Chances of BJP-INLD tie-up recede
Chandigarh, October 19 Mr Advani, a known hardliner, informed sources say, was not happy when the BJP withdrew support from the Bansi Lal Government in 1999, paving the way for the INLD supremo, Mr Om Prakash Chautala, to come back to power after an eight-year-long exile. However, he did not actively oppose the party’s decision because the Vajpayee-led NDA Government needed the support of Mr Chautala’s MPs. Also, there are unconfirmed reports that when Mr Chautala
extended support to the NDA under persuasion of the Akali supremo, Mr Prakash Singh Badal, Mr Vajpayee had given a written commitment to INLD leader that the BJP would break its ties with the Haryana Vikas Party of Mr Bansi Lal in due course of time. The sources say it was because of Mr Advani’s reservations that the BJP took considerably long time to implement Mr Vajpayee’s assurance. It is also no secret that Mr Advani had good equation with Mr Bansi Lal, who never spoke against him even while he was unsparing in his criticism of Mr Vajpayee after the BJP withdrew support from his government. The sources say Mr Advani and Mr Bansi Lal maintained their contacts even after the fall of the HVP Government. They say Mr Advani was no averse to have a tie-up with the HVP in the last Lok Sabha elections after the BJP walked out of its uneasy marriage with the INLD. However, he did not press the state unit which was sick of having ties with either of the two regional parties. When Mr Advani came to Haryana during his countrywide ‘Rath Yatra’, he openly gave a call to the people at Faridabad that they should vote either for the BJP-led alliance or the Congress-led alliance and not for those regional parties which w His argument was that such parties had no role to play at the national level. Rather, they often acted as spoilsport. The president of the Haryana unit of the BJP, Prof Ganeshi Lal, told TNS on the phone that the BJP had closed the chapter of having a tie-up with the INLD or for that matter any other party long ago. Therefore, it was meaningless to say that with Mr Advani at the helm of affairs, an alliance between the BJP and the INLD had become more difficult. The Haryana BJP is on cloud nine after the success of its Rohtak rally, which was largely attended. Its leaders hope that as the elections would come near, there would be a large-scale exodus of leaders having influence in their respective areas from the other parties to the BJP. This would further strengthen the BJP. They say with the anti-incumbency factor against the Chautala Government remaining as strong as it was during the Lok Sabha elections, the people would consider the BJP as an alternative to the Congress in the state, once they are convinced that the party would not again align with the INLD. |

Chandigarh, October 19 In a statement here he alleged that the police had impounded school buses at several places to carry INLD workers to Rohtak as a result of which students would be unable to reach their schools tomorrow. He said the ruling party was unashamedly misusing official machinery to organise its political rally. He said despite such illegal ways, the people would not vote for the INLD in the next Assembly elections. Rather they would feel further alienated from it. Prof Ganeshi Lal said the ruling party should have spared at least school buses from being involved in politics. |

departments
Chandigarh, October 19 The Cabinet decided to amend Haryana State Lotteries Department (Group B) Service Rules, 1994, on the pattern of Model Service Rules. According to the amendment in rule 6, no person would be appointed directly to any post of Group-B unless he is in possession of a degree of
B.Com. from a recognised university, five years experience in marketing from any registered firm or society or company, be it public or private. Also, he/she should have knowledge of Hindi up to matric standard. In case of appointment other than direct recruitment, the person should have three years experience as senior sales officer for appointment as superintendent. In case of appointment as senior sales officer by promotion, the candidate should have 10 years’ experience as assistant or 10 years experience as senior scale stenographer, out of which at least two years experience should be as assistant. In both cases, at least two years experience should be on sales. In case of appointment by transfer, the candidate should have a degree of
B.Com. from recognised university, five years experience in sale and knowledge of Hindi up to matric standard. In case of direct recruitment, the qualifications regarding experience would be
reliable to the extent of 50 per cent at the discretion of the commission or any other recruiting authority in case sufficient number of candidates belonging to Scheduled Castes, Backward Classes, ex-servicemen and physically handicapped categories possessing the requisite experience is not available to fill up the vacancies reserved for them. For recruitment to the post of superintendent, it would be by promotion from amongst senior sales officer or by transfer or deputation of an officer already in service of any state government or the Central Government . In case of senior sales officer, 50 per cent by promotion will be given from amongst assistant or senior scale stenographers and 50 per cent by direct recruitment or by transfer or deputation of an officer already in service of any state government or the Central Government of India. As a result of the amendment in Group-A and B Service Rules, there would be 50 per cent direct recruitment to the post of election tehsildar and 50 per cent by promotion from amongst election naib tehsildar and deputy superintendent. The qualification for the post had also been revised and now the candidate should be a graduate or commerce graduate or its equivalent from a recognised university. The candidate should have knowledge of Hindi upto matric standard. There would be 50 per cent direct recruitment to the post of election naib tehsildar and 50 per cent by promotion from amongst the assistants and election
kanungos. Also, the posts of election naib tehsildar of promotional quota would be filled from amongst election kanungos and assistants in the ratio of 2:1 respectively. The Cabinet also amended the Haryana Ayurvedic, Homoeopathic and Unani Technical (Group C) Service Rules, 1997, to meet the shortage of candidates for the posts of dispenser (Ayurvedic), which had been falling vacant due to the closure of diploma course in
up-vaidya ayurveda in 1986. The Cabinet decided to revise the qualifications for the post of dispenser (ayurvedic). These qualifications have been approved by the Haryana State Staff Selection Commission. The amended rules would be known as Haryana Ayurvedic, Homoeopathic and Unani Technical (Group-C) Service (Amendment) Rules, 2004. Those candidates would be eligible for the post of dispenser (ayurvedic) who had passed ‘up
vaidya’ from any recognised university or institution. The candidate should have passed matric or its equivalent and have knowledge of Hindi and English up to Matric standard. Or else the candidate should have done a diploma in ayurvedic pharmacy from any recognised university or institution or board or faculty of the Indian System of Medicine established by law in India and recognised by the government. The Cabinet approved a proposal of Urban Development Department to sell 2444.45
sq. yard land of municipal committee, Mahendragarh to Bharat Sanchar Nigam Limited for the construction of mobile and WLL tower. The Cabinet also gave its ex-post facto approval to the appointment of Mr Chander Singh, District Attorney (retired), on contract basis. |

CM tells Centre to stabilise cotton prices
Chandigarh, October 19 In a demi-official letter addressed to the Union Minister for Agriculture, Mr Sharad Pawar, the Chief Minister said the central government had fixed the Minimum Support Price of cotton (American) at Rs 1960 per quintal and of desi variety at Rs 1760 per quintal. In view of the high production of cotton, its prices had started falling and at present it was being sold below the MSP, thus causing a serious setback to the cotton growers who were already battered by drought. He said in Haryana cotton covered an area of 6.26 lakh hectares. The crop condition was excellent and an all-time high productivity was expected. The farmers had to incur additional expenditure for production of cotton due to dry conditions in July, 2004. It was, therefore, necessary to check the falling price of cotton in the larger interest of the farming community. |

Bhajan, Bansi bury the hatchet, have tea together
Chandigarh, October 19 The Haryana Congress president, Mr Bhajan Lal, and Mr Bansi Lal, president of the erstwhile HVP, met in Delhi this morning for about one hour, according to informed sources. The sources say the meeting was held at a “neutral” place, with both reluctant to go to each other’s house. The meeting was about one-hour long. It is not known what transpired between the two. This was first face-to-face meeting between the two after the merger of the HVP with the Congress on October 14. Mr Bhajan Lal was a Cabinet Minister in the Bansi Lal Cabinet. However, later they fell apart. At one time both headed rival groups within the Congress. When Mr Bhajan Lal became Chief Minister in 1982, the party High Command had insisted that Mr Surender Singh, son of Mr Bansi Lal, should join his Cabinet. Old-timers recall that Mr Surender Singh was virtually in tears when he took the oath of office. Such was the rivalry between Mr Bhajan Lal and the Bansi Lal clan. However, the sources say it was the past, which two leaders today agreed to bury and open a fresh chapter of their relationship. |
No black flags shown to Bhajan: Bishnoi
Chandigarh, October 19 Mr Chautala had claimed that when Mr Bhajan Lal went to address a public meeting in Ferozepur Jhirkha on October 15, he was shown black flags and was not allowed to complete his speech. In a statement issued here Mr Bishnoi said no black flags were shown to Mr Bhajan Lal. He said he would quit politics if Mr Chautala was able to prove his claim. He said about 20,000 persons had turned up to listen to his father, who had launched several development schemes for the Mewat area when he was the Chief Minister. Mr Bishnoi said Mr Chautala had misled the people of Mewat on the issue of making it a separate district. The Chief Minister was aware that no new district could be created at this juncture in view of the on-going work of delimitation of constituencies. Still he made the announcement to gain political advantage. He said if Mr Chautala was really sincere about upgrading Mewat to the status of a district, he should have done so five years ago and should not have waited till the elections. He promised that the Congress would make Mewat a separate district on coming to power. |

‘Tamanna’— Hisar DD’s first teleserial
Hisar, October 19 “I see it as an opportunity for the local artistes which marks the beginning of a new era,” says Mr S.S. Rehman, Station Director, Doordarshan kendra, Hisar. He observes that the basic idea behind the serial is to channel the talent and energy of the youth in a creative way. Production Manager S.C. Banga sees it as a new opening for the local artistes who have got a chance to work with — and groomed by — director Ravee Chauhan. A shooting schedule of the serial has just concluded at the Central Sheep Breeding Farm adjoining Juglan village in the district. The serial is based on a play by Dr Mala Azad and is supposed to be spread over four episodes. The story highlights the discrimination faced by a young girl. It has got four songs, which is a rather novel feature for a teleserial. Another interesting aspect of “Tamanna” is that all artistes have been taken from Hisar city and nearby areas. It is a dream come true for the local boys and girls, who had so far only been nursing hopes of working in a serial. Chauhan has also invited the local youth to be part of his next venture. He asserts that hard work, dedication and a professional approach are must to succeed in this field. Mr Rehman concedes that in this part of the state, there is hardly any interest for such art forms. “Our effort has been to produce a serial which, besides entertaining the masses, has a message for them,” he says. |

Karnal, October 19 Proof of the dexterity and creativity of the artisans, the items displayed possess aesthetic appeal along with utilitarian value. These can not only add to the decor of a place but also add life to it. The cultural programmes being organised at an open-air theatre every evening touch the hearts of all, young and old. The exhibits on display are the produce of artisans from all over the country. Kalamkari prints and paintings, woodcarvings, pearls and imitation jewellery, lacquer bangles, seashell
artifacts, toys, terracotta forms, rudraksha malas, pooja items, cheerala dress materials, sarees, applique work, and leather items are among the variety on display-cum-sale. Carved wood items from Saharanpur in Uttar Pradesh are one attraction. Other items displayed include zari work from Gujarat, beautifully carved sofa sets, cushion covers with fine needlework and ghaghra cholis from Rajasthan, besides bandini prints, silk sarees, wall hangings and flower vases. An interesting display is that of patchwork from
Nagpur, said to be the only one of its kind. It consists mostly of carry bags, jewel boxes and dining-table mats. There are also utility items made in jute from West Bengal. The hand-woven durries from the South, ranging from jacquard design to interlock, are another attraction, as also the
Kalamkari block prints. Then there are the tie-and-dye bedspreads, cushion covers and divan sets. About 150 craftsmen and weavers from across the country are participating in the mela. On Sunday alone, an estimated 25,000 persons visited the crafts mela. The aim of the mela is to remove middlemen to enable craftsmen to get a better deal, says Mr M.L. Mittal, Tourism Officer and organiser of the mela. Apart from successfully running a permanent crafts bazaar on the national highway at Oasis, a Tourism Department restaurant, many such melas with a mixture of cultural activities have been organised in the past few years to promote the traditional crafts. This has now become an annual feature at Karnal. |

1,200 teachers to be recruited
Hisar, October 19 This was stated by the Education Minister, Mr Bahadur Singh, here today. Mr Bahadur Singh was the chief guest at the three-day Zonal Youth Festival of Chaudhary Devi Lal University, Sirsa, which began at CR Memorial Jat College here today. Talking to mediapersons on the sidelines of the function, the minister said the state government would soon appoint lecturers and adequate staff for the rural schools. The college Principal, Mr Inder Singh Lakhlan, said 140 teams were participating in 27 events. |
Hafed planning tie-up with Commodity Exchange
Chandigarh, October 19 Stating this here today the Managing Director of
Hafed, Mr Devender Singh, said since its launch the exchange, in association with the banks, had been able to introduce demat account system for commodities. He said efforts were also being made to convert warehouse receipts into a negotiable instrument. He said electronic display boards would be put up in mandis, warehouses and headquarters of cooperative marketing societies, in association with the Commodity Exchange, to display future prices of commodities in an on-line manner. It would facilitate the farmers to sell their produce at a time when they would get remunerative price. Also, the selling system would be transparent. Mr Devender Singh said Hafed would launch a special scheme under which the farmers would not have to wait to get funds till the actual sale of their produce. The farmers would be able to get funds equal to 50 per cent to 80 per cent of the value of their produce stocked in the warehouses of
Hafed, at a concessional rate of interest of 8 per cent per annum. The storage charges to be paid by the farmers would be 25 per cent less than those of the Haryana Warehousing Corporation. He said that the farmers would be provided funds without any delay under the scheme. Mr Devender Singh said Hafed had also initiated public-private partnership for running nine out of its 13 rice mills. The cumulative milling capacity of the Hafed mills was 30 tonnes per hour. The rice milling activity of Hafed would yield a profit of Rs 1 crore per annum because of its milling infrastructure, availability of low cost finance, expertise in procurement operations for the last 35 years and presence in all the mandis of the
state. Hafed had also decided to launch a programme to educate the farmers about a balanced diet for cattle. It also planned to introduce steamed Basmati, par-boiled Basmati, sharbati rice and graded broken rice in Mumbai and other markets. |

Man murdered due to old enmity
Sonepat, October 19 According to a report, the police has registered a case of murder against eight persons, including two women and launched a massive hunt to apprehend them. All accused named in the FIR belonged to one family and had fled from the village after committing the crime. Tejveer, alias Teju had been arrested in a murder case in January 2000 but he was acquitted in February 2002 due to lack of evidence. Thereafter, he had left the village and started living with his brother Baljeet in Delhi. He was employed as a truck driver there. He came to the village yesterday to meet his brother Jagbir for the first time. After having meals with his brother, he went to the house of Mahaveer, his relative. The house of Mahaveer is near the house of one Raghbir, whose son was allegedly murdered by Tejveer. When Raghbir and his family members came to know about Tejveer, they became furious and started beating him up. He was assaulted with sharp-edged weapons resulting in his death. |
Four arrested in murder case
Sonepat, October 19 According to a report, the arrested persons were identified as Jatinder and Vikas of Delhi and Ashok and Dinesh of Bihar. They had hired the car of Naresh for Sonepat. When they reached near Rai village, they stabbed him to death and fled along with the car after throwing his body in the nearby fields. Meanwhile, the police has launched a hunt to apprehend five culprits involved in the alleged murder of Dilbagh, a resident of Panchi Jatan village, on October 10. The police has arrested three persons, including a woman, in this case. They were identified as
Dariya, Sube and Bholi. However, five others were still at large. |

Panipat, October 19 The deceased has been identified as Chandra Kant, son of Bishan Dass Sharma, of Mohali, Punjab. The two injured have been referred to the PGI, Rohtak and their condition is stated to be serious. The injured have been identified as Sidarth, son of the deceased, Ravi and Nawal Kaushik. Sidharth and Ravi have been admitted to PGI Rohtak, while Nawal has been admitted to a local private hospital. According to information, they were going to Delhi from Mohali in their car when a tractor hit them. The tractor driver fled from the scene after the accident. |

Yamunanagar, October 19 Meanwhile, in two other road accidents as many persons were killed and five others were injured today. According to police sources, Manish left his house around 3 am on his scooter to collect bills from truck operators (the station at which he works is owned by a transporter). An unidentified truck banged into the scooter. Manish was thrown off the vehicle and the truck dragged the scooter for about 300 metres. Sources said on October 19, 2002, his father was also hit by an unidentified truck while he was going on a scooter. The body of Manish was handed over to the family after a postmortem examination. A case has been registered. In another accident, Ram Pal (22) of Karnal died when the auto-rickshaw he was travelling in was hit by an truck. Police sources said Ram Pal died on the spot, while three other occupants of the vehicle, including the driver, sustained injuries. Jai Singh (30) of Lal Chhappar died when his jeep overturned near Kalesar forests today. |
