50 PHE tankers to supply water to a parched city
Jammu, May 15 Earlier, there was a total monopoly of the tanker mafia. They used to charge at will, but over past two years, the PHE has introduced dozens of tankers, thus providing some relief to the people who don’t have to money to pay for water. “For 4,000 gallons of water, the private water tanker operators charge between Rs 400 and Rs 1,000 in city. It was very costly, but now the PHE tankers supply water regularly,” said Rashpaul Singh, a resident of Channi Himmat, which faces acute shortage in summer. To lessen the burden and cater to the needs of people on the outskirts of the city, the PHE operates a filling station at Boria Colony near Bahu Fort, Transport Nagar near Narwal Bala, Sitlee Nagrota and Muthi-Barnai. Nearly 87.4 per cent of households have water connections in the city, 56 per cent household get water supply for less than an hour per day, 96 per cent households spend extra money besides paying water tariff, to buy water, pumping, electricity consumption and on other methods. “Our locality gets water supply after three to four days despite the fact that new overhead tank was built along with tubewells. Several colonies are facing simillar problems,” said Hari Krishan, a retired government employee of Ganga Nagar in Bantalab. Present potable water requirement of Jammu city is 45 Million Gallon Daily (MGD) while the supply is close to 42 MGD. When power cuts become routine, even a large manpower of the Public Health Engineering (PHE) Department fails to meet the demands of citizens. As per data, the PHE department provides 42 MGL of water per day to over 13 lakh people in Jammu city. The total requirement of potable water against this population is 45 MGL per day. So, 3 MGLs of water shortage remains. Demand and supply

One woman army runs govt high school in Rajouri
Rajouri, May
15 The Galhan School was upgraded from middle to high school. The villagers tried hard to get the school upgraded as earlier they had to send their children for higher education to other villages. Due to this, many female students had dropped out of school. Villagers said after up-gradation of this school under the Rashtriya Madhmic Shiksha Abhiyan
(RMSA) last year, more children enrolled in this school. For past few months the school
has been facing acute staff crunch. Village sarpanch Mani Ram said this school was being run by one woman teacher for past few months as the other teacher who was appointed here is undergoing B.Ed training. “It is very difficult for one teacher to handle over hundred students, but the education department has done nothing to tackle this problem, except give assurances,” he said. The school building has two rooms out of which one room is for office and other to conduct classes, said a local. The school has no toilet facilities for girl students which is a violation of the Supreme Court order to provide the facility by October 2012 to provide basic infrastructure facilities, including toilets and drinking water. The school has no infrastructure, no desk facilities or any other facility except dirty tats for the students to
sit. Mani Ram said in the absence of road connectivity, children have to walk long distances to reach schools in hope of a better future but the shortage of teaching staff is spoiling their dreams. An officer at ZEO office Mogla said, “It's true that this school is facing shortage of staff. The entire zone is facing the same problem as 105 posts of teachers are vacant. But we have taken up this issue with senior officials. We have made arrangement to depute two teachers to reduce the burden till the teacher comes back from her B.Ed training and filled up of vacant posts," he
added. Short on facilities

Partial shifting of bus stand to Narwal leaves passengers, drivers in the lurch
Jammu, May 15 The bus drivers here allege they were being harassed by the authorities these days. Passengers from other states also face harassment. Amarjit Singh, driver of a Jammu-Pathankot route, Punjab Roadways bus said, “Our bus was diverted towards the ISBT Narwal from Kunjwani, but there is no counter to check-in, and no facilities are available here. We have to go back, but we do not have any record to show our officials that we reached Jammu.” “The passengers are also blaming us for the harassment faced by them, as there are no mini buses or autos available for them," he added. The drivers have to get their vehicle number registered at the Punjab Roadways counter at the old bus stand but now they are not allowed to enter in the city during the day. Jaswinder Kaur said, “There are no buses for Katra and no mini bus or auto for city bus stand, if the Inter State Bus Terminal is shifted here, all facilities must be made available here. The only auto available here charged us Rs 50 to go to the old bus stand.” “We have to go on foot to the main chowk of Narwal, to catch a mini bus to reach the old bus stand," she added. The SSP, Traffic said, “We are only following the directions of the High Court to decongest the city. We cannot allow heavy vehicles in to the city during the
day.” |

Parents collect tuition fee as per High Court order
Jammu, May 15 Confirming the development, Raj Kumar Gupta, president of the committee, said the parents had authorised them to collect the fee. "We have collected Rs 14 lakh in lieu of the monthly tuition fee from parents of 200 students so far," Gupta claimed. "Few days back, the parents had approached the schools management to request them to collect the monthly tuition fee as directed by the High Court but they refused and said they have to deposit annual charges also. The school management had also falsely accused us of raising slogans and misbehaving with them," he alleged. "After collecting the monthly tuition fee from all the students, we will once again go to the schools and appeal them to deposit it but if they do not entertain us we have no option but to knock the door of High Court to deposit the legitimate tuition fee," Raj Kumar Gupta said. "We are trying our best to resolve the fee issue but it the managements of private schools are not very keen," he rued. "The private schools management has also filed an objection in the court against the writ petition filed by us against the heavy fee being charge by them. Even, the J&K State School Education Act, Rules and the CBSE all clearly states that the parents must be involved in any decision taken by the school with regard to the education of their wards but unfortunately there is no such procedure", said another parent. |

Traffic violations rampant at key points in city after Durbar Move
Jammu, May 15 More than 30,000 vehicles moved to Srinagar with the Durbar, but still commuters are facing the problem of traffic jams in the city. Even after the installation of traffic lights in the city on August 5 last year, the commuters did not get any relief from the traffic chaos at most of the chowks and crossings in the city. The Traffic Department of Jammu has put many traffic lights on a blinker mode and other lights are being operated manually. It has also been observed that the traffic lights are creating chaos due to narrow roads and absence of traffic points at most of the points. “It has become risky to drive in this scenario. You cannot move freely even when there is a green signal because there is a possibility of being hit by any vehicle coming other directions,” said Ashutosh Gupta, a sales executive. “The traffic policemen are missing from most of the points after the Durbar Move. The traffic police are not making efforts to tighten noose around the violators,” he added. “We have received many complaints of traffic violation. I have given directions to the traffic police to use wireless message service properly to nab the violators and impose a fine of Rs 1,000 on them,” said Manmohan Singh, SSP Traffic. On the issue of wearing seatbelts and helmets, he said, “The traffic police is regularly checking the violation and imposing fines on the violators, but our first priority is to make vehicular movement smooth in the city.” Official Speak We have received many complaints of traffic violation. I have given directions to the traffic police to use wireless message service properly to nab the violators and impose a fine of Rs 1,000 on them. — Manmohan Singh, SSP Traffic |

PDP slams govt for misusing government machinery
Rajouri, May 15 Addressing mediapersons here today at Rajouri, senior leader of the Peoples Democratic Party Qamar Chowdhary accused the ruling coalition government of paralysing all government offices as it was using the administration for organising its rallies instead of doing public work. He alleged that mountainous parts of the state lacks basic amenities like road, potable water, health and schools and other facilities owing to lack of concern of the government. He criticised the government that residents of Rajouri were facing hardships each day. Hundreds of people used to wait outside government offices with the hope of early completion of their work, but they have to wait for hours due to unavailability of the officer concerned. PDP state youth secretary Ahsan Mirza said, “Mostly all senior ranked posts, including Chief Education Officer, Additional Deputy Director Tourism and many more, in the government departments in Rajouri are vacant. Unfortunately, the government has made no efforts to fill these gaps.” The government is organising rallies ahead of the elections to divert attention of voters from exposed scandals and corruption, Mirza said. Mirza said, “It is very unfortunate that government is now using administration support to gather public for their rallies. The ruling government cannot befool people of this region anymore as voters are now well aware about which party is doing what.” He threatened the ruling government to stop misusing government machinery for politic motives, otherwise the Peoples Democratic Party would hit the roads for the acceptance of demands of the people. Others who spoke on
the occasion were Tanveer, Khalid Firdos, and Mushtaq. |
