Nanghat water scheme of Pey Jal Nigam a failure
Dehradun, June 10 The scheme has not only proved to be an utter failure, but is also mired in a Public Interest Litigation (PIL), filed by residents of two villages who have gone to court, protesting that they have been denied the basic right to water. In 2003, the scheme was announced to harness the water from Nanghat, a natural water source, by using gravitational method. But the Pey Jal Nigam did not undertake any survey to study the discharge from the natural source. It was in 2007, the Pey Jal Nigam authorities realised that not only the discharge from the natural spring went down over the years, but it also goes completely dry during the As a face-saving exercise, the Pey Jal Nigam then decided to use the water from the Nayara river to supply water during the lean period. “The water scheme was conceptualised as a gravity scheme so that it was free from the vagaries of availability of power and even help the nigam save money that was to be spent on power. But by 2007, the officials realised that the Nanghat water source could not provide water all through the 12 months. Hence, it was decided to pump water from the Nayara river. This escalated the cost of the project. “The Nanghat scheme was badly conceptualised. It took such a long time for the Pey Jal Nigam to admit that the discharge from the main source went completely dry during the winter months. Further, far from providing water to the people of Pauri district, the Pey Jal Nigam removed old pipelines that were supplying water to the two villages of Nanghat through the existing scheme. Bereft of water, the villagers filed a PIL in the court, which asked the concerned authorities to provide water,” said a senior official from Jal Sansthan. From being a gravity lifting scheme it gradually became a pumping scheme. Now with the PIL, the government finds itself in a bind and has constituted two enquires, one at the the Chief Secretary's level and another at the level of the Commissioner, Garhwal. In both the cases, the reports are awaited. In Uttarakhand, while the Pey Jal Nigam undertakes the construction of all the new schemes, the Jal Sansthan has the responsibility of providing water and maintenance of the scheme. “We do not have money to take the scheme further. We can only maintain it but now the government is putting pressure on us to bail out the Pey Jal Nigam, which would only put pressure on Jal Sansthan. The PIL has to be addressed. We can only restore the old pipelines but cannot extricate Pey Jal Nigam from this mess,” said a |
Couple blessed with triplets on 2nd wedding anniversary
Dehradun, June 10 It is worth mentioning that Babita Saklani, wife of Jai Prakash Saklani, a resident of Banjarawala, Dehradun, delivered a set of beautiful healthy triplets today at Shri Mahant Indiresh Hospital. Babita was admitted under the supervision of gynaecology and obstetrics specialist Dr Anjali Choudhary. She was operated upon and she delivered three healthy babies. The first baby is a boy, which weighs 1.97 kg, the second is a girl weighing 2.28 kg while the third is a baby girl weighing 2.12 kg. This is also a pleasant coincidence that the couple has its wedding anniversary today. They had tied the knot exactly two years ago and the same day, has brought them unexplainable happiness. Dr Anjali said in the medical language, this case is called triplets pregnancy. This is extremely rare. Ordinarily, when the women fail to become pregnant, they are advised by doctors to gain pregnancy through modern techniques. These medicines sometimes result in the birth of twins. And in a fewer cases, these medicines result in the birth of triplets. But this is not the reason in Babita’s matter. This is an unmatched example in the case of the medical history. Babita’s pregnancy was totally natural. Two years have passed since Babita got married and she did not use any kind of medicines to become pregnant. Dr Anjali said this was a very interesting case of triplets being born. She added the natural incidence such type of spontaneous triplet pregnancy was approximately one in 6,000 to 8,000 cases. She said the mother and the three babies were quite healthy and would be discharged from the hospital soon. |

Dehradun, June 10
Bahuguna held a meeting of the Scheduled Caste Cell of the state Congress at his official house. He said it was mandatory to spend 100 per cent of money under the Special Component Plan and action would be taken against officials for not spending this money. He added though the state had limited resources, promises made in the manifesto would be fulfilled. The Chief Minister said reservation for SC, ST and women would be ensured even on positions outsourced in government departments. He added in the context of several issues brought up at the meeting that some of them would be taken up at the next Cabinet meeting. Cabinet minister Yashpal Arya expressed gratitude to the Chief Minister for hearing the problems of the SC community. He said he was carrying forward the traditions of late Hemwati Nandan Bahuguna. Dr Jeet Ram, former minister RP Tamta, former MLA Rajesh Junatha and all office-bearers of the Congress SC Cell were present at the meeting. |
Satpal Maharaj meets Antony, seeks bridges on Raj Jat yatra route
Dehradun, June 10 Satpal Maharaj said that four bridges were entrusted to the state PWD for the convenience of the yatra pilgrims but due to shortage of time, the PWD had shown it's inability to build these bridges on time. Satpal Maharaj urged the Defence Minister to entrust the task of building of these four bailey bridges to the Border Roads Organisation (BRO). Defence Minister Antony, acting promptly, asked the BRO authorities to do the needful. Satpal Maharaj in a statement said that the rent and transportation cost of these bridges would be borne by the state administration. |
Freedom fighter Tayyabji remembered
Mussoorie, June 10 The members of the Sir Abbas Tayyabiji Educational and Charitable Trust also sought declaring the national property status for Sir Tyyabji’s South Wood Estate property, where he spent his last few years of life until death. At the moment the property is under the possession of CPWD and is being run as a guest house. Shedding light on the life of the great freedom fighter Abbas Tayyabji on his death anniversary, senior journalist Anil Nauria said that Abbas Tyyabji was known as the Grand Man of Gujarat and worked for the common heritage of the people, promoting secularism during his whole life. Abbas Tyyabji was born in Baroda before the Indian Revolt of 1857. He was an England-educated barrister, brought up in an atmosphere suffused with loyalty to the Empire. After some quiescent years, he was drawn into social struggles against untouchability, attending, along with Gandhi, the social conference held at Godhra in 1917. The Jallianwala Bagh massacre and military violence in Punjab as a whole in 1919 pulled Abbas Tyyabji into the national movement. There was no turning back. With the events of 1919 having shaken up the country, Tyyabji became a member of the committee set up by the Indian National Congress to inquire into the military violence. The committee produced a famous report accompanied with voluminous evidence. Tyyabji remained active in the Congress and all it's struggles, presiding over the Gujarat political conference in 1920. Tyyabji took over the charge of the movement after Gandhiji was jailed during Dandi March. Thereafter, Tyyabji became a household name and one slogan “Khara rupaiya chandi ka/ Raj Tayyab-Gandhi ka” became very popular during the period, which showed that Tyyabji had an affectionate relationship with Gandhiji. Nauria further said that the ''ever-smiling'' Tyyabji kept poor health in later years and was advised to spend more time in the hills. He moved to a cottage, Southwood, in Mussoorie, where he died on the night of June 9-10, 1936. The cottage was to be pulled down a few years ago. But the demolition was prevented following public protests. Now the Uttarakhand Freedom Fighters' Association protects Abbas Tyyabji’s legacy, even if Gujarat seems to neglect it. His grave in Landour was located after considerable effort a few years back. The chief guest on the occasion, MP Wasim Khan, demanded Tyyabji’s house be converted into a memorial so that some poverty-alleviation programmes could be carried out from here MP Wasim Khan was presented with a citation by the member of the trust on the occasion. |
Anganwari workers stage dharna
Dehradun, June 10 Anganwari workers from across the state first held a demonstration and then staged a dharna. Rekhi Negi, president of the sangathan, said when they had earlier staged an indefinite fast, an agreement was reached between the government and union leaders and the members had withdrawn the fast. "But it seems the government has forgotten about the agreement," said Negi. Their demands include declaring anganwari workers as government employees, revision of honorarium, applying the formula of equal pay for all anganwaris working in mini anganwari centres, the post of supervisors be filled through promotion and holidays for anganwaris during the winter and summer vacations. |

He also asked them to ensure that the people received benefits from the development works being done by the state government. Dehradun, June 10 He said the National Skill Development Corporation had carried out a survey of skill gap in Uttarakhand. He said the youth should be trained in skills required by industrial houses and units. He said different skills were needed in various fields, including horticulture, fisheries and adventure tourism. Additional Secretary, Technical Education, Shailesh Bagoli said a skill development society had been constituted for making training and employment opportunities available. In the next five years, 6.50 lakh people would be trained in the state and in five years after that, double this number would be trained. A skill development office, facilitation centre and training monitor would be set up in all districts, he added. Others present at the meeting were Additional Secretaries Amit Negi, Sachin Kurve, V Shanmugam, National Skill Development Corporation’s Malvika and representatives of industrial organisations. |

Unesco award for Dehradun wildlife scientist
Dehradun, June 10 The announcement was made by the International Co-coordinating Council of the Man and the Biosphere (MAB) programme, which met at the United Nations Educational, Scientific and Cultural Organisation (UNESCO) headquarters in Paris
from May 27 to 30. Habib won the award for designing and developing an "Ecological Monitoring Programme involving local communities in the Nanda Devi Biosphere Reserve in Uttarakhand". The MAB programme
has been granting awards of up to 5,000 dollars each since 1989. These grants are intended to encourage young researchers to undertake work on ecosystems, natural resources and biodiversity. The 2013 laureates of Young Scientist Awards in the MAB programme
were selected from across the world. The other five winners of this year's awards are Julio Blas Garcia from Spain, Angela Camargo from Mexico, Hilaire Kouakou from Ivory Coast, Atieh Kazemi Mojarad from Iran and Claudia Munera from Nicaragua. |

Himalayan academy, Diwan School to clash in cricket final
Dehradun, June 10 In the first semifinal match, Himalayan Cricket Academy defeated Sunrise Cricket Club by 20 runs. Batting first after winning the toss, the Himalayan team scored 164 runs for nine wickets in 20 overs. Rajat remained unbeaten on 69 runs. Sagar claimed four wickets for 19 runs. In reply, Sunrise Cricket Club could score 143 runs for nine wickets in 20 overs to lose the match by 20 runs. Sanjay remained the top scorer with 19 runs. Prashant took four wickets for 32 runs. In the second semifinal match, Diwan Public School, Meerut, defeated Doon Defence Academy by 10 runs. Batting first after winning the toss, the Meerut team scored 150 runs for seven wickets in 20 overs. Opener Vibhor scored 66 runs while Ayush took two wickets for 30 runs.
