Mystery shrouds death of kidnapped student from Delhi

Kurukshetra, November 8
Mystery shrouds death of a fourth year law student of Delhi, who was kidnapped allegedly from Shalimar Bagh in the national capital yesterday.

Bhupesh Narain (23) was being driven by two of his captors from Delhi to Ambala side last evening. When the car was nearing Pipli, Bhupesh asked them that he wanted to ease himself, district police sources here said today.

Finding an opportunity, he managed to give his kidnappers the slip and started running towards fields. When he was running, he came across policeman Ashok Kumar to whom he narrated the whole tale. The latter took him to Thanesar city police station.

The sources said that Bhupesh rang up his father Ram Dass, an advocate and told him the story. The father reportedly advised him to stay in the police station during the night and told him that he would be on his way there soon.

The sources said that after some time Bhupesh asked for some warm clothes and bedding and slept.

However, before Bhupesh’s parents reached the station, he was shaken to wake up in the morning, but he did not respond. Thinking that he was unconscious, the policemen took him to a private hospital which referred the boy to civil hospital where he was declared brought dead.

Meanwhile, Bhupesh’s father arrived and he was still waiting that the doctors conduct postmortem examination. The doctors at civil hospital here refused to conduct the postmortem examination on the plea that the body did not bear marks of any external injury and sent the body to PGIMS at Rohtak this evening. — PTI

CM’s daughter-in-law withdraws petition
Our High Court Correspondent

Chandigarh, November 8
Dr Geeta Grewal, the estranged wife of Mr Deepinder Hooda, the MP-son of Haryana Chief Minister Bhupinder Singh Hooda, today withdrew her petition, challenging the order of a Panchkula court discharging the Chief Minister, Mr Deepinder, his wife, Ms Asha Hooda, and sister-in-law Saroj Hooda in a case of criminal breach of trust and harassment for dowry. Dr Grewal had accused them of harassing her for dowry.

On August 2, the Panchkula court had discharged the four accused on the ground that there was no evidence against them to prove that they had subjected Dr Geeta to cruelty.

In her petition filed in the Punjab and Haryana High Court, Dr Grewal had challenged the legality of the Panchkula court order. However, today, she withdrew the petition, following which it was declared as dismissed.

Transport scheme

The High Court was informed that the Haryana Government has decided to withdraw the Haryana Transport Scheme, which was floated in 2003 by the then Om Prakash Chautala government.

Under the scheme, the government had invited applications from private bus operators for plying buses on various routes in the state. The government had said that a bidding process would decide which operator would be granted the right to ply buses on each route.

However, 53 petitioners had challenged the scheme on the plea that the same would result in the wiping out of the small operators as also result in unsafe operations as the successful operators would resort to over-loading in order to recover the investment.

The petitioners had also stated that even the Motor Vehicle Act did not allow such bidding. The High Court had stayed the scheme sometime back.

Counsel for the Haryana Government informed the Bench of Mr Justice S.S. Nijjar and Mrs Justice Nirmal Yadav that the government was withdrawing the scheme.

3-member team inspects govt hospital
Tribune News Service

Panipat, November 8
Following the complaints of unkempt campus a three-member team of doctors constituted by the Chief Medical Officer (CMO), Dr Neh Lata Singh, inspected the Bhim Sain Sachhar Government Hospital this morning.

Overgrown wild vegetation all over the hospital campus marks the scene. A visit to the hospital gives a picture of poor maintenance of building. The space in front of the emergency ward has become a place for dumping used cotton and other medical waste. Overflowing broken garbage gives a picture of sheer negligence of cleanliness.

Deputy Commissioner, Mr D.P.S. Nagal, had visited the hospital a fortnight back and showed his resentment over the unkempt campus. Sources said Mr Nagal had strictly instructed the hospital authorities to take the necessary step within three days but the hospital officials failed to comply with the orders.

During his visit the DC was learnt to have been annoyed with the cleanliness and other problems in the hospital. He observed dampness in a number of wards and rooms in the hospital due to non-cleanliness of rooftops. There are complainants of shabby lighting arrangements in the hospital, which was raised by the DC.

The Medical Superintendent had informed the DC that there was no sufficient staff to carry out the maintenance work.

In a grievance redress meeting held yesterday, the DC had asked the CMO about the progress in the hospital who gave the answer in negative. Following instructions of the DC, the CMO had constituted a three-member team of doctors comprising of Dr R.K. Garg, Dr Raj Kumar and Dr C.V. Singh who inspected the campus.
