No Independent MLA has joined party, says Cong

The Congress today made a somersault, saying and said that none of the Independent MLAs of Haryana has joined the party so far. Talking to reporters here today, Mr Ajay Singh Yadav, officiating CLP Leader, said:” There is no question of Independent MLAs joining the party as associate members. They have, however, decided to withdraw support from the ruling Indian National Lok Dal(INLD) and offer support to the Congress,” Mr Yadav said.

Senior Congress leaders of Haryana had earlier claimed that eight independent MLAs had joined the party as associate members on two occasions. The stance has been apparently changed fearing action against these MLAs by the Speaker under the anti-defection law. Petitions under the anti-defection law for disqualification of all eight MLAs had been moved earlier by two ruling party MLAs. If the MLAs are unseated by the Speaker, it will jeopardise the Congress’ chance to win one Rajya Sabha seat from the state.

Mr Yadav, went on to accuse Chief Minister Om Prakash Chautala of “harassing” Independent MLAs who had shifted allegiance from the INLD to the Congress. “The BSP legislator from Haryana has been openly saying that he will vote for the INLD candidate. But the Speaker is not interested in taking any action against him,” he said.

He claimed that none of the Independent MLAs took part in the CLP meeting held here today to chalk out a strategy for the Assembly session beginning on Monday (June 21). “I met the Independent MLAs separately in another room after the CLP meeting.” Mr Yadav said.

He said it had been decided that the Congress would move a resolution in the house proposing a joint initiative by all MLAs to pave the way for the construction of the SYL canal. “ Since the historic verdict by the Supreme Court on the SYL canal, there had been a lot of activities in Punjab. But nothing had been done by the Haryana Government to ensure implementation of the SC order,” Mr Yadav said.

The Congress would welcome if a similar resolution was brought by the ruling INLD. “We are ready to accompany the Chief Minister of Haryana for meeting the Prime Minister for expeditious completion of the remaining portion of the canal,” Mr Yadav said.

The CLP would also raise the JBT teachers recruitment scam in the Assembly. He said the Congress would also demand a probe into all recruitments made by the HPSC and the SSC during the Chautala regime. He also alleged that the state government was trying to interfere in the autonomy of Rohtak-based MDU and appoint a VC of its choice.

Chapra clash: Saharanpur SSP shifted
Farmers’ families to get compensation

Karnal, June 16
The district administration of Karnal has announced a compensation of Rs 1 lakh for the families of two farmers who were killed in a clash between farmers of Uttar Pradesh and Haryana at Chapra village in this district yesterday.

Meanwhile, the Uttar Pradesh Government has transferred the SSP of Saharanpur following allegations that police officials helped the farmers to forcibly acquire the “disputed” land under the control of Haryana.

The District Magistrate of Karnal, Mr R.S. Doon, said the administration had recommended to give the compensation from the Devi Rakshak Yojna to the families of Sahil and Tahid. The district unit of the Red Cross would bear all the medical expenses of the 20 injured persons, he said.

He said experts from the State Forensic Laboratory, Madhuban, were called today to determine the type of bullets used from the UP farmers. “It will help in establishing the role of the police in the incident”, he said.

“I have brought to the notice of the Chief Secretary and the Home Secretary regarding the situation and requested them to contact the higher authorities at Lucknow so that the problem be solved permanently”, he said. Mr Doon said he had also faxed a three-page letter to Dr Hari Om, District Magistrate, Saharanpur, to set up a joint committee of the two districts for fresh demarcation of the disputed land. However, the District Magistrate was not available for comments.

The Karnal police has registered an FIR at the Indri police station under Sections 302, 307, 323, 427, 148 and 149 of the IPC and Sections 25, 42 and 59 of the Arms Act against 51 persons.

Police investigations revealed that the Lok Sabha member from Saharanpur, Mr Rasid Masood, had decided to meet the parties concerned on June 28 for a compromise, but a local goon manipulated with the police to establish that the land was already in the possession of UP farmers. Nai Majra and Brahman Majra villagers assured him that they would give 15 acre to him.

The SSP of Saharanpur, Mr Sunil Kumar Gupta, was transferred to Bareilly and the SSP of Bareilly, Mr S.A. Rizvi, was transferred to Saharanpur.

Police sources in Saharanpur told TNS over the telephone that two jawans of the UP police were also injured.

They were identified as Ajay Kumar Sharma and Shehjor Singh, who were admitted to the district hospital of Saharanpur.

BJP averse to tie-up with INLD

Uncertainty continues over the likely fate of the second Rajya Sabha seat from Haryana even as the Congress has been able to garner the support of eight Independent MLAs and two Haryana Vikas Party MLAs, which takes the party tally to the magic figure of 29.

This number is significant because as many first-preference votes are necessary to see a candidate through. The ruling INLD, which has a strength of 47 of its own, is sure to win one seat. With eight Independent MLAs switching their support to the Congress, the chances of the INLD winning the second seat have become doubtful.

Even if the BJP MLAs, who number six, support the INLD, which also enjoys the support of three Independent MLAs and one BSP MLA, in the Rajya Sabha elections, the combine falls short of one MLA.

The absence of Mr Mulla Ram, Independent MLA from Narnaul, who had extended support to the Congress and had even met Mrs Sonia Gandhi, from the CLP meeting today, has led to speculation about his present loyalty. Interestingly, the Speaker, Mr Satbir Singh Kadian, who issued notices to six Independent MLAs for disqualification, kept the petition against Mr Mulla Ram and Mr Daryao Singh, Independent MLA from Jhajjar, “under consideration”. Both had extended support to the Congress earlier.

While the INLD seems set to nominate Mr Ajay Singh Chautala, elder son of the Chief Minister, for one seat, the party has not yet made up its mind about the second candidate. Earlier it had floated the name of the Chairman of the Minorities Commission, Mr Tralochan Singh, who would have filed his nomination papers as an Independent candidate. Informed sources say the INLD wanted the BJP MLAs to sponsor his name. But the BJP did not agree to it.

The sources say the INLD is not averse to the idea of the BJP fielding its own candidate on its own symbol. The INLD is believed to have suggested the name of former Union Minister of State for Home I.D. Swami in this connection. Mr Swami met Mr Chautala before the Chief Minister was admitted to hospital for surgery.

However, the state BJP is against having any truck with the INLD. Its leaders are scheduled to meet senior party leaders in Delhi tonight to express their opposition to any ties with the INLD.

Congress nominee Kiran Choudhary, a daughter-in-law of HVP supremo Bansi Lal, today came to file her nomination papers to the Vidhan Sabha. However, she later decided to file the nomination papers tomorrow after a telephonic talk with former Haryana Congress President Birender Singh in Delhi. Earlier, certain Congress MLAs hailing from Bhiwani district had expressed reservations about her candidature at the CLP meeting.

However, Mr Birender Singh told TNS that there was no question of reconsidering Mrs Choudhary’s candidature. He said he had advised her not to file the nomination papers in a hurry so that no technical mistake was there.

Meanwhile, the Speaker today adjourned the hearing on the petitions for disqualification of Mr Karan Singh Dalal and Mr Jagjit Singh Sangwan, Congress MLAs, to June 23. He has also given notice on similar petitions to Mr Jai Prakash Gupta, Mr Dev Raj Diwan, Mr Tejbir Singh, Mr Rajinder Singh Bisla, Mr Udai Bhan and Mr Bhim Sen Mehta. The petitions against Mr Mulla Ram and Mr Daryao Singh have been kept for consideration.

Deputation of Chamber of Commerce meets Selja

A deputation of the Haryana Chamber of Commerce and Industry met Union Minister and Ambala MP Kumari Selja to apprise her of various issues pertaining to the industry.

The deputationists, including Dr NC Jain, Dr Jai Dev, Mr Rajinder Nath, Mr AD Gandhi, Mr Bharat Bhushan Jain and Mr M.S. Tandon, handed over proposals for the budget yesterday.

Senior vice president of the HCCI Dr N.C. Jain, said problems were being faced by the Ambala scientific industry which was having 1000 tiny, cottage and small scale units giving employment to over 20,000. He said 75 per cent of production was being exported.

Dr Jain observed that despite the significant foreign exchange earning contribution by the scientific instruments industry, the state government and central government had not looked into the problems being faced by them. “The industry is capable of increasing employment share by 10 per cent every year,” he said.Top

 

Roads of unauthorised colonies dug

The District Town Planner has dug the roads of a few unauthorised colonies developing near Tundla, Tundli and Kalrhri villages close to Ambala City. The enforcement wing of the Town Planning Department along with the police team reached the villages today morning and with the help of JCB machine destroyed the roads of these colonies. However, nobody came forward to oppose this move of the administration.

According to information, some influential property dealers have been developing unauthorised colonies on the Jalbera road and Jain College road in Ambala City and villages located close to the Ambala-Chandigarh road.

Earlier, two such colonies were developed close to Ghel village on the Jain College road. Most of the plots of these colonies have been sold by the property dealers. The majority of the plot holders were facing difficulty while getting the site plan approved. The people are of the view that the administration should ban the registration of the plots belonging to illegal colonies.

Meanwhile, it is learnt that the Deputy Commissioner has taken the serious note of the newly-developed illegal colonies in Ambala City and Cantonment. He has directed the District Town Planner to take strict action against those developing unauthorised colonies.Top

 

Power supply erratic in Yamunanagar, Jagadhri

Residents of the townships of Yamunanagar and Jagadhri have been facing erratic power supply for the past two days. The irregular power supply has also affected water supply in the area.

Because of the shortage of power, a large number of farmers in the district are using generators to run tubewells. “We cannot depend on power supply for sowing and today’s increase in diesel prices has added to our woes”, said Jora Singh, a farmer who had come to an electricity office here to inquire about power supply in the district.

However, officials of the Uttar Haryana Bijli Vitran Nigam (UHBVN), Yamunanagar, today claimed that despite the shortage of 100 MW of power in the state, they were supplying 36 lakh units per day in the district. Due to the sowing season, the demand has gone up to 40 lakh units a day, while it was just 27 lakh units on June 1.

The Superintending Engineer, UHBVN, Mr A.K. Johar, said efforts were being mode to provide eight hours’ power supply to rural areas of the district. He also claimed that efforts were also being made to reduce the number of local power cuts in the townships.

Mr Johar informed that by tomorrow there would be improvement in the power supply situation and by June 28, the supply to both rural and urban areas would be normalised.

Meanwhile, due to rain in the Himalayas, the flow of water in the Yamuna has increased in the past two days. Yesterday, the average discharge of water from the Hathnikund barrage in the Western Yamuna Canal (WYC) was 4,158 cusecs, the highest in the past two weeks. Because of the increase in the water discharge, power production from the four generating units has also increased, sources said.

Couple attacked, valuables looted

At least three armed persons, suspected to be members of the Bawaria gang injured a Junior Engineer employed with the PWD and his wife in Sarojni Colony here and took away some valuables early today. The assailants were carrying iron rods and batons.

Police sources said Mr Rakesh Chauhan and his wife, Ms Chitra, were attacked with rods while they were sleeping in their bedroom. However, their two children, Bulbul (3) and Vansh (2) did not receive injuries. The couple was admitted to a private hospital with serious head injuries. Their condition is said to be stable.

The incident took place around three in the morning. The robbers first locked a room from the outside in which Abhishek, nephew of Mr Chauhan was sleeping and then attacked the couple before ransacking the house. It is suspected that the robbers used iron rods lying in the house for construction purpose to attack the couple.

Police officials from Ambala also reached the spot to carry out an investigation. The modus operandi of the robbers was similar to that of the Bawaria gang. An almost identical robbery had taken place in Bilaspur, near here, last week.

Immoral trafficking: 6 arrested

The CIA staff of Karnal today arrested six persons, including four girls, under the Prevention of Immoral Trafficking Act from the local Dawat Hotel-cum-Banquet Hall.

The investigating officer, Mr Varinder, said they received secret information that two girls had hired a room during the daytime in the hotel along with two boys. When a police party raided the hotel, Rena (22) and Payal (21) were found from two separate rooms along with two boys Subash and Balkar, respectively. Two girls, Bimal (28) and Renu (27), were also arrested from the hotel.

According to the investigating officer, Reena is a resident of Shiv Colony, Payal a resident of Nehar Colony (Meerut Road), Bimla a resident of Kachwa village, Renu a resident of Janakpuri, Subash a resident of Nilokheri and Balkar a resident of Gagseena village.

However, no action has been taken against the owners of the hotel. The investigating officer said the hotel authorities had rented out rooms to the two girls and the boys as they posed as husband and wife.

About the other two girls, he said they were not arrested from rooms, but from the premises of the hotel as they could not satisfy the raiding police party regarding their presence in the hotel.Top

Bhartiya Janata Party workers led by Mr Kishen Singh Sangwan, MP, staged an angry demonstration here today in protest against the ‘deteriorating’ law and order situation and shortage of power and water in the state.

They took out a procession from the BJP state office and went to the mini secretariat and raised anti-government slogans. They wanted the Deputy Commissioner to come down and receive their memorandum. However, when this did not happen they raised slogans against the Deputy Commissioner too.

After some time the city magistrate came to the demonstrators and inform-ed them that the Deputy Commissioner was not available. He received the memorandum on behalf of the DC.

The memorandum pointed out that the state was reeling under an acute shortage of water and power. The availability of power had been going down steadily leading to long power cuts. Likewise, there was shortage of drinking water also.

It alleged that gangsters were running extortion rackets from inside the jails and the government was looking the other way.

The Haryana Sikh Gurdwara Parbandhak Committee has intensified its campaign for the Shiromani Gurdwara Parbandhak Committee poll. A meeting was held yesterday at Gurdwara Sahib in Rania in the connection.

The meeting was attended by a large number of Sikhs from Ellenabad, Rania and Jeewannagar. It was decided that a door-to-door contact programme would be launched by HSGPC candidates from Dabwali. Mr Harmeet Singh Sandhu former Chairman, informed that he had already appealed to Namdhari Sikhs of the district to vote for the candidates of HSGPC in the election due on July 11. A similar campaign would be launched in Sirsa in support of Dr Gurcharan Singh Sandhu and Bibi Tajinder Kaur.

Dev Samaj student tops BA (final) exam

Nidhi Jain , a student of Dev Samaj Girls College, Ambala City, has topped in the BA (final) examination held by Kurukshetra University, the result of which was declared yesterday. She had also secured merit positions in earlier examinations.

Nidhi says she wants to be an IAS officer. Replying to a question, she says she did not take any private coaching to attain this position.

She gives the credit of her success to her parents, teachers and her sister Nishu.

She says besides the regular study she does the routine household works with her mother. She says she watches a few TV serials regularly and she never misses the serial, ‘Jassi Jaisa Koi Nahin’. Moreover, this serial inspires her a lot , she adds. She also has a keen interest in cricket and Indian music.

Paramour kills husband

The police has solved the mystery behind the disappearance of a man from Dhani Thoba in the district by recovering his body from a dry well of the village. The police accompanied by villagers worked till late last night. The victim, Ramesh, had been murdered by Gurvinder, a paramour of his wife.

Ramesh, a land labourer of the villagers, had disappeared from his village on April 28 under mysterious circumstances. The victim’s wife, Meera, was having illicit relations with her neighbour Gurvinder. The family members as well as the villagers knew this and the couple did not enjoy good relations due to this.

Before the disappearance of Ramesh, Meera left the house and went to her parents. When Ramesh did not come back after a few days, his uncle, Mr Hunta Ram, approached the police and lodged a report. Meanwhile, Gurvinder also disappeared from his residence. Harbhajan, a friend of Gurvinder, also went missing. When inquiries were made from the parents of Meera, she too was found missing from there house.

The police got success in the case yesterday when Harbhajan returned to his residence. When the police interrogated him, he revealed that Gurvinder and Meera were living in a rented accommodation in Amritsar. A police party went there and arrested the two.

Gurvinder revealed that he had done Ramesh to death on April 28 and thrown his body in a village well as he had become a hurdle in his affair with Meera. After dumping the body in the well he poured a lot of earth on it so that the body did not emit foul smell.

A woman was allegedly murdered by her brother-in-law following an small altercation between their children at Lahrian village in this district on Monday night. The police has booked two persons in this regard.

According to reports, the victim, Ms Ram Ratti’s son, had an altercation with his cousin a few days ago. The dispute was settled through the intervention of certain villagers. But the boy’s father, Mr Dharam Pal, had been nursing a grudge against his sister in law, Ms Ram Ratti, since then. Mr Dharam Pal allegedly went to the house of the victim with another persons, Mr Giani Ram, in an inebriated condition and hit her with a ‘kassi’. She was rushed to the Community Health Centre, Bhuna, in a serious condition where she succumbed to her injuries.

The police has registered a case under Sections 147, 149, 302 and 34 of the IPC.
