Mysterious death of girl threatens communal harmony
Narnaul, August 13 While Babli’s family members claim that she was murdered and there is abundant evidence to nail the culprits, the police is just as adamant in saying that the allegations of the family members are far from credible. Mr Puran Chand, DSP, who is investigating the case, goes so far as to say that it may be a case of suicide or accidental death. But a murder it is, according to the family and the culprits, are some of the members of the Ahir community in the village who wanted to settle scores with the victim’s uncle, Rajesh, for daring to become the Sarpanch. Rajesh became Sarpanch in April this year after the seat was declared reserved for the Dalits. The Ahirs are now allegedly threatening the Dalits to drop the charges against them. The allegation, however, is denied by the Ahirs. Babli had disappeared on the night of June 11 and three days later (June 14) her maggot-infested body, with her tongue clenched between her teeth, was found in an abandoned well at the centre of the village. The autopsy was conducted on June 15 and the report recorded “blow by a blunt and hard object on the head” as the probable cause of death. It added that when the body was brought for postmortem, it was already “three to five days old”. The test conducted to ascertain whether she was raped gave a negative report. The girl’s uncles, mother and other family members as well as neighbours, who had assembled in the house to talk to The Tribune, claimed that Babli was abducted and later killed. On the night of her disappearance, most of the family members were away and only an uncle, his wife and Babli’s grandmother, were present in the house along with Babli. To substantiate the story of kidnapping, the family says that her sandals and ‘dupatta’ were found lying in the house which would not have happened had she left on her own. However, nobody apparently heard anything when the girl was abducted. The girl, they say, was muffled and carried away and later put in a car that sped off. The police is emphasising on Babli’s “illicit relations” with a boy. The boy, who was named in the FIR and later arrested, reportedly admitted that the girl visited him on the night of June 11 after quietly leaving her house. |

Ramps to be built in 950 schools for disabled students
Chandigarh, August 13 While stating this today, the Education Minister, Mr Phool Chand Mullana, said the ramps would be constructed in 950 schools during this year. He said Rs 57 lakh had been sanctioned for the purpose. He added that 31,907 children with different kinds of disabilities had been identified. To meet their educational needs, 418 teachers from 10 districts had been given special training during the summer vacation. Teachers of the remaining districts would be given similar training during the winter vacation. Three Integrated Education Model Schools had been set up during the year in Mahendragarh, Sirsa and Kaithal districts. Three such schools would be set up in the districts of Jind, Bhiwani and Fatehabad shortly. For the first time a medical check-up of all children from Class I to VIII would be conducted. About 20 lakh children would be medically examined under this special programme and those with disabilities would be provided with aids and appliances. He said 116 resource rooms, one at the headquarters of each block, would be set up and provided with equipment for physiotherapy and rehabilitation. |
Government fails to implement SC order on promotion
Panchkula, August 13 After fighting a legal battle for almost six years, Mr N.R. Garg finally got justice and the Supreme Court asked the Government of Haryana to grant him the senior pay scale. However, despite the orders of Supreme Court, the government has failed to implement these orders. “I spent six years in taking the case from the lowest court to the apex court. All courts ruled in my favour, but I am being denied my due. And this is not the end of my struggle for justice, I have to again move each court right from the court of the Judicial Magistrate to the Supreme Court for initiating contempt
proceedings,” he rues. Mr Garg joined the Irrigation Department, Haryana in 1980 as an Assistant Engineer. He worked on ad hoc basis for two years, following which his services were regularised in 1984. In accordance with the rules, he was awarded a senior pay scale in April, 1994 — after 12 years of service, while he was posted at
Bhiwani. The rules laid that the 200 seniormost Assistant Engineers be promoted in the senior scale, but 16 months after being promoted, the government withdrew his new pay scale, claiming that he was not amongst the 200 seniormost
officials. Mr Garg approached the court of Civil Judge, Bhiwani, claiming that his two years of ad hoc service, too, should be included and accordingly, he deserved to be
promoted. The court ruled in his favour in 1998, claiming “... the decision of rescinding him and reducing to old pay scale is wrong, illegal and against law and fact....” The Irrigation Department, however, filed an appeal in the Sessions Court, Bhiwani, and later in the Punjab and Haryana High Court, which were dismissed. The Irrigation Department later filed a Special Leave Petition in the Supreme Court, which was dismissed by Justices Mr G.B. Pattanaik and Mr U.C. Banerjee. Interestingly, after the dismissal of the SLP, the Executive Engineer, Construction Division, Bhiwani, fixed the revised pay scale. But the Irrigation Department again withdrew the order, claiming that they wanted to file a review petition in the court. The department filed a review petition in 2001, which was again dismissed on grounds of delay in filing the petition as well as on grounds of merit. “Its been three years since the apex court ruling in my favour. But I have been still running from pillar to post, awaiting justice,” laments Mr Garg. |
Forest scheme launched in NCR to fight pollution
Faridabad, August 13 This was stated by Union Minister for Urban Development and Parliamentary Affairs Ghulam Nabi Azad while launching City Forest Scheme at Sector 59 here today. Speaking at a public meeting after planting a tree under the scheme, Mr Azad claimed that development of the NCR was a dream of the late Prime Minister, Rajiv Gandhi. He said that fast development of cities like Gurgaon and Noida during the past few years had resulted in fast depletion of the green cover in the area. He said a survey about 10 years ago had revealed that the green cover in the NCR was merely 4 per cent while the target had been atleast 10 per cent. He said the idea of developing the City Forest Scheme in the NCR was based on the concept of increasing the number of trees in comparison to the population and urban development. The total cost of the scheme would around Rs 67.10 lakh of which the NCR Planning Board had sanctioned about Rs 12 lakh, while the rest of the share was to be borne by the Haryana Urban Development Authority (HUDA). About 24,000 plants of various varieties would be planted on land measuring about 24 hectares. The Union Government would release about Rs 50,000 per hectare as financial aid to the respective state governments. Earlier addressing the gathering, Haryana Chief Minister Bhupinder Singh Hooda welcomed the launching of the scheme from the state. He said Faridabad had been a premier industrial township of Haryana and it required measures for proper development, including steps to contain growing pollution. He said plantation had become a basic necessity and it was the duty of everyone to plant a sapling and take care of it. It was announced that a feasibility study of extending the metro train to Faridabad city had been ordered by the state government. |
SDO asked to go on leave
Jagadhri, August 13 As per information available, the SDO Mr Rajinder Singh, has been asked to proceed on leave by the XEN Mr O.K Sharma, who reached the spot to persuade the BSP workers to lift the blockade of the Jagadhri – Paonta Sahib road. Workers led by the BSP MLA from the area Mr Arjun Singh reached the power house to lodge a complaint but the SDO was reportedly not present in the office. The workers waited for him to come. But when he did not turn up, they blocked the road. Mr Arjun Singh alleged that the SDO was not attentive to the complaints and said the blockade would only be lifted after the SDO was removed from the post. It was only after the XEN and DSP, Mr Ashok Sabharwal reached the spot and the SDO was asked to proceed on leave, the blockade was lifted. Factory workers resume agitation
Jhajjar, August 13 The workers said that the management had renewed their contract two days ago, which contained certain clauses that went against the interests of the workers. They alleged that the management was not keeping its word as per the compromise reached in April this year after an eight-month-long standoff. On the other hand, the management has issued a notice saying that strict disciplinary action will be taken against those workers who do not join work. Nobody from the management was available for comments.

Provide adequate power to farmers: Kartari Devi
Ambala, August 13 She was addressing officials before the start of the district grievances committee meeting. She said adequate power should be supplied to rural areas for cultivation purposes. Ms Kartari Devi said to ensure proper water supply in urban areas adequate power must be given to tubewells. Also, the public health officials must try to provide drinking water everyday for some time, she added. The DC, Mr J.P. Kaushik, SP Rajbir Deswal, Additional DC Amneet Ratan, Ambala SDM M.K. Ahuja and Naraingarh SDM Devender Kaushik were also present on the occasion. |

He maintained that schools and colleges were temples of knowledge. He praised the role of the Pro Vice-Chairman of the school, Dr D.R. Arora. Ambala, August 13 According to college Principal Nain, Sonika had got fifth position in B.Sc. II computer science while Balpreet Kaur stood ninth in B.Sc. non-medical. Panipat, August 13 The woman, Babita, was brought to the Bhim Sen Sachar Civil Hospital for treatment. However, she died within some time after bringing her to the hospital. She had three children.

Kurukshetra, August 13 The district police chief, Mr Sanjay Kumar, said during interrogation one of the accused, Rohtash, told the police that he was working as “Munshi” with the Punjab and Haryana High Court advocate, Mr Bikram Singh. He told the police that in February last, he along with Naresh, Rajesh and Satish Kumar, made a plan to lift the car. They were arrested under Sections 420, 379 and 411 of the IPC and were produced in the court today. They were remanded in 14-day judicial custody. |

Ambala, August 13 Government Railway Police personnel are carrying out random checks in this regard. Luggage of passengers who are disembarking at the Ambala Cantt railway station are also being checked. Sniffer dogs are being used. Ambala, August 13 In 2001, the CBI had registered a case against several persons, including the then SDMs of Gurgaon and Faridabad for issuing fake arms licence. Some gun-dealers were also found involved in the scam. The CBI had alleged in its FIR that fake papers were prepared for issuing licences. |
