MPD skips basic amenities, opine experts

Criticising the Draft Master Plan of Delhi (MPD) - 2021 as being “anti-poor”, social activists and urban governance experts today said it has no concrete suggestions on generating employment or providing the poor with basic amenities like housing, healthcare and transportation.

“The Master Plan talks of making Delhi a world-class city, world-class in terms of the western world. But do we have that kind of income? The issues of the poor have been ignored and there are no plans for reforms to improve the condition of slum dwellers,” former Prime Minister V.P. Singh said, participating in a seminar on the Delhi Master Plan.

“They say there is no more land left. What they mean is that there is no land for the poor,” he said, going to demand a Central Act for slum dwellers that gives them a right to shelter and makes it binding on governments to earmark a certain percentage of land for them.

Dunu Roy of Hazards Centre said the MPD does not make clear how employment would be generated for the Capital’s growing population. “According to the Master Plan, there will be only high-technology, high value, low volume and low labour industry in the Capital. If there is not going to be any employment generation, where would the growing population get jobs,” asked Mr Roy.

On the issue of transportation, IIT’s Dinesh Mohan criticised the MPD for not taking into account the issue of safety of pedestrians and cycle-riders.

On healthcare, the experts said the MPD failed to take into account the specific requirements of different areas and the kind of diseases that hit the city regularly, like cholera and dengue.

Seven DCs in five years in Faridabad!

The average tenure of the Deputy Commissioner in the district has been less than a year in the past five years. With the abrupt and unexpected transfer of Mrs Neerja Shekhar and the appointment of another woman IAS officer here, the list of the incumbents holding this post since May 2000 has gone up to seven. Faridabad is perhaps one of the few districts where the transfer of the Deputy Commissioner has been quite frequent.

In 2000, Mr Anand Mohan Sharan, who was the Deputy Commissioner here, but he was transferred in January 2001, and Mr S. C. Jain took over the charge. However, Mr Jain was also replaced after a period of one year in year 2002, when Mr Arun Kumar was asked to take over the charge. Mr Kumar was also relieved from this post very soon and he could not even complete six months tenure. Though political interference has been the main cause, a dispute with an IPS officer related to a Union Minister at that time was stated to be the main cause of his very short stint here.

The state government then posted Mr Anil Malik as the new DC here in mid 2002, who remained at the post for just over two years, which had been the largest tenure of any official at this post so far. The fifth incumbent at this post was Mr M. R. Anand, who also had to bid goodbye to the district after about an year, as his transfer was the part of the transfer of the officials normally done after the change in the state government. The Congress party came into power following the Assembly elections held in February this year and replacement of majority of the officers had been necessary in view of the political affiliations and the choice of those in power.

However, Mrs Neerja Shekhar, who was posted as the first woman DC in the district on March 14 last, could stay for just two and half months at the post, which has been the shortest tenure so far in the past five years time. While the exact cause of the transfer could not be known, a lot of speculation in the air that unhappiness of the top political authorities over the style of functioning could be the reason behind his transfer.

Now Mrs G. Anupama, another IAS officer, has taken over the charge. A 1991 batch officer, Mrs Anupama had worked here as the Additional Deputy Commissioner and the Administrator of Haryana Urban Development Authority (HUDA), a few years ago.

Noida allottees land in massive trouble

The Noida Authority has reportedly allotted some plots without acquiring the necessary land itself. The Authority has allegedly received crores of rupees as the payment instalments and interest against the plots. The plots in question were allotted to 155 applicants in Sector-72 C and E. They were allotted by the Authority on the land fours years ago, which to date, has not been bought by it from the farmers.

The Gautam Budh Nagar district administration is understood to have issued notices under Section 4 for acquisition of this land in April 2005. A couple of allottees have made hundred per cent payment to Authority for the plots by taking loans from banks on high interest rates.

While they are paying the sizeable amount by way of interest to the banks,
the Authority has yet to hand over physical possession of the plots to the allottees, who are regularly making trips to Noida Authority office.

The land in the sensational case pertains to Sarfabad and Basai villages. The Noida Authority had finalised a plan to earmark Sector-72 on this land during 2000. The scheme for this was announced in 2001. The Noida Authority officials had asked the allottees to deposit the registration money for “their plots” in April 2001.

On March 27, 2002, a draw was held, and subsequently the plots were allotted. After the allotment, the allottees had asked to deposit their payments for plots within 30 days without even allotment of sector or plot numbers having been given, but payment of instalments were started.

On March 31, 2003, the sector number and plot numbers of the scheme were also declared. Rajesh Sikha of Nehru Nagar, New Delhi, was allotted 300 sq mt plot No C-20 in Sector-72, for which he had paid Rs 9.90 lakh as full payment to the Noida Authority. He has to pay the interest of Rs 4,500 to bank for this amount every month.

According to the officials of the Land and Finance Department of the Noida Authority, there were 74 allottees in Block-C of Sector-72, and 81 plots in Block E of the same sector, which are located on cultivable land in villages Sarfabad and Basai.

According to the Noida Authority sources, a proposal for 145 hectare land in Sarfabad and Basai villages was sent to administration in 2001, which to date is hanging fire there. A notice under Section 4 has been issued on April 12, 2005 for this land. According to sources, after this, a notice under Section 6 will be issued and after payment of land compensation to the farmers by the district administration, the Noida Authority will take the land in question in its possession.

The hapless allottees have many times requested the Noida Chairman Deo Dutta, former ACEO Radha Chauhan and current ACEO Mukesh Mohan Mishra, but none has given them any relief. Noida Chairman Deo Dutta admits it is a serious matter and after a proper inquiry all the concerned allottees will be provided relief at the earliest possible.

Board fumes over increasing pollution in Noida

The increasing level of pollution in Noida is worrying the officials of the Pollution Control Board. The major factor in increasing pollution level has been the smoke emanating from burning of waste in the town.

Alarmed at the monitoring report compiled by the Pollution Department in which the rate of SPM and RSPM have more than doubled in Noida, the pollution department is understood to have initiated a study to reduce pollution as also to keep the norms of pollution level within limits.

The department has, thus, issued notices to certain industrial units, which were perceived to have contributed to the increasing pollution in the town. At a number of places in the city, waste is kept burning always. At a large plot in Sector-62 adjoining Khora Colony, heaps of waste are kept burning all daylong.

On many occasions, protests have been voiced against this by the residents of adjoining areas, including Khora Colony, but no step has been taken to stop or control it.

According to R. K. Singh, Regional Officer Pollution Control Board, Noida, the Noida Authority should select some other venue for this purpose as it is spreading diseases among the residents of the city and increasing the level of pollution in the atmosphere. Mr Singh is of the view that at no where poly bags or polythene should be allowed to burn in the city. Even industrial wastes produced by the individual units in various sectors are being indiscriminately burnt by the cleanliness staff.

The Pollution Control Board will take action against industrial units where waste is found being burnt at their gates, Regional Pollution Control officer warned. The spots where waste is kept burning all daylong, are being identified by the pollution board and action will be taken to resolve the problem and ensure that the level of pollution in the city goes down to admissible level so that it no longer poses a health hazard to the citizens.

Panic in Greater Noida village after gunfires

The residents of Birondi Chakrasenpur under Surajpur police station are in a state of panic after gunshots were fired following a land disputes between two groups of the village. The police have been deployed in the area. The groups clashed with lathis and fired gunshots. Six persons, including a village Pradhan, were wounded. One of the injured is said to be in a serious condition.

According to the SP Greater Noida, M P Singh, the families of Shiv Kumar, who is the Pradhan of the village, and one Suraj Mal, live in Birondi village. Ram Rattan, son of Surajmal, wanted a passage in front of Shiv Kumar’s house. The matter was discussed in a Panchayat meting on Saturday, which decided that the passage should not be carved out of the sacred space.

But on Sunday, Ram Rattan set out to make a romp in front of the gate of his house, which was opposed by Shiv Kumar. An altercation took place and members of both the families took position on their sides, and all of a sudden lathi dandas (batons) were used in assaulting the other group.

The Police Control Room claims to be a prompt ‘police sewa’ to help people in distress. However, it has come under considerable criticism of late because of several incidents when the distressed person either got tardy or just no response to his calls.

In one such incident, Ved Prakash (35), a resident of B-975, Gharoli Dairy Farms, Mayur Vihar Phase-III, was returning home in his Maruti van on May 22 after attending a marriage party from Trilok Puri area in east district.

It was around 2.35 am. As he reached near Ryan International School in Mayur Vihar, some unidentified people stopped him by blocking his way. They tried to snatch his gold chain, cash and the van. He called the Police Control Room. But no one picked up the phone. For more than 20 minutes, he constantly tried PCR number 100, but of no avail. Meanwhile, some passers-by who were watching the incident came forward to help him. The assailants had broken his tooth. He had also got bruises on his face and eye. “Police just extort money from the ‘rehri walas’, not to help people in distress,” said a disconsolate Ved Prakash.

Another incident took place on May 20, when one Gulzaar, a resident of Trilok Puri, called the PCR number 100 three times from 8.30 pm to 9.15 pm. His 12-year-old son Mohammed Anzaar was abducted by some unidentified youths from block 22, Trilok Puri. He repeatedly informed the police to help him find his child. But no one came.

The abductors took Anzaar to the nearby Chilla canal and while they were trying to throw him into the canal, Anzaar managed to escape. He ran around 500 meters and then fell unconscious on the main road of Trilok Puri. The people passing by picked him up and took him to the nearby nursing home. Gulzaar is still in two minds whether to approach the local police. He said the police would only harass him.

On May 12, Udayveer, a resident of the same area called the PCR van on May 12. He was given the complaint number 106 at 10.55 pm initially. However, no police van reached to help him. At 11.15 pm, his complaint number was 115.
Till date, he still awaits a PCR van.

His plaint was that his brother Bhole Shankar was picked up by the local police while he was taking meals.

He said the police were framing him in a bigger case. They were after Bhole Shankar just to make him a BC. When he protested, the cops forcibly picked him up and sent him behind bars, saying that he was fighting with some people,” said Udayveer.

The PCR sources confirmed the above calls. According to a senior police official in PCR, “We would look into the matter why the PCR vans could not reach the spots to help people in distress.”

Senior Police Control Room officers, however, claim that these are isolated incidents and generally the response has been effective. In some cases, they admit that the PCR vehicles may have taken time to reach the spot because of local factors such as vague address, traffic jams or lack of proper information.

According to them, with the requisitioning of new vehicles, the response time has been improved considerably. The Delhi Police Control Room has 350 vans now, said the officials.

Police come in for kudos

The district police’s initiative to assign an officer of the rank of Deputy Superintendent of police for DLF City area appears to be showing beneficial results.

The suggestion for assigning a DSP for the area was that of the Inspector-General of Police, Gurgaon Range, Ms Deepa Mehta, known for her major innovations and administrative acumen. Also, need for giving special attention to the DLF City was often voiced by the residents of the area through their Residents’ Welfare Association.

A couple of months back, the entire DLF as well as the nearby South City areas were vulnerable to periodic thefts, dacoities and other crimes. Mr Rajan Dogra of the DLF said that with the new arrangement, the area is showing signs of its earlier peace. He attributes this to increased visibility of police personnel at various points of the area.

The periodic visit of the district police chief, Mr Yogendera Nehra, to the area and his frequent meeting with the RWAs are said to have also contributed immensely in improving the law and order.

Last week, a gang of nine dacoits entered into the residence of a journalist in South City at about midnight. They had literally broken into his main residence and they were at the threshold when he raised an alarm and gave a distress call to the police.

According to him, the police patrol team arrived at the spot in less then 10 minutes. Sensing trouble, the miscreants escaped a few minutes before the arrival of the police team. The journalist was alone at his residence.

Mr Kulwinder Singh, the DSP, who has been assigned the duty of DLF and whose charge also encompasses the South City and Sushant Lok area, said that the district police chief has taken a number of measures to enhance the efficiency of the police. The PCR vans have been increased from three to five. Also, riders have been increased from five to seven. The “nakas” have been put in place at three times a day.

Injecting a new methodology, the police authorities are also keeping a check on the police patrol team and posting of the personnel at strategic locations. This also acts as surprise check, keeping the personnel on their toes. Also, the district police have now put in place a system of checking the antecedents of persons living on rent in the villages surrounding DLF, Sushant Lok, South City and Udyog Vihar. This is being done on a routine basis by the personnel visiting the villages personally to weed out anti-social elements.

So far, such exercise has been conducted in big villages like Silokhra, Sukhrali, Wazirabad and Ghata. This exercise is part of the preventive measures, said the source.

The Swadeshi Jagaran Manch today opposed the move of the Delhi Government to privatise the Delhi Jal Board, stating that such move will only worsen the water crisis in Delhi.

In a memorandum to the Delhi Lieutenant-Governor B.L. Joshi, the Manch questioned the government’s stand on the important issue like drinking water.

The Manch demanded the process of privatisation of Delhi Jal Board be stopped immediately and that the water and sewer will not be privatised at any cost. Besides, the Delhi Government may be asked to furnish the details of conditions on which the World Bank is providing finance, details of the loan and other expenditure. The Manch also asked the government on what condition the Sonia Vihar water project was given to the SUEZ company.

In such a situation if any multinational company is given charge of supplying drinking water on commercial basis, half of the city population will be forced to live without water, the Manch said in its memorandum.

DK accused in judicial custody

A Delhi court today remanded in judicial custody till June 14, the main accused in the sensational abduction and gangrape of a Delhi University girl.

Metropolitan Magistrate Ila Rawat sent Ajit Katiyar in a 14-day judicial custody after his two-week police remand ended today.

The girl was allegedly abducted at gunpoint from Dhaula Kuan in South Delhi and raped while being driven around the city for two and a half hours in the early hours of May 8. — TNS

NCC teams visiting Singapore

NCC Air Wing Cadets delegation comprising one officer and four cadets and Naval Cadets delegation comprising one officer and six cadets will be proceeding to Singapore to participate in International Air Cadets Exchange Programme and International Sea Cadets Exchange Programme respectively.

Both delegations are visiting Singapore under the Youth Exchange Programme of the NCC. The members of the both NCC delegations visiting Singapore called on Lt Gen MC Bhandari, AVSM and Bar, Director General NCC, who extended his best wishes and exhorted them to project a good image of the country as the young ambassadors of India.

Youth Exchange Programme between the NCC organisation of Singapore and India is an annual feature under the aegis of International Air/Sea Exchange Programme.

But in the post lunch session, however, a budget for Rs 80.36 crore and an expenditure of Rs 85.11 crore was passed for 2005-2006.

The Nigam meeting called after four months had commenced at 11 am. The meeting was presided over by Mayor Dinesh Chand Garg. But from the moment it started, the meeting turned into turmoil with Corporator Sushma Khungar demanding details of development work in her ward. When the officials started to deliver their speeches, Corproator Adil Malik accused the officers of neglecting the Muslim localities. He demanded details of development work got done in Muslim localities. Another Corporator raised the question of chlorinisation in the Nigam water.

Many Corporators demanded that development works should be completed by June 30 in the wards where it was lagging behind. Later, it was decided to set up a committee under Mayor Dinesh Chand Garg with some Corporators to look into this problem.

Meanwhile, corporator Shushma Khunger sat on a dharna in protest that her questions were not answered. Then, a few Corporators, including Nirmal Singh Nandhari burnt the agenda papers accusing that Nigam officials were good for nothing and did not do any work. So angry were some Corporators that officials who tried to reply were not even allowed to speak. Corporators said only heads of departments should be allowed to reply and other officials should be turned out from the meeting.

Yusuf launches anti-tobacco tableau

On the first anniversary of banning smoking in public, an anti-tobacco tableau has been launched by the Delhi Transport Minister, Mr Haroon Yusuf, which will distribute pamphlets and create awareness on the hazards of smoking and benefits of quitting.

The campaign is being organised by Heart Care Foundation of India and Indus Bank jointly with Delhi Medical Association and Government of Delhi-Anti-Tobacco Cell. Giving the details, Dr K. K. Aggarwal, president, DMA, said that passive smoking is as dangerous as active smoking. With the new Act, it is the duty of the non-smokers to make sure that nobody smokes in front of them.

In no way police or government can implement “no smoking zones” as by the time police reaches there will be no proof that the person was smoking. Non-smokers only have to raise objections and complain to implement the law.

A special tobacco campaign was also launched today by Delhi Medical Association with a Health Ludo displaying anti-tobacco messages with special emphasis on “How to Quit Smoking”.

Giving the details, Dr K. K. Aggarwal, Dr Girish Tyagi, Secretary, DMA, said that the game is being distributed in schools. Children can play live on the game and apart from enjoying, they can also learn about the affects of tobacco and benefits of quitting.

The game was officially released by Principal Secretary-Health, Mr S. P. Aggarwal, in a special function organised by the Association in the city, here today.

‘Quit smoking’ camp

On the occasion of World No Tobacco Day, Heart Care Foundation of India and IndusInd Bank in association with Delhi Medical Association organised a two-week-long “No Tobacco Camp”. Hundreds of patients got benefited and learnt the ways to quit smoking.

Dr K K Aggarwal, President, Heart Care Foundation of India and President, Delhi Medical Association, and Dr S K Jain, Director, Lung Care Foundation of India, on the occasion of World No Tobacco Day, said tobacco is practically responsible for every organ dysfunction involved in the body. It is the main cause of heart attack, cancer, bronchitis and paralysis.

A tobacco-free society can alone lead to a disease-free society. Smoking claims 6,000 deaths a day and over 20 lakh deaths a year. It reduces the duration of life equivalent to minutes of cigarettes smoked.

In smokers, heart attack occurs earlier, more severe and with more chances of death. Drugs may not act on those smokers who have high blood pressure.

Despite the statutory ban on public smoking, it is rampant and there are large numbers of people who are still victims of passive smoking.
