13 injured in clash at cantonment
Jalandhar, May 29 Members of either group attacked one another with sharp-edged weapons, got injuries around head and were admitted to the Civil Hospital. Even in the hospital after the episode, they continued to create ruckus at which the security staff of the hospital had to do barricading to avoid any untoward incident. Narrating the account, eyewitnesses said Nirmal, who owns a taxi stand at Dasehra Ground, got a customer who wanted to hire his services for going to Nangal. He told him that he would charge Rs 2,000, at which the customer approached an adjoining taxi stand owner Varinder. The deal with Varinder was settled at Rs 1,700, but Nirmal offered the same customer a new deal at Rs 100 less. At this, both the stand owners called their supporters and the clash began. Supporters of either group got injured. Mother of Nirmal, Chhindo, had blood oozing out of her forehead. The ACP, Manpreet Singh, said so far none of the injured from the two groups had recorded any statement. "So, there has been no FIR lodged. As an immediate preemptive action, we have removed the taxi stand from the Dasehra Ground so that no such clash takes place in future, he said. |
Man stabs lover to death
Jalandhar, May 29 The incident took place around 12.45 pm when the deceased, Veena, and her lover Puran Chand (45) were walking along the road after finishing their chore as cook and helper in the house of a judge at Defence Colony. The man, who had been carrying a newly purchased knife, perhaps already had conspired to kill her. He reportedly stabbed the woman thrice in her chest and abdomen. Hearing the shrieks of the woman, traffic policemen at a naka laid close to the site came rushing and nabbed Puran Chand. The policemen then rushed the woman, who was profusely bleeding, in their official Scorpio to the Punjab Institute of Medical Sciences (PIMS), where she died within minutes. There were blood stains left at the site of the murder, which is just a few steps away from Lyallpur Khalsa College. At the police station, Puran Chand confessed to killing Veena. He recounted his story, “I first met her when we both worked in the same house at Lubana Colony in Ladhewali. She earlier had relations with one of my friends, but later she came close to me. It was my extramarital relation as I am married and have three children at my place in Tilak Nagar, near Model House." "I had been quarrelling with Veena for quite sometime as she was involved with dance troupes and had been going to hotels. I objected to it but she did not listen. I had even got an FIR lodged against her at the Nangal Shama police station recently,” he went on without the slightest remorse on his face. The ADCP-I, Naresh Dogra, and ACP (Central) Dalbir Singh reached the police station. The SHO, Vijay Kunwar Paul Singh, said it was an open and shut case and Puran Chand was booked under Section 302 of the IPC. |
Man jailed for not paying maintenance allowance
Jalandhar, May 29 Hearing the matter, Additional Civil Judge Suresh Kumar Goyal said Inderpreet Singh Saini was under obligation to pay maintenance to his divorced wife and decree holder Harjit Kaur, a resident of Kapurthala Road here, after the orders were passed under Section 125 of the CrPC on December 2, 2009. The judge pronounced in the open court, "However, he is unable to pay the total maintenance amount as awarded by the court to the decree holder. He was asked by the court whether he is ready to pay the due amount, but he showed his inability. On the other hand, the decree holder was also asked whether she is ready to pay the subsistence allowance in case the man is sent to jail." Harjit Kaur and her counsel Mandeep Singh Sachdev submitted to the court that they were ready to pay the requisite subsistence amount of Rs 1,500 at Rs 50 per day during the lodging of the man in jail. The court said judgement debtor Inderpreet Singh Saini would be sent to jail for one month for the amount due from him for the period between December 7, 2011, to October 6, 2012, with a condition that he be released from custody as and when he paid the total balance amount to the decree holder or deposited the same in the court. An appeal in the execution orders of December, 2009, was filed by Inderpreet Singh Saini in a fast track court in October, 2011, which was dismissed. Saini has already made payments of Rs 1.19 lakh in execution application, deposited Rs 89,450 in revisional court and Rs 92,000 in divorce petition. |
Admn not serious about safety of schoolchildren
Jalandhar, May 29 Unsafe vehicles, which clearly violate traffic norms and put the lives of children at risk, still carry schoolchildren in the city even as the administration looks the other way. Moreover, while it has almost been about three months since the accident and more than a month since the Education Department submitted details of various private school transports (vehicles, licences, driver stats, etc) to the Deputy Commissioner (DC), neither has the report (of private school vehicles erring traffic norms) been made public, nor has any kind of action been initiated against the erring schools. Notably, on March 6, a day after the Nakodar accident (which happened on March 4) DC Shruti Singh had asked the Education Department to collect and create a database of various private school vehicles and transports. While the report, which initially was to be submitted in about a week, took a month to be constituted (allegedly due to the non-compliance of orders by schools), was finally submitted to the DC on April 10. School sources told The Tribune that many of the schools made the best of the delay by changing many of their vehicles. Sources added that the exercise was still on at some of the schools even as the report pointing out their discrepancies lay unrevealed with the district administration. Even today, The Tribune witnessed a number of run-down school vehicles ferrying students. A run-down van from a school in Loharan carried children in a dented vehicle which had been painted over and carried no school administration or driver’s number at the back. Another bus from a school at Green Model Town also carried no school or driver number at the back. A vehicle from another school, which was seen ferrying children, had neither the school name nor the driver’s number at the back. Speaking about the reason for not making public the findings of the report by the Education Department, DC Shruti Singh said, “While I have done my bit to review the incident and make my recommendations, now action has to be initiated against the various erring schools by respective departments. The Education Department is supposed to act against the schools, the Transport Department against erring vehicles and the police against the offenders in the case.” The DC could give no reason for not making the school transport detail report public so far. Interestingly, the Education Department has already expressed inability to act against schools, because they say private schools do not comply with the instructions of the department. With all the departments putting the onus on others and the DC banking on "respective departments", lack of administrative will is evident in ensuring the safety of schoolchildren. District Transport Officer Dalvinderjit Singh said, “The process to make sure only legal school vehicles ply on roads is on. We have held meetings and issued instructions to various schools. Schools are also getting NOCs from us and ensuring proper vehicles will be used. However, it is a gradual process. Though we haven’t issued any deadline to schools, we hope after the vacations, more than 75 per cent school vehicles will be ok.” Speaking about the illegal vehicles plying presently on roads, he said, “There are too many vehicles and the elections also kept us busy in between. In a week’s time we will be reviewing vehicles school wise once again.” |
Lawmakers turn lawbreakers
Jalandhar, May 29 Having themselves set wrong precedents, such councillors clearly cannot be expected of cleansing the system and improving the functioning of the setup. Second-time Independent councillor from Ward 31 Raminder Kaur Dhindsa, enjoying the support of the SAD, owns Mohan Palace, a marriage palace, in the scheme area of Master Tara Singh Nagar, which she also represents. The report filed by the MC regarding 57 marriage palaces last year on the orders of Punjab and Haryana High Court reads that the palace has come up without due approval. The owner has not even paid any Change of Land Use (CLU) for the purpose. The palace clearly has covered 100 per cent area on the 0.25 acre land and has left no parking space at all, in clear contravention of the bylaws. Neither MC officials, nor the councillor have paid heed to removing the violation. In fact, the councillor in her last year election posters mentioned herself as "Mohan Palace wale", proudly associating with the illegally raised building. Similarly, Amanpreet Kaur, Congress councillor from Ward 48, owns a shopping complex, "CM Plaza", on the Model House road. No space in the basement of the complex, which came up about five years back, has been left for parking. The basement, too, has been rented out for a bazaar of plastic products. Posters of the councillor and her husband Major Singh have been prominently pasted outside the building. On similar lines, councillor of Ward 32 Satya (won independently and later joined BJP) owns Pali da Dhaba, in the name of her ex-councillor husband, on Garha Road. The councillor has extended her counters far outside the building line encroaching upon the busy road. However, no action has come against the couple and neither have they paid a heed to withdrawing the dhaba in public interest. Dhindsa, when contacted, said she had won the case in court long back, but she could not clearly spell out the facts for the same. Asked if she could produce a copy, she replied, “I may not be able to place it now. I am out of station.” She added, “We owned a dairy on the premises, which we later got converted to a palace.” Amanpreet Kaur could not be contacted as she too is said to be away on a trip to Dalhousie. Satya, when contacted about encroachment on her part came up with a reply, “It is not just me but the entire market which is out on the footpath area.” |

Debi Makhsoospuri releases his new album
Jalandhar, May 29 Known for his poised and deep lyrics, Debi Makhsoospuri is among those few Punjabi singers who have earned a name for sticking to the roots and talking of pain and poverty even amidst the beats and bawdy conundrum, which has engulfed the Punjabi music industry. He repudiated the gun (culture) and his songs are probably one of the wisest takes on the futility of the gun fad in a state where people were forgetting that holding and firing guns are good song ideas for people who do not realise what havoc these mean machines may wreak in the real life. While another one of his feats is staying traditional, Debi shared at a press conference here today that Debi Live-5 would be the fifth of his live album series, the first of which came in 2001. After his last live album outing in 2009, this album will bring 13 different songs on different subjects to his fans. While 11 of the songs are with beats and music, two of them have been sung without any music score. Some verses in the album are by his guide and patron poet Surjit Patar. He also talked about the song (his), "Kahani", and the melancholy tale of the poor mother's daughter that says "Kadn Mangana, Ki nai Mangana", Garib Di Beti Apni Maa Da Chehra Parhna Sikh Jandi (when to ask, when not to, a poor man's daughter learns to read her mother's face). Speaking to mediapersons, Makhsoospuri said, "What I do currently, I do best. This is what I am passionate about. Eh kamm (acting) mere vass da nahi." |
Six maternal deaths in a month in district
Jalandhar, May 29 The fact came to light at the district-level maternal death review committee meeting, which was was chaired by Dr RL Bassan, Civil Surgeon, today. The fact that certain private nursing homes have been defying the guidelines of the Health Department by not providing proper records of maternal deaths occurred at their institutions also came to the light. This further has raised doubts on the functioning of the district health authorities. Dr Bassan instructed the healthcare institutions, where maternal deaths have occurred, to maintain detailed record of each delivery and provide the same on demand. To minimise the maternal deaths among pregnant women during delivery and after delivery, the Civil Surgeon revealed that the government had launched various welfare schemes like free delivery, free transport and free diet by the department. He also sought suggestions from the committee members for further decreasing the maternal deaths, promoting institutional delivery and providing free of cost anti-anemic medicines among the beneficiaries. |
