Commission agent’s murder case solved

Following the arrest of two persons and recovery of the arm used in a Pehowa- based commission agent, Vinod Sharma’s murder, the district police claims to have solved the murder case.

Narrating details of the case, district police chief, Sanjay Kumar pointed out that Sanjeev Sharma and Dharampal were the main accused in the murder case. Sanjeev Sharma, since his arrest, was under treatment at the PGI, Chandigarh, while Dharampal, during interrogation, told the police how the murder was executed. The police also succeeded in recovering the sharp-edged handle of a handpump used in the murder from the bank of Markanda river near Jalbehra village. A motor cycle (41 A - 7943) used in the murder, was also recovered from the place revealed by Dharampal, the SP added.

Admitting his crime, Dharampal told the police that he was tempted to get a kothi, a car and cash. Despite of being busy at Falgu Teerath in rituals for pilgrims, he spared time and joined Sanjeev Sharma in committing the murder on September 30, 2005.

Dharampal told the police that they got prepared sharp-edged handpump’s handle from Kurukshetra and a day prior to the murder, hid it under the double bed of Dharampal.

Dharampal further said that he hid himself behind the eucalyptus groove before Sanjeev Sharma brought Vinod Sharma on the motor cycle to the bank of Markanda river near Jalbehra village. Dharampal said that as Vinod Sharma was unaware about the situation, he (Dharampal) attacked Vinod Sharma from behind with the sharp-edged handpump’s handle. At this, Sanjay Sharma joined Dharampal and both of them left Vinod Sharma dead there. The body was dragged to the nearby fields.

After the murder, Sanjeev Sharma gave lift to Dharampal on motor cycle and left him at his (Dharampal’s) residence. He left his motor cycle near the Kaali Peeth mandir and informed Vinod Sharma’s relatives from his mobile phone regarding missing of Vinod Sharma and threw his mobile phone in a nearby drain.

Dharampal further revealed that it was Sanjeev Sharma, who trapped Vinod Sharma by putting opium in Vinod Sharma’s car earlier.

The district police further said the police would take Sanjeev Sharma on police remand shortly from the PGI.

Ray of hope for investors in plots

A solution seems to be in sight for more than 100 traders who had been allotted commercial plots years ago and have paid Rs 10 crore in instalments and interest, but are yet to get their possession.

The traders had been allotted plots in wholesale cloth and medicine market under Phase I of the Vyapar and Vyavsai Kunj scheme here. The scheme had been launched in 2001 and plots were allotted on the basis of a draw.

However, while floating the scheme, the district administration allegedly ignored a letter sent to it by the Archaeological Survey of India (ASI), in 2000, in which it had been directed to seek a no-objection certificate before undertaking any construction activity on the site as it was in a prohibited area.

In 2003, construction was stopped. Since then, the Improvement Trust authorities as well as the investing traders had been trying for the allotment of an alternative site.

The Subdivisional Magistrate, Mr Amit Aggarwal, who is also the administrator of the Improvement Trust, told The Tribune here today that the state Financial Commissioner-cum-Principal Secretary, Urban Development, Mr N. Bala Bhaskar, had visited the site to resolve the issue.

He said during his visit to the city, Mr Bala Bhaskar held meetings with the affected traders and officials concerned. Mr Aggarwal said the Financial Commissioner-cum-Principal Secretary had assured that a final settlement would soon be reached in this regard.

The alternative site identified for the purpose belongs to the Animal Husbandry Department. The Animal Husbandry authorities were reluctant to part with the land as a number of staff quarters were built on it. However, the Urban Development authorities have offered to get staff quarters constructed at another site in lieu of the land.

The SDM said soon after the matter regarding the allotment of an alternative site to the Phase I allottees was settled, the draw would be held for the allotment of freehold commercial plots under Phase III of the Trade and Business Complex.

Nearly 1,500 persons had applied for 250 freehold commercial plots under Phase III of the Trade and Business Complex here last year, but are still waiting for the draw. These applicants had also deposited crores of rupees as earnest money.

The scheme had been floated by the Urban Development Department of the Haryana Government through the Improvement Trust in October, 2004.

In the registration cards sent to the applicants, the Urban Development Department of the state government even mentioned that the draw would be held on January 3, 2005. However, the dates continued to be extended but the draw was never held.

Construction of thermal plant boundary wall stopped

The construction of a boundary wall and diversion road of the Deenbandhu Chhotu Ram Thermal Power Plant here has been “affected” following a court status quo order on a plea filed by a villager that his piece of land and now part of the thermal project was never acquired. Reliance Energy Limited (REL) is constructing the 600 MW thermal plant.

Major Surinder Singh Shearon (retd), administration Head, REL, when contacted, informed that they had stopped the work on the piece of land in dispute but it was continuing in the other direction. “We have to construct a very long boundary wall and the work was on except the area involved in controversy,” informed Major Shearon.

Meanwhile, the Haryana Power Generation Corporation (HGPC) has moved an application before the district administration for title change of about 1,107 acre on which the thermal plant is coming up. Sources said the land was in the name of the Haryana State Electricity Board (HSEB) and the district administration had been requested to change the title in favour of the HGPC. The decision was to change the title of land was taken during a cabinet meeting, said sources. Similar requests will be made to the authorities at Hisar and Inderprast in Delhi. The HPGC, Yamunanagar, will have to pay Rs 69 crore to the HSEB as the book value of the land for the settlement, informed sources.

Mr Pawan Singh of Rattangarh village had move an application in the local court that his land, measuring 12 kannal and 10 marlas, which now forms part of the land on which the thermal plant is coming up, was never acquired. The court has given a status quo order and the matter will come up for hearing tomorrow.

A meeting of the HPGC, district administration and residents of Rattanpura is scheduled for tomorrow.

A peep into the British Raj

Contrary to general perception that the British were perpetrators of injustice towards Indians, documents available with the Haryana Archives Department reveal that they worked towards making India a welfare state.

Reformatory schools for delinquints; freeing girls of tender age from the brothels meant for jawans; setting up schools in rural areas and for girls; construction of roads leading to important places of worship - these documents reveal that the British Raj was not so bad, after all, if considered objectively. These rare documents are now being showcased in an exhibition organised by the department.

The documents reveal that the British rulers laid a lot of emphasis on education and health- the two fields that have been ignored by successive Indian Governments while making budgetary allocations. A letter (dated May 5, 1866) issued by the then Director of Public Instructions, Punjab, Major. A. R. Fuller, to all Deputy Commissioners, shows how Rs 10,000 was sanctioned from the Imperial revenue for maintenance of female town schools. In fact, Goorgaon (now referred as Gurgaon) had the maximum number of schools for women in rural areas, while Goorgaon and Umbala (now Ambala) had 14 schools for girls in town area.

Documents also show what rules were framed for conducting examinations for tehsil and village schools under supervision of Inspectors in 1861; and, for management of schools in Punjab. Even in the days of the Raj, reformatory schools were set up to deal with juvenile delinquints from 1876.

"Girl child education and welfare of young girls, sold off in brothels was also on the agenda of the rulers," says Dr Rajwanti Mann, Deputy Director, Archives Department, Haryana. A letter by the then Deputy Commissioner, Umbala, to Judicial Commissioner, Punjab, in 1859, shows how over 300 girls, all below 10, were rescued from brothels in Umbala, Thanesar, Loodhiana (Ludhiana) and Simla, and sent back to their parents or homes for women. "The documents reveal that most of these girls were from Nat and Kanjar tribes," she informs TNS.

But the exhibition is not just about the welfare schemes of the British Raj. A letter shows how the British in Umbala wanted to impose a rule that the native Indians, salute all Europeans whenever they came across. The practice was being followed in Mooltan (Multan) in 1858.

Other interesting documents being exhibited reveal how the British had drawn up a sharing of Ghuggur (Ghaggar) river waters ( two third to Munee Majra (Manimajra), one third to Putiala (Patiala). Some rare manuscripts like Salotra ( a book on breed, diseases and treatment of horses), and Amanaya Yantra - having details of 24 tirathankars of Jains - are also being showcased.

INLD rally in Rohtak on November 24

Indian National Lok Dal (INLD) workers here have started mobilising people for the November 24 rally of the party at Garhi Sampla (Rohtak) on the occasion of birth anniversary of Sir Chhotu Ram.

Ms Swatantar Bala Chaudhary, a former INLD MLA from here, addressed mediapersons in Jat Dharamshala here today. Senior party leaders Mr Ram Raj Mehta, Mr Atam Parkash Batra, Mr Kuljit Singh Kuleria, Mr Umed Singh and Ms Suman Bala Siwatch were present on this occasion.

Ms Chaudhary said people were feeling cheated by bringing the Congress to power. She said even a ruling party MP had said this government was an utter failure.

She said leaders of the party had toured all villages of the district and got an overwhelming response to the November 24 rally.

Farmers hold rally for relief

Hundreds of farmers, including a considerable number of women, participated in a rally organised by the state chapter of the All-India Kisan Sabha at Siwani mandi in Bhiwani district today.

The state secretary of the sabha, Mr Dayanand Poonia, said the rally had been organised to press for the acceptance of the demand of granting relief to the drought-hit farmers. He said while the local officials had apprised the higher authorities of the damages caused to crops, the state government was indifferent to the farmers’ woes.

Besides relief for drought-hit farmers, unjust distribution of canal water, rampant corruption and immediate grant of tubewell connections were other issues highlighted at the rally.

Former MLA Harpal Singh and kisan sabha’s state president Phool Singh Sheokand addressed the farmers.

Mr Poonia said the sabha had sought an appointment with the Chief Minister and the Finance Minister. “If they fail to spare time for us, we will stage a major dharna and demonstration in Chandigarh,” he maintained.

Two industrial units caught stealing power

A vigilance team of the Uttar Haryana Bijli Vitran Nigam (UHBVN) detected two cases of power theft at two industries situated at separate villages falling under the jurisdiction of Dhand sub-division of Kaithal district. A total of over Rs 21 lakh were fined to these defaulter units.

The two industries Haryana Handmade Paper & Board Mill and Mini Rice Sheller situated at Faral and Begpur villages respectively, were raided after a secret information, said Mr Naresh Sardana, Xen Vigilance UHBVN, Karnal, while talking to The Tribune after conducting the raids.

The premises of these two factories were raided on Monday night and the raid continued for several hours till Tuesday morning, Mr Sardana said, adding both the industries were found stealing power.

While the owner of Mini Rice Sheller, Ram Prakash, was present at his unit at the time of raid, he said adding, the owner of Paper Mill, Mohan Lal, was summoned for completing the formalities of the raid.

Mr Sardana said that while Paper Mill was found stealing energy bypassing the electric meters whereas Rice Sheller was caught stealing power from his tubewell connection.

The Paper Mill was fined as much as Rs 14 lakh whereas Rice Sheller was fined as much as Rs 7.2 lakh, he said.

Education to rural children her mission

One of the recipients of the Indira Gandhi Priyadarshini Award this year, Ms Sukhwinder Kaur Virk, Principal of Ambala Public School, is on a mission to give proper educational opportunity to rural children.

Talking to The Tribune today, Ms Virk said she was the only person from Haryana and Punjab to get the prestigious award this year. She was presented the award by Union Minister of State for Planning M.V. Rajshekharan in New Delhi recently for outstanding service, achievements and contribution in the field of education.

She has been working as Principal for the past 11 years. “My objective is to provide good education to the children from villages. At Ambala Public School, we have children coming from 70 villages,” she said.

The children come to the school from different rural areas, including Naggal, Batrohan, Naneola, Jaroth and Sarala. “Out of the eight school buses, six have been put on routes covering these villages,” she said.

Mrs Virk said English-medium CBSE curriculum led to many schools not allowing admissions to children from villages as it might spoil their result. “However, I willingly accept them in my school. I feel that every child has the potential, provided proper education is imparted to them. It is through the hardwork put in by us that we have 100 per cent Class X result,” she said.

The mantra for success for getting 100 per cent result year after year from children hailing from rural background is the extra effort put in by the teachers of the school.

“We teach the rural children even after school hours. Our teaching is complete and there is no extra requirement for the child to be taught at home. We understand that many children from villages have illiterate parents so our effort is to ensure that the children of illiterate parents get good education at the school,” she said.

After admission is provided to the child at the school, it is the responsibility of the school to give proper education. “For our Board students, we have classes till 8 pm. During the examination days, the students have to study till 10 pm at the school itself,” she said.

“We keep our students busy in studies.”

There are many students who come from villages as far as 25 km, so the students do not go back home during the days of late-hour studies. “While the girl students stay at my home, the boys stay at the residence of a teacher,” she said.

The school does not charge any extra tuition fee for the extra classes from the students. Satwinder Kaur of Nayagaon village had got 84 per cent marks in Class X this year. “We pursue overall development of the child. We also teach Gurbani to the students besides karate and how to play band,” she said.

Ambala Public School, which was set up by her in 1995 in Nasirpur village, today has more than 1,000 students. “I belong to Hisar and came to Ambala after marriage,” she said.

The Chief Minister, Mr Bhupinder Singh Hooda, stated this while addressing the 22nd convocation of Guru Nanak Khalsa College here today. He gave away prizes and certificates to the outstanding students in the field of education, sports and cultural activities.

Mr Hooda said that budgetary allocation for education had been increased by 50 per cent. He said that Rajiv Gandhi education city was being built at Kundli in Sonepat district which would be a centre of excellence and impart world-class education to the youth in all the important disciplines of education.

The Working President of state Congress, Dr Ram Prakash, an ex-parliamentarian and president of managing committee of the college, Mr Tara Singh, and its Principal, Mr D.S. Dhaliwal, were also present on the occasion.

Photographer Raghu Rai honoured

Padamshri Raghu Rai, a renowned photographer, was honoured with Kalahans Samman at a function organised under the aegis of the Haryana Institute of Fine Arts (HIFA) here today.

Rai and three other — Dr Dinkar Sharma (Kalanidhi), Rajesh Chugh (Kalamitra Samman) and Sant Amrik Dev (Karan-Bhoomi Samman) — were honoured during the ceremony.

Rai was honoured for his lifetime achievements in the field of photography, Sant Amrik Devji, uncle of late Indian astronaut Kalpana Chawala, was given Karan-Bhoomi Samman for his contributions to the welfare of the mankind.

A seasoned musician, Dinkar Sharma, got Kalanidhi Samman for his contributions in the fields of music, whereas Rajesh Chugh was honoured with Kalamitra Samman for promoting art journalism in Haryana.

On the occasion, Mr Hooda announced a grant of Rs 2.50 lakh for the HIFA for launching a website about historical sites of the state.

Mr Hooda said that he was not satisfied with the working of NGOs in the state as most of them, except a few like HIFA, were not performing well.

Woman booked for driving husband to suicide

The police has booked Sunita, her father Sube Singh of Uncha Samana village near here and her brother-in-law (sister’s husband) Ram Kumar of Nangal village in Muzaffarnagar of UP for driving her husband Balender of Barsat village here to commit suicide.

A case under Sections 306 and 34 of the IPC was registered against Balender’s wife Sunita and other co-accused at Gharaunda police station on the orders of a court here, a police spokesman said here today. The case was registered on the complaint of Balender’s father Prakash.

The complainant alleged that Balender committed suicide after taking some poisonous substance on July 30 this year. He was being harassed reportedly by his wife and other co-accused.

Mr Prakash alleged that his son Balender had come to know about the extra-marital relations of his wife with his brother-in-law. Following which he tried to get divorce from her but his wife allegedly lodged a false complaint against him of demanding dowry, he alleged, adding she demanded Rs 2 lakh from him for withdrawing the complaint.

1 held for robbing truck owner

The police has arrested one of the gang members, who robbed of a truck owner of Rs 2,35,510 at a dhaba on G.T. road near Dhantodi village, 10 km from here on October 30 last.

Stating this here today, the district police chief, Mr Sanjay Kumar said a potato trader, Krishan Chand, a resident of Maallk village of Ludhiana district in Punjab, had lodged a complaint with the police on October 30 at Shahabad Thana. He said he had loaded a truck with potatoes from Jagron village in Punjab on October 29 to sell the same at the vegetable market in Panipat. After selling the produce and collecting the payment he left for Jagron .

On his way back they halted at a dhaba on the G.T. road side near Dhantodi village. Three persons armed with fire- arms came out of a car and asked Krishan Chand to hand over the money. They opened fire, snatched the amount and fled away with the booty.

A case was registered under Sections 397, 420 and 120 B of the Indian Penal Code and ultimately the investigating police party arrested Satish Kumar, a resident of Pharmana village under Kharkhoda Thana, in Sonepat district. Earlier, he had been working as an accountant with a commission agent, Vinod Kumar, a resident of Kaami village at the vegetable market in Panipat.

Mr Kumar said during the interrogation, Satish Kumar admitted his crime and told the police that he had informed his four accomplices from his mobile phone, and a share of the booty was recovered from him.

Gunman offered to complainant in SHO bribery case

The police has offered a gunman for protection to the complainant in the alleged bribery case in which SI Baljit Singh was caught red-handed by Haryana DGP Nirmal Singh. The offer has not yet been accepted.

While, the complainant has not yet accepted the gunman, it is believed that there could be a threat perception due to which the gunman was offered by the police to the complainant Mr Omkar Singh. Besides, Mr Omkar Singh, gunmen have been offered to two more persons who are working in close association with Mr Omkar Singh.

The police protection has been offered to Sangharsh Vahini president Hira Lal Yadav Mr Naveen Mehta. But, they have all turned down the offer for police protection.

Mr Yadav confirmed that they had been offered police protection. “We were approached by DSP Ambala who offered gunmen to three of us. The gunmen were offered to me, Omkar Singh and Naveen Mehta,” he said.

Yadav said that while he and Mr Mehta was turned down the offer, they opined that Mr Omkar Singh could consider it. “However, Mr Omkar Singh too has now turned down the offer for a gunman,” he said.

To a query, Mr Yadav said that he had not received any threatening call from any quarter with regard to this case.

With the arrest of three persons, the Gohana CIA staff (II) has busted an inter-state gang of auto-thieves operating in parts of Haryana and in the neighbouring states for the past few years.

Disclosing this, Mr Rajinder Singh, Superintendent of Police, told mediapersons here today that they were identified as Virender of Kasanda village in Gohana subdivision, and his two other associates Sanjeev and Ramesh of Delhi. The police has also impounded a car allegedly stolen from Delhi a week ago from their possession.

Another youth Sunil, alias Sonu, of Pehladpur Kiroli village was arrested in connection with the case of lootting registered in August.

It is to be mentioned here that the then Chief Minister, Mr Om Parkash Chautala, had announced that all dairies operating in towns would be shifted out by March 2004. At the Kail Complex, 155 plots were allotted but later a dispute arose and 71 plots were cancelled.

Meanwhile, the remaining 84 allottees did not pay any installment because there were no ‘facilities’ at the complex to run the dairies. Mr Jagdish Lal Batra, Executive Officer of the MC, claimed that the complex was almost ready.

Entrepreneurship awareness camp

As many as 540 million youth of our country could turn the fortune.

This was stated by Dr R.P Bajpai, Vice-Chancellor, Guru Jambheshwar University, Hisar, after inaugurating a three-day Entrepreneurship awareness camp at Seth Jai Parkash Mukand Lal Institute of Engineering and Technology (JMIT), Radaur, here today.

He said that financial assistance is easily available from various financial institutions to set up own industrial units. Dr Sudhir Aggarwal, Senior Principal Engineer, Philips, California, Prof V.K Tiwari, Vice – Chancellor, Uttaranchal Technical University, Dehradun, also spoke.
