protest, demand inauguration of fifth Tawi Bridge
Jammu, May 11
Protesters warned the department concerned that they would intensify agitation if the bridge was not opened soon as it would ease pressure on over-burdened roads in the city. They also decried the failure of the administration to take steps to improve the road network, which is leading to total anarchy in the temple city. They also lashed out at the government for the delay in the construction of flyovers approved by it. The protesters blocked the road for several minutes and alleged that Jammu is being neglected by the government and Jammu-based ministers, who have failed to take up the development issues of the city. People also held a demonstration against the civic agencies PWD, ERA, R&B, Municipal Corporation and Traffic Department for their failure to maintain public utilities despite spending crores of rupees, provided by the Central Government, on them. “A fraud is being played with the citizens. Every road is being dug up by different agencies several times, resulting into the worst traffic management in the city. No other city in north India is being denied its share of development like Jammu,” claimed a protester, Surrender Sharma. Jammu West Assembly Movement (JWAM) president Sunil Dimple has alleged the state coalition government, under the leadership of Chief Minister Omar Abdullah and the Congress party, had done nothing to solve the traffic problems in the Jammu city in the past four years of its tenure. “Chief Minister Omar Abdullah is not showing any interest in opening the fifth Tawi Bridge. The government is least concerned about development of the city as it has not constructed flyovers at Rehari Chungi and Jewal Chowk,” Dimple alleged. Census 2011 1.78 lakh households still dependent on human waste carriers Sumit Hakhoo
Jammu, May 11 Last year, the Supreme Court (SC) took exception to the failure of the state government to file a detailed reply on a public interest litigation (PIL) filed by an NGOs seeking a report on the status of such people. The Census report has revealed that 7.94 lakh homes still dependent on human scavenging in the country. The practice was found prevalent in Jammu and Kashmir (1.78 lakh), Uttar Pradesh (3.26 lakh) and West Bengal (1.30 lakh). Sikkim, Goa, Chandigarh and Lakshadweep were found free of the illegal practice. No such cases were found in the urban areas of Himachal Pradesh, Daman and Diu and Andaman and Nicobar Islands. "Manual scavenging is deeply related to the larger issue of caste and untouchability and is degrading for the human beings. The state government has wrong view about this and denies its prevalence,” said MLC B.R Kundal, who had raised the issue in the Legislative Council recently. He said municipal corporations, committees and railways still use workers for cleaning drains, carrying human waste, which also comes under scavenging. Since 2000, the state government has announced schemes for the rehabilitation of these people, but even if they leave this job, stigma is still there and society has not allowed their integration. However, Minister for Urban Development Nawang Rigzin Jora did not respond to repeated calls. The government has submitted in the council that scavenging is nil in the state, quite opposite to the report of Census-2011. What prohibition Bill says
As per the Prohibition of Employment as Manual Scavengers and Their Rehabilitation Bill, the district magistrate has to ensure that no person within his/her jurisdiction is engaged as a manual scavenger or constructs an unsanitary latrine and that manual scavengers are rehabilitated. It makes it mandatory for municipalities, cantonment boards and railway authorities to construct adequate number of sanitary community latrines within three years of this Act coming into force. |

Rain lashes city, brings respite from scorching heat
Jammu, May 11
After basking in bright sunshine through the week, the city was left awash by heavy rains in the wee hours of Saturday. The skies finally opened up and it poured in the temple city, bringing relief and joy to the residents of the city. The winds also broke branches of trees at several places, which affected traffic. “It was a soothing experience as we have not seen rains for long time now. Though there is a little dip in temperature but it was a good thing,” said Rohit Sharma, a marketing executive with a telecom company. Meanwhile, the Indian Meteorological Department (IMD) has predicted light showers and thunderstorm at several places across the region for next 24 hours. As per the IMD, temperature will remain between 35-37 degree Celsius for the next three days while it will again hit the 40-degree mark on May 15. “The past four days were hot in the city and power cuts have made our life miserable. We expect occasional rains so that temperature will remain tolerable,” said Sharad, a university student. Temperature in the region has been rising steadily since the last week of April. The Sun has shown no mercy in the past few days and affected the normal life. Unusually, high temperatures in the northern region at this time of year is due to absence of any western disturbance, which bring showers to north India and only the hot winds blowing from western Asia are smashing the great plains of sub-continent. |

Media fraternity pays tributes to photojournalist
Jammu, May 11 A function was organised to remember Sodhi at KL Saighal Hall, where his family members, mediapersons from various organisations and prominent people from different walks of life paid him rich tributes and remembered his contribution towards the society and journalism. Local artistes, including Dr Chanchal Sharma, Rakesh Anand and Bishan Dass, recited bhajans in the memory of late Sodhi. Inspector General of Police (IGP), Jammu, Rajesh Kumar, Director of Tourism, Jammu, Soujanya Sharma and Secretary, the J&K Academy of Art, Culture and Language, Savita Bakshi, Jammu SSP (additional charge) JS Johar, Heena Sodhi daughter of late Sodhi, were among the prominent people who paid tributes to the journalist and recalled his services. They said he would be remembered for his contribution to photojournalism in the state by the coming generations. Late Sodhi’s friends in media described him as a “valiant and brave photojournalist” who sacrificed his life for his profession. “He would remain alive in the hearts and souls of all journalists and would continue to inspire the coming generations through his sacrifice,” they said. |

SC/ST retired employees forum flays state govt
Jammu, May 11 The forum, in the meeting, alleged that the reservation to the SC/ST and other reserved categories had been allegedly denied even at the time of their subsequent regularisation against the regular posts. It added that the decision of the government to extend this scheme for two years to fill the vacancies of regular teachers would hurt the community.
The forum appealed to the government to give due share of recruitment to all the categories in such recruitments. The forum also expressed resentment over the alleged delay in announcement of increased rent of land
occupied by Armed Forces in the state. It claimed that the rent of occupied land was to be revised after
every five years and the last revision was held on February 16, 2008. Forum added that Union Defence Minister, AK Antony, during his visit to the J&K had announced that revision of the land would be done on February 16, 2003 but nothing had been done so far in this regard. Forum appealed to the concerned authorities to expedite the revision of rent of land allegedly occupied by the Armed Forces. |

Army gives pre-recruitment training
Rajouri, May 11 The training, conducted from April 29 to May 10, was attended by 15 boys. The aim of the training was to prepare, guide and train the youth under close supervision of qualified Army instructors for recruitment. The boys were selected to undergo training after their initial medical and document check. The selected boys were then imparted training on various facets for recruitment in the Army and Central Armed Police. The training included honing the physical and academic skills of these individuals. During the course of training, guest lectures were organised by Army personal who have been involved in the recruitment process, thereby giving the boys an insight into the selection procedure.
