A fire broke out in Guru Teg Bahadur Hospital in northeast Delhi this morning.

IGNOU term-end exams begin on June 1
New Delhi, May 29
The term-end examinations for June 2013 at Indira Gandhi National Open University (IGNOU) will commence on June 1 and conclude on June 28. Candidates who would appear in the exams can download the hall tickets or examination intimation slips from the university website (www.ignou.ac.in).

While the Delhi University administration has been running its Open House sessions to clear the doubts about the new Four Year Undergraduate Programme and educate its entrants on the options, the Students' Federation of India (SFI) held a parallel session on north campus today.

Manipur girl's body found in house

A 21-year-old girl's body, a portion of which has been reportedly eaten by an animal, was found in her apartment in Chirag Dilli, south Delhi, this morning.

The girl has been identified as Reingamphy. She belonged to Choithar Village in Ukhrul district of Manipur. She stayed in a two-room apartment on the ground floor.

According to the police, there are injury marks on her eyes and near her toes. "The nature of the wounds suggests that a portion of the body has been eaten by an animal. We have found movement marks of a small animal, possibly a rat, on the white bedsheet of a mattress, which was placed on the floor. There are rat droppings in an adjacent flat," said a police official, close to the investigation of the case.

Investigators said that prima facie Reingamphy committed suicide by consuming poison. Her mobile phone was lying on her palm. The police found empty wrappers of Spasmocip Plus-16 tablets (Diclomine Hydrochloride) and 12 tablets of Meftal-Spas (diclomine HCL) in the dustbin. They suspect that she may have consumed the drugs.

Investigators are waiting for the post-mortem report and a detailed search by the Central Forensic Science Laboratory to ascertain the cause of her death.

The police said that nobody seemed to have entered the apartment. "Access from the first floor is possible, but there is no such sign," said the official.

A male friend of the girl had arrived in her house yesterday, but she did not open the door. The details of her friend are being examined by the police.

Reingamphy's landlord informed the police this morning that she was not opening the door of her house. The police reached there and forcefully opened the door only to find her body.

Women feel unsafe in approaching police: CM

Admitting that improving relationship between women and the police remains a big challenge, Chief Minister Sheila Dikshit today said that women in Delhi are scared of going to police stations to register their complaints.

"Increasing cases of crime against women remain a matter of great concern. Women find it difficult to go to the police station to register their complaint as they fear that they will not be heard," said Dikshit.

Talking to women journalists at the Indian Women's Press Corps, Dikshit said that the relationship between women and the police has to change and we have to sensitize the police in this regard.

"The city government has no control over the Delhi Police, which comes under the Union Home Ministry. The government has several times demanded that the police be brought under its control for better management of law and order in the Capital," she said.

Dikshit called for the need to change the mindset of society. "Rapes take place in the city every day and the culprit in the majority of the cases is in the home or neighbourhood, and victim's family feels helpless in taking action," she added.

"Society has to change and collective efforts need to be made. We need to evolve a strategy to awaken people," she said. The people in the city have forgotten courtesies and become insensitive. The Chief Minister agreed that the safety of women in public transport remains an issue and efforts are being made to improve it. There is no discipline in the city and culture here has spoiled," she said.

Minor raped by security guard

A 13-year-old girl was allegedly raped by a security guard in the Punjabi Bagh area of west Delhi on Tuesday night.

The accused, Rajiv Yadav (30), is at large. Police claimed that the girl is from West Bengal and works as a maid in a house in Punjabi Bagh. She lives with her family in the same house.

On Monday night, the accused allegedly took the girl to an isolated place and raped her. He threatened to harm her family, if she reported the incident to anyone.

Last night, the girl felt pain in her stomach. She then narrated the incident to her mother, who took her to a hospital. Hospital authorities informed the police that the girl was raped. The police are searching for Yadav.

Only EC has right to probe misuse of funds on ads: CM

Hitting back at the Delhi Lokayukta, Chief Minister Sheila Dikshit today challenged his decision to indict her for the alleged misuse of public funds on advertisements ahead of the last assembly polls, accusing the ombudsman of going beyond his jurisdiction.

The Chief Minister said the Lokayukta did not have jurisdiction to take up the matter as it dealt with the campaign for assembly elections and that the Election Commission was the right forum to examine such an issue.

"Whatever the Lokayukta has done in the latest case is outside the laid-down rules and regulations as well as tradition. It was a case of 2008. Why he has taken it up now," Dikshit said.

"If a political party or politician flouts any rule (in the run-up to the election), then it comes under the domain of the Election Commission, not under the Lokayukta. The Election Commission should examine it," the Chief Minister said in an interaction at the Indian Women's Press Corps (IWPC) here.

Asked whether she will return Rs 11 crore as recommended by the Lokayukta, Dikshit chose not to reply. The Chief Minister later said she met the President and took up the matter with him.

The President is yet to receive the Lokayukta's recommendation, she said.

Lokayukta Justice Manmohan last week had indicted Dikshit for allegedly misusing public funds on an advertisement campaign to get political mileage ahead of the last assembly polls and recommended the recovery of Rs 11 crore either from her or the Congress.

The Lokayukta had recommended to President Pranab Mukherjee to administer 'caution' to Dikshit for the alleged misuse of public funds for a series of advertisements carried out in print and outdoor media in 2007-08 with a punch line 'Delhi is changing'.

The Lokayukta had initiated the inquiry into the matter following a complaint filed in 2009 by Vijender Gupta, former Delhi BJP president.

Fire in GTB Hospital, no casualty

New Delhi, May 29
A fire broke out in Guru Teg Bahadur Hospital in northeast Delhi this morning.

There was no report of any casualty. The fire department was informed at about 11.05 am about a fire on the sixth floor of the hospital.

According to an official, 15 fire tenders were rushed to the hospital. The fire had spread to other floors located both above and below the sixth floor.

The firefighting exercise lasted around half an hour and the fire was brought under control by 11.40 am. "No deaths or injuries were reported," said the official.

The cause of the fire is not known, but it is suspected that it started due to a malfunction in an air conditioning unit and then spread rapidly due to the furniture lying nearby.

IGNOU term-end exams begin on June 1

The term-end examinations for June 2013 at Indira Gandhi National Open University (IGNOU) will commence on June 1 and conclude on June 28. Candidates who would appear in the exams can download the hall tickets or examination intimation slips from the university website (www.ignou.ac.in).

The university has issued hall tickets to 4,45,326 eligible students who had applied for this term-end examination and are supposed to take the exams at the 781 centres, including 41 overseas centres and 56 centres in jail for inmates.

Making the system more student-friendly, the university has also instructed the examination centres to allow students to appear in the examination, even if they do not possess the hall ticket but provided their names exist in the list of examinees for that centre.

All students are, however, advised to carry the valid identity card during the exams issued by IGNOU. Separate hall tickets shall be issued to the students of BCA and MCA for term-end practicals and for this, candidates concerned are advised to contact the respective regional centres in the last week of June.

While students of BLISc (library science) have to remember that all theory examination centres are not activated for conduct of their practical examination and are hence advised to contact the centre superintendent and check the notice board for practical examination centre.

SFI holds parallel session on DU campus

While the Delhi University administration has been running its Open House sessions to clear the doubts about the new Four Year Undergraduate Programme and educate its entrants on the options, the Students' Federation of India (SFI) held a parallel session on north campus today.

The parallel session witnessed a gathering of around 150 prospective students and their parents, addressed by the existing students and teachers of the university, said representatives of the SFI.

Its Delhi committee president Sumeet said the administration's Open House had no space for the students' questions.

"Most of the students claimed that the administration gave no information about 11 compulsory foundation courses, nor were the details of the B.Tech. courses which don't even have AICTE's approval were provided," he said.

SFI Delhi secretary Kopal said that both the students and parents have doubts about FYUP and their children's future.

"In the last 10 days, we have had mass contacts with more than 1,500 students and parents. We will continue to intensify this process during the admission process also and continue building pressure on the Ministry of Human Resource Development and the government, so that they intervene in the chaos," he added.
