Drastic fall in temperature as heavy rain lashes state

Uttarakhand's capital Dehradun today experienced widespread rain, bringing a drastic fall in the temperature level.

While the rain made the weather pleasant, it also exposed Dehradun Municipal Corporation's preparedness for the coming monsoon. Several roads of the city were water logged and water even entered houses in some localities. Power supply was also disrupted in a number of places in the city. Drains could be seen overflowing due to lack of cleanliness. A large number of potholes emerged on the key arterial Gandhi Road of Dehradun in today's heavy rain.

As of other parts of Uttarakhand, heavy rain was also experienced at Uttarkashi and Rudraprayag districts of the state. Gangotri highway was closed due to landslides, leaving number of pilgrims stranded. A large number of pilgrims had come to Gangotri as part of Char Dham Yatra.

Meanwhile, Met officials have forecast heavy rainfall at isolated places in Garhwal region of the state during the next 24 hours. Dehradun Meteorological Department's Executive Director Anand Sharma said those going on Char Dham pilgrimage need to take adequate precautions from rains and cold weather conditions. He advised them to carry raincoats and woollens.

On the other hand, Uttarakhand wildlife authorities have closed Corbett National Park, taking into account heavy rains in the Kuma on region of the state. Corbett usually closes for monsoons on June 15, but heavy rains in the region forced the authorities to close it earlier.

Protest march by Bhojan Matas

In support of their demands Bhojan Matas owing allegiance to the Uttarakhand Bhojan Mata Kamgaar Union today took out a march from the parade ground to the Secretariat.

Despite a downpour, scores of Bhojan Matas from all across the state collected at the parade ground and marched to the Secretariat where they were stopped by the police. Undettered, the Bhojan Matas raised slogans against the government.

The members are demanding recall of Bhojan Matas who had been arbitrarily dismissed from jobs in some districts, revocation of the government order issued on August 14, 2012, by the government of Uttarakhand and increase of honorarium.

“The Bhojan Matas have started receiving honorarium for the period of 10 months. Such a practice is aimed at harassing the Bhojan Matas,” said Hema Tiwari, president of the (Kumaon unit) of the sangthan.

The members later submitted a memorandum addressed to the Secretary, School Education Manisha Pawar.

CS tells officials to form teams to identify forest dwellers

Uttarakhand Chief Secretary Subhash Kumar today in Dehradun presided over a meeting of monitoring committee linked to implementation of Forest Rights Act in the state.

He directed his subordinate officials to form mobile teams to identify forest dwellers in the state and asked for seeking assistance from voluntary organisations to complete the task.

The Chief Secretary also sought removal of obstacles towards speedy implementation of Forest Rights Act in the state. He said the Forest Department, Revenue Department and the Social Welfare Department need to have excellent coordination.

Referring to Van Gujjars' rehabilitation, Chief Secretary Subhash Kumar said the rehabilitation must be done promptly. He said community rights must also be provided to the van panchayats in the state.

Uttarakhand Principal Chief Conservator of Forests RBS Rawat, Additional Secretary, Forests, Manoj Chandran, District Magistrate, Dehradun, BVRC Purshottam, District Magistrate, Nainital, Arvind Singh, District Magistrate, Tehri, Nitesh Jha, District Magistrate, Pauri, Chandresh Yadav, were present at the meeting.

Ajay Joshi, SP, Power Corporation, was transferred as SP, Chamoli, in place of P. Renuka Devi, who was given charge of SP, Power Corporation.

Dehradun, June 13
The Dehradun Municipal Corporation (DMC) continued with its drive to remove encroachment from footpaths along city roads and in markets for the fourth day today.

The anti-encroachment drive was carried out from Clock Tower on the Chkarata road of the city. The DMC staff seized goods of vendors who were illegally occupying footpaths.

Some of the vendors tried to resist the drive but were prevented by a strong police contingent accompanying the municipal staff. The municipal staff also demolished some illegal constructions on footpaths.

The DMC is carrying out the drive on the direction of the Nainital High Court, which had taken a serious note of such encroachment on public places. It had directed the DMC to act tough against defaulters.

Doctors to go on strike tomorrow
Reject Clinical Establishment Act

Rejecting the Clinical Establishment Act that is to be implemented in July, private doctors and members of Indian Medical Association (IMA) have decided to go on a one-day strike on June 15.

Addressing a press conference today, DD Choudhury, Secretary of Indian Medical Association (state), said the doctors totally opposed the Act as it will prove death- knell to the private practioners who are operating from small clinics and nursing homes.

''The clinical establishment which will come into effect from July has not been properly studied by the government. It will be a body blow to the unique relationship that exists between a family physician and the patient in favour of corporate hospitals. To voice our protest, we will go on one- day strike on June 15,'' said Choudhury.

He criticised the Central Government for imposing the Act on the state that is already reeling under acute shortage of doctors. ''As health is a state subject the Uttarakhand government should not be forced into adopting the Act. Instead of bulldozing states into adopting the Act, the Central Government should have focused on providing free health insurance for all,'' he said.

Rakesh Kalra, chairman of the committee on Clinical Establishment Act, said the Act was half baked and will only force private doctors to leave the state en mass. He said on June 18 a meeting of the IMA doctors would be held to chalk the future course of action.

Union Minister for Sports and Youth Affairs Jitendra Singh today said his ministry would launch Rajeev Gandhi Khel Abhiyan to tap sports potential in the country.

Addressing a gathering after laying the foundation stone of a hockey astro turf at Maharana Pratap Sports College, Dehradun, Singh said Rajeev Gandhi Khel Abhiyan scheme entailed providing Rs 15 crore to every district of the country, to be utilised to identify sports talent in that district.

“This identified talent will be further groomed and trained in the concerned sports discipline in order to make them competent to fight at the international level competitions,” he said.

Referring to Uttarakhand, he said a Sports Authority of India’s centre would be started here so that international competitions could be hosted in the state.

Garhwal MP Satpal Maharaj said the hockey astro turf would help in promotion of hockey in the region. State Sports Minister Dinesh Aggarwal said an international cricket stadium was being constructed in Dehradun. Raipur Dehradun MLA Umesh Sharma also addressed the gathering.

The hockey astro turf would come up at a cost of Rs 7 crore.

Jitendra Singh also laid the foundation stone of a synthetic track and other infrastructure at the Maharana Pratap Sports College.

Later, interacting with mediapersons, he said stern sports laws would be prepared within a month. He said the laws would ensure transparency in the conduct of sports activities, particularly in the aftermath of match-fixing expose in the game of cricket. The new norms, approved by International Olympic Committee and linked to age and tenure of Olympic associations of various states, would be implemented at the earliest, he added.

Governor's Cup Golf Tournament from today

The Eleventh Governor's Cup Golf Tournament will be inaugurated by Governor Aziz Qureshi at Raj Bhavan in Nainital at 9 am tomorrow.

The Governor said the main objective of his annual event was to make available one of the best golfing sites to golf lovers and establish Uttarakhand as an excellent golf tourism destination. He added this would boost the economy of the state.

The 18-hole golf course at Raj Bhavan is spread over 20 acres.

Secretary of the Raj Bhavan Golf Club Major PPR Chaudhary and organiser of the tournament Col Pradeep Goyal said till now, more than 100 entries had been listed and the number would increase by tomorrow. Local youth are being given the opportunity to participate.

Col Goyal said the players had been divided in four categories -- the super seniors category will have golfers above 71 years, the general men's category less than 70 years, juniors less than 17 years and the women's category has been kept open.

Prizes will be given for the best net, long drive, maximum buddies and ladies putting. Col Goyal said the tournament was being organised for three days due to its growing popularity. The main sponsors, like last year, are the Uttarakhand Tourism Development Corporation and Oil and Natural Gas Commission (ONGC).

Conference on green norms for small hydro projects

Government officials, academicians, private entrepreneurs and representatives of Non Government Organisations from across Uttarakhand are expected to attend a conference on green norms for small hydropower projects tomorrow. The conference is being organised by the New Delhi-based research and advocacy body Centre for Science and Environment (CSE) at the National Forest Library and Information Centre in Forest Research Institute.

According to Souparno Banerjee of the CSE, small hydro power, which is becoming popular in Uttarakhand, is looked upon as an environmentally benign, green energy source. However, a CSE analysis shows it can have severe environmental impacts. The absence of environmental regulations or norms to check these impacts is exacerbating the negative impacts. ''What this means for the state of Uttarakahnd is that the state might be losing large tracts of its pristine environment to the practice of a technology which is touted as eco-friendly,'' Souparno said.

India is building small hydropower plants at a rapid scale. As of March 2013, there were around 1,000 SHP plants having an installed capacity of more than 3,600 MW. Another 2,100 MW of installed capacity is being planned in the 12th Five Year Plan period.

A recent analysis by CSE shows that these relatively ''greener'' plants have environmental impacts, especially when they are set up in ecologically sensitive areas. India has no significant environmental norms for the SHP sector, said Banerjee.

The conference in Dehradun is held to discuss this rapidly growing sector. It has as yet little-known effects on the environment. CSE's analysis and report on the sector will also be released on this occasion.

''Godsey @ Gandhi.com'' on June 15

Prayas Jagrukta Manch, a voluntary organisation, will organise ''Godsey @ Gandhi.com'', a play written by eminent playwright Asghar Wajahat on June 15 at Survey Auditorium at 6 pm.

Vishal Sawan, director of the play, told mediapersons here today that violence had increased manifold in society and the theme of the play revolves around the need to shun violence as violence is not the solution of any problem.

The play is fictitious with a hypothetical story which involves a meeting of Gandhiji and Nathu Ram Godsey. The main role of Gandhiji is played by local artiste Kailash Kandwal and Raman Singh Rawat will play the role of Nathu Ram Godsey. The play written by Asghar Wajahat is directed by Vishal.

Sunderwala Boys log win in football tourney

Sunderwala Boys defeated Vijay Cantt 5-4 in a match in the 4th ONGC BS Negi Memorial Football Tournament played at Ambedkar Stadium here today.

Both the teams were locked in a 1-1 draw in the stipulated time, leading to a tie-breaker. It was Manoj of Sunderwala Boys who scored the first goal in the 14th minute of the game but Ankur of Vijay Cantt equalised. Both the teams tried their best to score but could not succeed till the final whistle.

In the tie-breaker, Harpreet Bedi, Anil, Manoj and Balveer scored for Sunderwala Boys. For Vijay Cantt team, Nitin sent the ball outside the goal post while the shot by Shubham was stopped by the Sunderwala Boys goalkeeper. Vijay Negi,Jatin and Arjun scored for Vijay Cantt but the team lost 5-4.

The second match between Garhwal Sporting and Akranata Club was washed away due to heavy rains.
