No let-up in road accident cases

The trend of more road accidents occurring in the state has been continuing as 63 persons lost their lives and 520 suffered injuries in 363 road accidents in Samba, Kathua, Poonch and Rajouri in the first four months of the year. In March alone, 23 persons were killed in 79 accidents. Road accident statistics from January up to April showed that 10 persons were killed while 109 sustained injuries in 96 accidents in January. In February alone, 20 persons were killed while 109 persons got injured in 81 mishaps.

Department of Sociology, University of Kashmir (KU), is organising a 10-day research methodology course for PhD students from tomorrow to May 30. The course is being sponsored by Indian Council of Social Science Research (ICSSR), a University spokesman said today.

Joint annual camp of BPEd, MPEd students concludes at Patnitop

A joint annual camp for BPEd and MPEd students, conducted by the Directorate of Sports and Physical Education, University of Jammu (JU), concluded at Patnitop. A total of 42 students undergoing the course for the session 2013 attended the camp. The students were evaluated on the basis of their performance by their teachers and coaches during the camp and would be awarded marks as per their performance here, which will be counted in their final examination.

5th district rugby meet concludes

The District Rugby Association, Budgam, conducted the 5th District Budgam Rugby 7s Championship at Darul Falah, BK Pora, Chadoora in Budgam. Man shoots self with brother's rifle

A 35-year-old man shot himself with his brother’s licensed rifle, at his residence in Sangrote Argi area of border district Rajouri. Reports said the deceased, Yash Pal, shot himself with the rifle of his late brother Ram Singh, who was a member of the village defence committee and had died six months back. But the police had not taken back the weapon from the family.

Two persons, including a young woman, died under mysterious circumstance in border district Rajouri today. Reports said the first incident took place in ward number 12, where Indu Bala, wife of Diwakar Sharma, died after consuming some poisonous substance at home.

Four held with banned drugs
Rajouri, May 20
The Rajouri police today arrested four persons for possessing 1,700 narcotic capsules in border district Rajouri. Reports said, on a tip of, the police party of Rajouri trapped all four persons from a bus. The arrested persons have been identified as Amzad Khan, Shah Nawaz, Mohammed Rafi and Nasir Iqbal, all residents of Rajouri. Meanwhile, the police has lodged an FIR under the relevant sections and started investigations.

No let-up in road accident cases
63 casualties, 520 injured in four rural districts this year up to April

The trend of more road accidents occurring in the state has been continuing as 63 persons lost their lives and 520 suffered injuries in 363 road accidents in Samba, Kathua, Poonch and Rajouri in the first four months of the year. In March alone, 23 persons were killed in 79 accidents.

Road accident statistics from January up to April showed that 10 persons were killed while 109 sustained injuries in 96 accidents in January. In February alone, 20 persons were killed while 109 persons got injured in 81 mishaps.

As many as 10 persons were killed and 180 suffered injuries in April.

Officials said most of the accidents involved passenger vehicles. They have cited lack of manpower and equipment in the traffic department as reasons for such accidents.

When contacted, SP Traffic (Rural) Sujit Kumar Chouhan said accidents are a matter of concern but there is a comparative decline in road mishaps and deaths this year with corresponding months in 2012.

“Last year during the first four months, 76 persons were killed, while 653 persons were injured in 435 accidents. There is a reduction of 16 per cent in accidents, 10 per cent reduction in deaths in mishaps than previous year (during the same period),” Sujit Kumar said.

The SP (Rural) said there is a need to make law more stringent and punishment should be increased to act as deterrent for the drivers who are violating the rules.

“The coordination between Traffic, Motor Vehicle Department, PWD and Municipality is important at the moment,” a police officer said.

According to data compiled and released by the Home Department recently, about 4,453 people have lost their lives in nearly 25,000 road accidents across Jammu and Kashmir since 2009.

“We need more stringent laws and modern equipment such as speed guns, Global Positioning System (GPS) fitted vehicles, ambulances and cranes for the Traffic Police so that they can implement the rules and provide first aid to the victims,” said an official.

The government data says that about 7, 96,493 vehicles were registered in the state till December 2010. These include 10,310 buses, 15,348 mini-buses, 48,983 trucks- trailers, 24,729 taxies, 39, 294 three-wheelers, 18,7170 cars, 11,749 jeeps, 42,4768 two-wheelers and 34,142 others.

Two killed as car falls into gorge

Katra: Two persons were today killed and as many others got injured when a car they were travelling in rolled down into a gorge in the Mahore area of Reasi district. The car, on its way to Reasi from Mahore, skidded off the road and rolled down into the gorge, Reasi SSP Thakur Raghuvir Singh said. The injured have been rushed to the Government Medical College, Jammu and bodies recovered from the spot, he said. — OC

Four injured in mishap

Batote: Four members of a family were injured when their car (JK-19-944) rolled down a 30-feet deep gorge from the highway at Marog in Ramban today. The injured, Ranjit Singh, who was driving his car, his wife Pushpa Devi, daughter Sangita (7) and his nephew Arosh Singh were admitted to District Hospital, Ramban, from where Sangita was referred to GMC, Jammu. They are residents of Ukhral, Ramsu. — OC

Jhajjar Kotli used to be the first preference of residents of Jammu to spend a day off from the routine life, but now families and schoolchildren avoid going to this place.

A drive of 35 km from Jammu on the Jammu-Srinagar National Highway, the building of the resort has now been reduced to an old structure with broken stairs, dirty park, no washrooms and canteen and broken glasses. The road leading to a stream near which people used to spend hours together is in a miserable condition.

JP Singh (34), a visitor, said, “The condition of the resort is really disappointing. I remember when we used to come here for picnic with our school it was really a beautiful and well maintained place. I have lot of memories of my childhood attached with this place, but today, its condition hurts me a lot.”

“Its really fun to be here with our classmates, but there is no canteen or cafeteria, no eatables are available,” said Rishav Bhan, a Class VII student a middle school, Narwal Bala, Jammu, who has arrived here for a picnic with their teachers.

Poonam Charak, a teacher accompanying the students, said, “I think it was a bad idea to come to Jhajjar Kotli for picnic, this place is no safer for women and children. People only come here for drinking alcohol.”

School headmaster said, “Children want to go in water, but we cannot allow them as some people are washing their vehicles there, some are drinking beer. We cannot let the children to go to this place.”

Tourism Director Soujanya Sharma said, “Jhajjar Kotli is in our mind, we are planning to develop it again, but we were waiting for the national highway authority to make the picture clear about the road so that we can plan it accordingly. We also had a plan to make an artificial lake, but the Geological Department of India did not find the soil suitable of the lake.”

“I am planning to visit the place personally and will see what else can be done there to develop this nearest picnic spot of Jammu,” he added.

On illegal activities going on at Jhajjar Kotli, Station House Officer, Jhajar Kotli, Parvez Sajjad said, “We regularly check illegal activities in this area. No policeman is deputed there, but we always do surprise checking.”

Council may announce fee concession for U-21 trainees

Providing relief to budding athletes, the J&K State Sports Council may announce some concession in the registration fee for the trainees of the U-21 age group. The council was being under fire owing to a steep hike in its existing fee structure, which was announced after a long gap of 30 years.

Sources said some of the parents of sportspersons had refused to pay the increased annual registration fee and asked the authorities to roll back the decision.

They said Minister for Youth Services and Sports Taj Mohi-ud-Din, who is also the vice-president of autonomous sports body, had recently convened a meeting with the office bearers to discuss the future course of action.

It was unanimously decided that no concession in the registration fee would be provided to the trainees of above 21 years. A suggestion was also mooted at the meeting wherein it was mentioned that outstanding sport spersons who have brought laurels for the state in different disciplines should get free coaching, the sources said.

Indoor Sports Complex Manager Satish Gupta said, “A majority of the parents have voluntarily deposited the new registration fee of their wards. There are a few parents who have objected to the decision otherwise the process is going on smoothly.”

“All parents are cooperating with us and we are also trying our level best to ensure that each trainee gets ample time to hone his or her skills during practice sessions at Indoor Sports Complex,” he added.

As per the new fee structure, the yearly registration fee for a trainee of the U-16 age group at Indoor Sports Complex is Rs 1,200. Similarly, the registration fee for the trainees of above 16 years is fixed at Rs 1,500 whereas the fee for trainees of 21 years and above is Rs 1,800.

The fee of multi-purpose hall for affiliated sports bodies is fixed at Rs 2,500 while the non-affiliated sports bodies will have to pay Rs 25,000 per day for utilising the venue to conduct competitions.

Forgery and criminal conspiracy

The crime branch of Jammu and Kashmir Police has booked a tehsildar, officials of the revenue department and an Indian System of Medicine (ISM) doctor on charges of forgery and criminal conspiracy.

The Senior Superintendent of Police (SSP-crime branch) said Dr Renu Shan with the help of then Kishtwar tehsildar MA Lone and other revenue officials had managed to forge a backward certificate of Sunaina Devi, wife of Ashwani Kumar, in 2004. Then a fake certificate was issued to Renu Shan, who used it to secure a government job as a medical officer in the ISM.

The SSP said on the complaint of Anil Kant Gupta and Rohit Gupta, endorsed by Jammu Chief Judicial Magistrate under Section 156 (3) of the CrPC, an inquiry was initiated into the issue by the Crime Branch.

During the course of the inquiry, it was found that Renu Shan was married to Rakesh Shan, a resident of Kukarwas, Kishtwar, in 2003. She obtained her RBA category certificate in 2004. The certificate was fake and issued by Naib Tehsildar Balgran, who certified that the beneficiary was continuously residing in the backward area for the past 15 years, but Renu Shan had married in 2003 and was therefore not eligible for the issuance of the RBA certificate.

It was also found that a RBA certificate was again issued to Renu Shan in 2006.

“The officials of the Revenue Department, abused their official position to confer undue benefit upon Renu Shan, had issued two RBA certificates in 2004 and 2006 in the gross violation of the SRO 126 of 1994 and SRO 294 of 2005,” the SSP said.

A case has been registered and investigations are in progress.

The tournament is being organised by the Department of Youth Services and Sports under the overall supervision of Deputy Director Ved Parkash.

In under-14 badminton, Udhampur beat Kathua by 2-1 while Jammu got the better of Kishtwar by 2-0 with utmost ease. Similarly, in under-17 age group, Jammu beat Rajouri by 2-0, Kathua beat Ramban by 2-0, Poonch beat Kishtwar by 2-0 and Udhampur beat Doda by 2-0.

Ramban DSO ordered to find land for mini-stadium

Director General, Youth Services and Sports (YSS), J&K, Navin Agarwal acceded to the requests of the local youth and directed the District Sports Officer, Ramban, DC Thakur to search for a suitable piece of land for the construction of a mini-stadium in the district.

He was speaking at the inaugural function of the Inter-Zonal District Competition at the Government Higher Secondary School, Ramban, yesterday.

While praising the talent of local sportsmen, Agarwal underlined the need to identify talent among boys and girls and provide them with all the necessary facilities and groom them in their specific game of choice.

He assured the local youth and the officials of the District YSS of all his help in providing sufficient sports goods, incentives and required coaches and physical trainers in educational institutes.

In an inaugural match, HSS, Gool, defeated HSS, Ukhral, in volleyball by 3-2 and HSS, Batote, defeated HSS, Gool, in kabaddi by 30-28.

Agarwal and his wife were felicitated by Chief Education Officer Vinod Kumar Soni and headmistress of Government Girls High School, Minu, respectively by presenting them a memento each.

Besides felicitating local all-rounder cricketer, Mohammad Yousuf, who represented the state in under-19 cricket, Agarwal presented certificates and scholarships among the players who had participated in the National Games. A cultural programme was also presented by the students on the occasion.

KU to hold 10-day research methodology course from today

Department of Sociology, University of Kashmir (KU), is organising a 10-day research methodology course for PhD students from tomorrow to May 30. The course is being sponsored by Indian Council of Social Science Research (ICSSR), a University spokesman said today.

He said around 40 participants from across the country were expected to take part in the course, besides faculty members, PhD scholars of social science and other allied courses from different universities of the Valley.

“The course would mainly target research scholars (general/ST/SC/OBCs/minorities) pursuing PhD in various streams of social sciences, to develop a comprehensive understanding of scientific methodology and its application in social science,” said Head, Department of Sociology, KU and Course Director, Prof Bashir Ahmad Dabla.

Prof Dabla said the course would provide a critical overview of the concepts and theories of research methodology used in scientific research. He said it would help in formulation of proposals for different academic assignments in order to create a scientific orientation among the participants.

“Research methodology in social sciences is dynamic in nature and preparing and submitting a research proposal or publishing a scientific paper has become a challenging job. We aim to train the participants about the use of statistical techniques in order to enlighten social phenomena in social science disciplines,” Prof Dabla added.

Prof Mohan Paul Singh Ishar, Vice-Chancellor, JU, was the chief guest and Lida Singh was the special guest on the occasion. Prof Ishar appreciated the efforts made by the faculty members for imparting training to the BPEd and MPEd students.

He further said these camps should also be conducted for all disciplines. Seven officials from JU, namely Dr Brij Baloria, (Retd) football coach, Romesh Sharma, Ramesh Magotra, Sanjeev Jamwal, lecturer, Nisha Sharma, lecturer, Raj Kumar, cricket coach and Jai Bharat, sports supervisor were entrusted with the responsibility of conducting the various tasks.

These included hiking, trekking, pitching of tents, training of outdoor games, yoga aasnas, clay modelling, art, craft and sketching.

The students were also taught the educational importance of camping along with trekking from Patnitop to Sudhmahadev, Mantalai and back, as also from Patnitop to Nathatop via potato farms. On the final day of the camp, a programme was organised jointly by the students of both courses followed by camp fire.

She added that women could get loan for different programmes like cosmetic shop, crockery shop, boutique, dairy farming, agro-based programmes like pickle making, murabha making etc. The participants showed keen interest in these trades. The loan can be availed by girls at 6% interest rate for 5 years with the necessary formalities. Educational loan can also be availed by girls at 3% interest rate.

PoK refugees hold protest, demand comprehensive settlement package

Reiterating their demand for a comprehensive settlement package from the Central Government, hundreds of refugees from Pakistan occupied Kashmir (PoK) staged a protest at historic Mubarak Mandi complex here today.

The protesting refugees raised slogans against the state government and alleged that nothing had been done for their welfare even after several decades.

The refugees of 1947, 1965, 1971 belonging to Bhimber Kotli, Palandari, Deva, Watla, Chhamb, Nah, Manawar, Poonch Baagh, Muzaffarabad, and Mirpur in PoK assembled under the banner of the POK Refugees Front.

General Secretary of the organisation Rashapl Singh said they had been holding protests, hunger strikes and dharnas since long but nothing had been done to meet the genuine demands of the refugees.”

He said a proposal was submitted to the Central Government for full and final settlement of PoK refugees but the Union government failed to address the issue. He requested the Central Government to announce Rs 1,700-crore rehabilitation package for the permanent settlement of the PoK refugees.

He also demanded immediate implementation of the Wadhwa Committee Report for their ‘final and comprehensive’ settlement.

Chowki Choura Zone had the last laugh against Akhnoor Zone by 2-1 sets in a thrilling final to clinch the under-17 girls’ volleyball title today on the concluding day of the Inter-Zone District Level Competitions, organised by the Department of Youth Services and Sports.

In under-17 kabaddi final, Akhnoor Zone edged out Jourian Zone by 27-20 points while in under-14 girls’ final, Akhnoor Zone again emerged victorious against Miran Sahib Zone by 29-24 points.

Akhnoor Zone toppled Bhalwal Zone by 4-2 points in the final to clinch under-17 girls’ kho kho title while the under-14 title was bagged by Akhnoor Zone by beating Bhalwal Zone by 5-2 points. The under-17 boys’ kabaddi title went to Gandhi Nagar Zone by defeating Bishnah Zone by 49-42 points.

The matches were officiated by Anubhav Dev, Ram Pal Sharma, Bua Ditta, Jay Singh, Santosh Sharma, Chandervir Singh and Ram Murti. ADGP Navin Aggarwal, Director General, Youth Services and Sports was the chief guest on the occasion who gave away trophies, mementos, certificates and medals among the winner and runners-up players.

Udhampur-Doda constituency
All villages to be linked by road by 2018: Lal Singh

Katra, May 20
All villages of the Udhampur-Doda constituency will be connected by road by 2018, said Udhampur-Doda Member Parliament Choudhary Lal Singh while inaugurating a 32-m bridge at Agar village on Sunday evening. The Agar Bridge, costing Rs 155 lakh, was constructed along the Reasi-Jyotipuram Road by the Border Road Organisation (BRO) in a year’s time, said a BRO official.

The MP directed the commanding officer for early completion of widening of the Reasi-Mahore Road. Further, the directions were passed to the officers for the speedy construction of the culverts, repair of ditches, and sprinkling of water on the under construction road.

Officers of the Border Road Organisation assured the MP that the work on Reasi-Katra Road would be completed soon.

Earlier, Choudhary Lal Singh visited Arnas, Dharmari, Chassana, Chajuru, and Samlote. MP Lal Singh listened to the grievances of the people, related to drinking water, electricity, ration supply, widow pension and old age pension, patiently and ensured their redresses on the priority basis. — OC

5th district rugby meet concludes

The District Rugby Association, Budgam, conducted the 5th District Budgam Rugby 7s Championship at Darul Falah, BK Pora, Chadoora in Budgam. A total of 20 teams participated in the competition held in both boys and girls section. The tournament was organised under the supervision of District Sports Council, Budgam and under the aegis of the J&K Rugby Association and the J&K State Sports Council.

On the concluding function, Farooq Ahmad Mir, Manager, the District Sports Council, Budgam, was the chief guest and distributed prizes among the winners and runner-up players.

Other office bearers, namely Tirlok Singh and Irfan Aziz Botta, were also present on the occasion.

Final Results-

U-17 girls: Girls High School, Chattagram (1st), Kashmir Valley Institute, Wathora (2nd) and Girls High School, BK Pora (3rd).

U-14 Boys: Government Middle School, Chattagram (1st), Government High School, Chattarpora (2nd) and Middle School, Budgam (3rd).

U-17 Boys: Tigers Rugy Club, Kralpora (1st), Kashmir Valley Club (2nd) and Boston Rugby Club (3rd).

Protest against Chinese PM’s visit

Jammu, May 20
Alleging compromise on border issue with China by the Congress-led UPA government, a protest was held today in Jammu against the visit of Chinese Prime Minister Li Keqiang.

They alleged that the red army was slowly grabbing land in Ladakh but the Central Government was not taking any steps to protest the interests of the country. Protesters also burnt the national flag and effigy of China to show resentment against the communist country.

Addressing the protestants, Sunil Dimple, president of the Jammu West Assembly Movement (JWAM), strongly condemned the red carpet welcome given by the Congress-led UPA government to the Chinese Prime Minister, at a time when its soldiers had recently intruded 19 km inside the Indian territory.

Dimple said time had come for people of the country to question the policy adopted by the Union Government towards Pakistan and China, who had adopted hostile approach towards India.

NYK organises youth convention

Nehru Yuva Kendra (NYK), in collaboration with 6 SectorRashtriya Rifles (RR), organised a one-day youth convention at Surankote. Madan Lal Sharma, Member of Parliament, Jammu-Poonch constituency, was the chief guest on the occasion. He inaugurated the convention by lighting the traditional lamp.

Sharma urged upon the youth to avail the benefits of various central and state-sponsored employment generating schemes. He also exhorted upon the youth to come forward for taking active part in the development of the nation as the youth were the future of the nation. Sharma said the government had initiated efforts to connect Loran with Tangmag in Kashmir after which Poonch would become a tourism hub.

Vice-chairman of the OBC Development Board Kuldeep Verma also accompanied Sharma, while District Development Commissioner, Poonch, Sajjad Ahmed Khan, Commander 6 Sector RR Brigadier Indukar, MLC Jahangir Mir and ADDC Anwar Hussain Shah also spoke on the occasion.

Under the Civic Action Programme for public welfare, the Rashtriya Rifles (RR), under the aegis of the Counter Insurgency Force (Delta), organised a 10-day plumbing course in collaboration with the Rajiv Gandhi National Institute of Youth Development, Ministry of Youth Affairs and Sports and Hamdard Education Society, for the educated unemployed youth at Bhaderwah.

In the course, which commenced on May 12, a batch of 29 youths was given training of theoretical and practical aspects of plumbing skills. They were given certificates on the completion of course.

Sabeer Ahmed Bhatt, Project Manager, Indira Gandhi National Institute of Youth Development, lauded the noble work of the Army and hoped many more youth would be benefitted by such programmes.

Man shoots self with brother's rifle

Rajouri, May 20
A 35-year-old man shot himself with his brother’s licensed rifle, at his residence in Sangrote Argi area of border district Rajouri. Reports said the deceased, Yash Pal, shot himself with the rifle of his late brother Ram Singh, who was a member of the village defence committee and had died six months back. But the police had not taken back the weapon from the family.

Superintendent of Police (SP), Rajouri, Mubassir Latifi said the gun had now been seized.

Sources said Yash was mentally disturbed. However, the body of the deceased was taken to the District Hospital, Rajouri, for the postmortem examination and would be handed over to the family after completion of all legal formalities.

2 die mysteriously in Rajouri

Rajouri, May 20
Two persons, including a young woman, died under mysterious circumstance in border district Rajouri today. Reports said the first incident took place in ward number 12, where Indu Bala, wife of Diwakar Sharma, died after consuming some poisonous substance at home.

The second incident took place at Rajouri bus stand where Iqbal Singh, a resident of Poonch, was found dead under mysterious circumstances. Singh was a lab assistant and posted at Government Degree College, Thanamandi. Since the past few days, he was staying at Khan Hotel in Rajouri bus stand.

The police has registered both the cases and handed over the bodies to their families after conducting postmortem.
