Armyman fires at brother-in-law
Jammu, February 5 “Kumar straightway went to the room of his wife and closed the door from inside. He severely thrashed his wife and dragged her inside the room. His brother-in-law Balbir Singh who was in the next room rushed and broke open the door. He had a minor scuffle with Kumar who took out his revolver and fired at Balbir,” the victim’s mother said. She alleged he (Kumar) carried a sharp-edged weapon and opened several rounds on her son after a scuffle. “As the shot missed the target, he fired more bullets and then attacked Balbir with a sharp-edged weapon leaving him critically injured. Our tenants and other family members rushed towards him and overpowered him. He was tied with bed and we informed the police,” she narrated the incident. The police said a bullet pierced into the right side of Balbir’s chest and he was rushed to hospital where his condition was stated to be critical. “The locals thrashed the accused and snatched his revolver. A police team took him into custody and seized both the weapons, including a Chinese revolver,” the police said. Panic gripped the entire Jawahar Nagar area after local residents heard the gunshots. “When we heard the gunshots, we thought that militants might have barged into the house. We rushed to the spot and found Balbir in a pool of blood,” a neighbour of the victim said. The police has registered a case in this regard. Investigations are on in the case. the incident

Hailstorm and heavy rain lash Jammu city, temperature plummets
Jammu, February 5 On second consecutive
day, rain disrupted the normal life in the city with people preferring to remain indoors. Many
residents did not send their children to schools today due to chilly weather conditions prevailing
in the city for the last two days. Dr MK Khushu, Nodal Officer, SKUAST (Jammu), said the rainfall was the highest during the season in Jammu city. It was mainly due to strong western disturbances in the region, he added. A continuous rainfall since Sunday evening
has submerged many roads and streets into knee-deep water in several localities. The rainwater added to the woes of motorists and pedestrians during the day. In the morning, there was traffic jams at several places in the city. Some cases of motorcycle riders skidding off the road were reported, reports said. “Due to accumulation of water, our potato field has been damaged. We will have to assess the
damages once the weather gets cleared,” said Balkar Singh from
Raipur-Domana. The Indian Meteorological Department (IMD) had predicted a heavy rainfall and snowfall from February 4-6 which snapped the National Highway. Normal life hit

Govt fails to create fuel storage facilities in snow-bound areas
Jammu, February 5 The stocking of fuel for winter is done only in the Ladakh region. Officials of the Consumer Affairs and Public Distribution (CAPD) department said they were helpless in absence of proper storage capacity. Sources said hundreds of villages in Doda, Bhaderwah, Rajouri, Poonch, Kishtwar and Reasi were totally dependent on firewood collected from the forests as the successive governments in the state had failed to create a mechanism for proper distribution and stocking of domestic fuels. “Though the state claims that black marketing gangs will not be allowed to operate, they have become essential support system for people as the administration has failed to deliver,” said an official with the district administration in Doda. The fate of thousands of people is still dependent on the weather as the supply only resumes when the roads are cleared of snow, which remain cut off for days and months during the harsh winter. “As hill districts receive the season’s first snowfall, people dread the long queues to get kerosene and LPG refills. In the recent past, it has become difficult for people to get firewood. The common man is facing the problem,” said Pervez Ahmed, a resident of Pogal Paristan, a remote Banihal village. CAPD Director Pervez Malik admitted that there were no storage facilities in the hilly districts of both Jammu and Kashmir divisions. “We do not store kerosene and LPG in the snow-bound districts. Only rice, flour and sugar are stocked for the winter. The domestic fuel is ferried on tankers to various areas for distribution when the weather permits,” Malik said. Malik said due to heavy snowfall and road blockades, it was not possible to carry kerosene drums and LPG refills by labourers as well. Due to severe winter conditions from October to April, there is a remarkable increase in the consumption of fuel in households. But in absence of any long-term policy by the successive governments in the past six decades, most of the people in snow-bound areas face hardships. On mercy of weather god

Forum chief lambasts government
Rajouri, February 5 Shawl said despite crore of rupees being spent on the National Highway roads, the government agencies had failed to work on it and it's under-deplorable condition could be seen, especially from the Rajouri to Thanamandi route, that connects 'Shadra Sharif' and Mughal road with rest of the country. He said, “We had lodged demonstrations, submitted memorandums and used all ways to improve the road connectivity to this hilly region for ensuring safety and security of the passengers, but despite assurances, we received nothing on the ground.” He said not only this but several other Centrally and state-sponsored schemes, including developmental works were lying midway, owing to reasons better known to the administration. He said the government had constituted several committees and had review meetings to improve road connectivity to the hilly regions of the state to provide improved and safer routes to the passengers, still the crucial highway of Rajouri to Thanamandi was under poor conditions and authorities had completely failed to improve its condition. People of the region not only faced discrimination in developmental working of the region, but also in the political representation too.
