While addressing senior police officers, the Union Home Secretary appreciated the transparency and enhanced supervision that the use of new technology is bringing to the police working. He stressed the need for making the public aware of the developments in the police force and the need for further improving relations of the police with the public through both formal as well as informal channels. He also expressed concern for welfare of policemen who have to perform myriad jobs, often with inadequate infrastructural support. The Home Ministry will address all problems faced by the Delhi Police such as housing for personnel, Mr Singh added. Earlier, the Home Secretary visited the Crime Records Office and saw the uses of technology as an aid in investigation. The Portrait Building System and ZIP net online collaboration with neighbouring states received his particular attention. The facilities available to the public through SMS — such as checking the particulars of vehicles — were also tested out by
him. In the Police Control Room, he witnessed a demonstration of the proposed GPS-GIS system, to be shortly introduced for control of crime as well as law and order in the city. The Monitoring and Tracking System comprises a computerise network that connects officers above the level of DCPs sitting in the Police Headquarters. Details of complaints received from the members of public are fed into the commuters at various locations, wherever they are received. Each complaint is given a unique number, to enable the senior officers to monitor its progress and to ensure that action is taken within a time frame. |

Daughter accuses father of sexual exploitation
Ghaziabad, November 25 A case has been lodged in the Sihani Gate police station, in which the husband has accused his in-laws of keeping him ignorant of the facts related to her pregnancy. It is learnt that the police may take recourse to a DNA test to clear the position. The daughter of a police SI, Jyoti, was married to Rishi, a Nand Gram resident (names changed) on October 22. On Tuesday, when Rishi took his wife to a nursing home in Kavi Nagar after she complained of stomach pain, the doctors shocked him with the news that his wife was in the last stages of her pregnancy. Within hours, the woman delivered a healthy girl child. Shocked and embarrassed at this development, Jyoti’s husband filed a complaint with the Sihani Gate police against his in-laws. He accused his father-in-law of having kept him in the dark about her pregnancy. They also handed over a letter written by Jyoti in which she accused her father of sexually exploiting her before marriage. When Jyoti’s father came to know of the latest developments, he fled from the village. Meanwhile, Jyoti’s father has reportedly told the police that Rishi had been meeting his daughter after the match was finalised and that Rishi had established physical relationship with his daughter much before the marriage. As such, he had put pressure on Rishi’s family for an early marriage. The senior police officers are understood to have called a meeting of the members of the two families and have decided to make use of the DNA test to clear the matter in this regard.

Special geriatric units needed in hospitals
New Delhi, November 25 India is only the second country after China to have the world’s largest geriatric population. The life expectancy, which was 42 years in 1947, has increased to 65 years now, General Secretary of the Geriatric Society of India, Dr O. P. Sharma said. The medical experts are trying to find out the reason for increasing life expectancy in the country. Dr O. P. Sharma said that while other countries were rapidly moving ahead in providing better medical facilities to elder people, India seems to be rather slow with hospitals being merely OPD-geriatric service providers. In European countries and Japan, the hospitals have separate geriatric units. They also have a Geriatric Special Care Hospital. Hospitals in Japan are equipped with the latest technology instruments and they have specialised doctors in the geriatric field. “There is limited interest on the part of doctors who find it difficult to stretch the working hours. These doctors are not specialised in geriatric care and they do not work specially for geriatric care. What is happening now is that all the hospitals as well as social organisations are working individually. So, there is need to form a common body, which strives to improve the working of these services. Also, so far there is no law that every hospital must have a geriatric unit. If such a law is enacted, then the services will become systematic,” Dr O. P. Sharma said. The special problems of the elderly are best dealt within a geriatirc unit, a unit comprising a high proportion of trained and interested geriatricians and nursing staff who have been given intensive care for a short period of time, with special emphasis on early rehabilitation and adequate accommodation, equipment and staff for physical medicine, remedial exercise, occupational therapy and recreation. At present, 8.6 per cent of the total population is above the age of 60, but when the absolute number of elderly people is taken into account, it turns out to be 86 million. |

In its fresh proposal, the Northern railway had earmarked 25 sites along deserted railway land for this purpose. The chief minister’s office has asked the Northern Railway to consult civic agencies like the Delhi Development Authority(DDA) and the Municipal Corporation of Delhi (MCD), so that new
sites can be identified for planting of saplings. When contacted, Mr. Raj Kumar Chauhan, the Delhi minister of environment, refused to comment on the matter. A senior railway officer involved in the project said on the condition of anonymity that the project was being delayed for no genuine reason. There was a lack of coordination between the environment ministry and the chief minister’s office. “We have only a budget of Rs. 1.5 crore for planting new saplings. We can hand over the money to them, it does not matter how they utilise it.” The Delhi government, however, denied that there was any lack of coordination and maintained that it was the chief minister’s prerogative to take decisions regarding environment as she wanted the Capital to be a world class city before the Commonwealth Games. |
