tour of the affected areas.

On the Chief Minister Vijay Bahuguna’s announcement of reopening of three shrines of Char Dham pilgrimage, Rawat said that ''we need to work fast to give the right message that Uttarakhand has learnt quickly and effectively.''

Providing safer and easier pilgrimage to the upcoming pilgrims will give the message that Uttarakhand is safe and normalcy has been restored,” said Rawat.

Taking up the issue of Rs 187 crore money remaining due on the sugarcane mills, Harish Rawat said that in this regard he recently met CM Vijay Bahuguna who assured him of providing loans to the sugar mills so that farmers got their dues at the earliest.

“Sugarcane crops got washed away in Haridwar district owing to heavy monsoon rains and flash floods. Chief Minster Vijay Bahuguna has assured me of bringing this issue in the Cabinet meeting and has made it clear that he understands the woes of the farmers,” said the Union Minister.

River continues to be pure and pollution free: RKM founder

Apart from the sheer impact of the natural fury in the state, the misconception among people about the purity of the holy Ganga river in the current scenario, owing to flash floods, is also majorly responsible for fewer turnout of pilgrims to the city of Haridwar.

Low turnout of pilgrims and tourists to Haridwar has impacted thousands of teerth purohits, traders, hotel-resort owners, transport operators and small-scale traders who rely on the seasonal Char Dham Yatra season for their livelihoods.

This was stated by former legislator and founder of social outfit Rashtriya Krantikari Manch, Ambrish Kumar, who today demanded from state government to publicise nationwide about the misconception related with the holy Ganga river water.

Addressing a media brief, Ambrish Kumar said that since ages the Ganga has been regarded holy and it's water is scientifically proved to remain pollution free for years. But due to the recent flash floods in Uttarakhand, constant images being printed by newspapers and flashed by news channels and misconception that hundreds of bodies have been found in the Ganga, pilgrims and tourists are apprehensive to visit the state and the pilgrim city of Haridwar.

“The state government should come forward and defy all these misconceptions about the holy Ganga and the impact of the natural fury in Haridwar. The Ganga is the main identity of Haridwar city. It provides employment to lakhs of people and revenue to the government. The government needs to direct nodal agencies like Pollution Control Board, IT and other agencies to take samples of water of the Ganga and publicise it so that one knows the real truth,” said Kumar, who was named best legislator in Uttar Pradesh Assembly in 2000.

Citing the huge loss of agricultural land and crop in Haridwar district, owing to floods in lower reaches of Lakshar and Khanpur, Ambrish pointed out that just Rs 10.000 per hectare was being given as compensation to the peasants, which was quite insufficient.

While social activist Murali Manohar demanded legal quarrying at Ganga river embankments as it had the paved way for exorbitant cost of building materials, at the same time it posed a threat to the catchment areas along side Ganga river.

Youth ward councillor Aman Garg said that if the state government and industrial corporates did not adhere to 70 per cent reservation for denizens of Uttarakhand in SIDCUL-based jobs, from August 14 onwards they would be staging a protest at Roshanabad-based SIDCUL employment office.

Proposal to abolish hospital dental wings comes under fire

Dentists owing allegiance to Provincial Medical and Health Services (PMHS) resented the Department of Health and Family Welfare's proposed move to abolish the dental wings at Coronation Hospital and Community Health Centre (CHC) at Raipur.

As of now, one post each of dental surgeon has been created at both the dental wings at Coronation Hospital and CHC, Raipur, but if the government goes ahead with it' move to abolish the wings, the posts of dental surgeon would be reduced.

''After approving the structure of 105 dentists in the state since the one-and-a-half-years ago, the government has not implemented the service rules. This has led to an impasse and the separate structure for dentists has not come into place. Now the government is planning to get rid of the dental wings functioning at Coronation Hospital and Raipur CHC,''said Dr Sunil Srivastav, general secretary, Provincial Medical and Health Services (PMHS). Earlier there were plans to even abolish the dental wing at Combined Medical Institute, Premnagar, but now in the latest proposal the wing does not figure.

Earlier, the tournament was inaugurated by the guests of honour, Anish Kinda and Michal. Anish Kinda is an ex- professional football player from the United Kingdom. Anish is now a top coach in the United Kingdom and works to promote youth football across the world. Michal is also a former coach of the Arsenal Soccer School, England.

In all 12 teams are participating in the tournament, which will be played on a league-cum-knockout basis.

Avadhesh Chowdhary is chief of v’ball federation

Avadhesh Kumar Chowdhary has been elected president of the Volleyball Federation of India. At present, he is president of the Uttarakhand Volleyball Association. His election took place unanimously at the Volleyball Federation of India meeting held in Chennai yesterday. Further, Ram Avatar Singh Jakhar has been elected general secretary. At present, Jakhar is general secretary of the Rajasthan Volleyball Association.

The elections were held under the supervision of IOA observer Virendra Nanavaty and Former Chief Justice of the Madras High Court Krishnan.

As of other office-bearers, Murugan has been elected chief administrator, Rajkumar executive vice-president and Ratan Rai Chowdhary treasurer.

Members of the Uttarakhand Volleyball Association have expressed happiness over the election of Chowdhary as new president of the Volleyball Federation of India.

Process of relocation of victims begins

Dehradun, July 15
The district administration has begun relocating people living in vulnerable spots near rivers or other regions of the district.

District Magistrate BVRC Purushottam said people who lost homes in the torrential rains or those who shifted from unsafe places had been provided temporary lodging and food facility. He said around 240 persons were relocated from THDC and banks of Bindal river and shifted to a shopping complex at some distance and provided food. Similarly, around 635 persons of 55 families of Haripur area were safely relocated to the office of the Block Development officer and panchayat premises.
