A driver and a conductor of a private bus were sentenced to two-year imprisonment and fined by the Additional Chief Judicial Magistrate, Mr Rajesh Tomar, Kangra, yesterday for rash and negligent driving resulting in the death of a passenger.

DGP orders inquiry into alleged laxity

Solan, November 12
An inquiry has been ordered by the Director-General of Police into a case of alleged laxity where a doctor had left about 2-metre cloth in the stomach of a lady Ms Sumati Devi after operating upon her about two years ago.

The inquiry has been constituted after Yuvak mandals from Solan, Kandhaghat and Chail sent a written complaint to the DGP alleging that this was not an isolated case where the doctor had erred and at least four more such cases had come to light in the past.

The Superintendent of Police, Mr Gianeshwar Singh, while confirming that an inquiry had been received today from the DGP said the case had been marked to the SHO for an in-depth inquiry. He added that a suitable action would be taken against the doctor if the allegations were found correct.

The Yuvak mandals which have also annexed copies of various news items appearing in a section of the media about this case have further alleged that the concerned doctor Amrish Kapoor had earlier left some cotton in the stomach after having operated upon a Chail based Champa Devi.

Another Sunahari Devi hailing from Vasni village in Narag too had the face the consequence of such carelessness on part of the doctor. Yet another Hamirpur-based woman who had received treatment here during her stay at Solan too had to get the cotton left in her stomach removed from a private doctor after bearing immense pain for as long as three months. Another Seema Devi from Nalagarh and Mr Joseph too were the victims of this doctor’s carelessness.

Expressing concern at the style of functioning of Dr Amrish Kapoor the mandals alleged that the doctor often prescribed costly tests for patients and referred them either to Mirchia CT Scan and laboratory at Manimajra or to few private clinics including Dr Sood’s ultracentre here. They alleged that commission ranging from Rs 300 to 1,500 was pocketed from each such referred cases.

So appalling is the state of affairs that the complainants have demanded a suitable and urgent action against this doctor.

DGP urged to register case
‘Appointments on chits’ scam

Apprehending that the government may tamper with evidence to shield influential persons involved in the “appointments on chits” scam, Mr S.M. Katwal, a former chairperson of the State Subordinate Services Selection Board, has urged the Director General of Himachal Police (DGP) to register a case as directed by the high court and seize relevant record.

In a letter to Mr Ajit Narayan, DGP, he said that since the high court had issued the order on his petition it was his duty to assist the police in bringing the culprits to book. He said that the influential persons, including the Chief Minister, at whose behest the appointments were made through the backdoor, should be named in the FIR and raids made to take all relevant record into possession. All accused persons should be arrested as they could tamper with records.

The reports of the Harsh Gupta Committee and the Avay Shukla Committee, following which the court directed the government to register a case, should also be taken into possession.

Simultaneously action should be initiated to terminate the services of all illegal appointees who were given jobs on recommendatory chits in violation of all norms and procedures.

Besides security should be provided to Mr Harsh Gupta and Mr Avay Shukla, who inquired into the appointments made on chits in government departments and public sector undertakings, respectively.

Copies of the letter have also been sent to the Chief Secretary and the Principal Secretary, Home.

CJ sets deadline for court complex completion

Chief Justice of Himachal Pradesh High Court Justice Mr V.K. Gupta has fixed a deadline on March 31, 2007 for the PWD authorities for the completion of the court complex which is under construction in this town and directed the Chief Engineer of PWD to make some alterations in the existing plan of the court building.

The Chief Justice had inspected the site of the court building complex under construction at a cost of Rs 2.5 crore. He directed the Chief Engineer PWD Mr R.S. Kanwar, to get the court complex project completed by March 31, 2007.

The Chief Justice assured the bar members that he would take up matter with the state government for accelerating the process of construction so that it could be completed well before the fixed dead line.

He has directed the Chief Engineer to merge the canteen and the bar room together so that proper accommodation for the bar members could be made available to them. He directed the authorities concerned that the canteen should be shifted to the ground floor as per the new plan.

The construction work of the court complex was delayed by six months but Chief Justice was keen to get the entire project completed by the end of next year.

Ayurvedic doctors seek CJ’s intervention

After running from pillar to post, the state ayurvedic doctors union has submitted a petition to the Chief Justice, Himachal Pradesh High Court, seeking his intervention to redress its legitimate complaint against the state government in appointing 85 ayurvedic doctors on contract basis.

Dr Sanjiv Guleria, state president of the union who has submitted a petition to the court, in a statement here yesterday said in the petition the union had narrated the facts to the high court and the way the state government had changed the modus operandi of recruiting contractual ayurvedic doctors even after completing the whole process depriving jobs to those unemployed ayurvedic doctors who were on the verge of upper -age limit.

Dr Guleria informed that the state government had taken a decision in the budget session of 1994 to fill 85 posts of ayurvedic doctor on contract basis in the state, which were approved by the Cabinet in December 2004. On March, the posts were advertised in leading newspapers. In May 2005, the interviews for the batchwise appointment of 85 ayurvedic doctors were conducted.

He lamented that just before the appointments, the government had changed the decision and announced its decision to fill 50 per cent posts batch wise and 50 per cent through state public service commission which was injustice to those candidates who were crossing the upper-age limit for government jobs.

Lavi fair begins

The historic trade fair, locally known as Lavi mela, began here yesterday with great enthusiasm among the traders and the local people.

However, the dance and musical programmes scheduled earlier as part of the fair were put off by the state government following the death of former President K.R. Narayanan.

Mr V.S. Kokje, Governor of Himachal Pradesh, who inaugurated the four-day fair while addressing the public gathering, said fairs and festivals symbolised the rich tradition of friendship, harmony and cultural amity. He said it was the need of the hour in today’s society to promote harmony, better understanding and peace which would help in strengthening the nation.

The Governor asked the hill folk to concentrate more on cottage and small industries based on local agricultural and horticulture produce as it would help in providing employment at the local level besides ensuring rural development.

He also went around the stalls and evinced keen interest in the shawls, carpets, woollen products, and other exhibits presented in the Kinnauri market.

The Lavi fair attracts traders from various parts of the state, particularly from the tribal areas of Kinnaur, Lahaul and Spiti districts. They come here with woollen items that they as per the age-old tradition exchange for dry fruits and household items.

It is the biggest trade fair of the greater Himalayas, which is held at Rampur Bushahr, about 145 km from Shimla and 110 km from Reckong Peo, the district headquarters of Kinnaur, from November 11 to November 14, every year.

No takers for special children

Over 300 physically and mentally- challenged children, most of them concentrated in Karsog and Dharampur blocks in the district, are fending for themselves as there is no NGO to rehabilitate and train them in their daily activities.

According to sources, a couple of NGOs, who are engaged in the rehabilitation work of the children in the district, are not ready to set up its rehabilitation centre in these two areas. “The government is offering land and financial assistance to the NGO or any other self-help groups to start a school in these two areas, but there are no takers for this so far”, revealed a top official in the district administration here.

Though Sahyog, an NGO, has set up a school at Nagchala, where over 30 children are enrolled for the post primary training and teaching, they are not showing any interest in setting up the school at Karsog and Dharampur area, said Mr R.S. Gupta, Additional Deputy Commissioner, Mandi.

Dr N.K. Sharma, a clinical psychologist, who runs Sahyog school at Nagchala, said they were proposing to adopt over 60 children in Mandi district under the child with special needs programme launched under the Sarv Shiksha Abhiyan.

CPS, PS asked to file reply by Nov 30

Shimla, November 12
The Governor, Mr V.S. Kokje, has sent notices to the 12 former Chief Parliamentary Secretaries (CPS) and Parliamentary Secretaries (PS) asking them to file their reply by November 30 on the petition filed by BJP.

All 12 CPS and PS have received the notices issued by the Raj Bhavan on the petition filed by Mr Ravinder Ravi, chief whip of the BJP in the state Assembly. The letter from the Governor says that the notices are being issued on the petition filed by the BJP, under Article 192 of the Constitution.

It says that a BJP delegation led by their leader Mr Prem Kumar Dhumal had met the Governor, seeking disqualification of these 12 persons from the state legislative Assembly. The letter says that their disqualification is being sought as the petitioner feels that the CPS and PS had held an office of profit.

The letter says that the notice is being sent to the CPS and PS so that they get an opportunity to file their reply, before the matter is referred to the Election Commission of India. — TNS

Martyr Pathania remembered

Nurpur, November 13
The 156th birth anniversary of martyr Ram Singh Pathania was celebrated at his native village Bassa Waziran, near here, yesterday.

Ram Singh, who hailed from the Nurpur area, had fought bravely with the British army in 1848 and won the Shahpur Kandi fort.

The Ram Singh Pathania Memorial Committee, that organised the celebrations, decided to constitute a charitable trust in the name of the great martyr and son of the soil.

Conductor, driver jailed for negligence

Kangra, November 12
A driver and a conductor of a private bus were sentenced to two-year imprisonment and fined by the Additional Chief Judicial Magistrate, Mr Rajesh Tomar, Kangra, yesterday for rash and negligent driving resulting in the death of a passenger.

The magistrate sentenced Naki Ram, driver, and Omkar Singh, conductor, under section 304-A of the IPC. Neki Ram was further sentenced for six months and fined under Section 279 of the IPC.

In another case, Mr Tomar sentenced Om Prakash, Harvinder Kaur, Rupali and Bihari Lal for one year and fined for threatening and assaulting a couple at Ghana village on January 8, 1998.

Philanthropist dies at 93

Mandi, November 12
Philanthropist Y.N. Malhotra died here today. He was 93. He was the chairman of the Deen Sahayak Trust (DST) for the past 15 years.

According to DST press note issued here today, Malhotra founded the trust after he retired as a Superintending Engineer from the HP State Electricity Board (HPSEB).

He served the poor in the district. Malhotra was instrumental in getting electrification of the remote areas in the state. Dr Neelmani Upadhayaya, one of the trustees of the DST said Malhotra was a bachelor and devoted his life to uplift the poor villagers.

4 die as car hits truck

Bilaspur, November 12
Four persons were killed when a Maruti car (HP- 24-9287) they were travelling in hit a truck on National Highway No 21 near Garamoda, 60 km from here, yesterday.

Those killed included one Ayurveda Deptt peon, Ashok Kumar, his wife and son and daughter of another occupant Ashwini Kumar, who was injured and admitted to district hospital here.

The police has registered a case and all four bodies were brought here to hospital for a post-mortem examination.
