New Delhi, November 20 Manish Yadav (22), who is a National Institute of Fashion Design (NIFD) graduate, was arrested along with his associate Ravinder Singh Dahiya yesterday from a park in Kapashera while riding a stolen motorcycle, said the DCP (Crime), Tajender Luthra. The other accused was identified as Ravinder Singh Dahiya. “It seems they were up to something new when they were caught,” said Luthra. However, the kingpin of the gang, Ravinder Mann, is yet to be arrested, he said. During interrogation, it was revealed that Manish had assisted in the direction of a Doordarshan serial and had several regional language albums of Haryana to his credit, said the police. Last month, both the accused had robbed a car from the Gurgaon market. They also took away two mobile phones and the purse of the car owner, Luthra added. According to the police, Ravinder Singh Dahiya, in his early twenties, is an English Hons. student in Gurgaon College. He left his studies after he came in contact of bad characters and got the image of local goon. He got in contact with Ravinder Mann and Manish Yadav, who lured him for robbery as he was of good physique. The third accused, who is at large, did his diploma in engineering, has a record of heinous criminal cases in Gurgaon. Ravinder is the main person who provoked these two accused arrested last night to get into the crime world. The police have recovered a country made pistol and live cartridges from their possession.
With the arrest four suspects, including a former Mr Amritsar, the South Delhi yesterday busted a gang of auto-lifters. The suspects were identified as Gurminder Singh, a former Mr Amritsar; Harpinder Singh, alias Happy, alias Aman, Bahadur Singh and Paramjeet Singh. Eleven stolen cars have been recovered from them. HC nod for DSGMC election
New Delhi, November 20 Giving a green signal to the DSGMC to elect its Executive Board, Justice S. N. Kaul said the stay order of the civil judge would amount to overriding the High Court’s earlier verdict fixing the date of election on November 22. The civil court had passed the order earlier in the day stating that its November stay order on the election would continue. Justice Kaul took strong exception to the civil judge staying the poll process and said when the date had already been fixed by a Division Bench of the High Court, there was no reason for the lower court to interfere in the matter. The appeal against the civil judge’s order was filed in the High Court by DSGMC Joint Secretary Kuldip Singh, through senior advocate H. S. Phoolka. Initially the elections were scheduled for September 24 but the DSGMC President P. S. Chandiok had fixed a new date of January 27, 2005 recently, Phooka said. Aggrieved by his decision, 34 members of the Executive Committee of DSGMC had passed a resolution to advance the date to November 17, which was endorsed by the Executive Board, he said. Following this, Chandiok and DSGMC General Secretary had moved the High Court for stay of the Executive Committee order, but the single judge Bench there had declined to interfere in the matter. When the matter was raised before a Division Bench, it fixed November 22 as the new date for holding the election. |

Two-yr RI to SI in graft case
New Delhi, November 20 The court also imposed a fine of Rs 11,500 on convict Narender Singh (63). “A corrupt official is a menace to the society and public servants found guilty of demanding and accepting bribe deserve no leniency,” the court observed. It also handed down a six-month jail-term to Singh’s accomplice Ashok Kumar and asked him to pay a fine of Rs 500. “Prosecution proved that there was conspiracy between Singh and Kumar to take bribe from the complainant for release of Brijesh and Ballu who were illegally detained in Sultanpuri police station by Singh,” the court said. Acting on a complaint by one Ramesh Chandra Singh, the CBI arrested the convicts. He made a complaint that the convicts, then posted at Sultanpuri police station, had demanded Rs 10,000 as “illegal gratification” for releasing his brother-in-law Brijesh and friend Ballu from “illegal confinement”. The sleuths laid a trap and caught Kumar red-handed while taking bribe on November 9, 1995. |
Youth needs to be made aware of diabetes: Akram
New Delhi, November 20 The ‘Accu-Check Inspiration Series’, organized by Roche Diagnostics, aims to create awareness through road shows across the country on diabetes and its management through self monitoring. As part of the road show, a school contact program was held at the Kalka Public School in the Capital. Eight winners from schools across Delhi were felicitated by Wasim Akram for having excelled in life despite personal odds. This is in sync with ‘Accu-Checks’ philosophy of `Live life the way you want’- a conviction that one can lead a normal life in spite of being afflicted with diabetes. The World Health Organisation (WHO) estimates that 20 per cent or 33 million of the world’s diabetics are Indians. And more than 30 per cent of this population is under the age of 40. It further projects an increase in the incidence of diabetes in the Indian population to 57 million by 2025 from the current levels. Since there is no known cure for diabetes, active involvement and good understanding of the disease and management
is necessary. Thus, awareness and management of diabetes plays a very crucial role in controlling the disease and leading a normal life. Speaking on the occasion, Wasim Akram, who successfully played international cricket in spite of being diagnosed with diabetes, said, “Recent studies have indicated that children in developing countries are at a higher risk of becoming diabetics when they grow up. This is largely due to changing lifestyle, physical inactivity, urban food habits and a genetic
predisposition. There is, therefore, an urgent need to create awareness about diabetes on these young impressionable minds through this Inspiration Series.” |

Institutions’ feedback to help reorient higher education
New Delhi, November 20 The feedback from the institutions is being sought in the form of an exhaustive questionnaire drafted by the University Grants Commission and through face to face interactions. “The decision to send a questionnaire came from the Central Advisory Board of Education (CABE) in its resolution passed in July. The first meeting of the reconstituted Board was held in August wherein it decided to set up committees of CABE to examine in detail critical issues associated with various sectors. One of the committees, under the Chairmanship of Kanti Biswas, Education Minister, Government of West Bengal, has been asked to work on the subject of ‘Autonomy of Higher Education Institutions,” said Prof Ved Prakash, Secretary, UGC. He said the questionnaire has been dispatched to the educational institutions and the feedback, which will be collected by the end of December, will be analysed and the recommendations would be referred to
the CABE. “Apart from this, we are also going to hold four regional meetings, where institutional heads in an interaction with us will put forth their comments and observations. The meeting for the North zone will be held in either Chandigarh or Lucknow, the date for which is yet to be finalised. For the South zone, it will be held in Chennai on December 30 and 31, in Guwahati on December 28 and 29 and in Pune on December 8 and 9,” Prof. Ved Prakash said. The questionnaire seeks the feedback on issue like fee structure, admission policy, intake capacity and also asks whether the institutions favour separate commission for the appointment of teachers like for the civil services. It seeks a feedback on the institution’s degree of existing academic autonomy and whether autonomous status to a college should be limited to colleges with potential for excellence or NAAC accredited institution or NBA accredited institutions. The document also seeks opinion on whether institutions feel the need for having regulatory bodies like the UGC, AICTE, MCI, PCI etc., for maintaining
standards. “Importance attached to the autonomy is, indeed, a welcome and promising point of departure
for reforms. It assumes even greater significance when it is proved beyond doubt that autonomy in governance is one of the vital antecedental variables to bringing about qualitative improvement leading to excellence, and more so when in present times institutions are increasingly facing the crisis of identity,” summed up Prof Ved Prakash. |

The dairy owners are of the view that Ghogha is located in a remote area and it does not suit all dairy owners. Instead of going to Ghogha, the dairy owners would prefer to shift to Ghaziabad and Faridabad. They would find it convenient to supply milk from these areas to their customers in the national Capital. Some of them have even closed down their dairies. An official of the corporation said that the unauthorised dairy owners, who have failed to book their plots so far, have been directed to get their plots booked and deposit the advance amount.
