Jalandhar, October 13
One of the popular sports complexes of the state, Burlton Park, may find itself hanging in fire. New plan of the Municipal Corporation of Jalandhar, along with consent of the state government, gives reflection of this. As per new plans of MCJ, large chunk of total land of Burlton Park will be mortgaged and after acquiring loan in the tunes of several hundreds crores, the corporation will develop sports hub at the same site, which will be at par with international standards.

There are plans that another piece of this land will be sold out after developing commercial complex on this land. A plan to construct five star hotel is also included. This comes to the fore as per the new list of agendas released by the corporation.

Total area of park measures around 63.26 acres. The authorities are planning that out of 63.26 acres loan will be taken after mortgaging 53.26 acres of land and commercial complex will be developed on the remaining 10 acres. HUDCO will give Rs 250 crore and World Bank will provide loan amount of nearly Rs 215 crore.

Some part of this amount will be diverted to for the upgradation of 25-km stretch of 11 prominent roads of the city. Works on Global Environment Facility- SUTP Project will also be chalked out from the same amount.

Initially there were plans that total land of park, value of which is near to Rs 800 crore, will be mortgaged but to keep 10 acres of land, which the authorities want to develop for commercial purposes, free of any loan amount.

As this site is registered as park in records of the Revenue Department, the authorities are trying to change to the status of purpose of land use to “Mixed Land Use” so that this land can be used for commercial purposes also.

“Even the governments are offering incentives, turn up rate of young players is too low in all over state. There is no ‘Pay and Play’ culture in our society except some big metropolitan cities. Overall scenario of sports in India is not very encouraging. Already there are number of internationally renowned sports centers in Jalandhar. Why authorities never bother to develop these centres which had produced international famed players,” said one higher official of the Sports Department.

“The Municipal Corporation is meant to provide basic facilities like clean drinking water, sanitation and sewerage facilities. Moreover, 10 acres of land only return Rs 100-150 crore. How will the corporation manage to return rest of amount of loan and interest, as major works running under corporation are of public welfare, which are obviously not profit oriented projects. This project is not at all viable,” said one official of corporation on the condition of anonymity.
