HC stays order on electronic meters
New Delhi, November 22 Justice Pradeep Nandrajog stayed the execution of the order passed by President of the Commission Justice J D Kapoor on November 21 asking power suppliers to collect money, calculated on six months average bill prior to the installation of the electronic meters. The Commission had asked the discoms to explain by December 20 why the electronic meters were installed by them without the earlier meters being declared as defective and non-functional. The Discoms — Reliance-owned BSES Rajdhani and BSES Yamuna and Tata-owned North Delhi Power Ltd— had challenged the order that the Commission had passed taking congnisance of news reports in a prominent English daily despite a writ petition — Suresh Jindal vrs BSES Rajdhani Power Ltd — was pending in the High Court. The Court issued notice to the Commission through its Registrar, seeking a reply by January 19. Justice Nandrajog said, “The Court had also read the newspaper reports and would like to place on record its anguish regarding the manner in which the news items were published. No order was passed by the court appointing anyone as an expert to assist the court”. “It is unfortunate that the news items reported that the court appointed expert had thrown light on the subject, much less of a conclusive nature from which an inference could be drawn that the meters installed by the electricity supply companies are either designed calculatively or do not record correctly,” the order said. The court also directed the media to restrain itself in reporting such sensitive matters that could prejudice the minds of the common people. Yesterday, the Commission had taken suo motu notice of media reports about the problems encountered with electronic meters and as an interim relief, said the consumers could pay the average of six months bills prior to installation of the new meters. |
Misuse of hospital land alleged
Faridabad, November 22 In one such case, a local resident has issued a legal notice to the state government and the local administration about either taking action against the management of a hospital here for violation of the terms and conditions attached to the
alleged misuse of the land allotted by the government in one of the prime sectors here or face legal action. The notice served through a legal counsel has claimed that the hospital land allotted in the name of a trust in 1991 was being misused. The allottee had subleased it to various private companies in clear violation of the allotment, which said that the site shall not be used for any other purpose, but for the construction of a hospital only. The land along with the building could be resumed by the Haryana Urban Development Authority (HUDA) if the conditions, which included the provision of 25 per cent of the total beds for poor patients and free OPD for about 40 percent of the patients, were not met. The notice alleges that the hospital had hardly followed any of the conditions and had failed to construct a building for a hostel and a paramedical institute as stated by the allottee at the time of allotment. Two pieces of land measuring about two acres each were given by the government at a rate of just Rs 868 and Rs 1038 per sq yard, respectively, for the purpose of construction of hostel and a institute for paramedical science, but so far no such construction or development had taken place. It has been alleged that one portion of the land and the building had been let out to some private companies or bodies. This could not be possible without the involvement of the officials of the department concerned. It is stated in the notice that if the irregularities do not stop and no action is taken against the violator within two months he would be forced to file a PIL in the high court. Meanwhile, it is learnt that the Housing Board of Haryana, which had identified over 800 violations by the residents in its colonies here, has transferred the work of removing the encroachments and the illegal commercial activities to the HUDA office here. The authorities had served notices on the residents here, who had opened shops and commercial establishments unauthorisedly and had been asked to either close down such shops or face action. While it is not known what action HUDA was taking in this regard, confusion prevails among the residents here. Several such violations had also been reported from the residential sectors maintained by HUDA and the Municipal Corporation Faridabad (MCF). |
IG suspends Sohna, Taoru SHOs
Gurgaon, November 22 The IGP had already suspended one inspector, six sub-inspectors and four assistant sub-inspectors in different police stations for not lodging the FIR of the complainants. Gurgaon Police Range supervises the works of Gurgaon, Faridabad, Mewat, Rewari and Mahendragarh districts. Giving the details, Mr Lal informed that he
has suspended the SHO of Sohna for not lodging the FIR in two car theft cases. The SHO kept dilly-dallying. Likewise, the SHO of Taoru was suspended for not lodging the FIR of a dumper theft case. The IGP further informed that one inspector, in-charge of the police station at NIT, Faridabad, was suspended for not registering a murder case around 10 days ago. He added the SHO of Palwal police station was removed from his post when it was brought to his notice that illegal gambling was being done in his jurisdiction. In another such complaint, the SHO of Taoru was suspended a fortnight back. Elaborating his plan of action, Mr Lal said the police first must lodge all complaints of the masses so that it could have the actual and accurate record of criminal activities in all areas. Unless the police had the proper record of crimes how could the department check them, questioned the officer. All SHOs and police post in-charges had been directed to remain in their offices from 9 am to 11 am and 6 pm to 8 pm to listen to the grievances of the masses if they did not have any emergency work to handle at that time. He added that he had suspended these officers in a span of less than one month not to penalise them but warn them that they had to take their jobs seriously. The IGP appealed to the masses to inform the control room of their respective districts if the SHO refused to lodge their FIR. Even a verbal complaint against the SHO/police post in-charge at the control room would be taken seriously by the SSPof the district. The new IGP had suspended officers and not constables and head constables to appease the big bosses to ensure that the system improved, observed Puneet Jain, a distinguished citizen of the city. |
MCD meeting to decide policy on farmhouses
New Delhi, November 22 When such functions occurred in farmhouses, traffic jams are seen; that was why someone approached the Supreme Court to ban organising functions in farmhouses constructed on narrow roads. However, during marriage season, people approach the area councilors for getting permission to organise function in farmhouses but they cannot help them out due to court directive. Secondly, MCD’s and DDA’s community halls are not located in every locality. If they are, they are booked in advance by tent house owners or others to force the people to hire banquet halls. Corruption charges against AIR official, wife
New Delhi, November 22 Special Judge Dinesh Dayal found “prima-facie evidence” of corruption and criminal conspiracy against Indian Information Services Officer Yashdeep Kataria and his wife Seema, a Technical Officer at the Delhi College of Engineering. “After considering the facts and circumstances of the case it seems there is a huge gap in the assets found with the accused and their known source of income,” the Judge said. The agency had raided the couple’s residence at sector 41 in Noida and recovered Rs 16.4 lakh and other valuables. Later, on probing further into the couple’s assets, the agency found the couple’s total worth to be over Rs 54 lakh, much in excess of their joint annual income. An FIR was registered against the couple on May 9, 2000. While observing that the “accused have not been able to explain their assets satisfactorily,” the court said that there was sufficient evidence to prove the case against the accused. It further pinned liability on both the accused “as both the accused were living together and have amassed the properties jointly”. The court has ordered charges to be framed for offences under section 120-B of the IPC and various sections under the Prevention of Corruption Act. |
Lawyers’ stir in Gurgaon continues
Gurgaon, November 22 The lawyer, who is a former president of the district youth wing of the BJP, was attacked by at least 12 persons. The lawyer’s brother and mother also received grievous injuries in the attack. The president of the District Bar Association, Mr Sumer Sharma, lamented that despite the Deputy Commissioner, Gurgaon, Mr R. P. Bhardwaj, and the district police chief, Mr Hanif Qureshi, assuring a delegation of the association about three days back that the main accused would be arrested soon no concrete action had been taken so far. He said the association had also passed a resolution soliciting support of other bar associations of the state for the lawyers’ stir here. However, a formal letter had not been written to them, he added. Mr Sharma further said that in case the authorities did not take action shortly the bar association would soon formally approach other bar associations for support. A new twist in the case when the police withdrew Section 307 (attempt to murder) and the one relating to looting from the list of charges under which the accused were booked in the FIR. This came to light during the course of hearing in a court a few days ago when the police were trying to seek one-day remand. The Inspector General of Police, Gurgaon Range, Mr Mohinder Singh, had reacted to the development by saying that he would inquire into the matter. He had further said that Sections in the FIR could be added or withdrawn as per the subsequent investigations. The police later said the investigations showed that the two Sections were not warranted. |
Patrolling on killer expressway to be improved
Noida, November 22 The 24-km-long road, commissioned in January 2003, has so far claimed lives of 34 persons while another 50 have been injured The Greater Noida Authority Chairman, Mr Rakesh Bahadur, today flagged off eight Qualis patrol vehicles which will continually be moving along both sides of the 24-km-long expressway. Besides, one ambulance will also be stationed there. The function, announced for 10 am on November 22, was postponed to 11 am and then shifted again, thus inconveniencing the media. SSP Piyush Mordia felt this facility would go a long way in improving safety on this fast track highway. The need for mobile patrolling and better traffic management on the expressway had been constantly emphasised in view of a large number of accidents and deaths on the road which had earned for it the sobriquet of killer highway. On September 26, two persons were killed in a collision between two cars. On June 17, one scooterist was killed by a truck at Raipur Khadar. In April 2005, a recklessly driven car had slipped and turned turtle, killing the driver as the petrol tank exploded. On August 14, 2004, seven persons were killed when a Maruti car had gone under a stationery truck after hitting it from the rear. |
Metro man conferred the most prestigious French civilian award
New Delhi, November 22 The Legion of Honour was instituted by Napoleon Bonaparte in 1802 and is given for outstanding civilian and military achievements. Mr Sreedharan was presented the prestigious award at a function held in the French Embassy this evening. His wife, Mrs Radha, accompanied him. Speaking on the occasion, Mr Sreedharan acknowledged the contribution of French companies like Systra, Alstom, Thales, Cogifer and Geismar for providing know- how on various systems, including engineering, signals, automatic fare collection. The DMRC had sought technical know-how from Systra for engineering, planning and operation, Alstom for signaling and telecom system, Thales for automatic fare collection system and Geismar for electrification of service vehicles. Mr Sreedharan said these companies had contributed in a major way to the safety and reliability of the Delhi Metro. Presenting the medallion, Mr Girard said that Mr Sreedharan had been chosen for the prestigious award, Chevalier de la Legion d’Honneur, in recognition of his outstanding commitment to the development of transportation infrastructure in India and valuable contribution in enhancing Indo-French relations. Calling Mr Sreedharan a man of the 21st century, he said the DMRC chief had adopted the latest technology for the Delhi Metro. Mr Sreedharan adopted the technology used in the Line-14 of the Paris Metro for the Delhi Metro, he said. |
Married woman burnt alive
Ghaziabad, November 22 The woman’s relatives alleged that the in-laws had sprinkled kerosene on the victim before putting a match to it in Rajiv Colony of Sahibabad. The relatives of the aggrieved family had created a commotion at the Sahibabad police station. Rajneesh, daughter of Krishna in Rajeev Colony in Sahibabad, was married to Ajay, alias Aju, son of Gopi, on May 11, 2003. Aju was a resident of Galli No 4 in Pappu colony. On November 16, Rajneesh was burnt at her in-laws’ house. She succumbed to her burns the same day in Guru Teg Bahadur Hospital. Krishna had filed a dowry death case at the police station, stating that his daughter was physically and mentally tortured for a long time by her in-laws, and was ultimately charred to death by them. The relatives of the woman created a commotion in the police station, protesting against police inaction in bringing the culprits to book. Rajneesh’s brothers, other relatives and people demanded the police should arrest the accused immediately. The police said they were conducting raids to nab the accused. |

The parties were held over 2 days in 3 shifts and the grandparents were presented with unique wall clocks as a mark of love and respect. Protests against PM: JNUSU president unrepentant
New Delhi, November 22 The JNUSU President said that had the student community known of the PM’s visit well in advance they would have got time to mobilise more widely for a protest. “I would like to make it clear that at no point did I, as President of the JNUSU, consent to inviting the PM…the administration’s unilateral decision to invite him was merely conveyed in a meeting on September 14 in which I was present,” a statement reads. Claiming to be ready to face the motion, she said, “impeachment on this occasion and on this issue would mean going against students’ freedom to protest against anti-people policies and it would mean condoning the violence against peaceful protestors.” |
Retd subedar shot dead
Greater Noida, November 22 According to the police, retired Subedar (JCO) Ramdhan Singh was setting a speedbreaker made in front of his house when some villagers opposed it. But Ramdhan continued with the work, saying that without a speedbreaker vehicles were being driven fast near his house, which endangered the safety of his children. On Sunday night, Narinder Singh passed that way on his motorbike. In the darkness, he could not see the speedbreaker and fell from his bike. Narinder rebuked Ramdhan Singh and later came back with four of his companions. The young men started firing at Ramdhan’s family. One bullet hit Ramdhan who was rushed to a Noida hospital where he died during treatment. Subedar Ramdhan’s family has filed a report against Narinder, Satish, Jay Veer, Azad and Ashok of the same village. The police raided the village, but the five accused are absconding from the village. |

Murderous carjacker held
Ghaziabad, November 22 Another accomplice of the arrested criminal is admitted to a Meerut hospital. The arrested criminal, Kuldip, alias Rajan, 22, who had gone to Pratap Vihar to sell a stolen car, was overpowered by the police. On November 17, Raju Yadav was shot dead in Eta under the Makalpur police station. Kuldip had initially hired the car along with four others and had killed the driver in the jungle. Kuldip said the fired bullet had exited from Raju Yadav’s body and got embedded in his friend Khushi Mohd’s body, who was in a serious condition at Narayan Hospital in Meerut. |
