Factory owners block GT Road
Panipat, November 12 The traffic was restored at 4 p.m. after the police force intervened in the matter after four hours. According to the factory owners, a team of labourers led by their leader, the CPI (ML) district president, P. P. Kapoor, attacked factory owners at Bhagwati Mills on the Barsat road this morning at 11. The labourers attacked Sarang Bani, Dinesh, Surjeet, Parveen and Kuldeep Deswal. Surjeet alleged that Kapoor and other factory workers attacked them when they were disbursing some payment to workers. He alleged that Sarang Bani was beaten up mercilessly with iron rods. There was an attempt to kill him by hanging him, it was further alleged. The workers also snatched a sum of Rs 3 lakh from the factory owners, alleged the injured factory owners. Agitated over the “indifferent attitude” of the district administration, the factory owners kept the injured persons in the middle of the GT Road, opposite the Nirula restaurant. The infuriated entrepreneurs demanded the suspension of SDM R. K. Singh. Despite the situation in the town turning serious, top district officials turned up on the spot late that caused much resentment among the factory owners. Though the SDM reached the spot after an hour of the blockade, Deputy Commissioner D. P. S. Nagal and SP Raghbir Singh reached the place at 3 p.m. along with the OSD to Chief Minister M. S. Chopra, whereas the protesters blocked the traffic at 12.15 p.m. The infuriated factory owners raised slogans against the SDM and demanded his suspension. They further demanded the arrest of P.P. Kapoor and alleged that the district administration had failed to resolve the issue. The labourers also held a rally at Circus Ground on the GT Road. At the well-attended rally, Mr Kapoor and other leaders rubbished the charges of today’s attack. Mr Kapoor alleged that factory owners at Naultha thrashed the workers and demanded action against the factory owners. He blamed the factory owners for ignoring rights of the workers and demanded action against them. |
Rs 1,100 crore relief for HVPNL
Gurgaon, November 12 Mr Das, while speaking at an interactive session on the theme “Power scenario: present and future”, organised by the NCR Chamber of Commerce and Industry, headed by Mr H.P. Yadav, said the HVPNL’s collective dues totalling up to Rs 1,600 crore included Rs 500 crore as surcharge on the cumulative
principal amount of Rs 1,100 crore. The net loss to the HVPNL on account of the government’s waiver policy was only Rs 1,100 crore. Dwelling on the issue, he said the policy of the government to waive off the dues on scientific lines had shown positive results. About 85 per cent of the earlier defaulters had started paying their current dues even while their dues were being simultaneously waived. According to sources, the Haryana Electricity Regulatory Commission (HERC) had also written to the government to explain as to how would the loss to the public utility redeemed due to its waiver policy. Mr Das said the HVPNL had decided to spend about Rs 8,00 crore in the current fiscal year to augment the power transmission system throughout the state. There is shortage of about 700 mw of power in the state during the peak period, especially during the cropping season. Hence, unscheduled cuts are resorted to adjust the pressing demand from the agriculture sector. He cautioned that there had been no augmentation in the generation of power in the northern grid for the past few years. To meet the contingencies, the HVPNL buys power from other sources, including outside Haryana, which is also part of the northern grid. The state has embarked on a mission to
augment the domestic generation of power by about 4,000 mw in the coming three years. |
Kapal Mochan mela draws lakhs
Yamunanagar, November 12 According to an estimate this evening more than one lakh pilgrims have visited the place. As sources said the religious fever is yet to reach a high. The visitors are expected to cross the mark of one million on Kartik Purnima. The main ‘sanan’ will take place on the mid-night of November 14, informed Ms Sukriti Likhi, the Deputy Commissioner, who made several visits at the site during the past few days to ensure ‘best’ arrangements. The mela presented interesting sites with groups of wondering sadhus and pilgrims camped at the religious site. The pilgrims took a holy dip in the four holy tanks (Kapal Mochan, Rinmochan, Suraj Kund and the one at the Kapal Mochan Gurdwara) and paid visits to the ‘Gau Baccha’ temple and the Kapal Mochan gurdwara. Traders did a brisk business on the first day of the mela. The hottest selling items were utensils, decorative wooden sticks and religious insignia. A section of the pilgrims left for their places after the rituals, but a large number of them are staying back for the dip on Kartik Poornima. Pilgrims (who are going to stay) have brought quilts, blankets, utensils, grocery and even LPG cylinders and gas stoves. The administration has also set up several fair price shops in all four sectors of the mela venue. Earlier in the day, Dr Mahvir Singh, Commissioner, Ambala Division, formally inaugurated the
mela. Thousands of people also visited the ‘pradarshni’ (exhibition) put up by the district administration displaying the various developmental works. The pilgrims mostly from rural Punjab, Haryana, Uttar Pardesh, Rajasthan, Himachal Pradesh and Uttranchal have begun descending the mela venue from last afternoon. |
DGP to get damages
Chandigarh, November 12 Mr Nirmal Singh had gone to the court against the state government, the then Chief Minister, Mr Om Prakash Chautala; the then Home Minister, Prof Sampat Singh; the then Haryana Home Secretary, Mr L.M. Goyal; and the then Director-General of Police, Mr R.R. Singh, claiming damages of Rs 27 lakh from them for allegedly causing him mental torture, harassment and loss of reputation through defamation. While he was posted as Commandant, Home Guards and Civil Defence, Mr Nirmal Singh was placed under suspension by the state government on April 9, 1990, for “disobeying the orders of the government”. His suspension was on the grounds that he did not vacate the official accommodation allotted to him in Madhuban despite his transfer from there. Along with his suspension, the government also launched eviction proceedings against him under the Haryana Public Premises and Land (Eviction and Rent Recovery) Act, 1972, as well as imposed penal rent on him. The suspension order was stayed by the Central Administrative Tribunal on July 10, 1990. The Union Ministry of Home Affairs also declined to approve the suspension order on November 6, 1990. However, the state government took about seven months more before the suspension order was revoked. After the lower court dismissed his plea for damages, he went in appeal before the District and Sessions Judge, Chandigarh, Mr M.S. Bedi. Upholding the appeal, Mr Bedi held that “this court is of the opinion that the plaintiff appellant (Mr Nirmal Singh) is entitled to damages for the wrongful act done in violation of legal duty of the authorities and in absence of due care which has caused a wrong to the plaintiff, entitling him to relief under the law of torts.” The judgement was pronounced last week. |
Farmer murdered, three arrested
Rewari, November 12 It is allegedly stated that the vehicle was made to run over the body of Ishwar Singh Yadav after he was made to lie down by the assailants. The assailants, alongwith the victim, had consumed liquor before committing the crime. The victim was intoxicated, when he was made to lie down, it is pointed out. The body of the farmer was found the next morning when it was spotted by some villagers and then removed by the Khol police. The police, which prima facie considered it to be a case of accidental death got convinced of the murder theory only after beans were spilled by family members of the deceased. Consequently the body was brought to the civil hospital here where a post-mortem examination was conducted this morning, after which the body was handed over to the family members of the deceased. Simultaneously, the police has registered a case of murder under Sections 302, 34 of the
IPC. It has now arrested the accused Satbir of Khaleta village, Kalia alias Anoop of Siha village and Ashok of Luhana who is also the driver of the Tata 407 vehicle purportedly used in the crime. |

Sonepat, November 12 According to a report, this followed a dispute between two rival groups of the management over the election to the managing body, which had been deferred thrice in the past few months. One of the groups wanted to hold elections for the office-bearers and the second group insisted that the office-bearers should be elected unanimously. Later, the panchayat made an attempt to resolve the dispute but failed. Though the dates for the elections to the managing committees were fixed thrice but these could not be held because of the dispute. Following the appointment, the Administrator-cum-Deputy Commissioner visited the educational institutions and held meetings with the Principals of the institutions affiliated to these gurukuls. He directed them to go ahead with their work. However, the action of the state government has been resented by the office-bearers of the managing committees of the gurukul institutions. |
Change in mining policy sought
Hisar, November 12 Talking to The Tribune here today, representatives of the Khanak-Dadam Stone Crusher Association and labourers’ unions maintained that the former leaseholders had extorted crores of rupees by illegally charging excess royalty (commonly known as “goonda tax”) and indulging in other corrupt practices during the Chautala regime. A delegation of crusher owners and mining labourers met Mr Hooda in Chandigarh yesterday to reiterate their demand for a CBI probe into the matter. Apart from this, the delegation members requested the Chief Minister to change the state mining policy in larger interest. They said instead of auctioning mining plots in lots, individual plots be auctioned on the pattern adopted in case of liquor vends. |
