Three held for Rs 13 cr housing society fraud New Delhi, June 16 The accused persons who were arrested have been identified as S. P. Yadav, resident of Noida, Manzoor Hasan Zaidi, resident of Nizamuddin, and Sanjeev Srivastava, resident of Noida. The Al-Falah Group of Companies had formed Al-Falah Sehkari Awas Samiti in 1995 and the samiti was allotted 10,000 square meters by the Greater Noida Authority in 1996. The samiti later decided to build 100 flats for its members and shareholders and started construction work. But due to some financial constraints the construction was stopped in between and even samiti secretary Jawad Ahmed Siddiqui was arrested for some crime. It was during this time that the three accused persons hatched a criminal conspiracy to grab the samiti and sell the flats to prospective customers. For this, the accused persons also prepared forged signatures of the samiti’s 73 members and showed that secretary Jawad Ahmed was present during the meetings. Later, they contacted at least 73 customers and sold the flats for Rs 13 crore. The fraud was detected after Jawad Ahmed was released on bail in February 2004. Ahmed registered a complaint with the police and also moved the Delhi High Court for transfer of the case to the Crime Branch. During investigation the sleuths traced the whereabouts of the accused persons who confessed to their crimes. In another case, the Economic Offences Wing arrested four persons involved in selling pirated software and seized pirated goods worth Rs 9.06 crore from their possession. Based on secret information, the sleuths raided different places in Paharganj and Nehru Place and arrested four persons. They were identified as Lal Singh (26), Satish Kumar, alias Sahil (22), Ashish Sharma (28) and Vinod Kumar (35). |
Cong MP’s reception turns a free-for-all; many hurt Ghaziabad, June 16 Soon it was a free for all with lathis, stones, and later, firearms being used. One person is said to be seriously injured. The MP was welcomed by the supporters of city president Shabir Ahmed Qureshi as he arrived to attend the Faridnagar Congress Committee reception on his victory in the recent Lok Sabha elections. The meeting was being conducted by Ashok Sharma. Soon some supporters of Kaluwa Qureshi started creating disturbance in the meeting. In the presence of the member of Parliament, Mr Surendra Goel, one group started firing and injured city vice-president Tehseem Qureshi on his head. Seeing Tehseem Qureshi bleeding profusely, other faction also jumped into the fray, resulting in a violent clash. Some supporters protected themselves behind chairs, while others used the chairs on the dais to hit their rivals. A number of people were injured in the clash. When the policemen from the Bhojpur police station reached the meeting venue, the faction opposed to the MP vanished. None had lodged a written complaint. Leaders like Bashir Ahmed, Yamin Chaudhry, Iqbal Qureshi have accused a former MLA of being responsible for the clash. Heavy police force has been deployed in Faridnagar in view of tension in the town.
Three killed in accidents Three persons, including an eight-year-old boy have been killed in the Mahanagar in separate accidents. According to Kavi Nagar police, the body of a young man was found by the side of railway track near Razapur level crossing. The body of the 30-year-old man was apparently mutilated in a train accident. The police said that the man might have fallen to his death from a running train. Another young man, a motorcycle rider was crushed under a bus opposite the collectorate in the evening. The bus driver had knocked down the rider in a bid to overtake him. The bus, being driven at a fast speed, dragged the bike up to a short distance. Both the accident victims could not be identified though it is reported that the rider belonged to Hapur. An eight-year-old boy Salman had come with his mother Aashima to Ghaziabad from Gulawatti. He was crushed under a bus at the new bus stop when they were waiting for a bus on the roadside. |
Flesh racket in Dilshad Garden busted New Delhi, June 16 The police received a tip-off that a prostitution racket was being run from Dilshad Garden. The information was developed and a decoy customer was sent to pimp who provided a girl and demanded Rs 2,000 for one night. He was arrested after the deal was struck. During investigation, the girls disclosed that they were unemployed and to earn quick money indulged in prostitution, police said.
Burglars held The South-West district police arrested five burglars, including four juveniles, after surprise checking at Gopi Nath Bazar in Delhi Cantonment area. Police recovered two stolen two-wheelers, two knives, watches and jewellery. The police started surprise checking in the area after it received a number burglary and Motor Vehicle theft complaints and yesterday arrested the suspects from near Gopi Nath Bazar. During interrogation, they disclosed that they were involved in several burglary incidents and motor vehicle theft cases. They also disclosed that Surjit alias Vicky purchased their stolen goods. He has also been arrested, the police said. |

worth Rs 3 lakh looted; teacher shot at Ghaziabad, June 16 As the thieves were dividing the booty, the villagers woke up and chased them for some distance. The criminals fired some shots, one of which injured a schoolteacher who has been admitted to a hospital. The police have not registered the case so far. Hari Singh’s family, sleeping on the terrace, were their first victim. The criminals had entered the house via terrace and decamped with jewellery and cash worth Rs 1.50 lakh. The criminals then went into two adjoining houses, first of which was Sewa Singh’s and fled with Rs 50,000 worth of goods. While they were dividing the booty, the village chowkidar noticed them and raised the alarm. Some villagers then reached the spot and chased the thieves who fired a number of shots, one of which hit a schoolmaster,
Kalhu. He was rushed to Bhopura Private Nursing Home. However, the thieves managed to escape in the
commotion.
Widow shot dead over land dispute Noida: A widow was shot dead in a land dispute on Sunday night in Nithari Fatehpur village under Chola police station area. A murder case was lodged against the two nephews of the deceased. According to police, Om Watti (35), had been living in Nithari village with her two kids. After her husband’s death, there had been a dispute in the family about 35 Bigha land. Younger brother of Om Watti’s husband and his two sons wanted to usurp her land. The two parties had clashed many times over this issue. On Sunday, Om Watti was found dead. Kishan, the victim’s brother, accused Puppoo and Raju, Om Watti’s nephews, who are at large. The police have detained the mother of the two accused. |

South Delhi roads – a motorist’s nightmare New Delhi, June 16 Whatever the time of the day, the unending construction work on almost all South Delhi roads makes maneuvering a vehicle almost a Herculean task. Moreover, with virtually no traffic management at most places the commuting time around South Delhi has more than doubled in recent times. Long-winding traffic snarls, jams, frequent breakdown of vehicles and frayed tempers are the order of the day; these very roads once used to be a motorist’s delight. The traffic congestion at Badarpur, Panchsheel and the Okhla flyover is now old hat; the latest addition to the motorist’s litany of woes is the opening of the carriageway on the Ashram-Sriniwaspuri flyover (as one proceeds towards Moolchand). The administration — without bothering to put a traffic plan inn place — has opened the carriageway, leading to incessant traffic jams just as you drive down the flyover and, then, a few hundred metres away at thee Moolchand crossing. There are different reasons for both the jams, which need to be tackled at the earliest to ensure free flow of traffic from Ashram to Dhaula Kuan on the Ring Road. As was the case when the Ashram flyover was thrown open to traffic (without actually creating the capacity on the connecting roads), the opening of the Sriniwaspuri carriageway has not helped matters. The carriageway has been undertaken mindlessly, apparently without working on the segregation of the right-bound and the straight-bound traffic. All norms seem to have been given the go-by while creating a cut a kilometer down the road from the Sriniwaspuri flyover. Not only are there no signboards informing the motorists, wanting to take a u-turn towards the Lajpat Nagar market, to keep to the right, but with all the DTC and private buses taking sharp u-turns from the extreme left, the traffic comes to a screeching halt. Then, a traffic light that refuses to blink greets motorists at the Moolchand crossing, resulting in yet another major jam. Well, this is just one part of South Delhi. The story is no different when one is approaching the Okhla flyover from Mathura Road. First, all the buses, parked haphazardly outside the CNG filling station near the connecting road leading to the flyover, create a traffic jam and, then, it is almost a nightmare on the flyover itself. Often a vehicle breaks down on the flyover and with the traffic policemen not interested in getting the vehicle towed away, the flyover gets clogged for hours. Delhi will benefit if Metro goes to NCR: Azad New Delhi, June 16 Phase II of the Delhi Metro project, which will span 38.5 km and cost Rs 4,750 crore, touches Gurgaon (Haryana) on the Qutub Minar corridor, Noida (Uttar Pradesh) on the New Ashok Nagar side and Ghaziabad (Uttar Pradesh) on the Shahdara way. This phase is yet to be approved by the Government of National Capital Territory of Delhi after which it would be put before the Union Government for its approval. Phase I of the project is expected to be complete by December next year. Mr Azad said the state governments concerned with the Phase II of the Metro project would have to shell out finances if the rail link had to reach there. He was speaking after taking a ride on the Metro. “If the state governments cooperate in funding the project it would definitely be done,” he said. “Since the Governments of Uttar Pradesh and Haryana are involved, we have to talk to them before the idea takes concrete shape.” “Decongestion of Delhi was necessary and for this we are going to talk to the neighbouring states of the NCR. Very soon we would be holding a meeting with them to chalk out plans in this regard. Maybe within a month this will be done,” he said. Experts are, however, sceptical over the plan as an INC Government is at the Centre and the governments of Mr Mulayam Singh Yadav (Samajwadi Party) and Mr Om Prakash Chautala (Indian National Lok Dal) are in Uttar Pradesh and Haryana, respectively. They attribute this to the counter guarantee given by the Centre to the financing of Phase I of Delhi Metro, which saw the project sailing through smoothly. Now with governments of different political parties the Centre would be hesitant to guarantee it on its own. The minister also said that appointing a politician in a position essentially to be filled up by a non-political person destabilised the operational performance. He said there would be no interference in the good work being done by the Delhi Metro Rail Corporation. The minister said unlike other projects the budget had not escalated and that the project was likely to be completed within the deadline. He said Rs 6,200 crore had already been released towards the Rs 10,571-crore Metro Rail project. |

Higher sales tax to raise diesel price in Delhi, alleges BJP New Delhi, June 16 Leader of Opposition in Delhi Legislative Assembly Jagdish Mukhi has claimed that by raising the sales tax on diesel from 12 per cent to 22 per cent, the Government of NCT of Delhi has effectively raised the price of the fuel by Rs 1.50 per litre. Mukhi went on to claim that the increase in the price of diesel would affect farmers and industrialists alike. The agriculturists, he said, can get the remunerative price for their crops only when diesel is made available to them for pump set and tractor at a cheaper rate. He sought an immediate withdrawal of the hike on LPG cylinder besides petrol and diesel. The increase in the price of an LPG cylinder by Rs 20, he said, has affected the households in spite of it being available in sufficient quantities.
SUCI demands rollback of petrol price hike Members of the Socialist Unity Centre of India (SUCI) and the organisations affiliated to it have sought immediate withdrawal of the increase in the prices of petrol and diesel. They submitted a memorandum in this regard to the Prime Minister’s Office (PMO) after holding a demonstration outside Jantar Mantar. They said the revision of the prices was “unjustified”. The secretary of SUCI, Mr Pratap Samal, has said the hike in the prices of fuels has rendered the United Progressive Alliance’s (UPA’s) claims of reforms with a human face hollow. “The UPA Government,” he said, “talks of the subsidy that is being provided in the LPG and other petroleum products while there is no talk of huge tax concessions amounting to crores of rupees that is being given to the big industrial houses.” |
BJP workers held on way to Parliament New Delhi, June 16 Besides Mr Naqvi, the BJP Deputy Leader in the Lok Sabhha, Prof V. K. Malhotra, the party Delhi unit president, Dr Harshvardhan, and the Leader of the Opposition in the Delhi Assembly, Mr Jagdish Mukhi, were arrested for violation of prohibitory orders enforced in the area. Earlier, addressing party workers, Mr Naqvi and other leaders described the price hike as “anti-people, anti-farmer and most inappropriate.” The BJP leader said today’s protest was part of the nationwide agitation launched by the party and it would be intensified till the government rolled back its decision. |
Restore names deleted from rolls: Cong Faridabad, June 16 Claiming that the voters whose names had been deleted were the supporters of the Congress party, she alleged that this had been done on the directions of the leaders of the ruling party in the state. She has threatened to launch an agitation if the names of these voters were not restored within a month. Addressing a press conference here yesterday, the Congress leader alleged that although the issue had been taken up earlier, the authorities had ignored it due to the ‘pressure’ from influential sections in the government. She claimed that a large number of people had contacted her and informed her about the various discrepancies in the electoral list. She called upon the authorities to rectify the mistakes and restore the voting rights of the people in the area, as the Assembly elections were due in the coming months. The total number of voters in the Ballabhgarh constituency is about 1.85 lakh. She claimed that the results of the recent Lok Sabha polls had clearly indicated that the people in the state wanted a change. Armyman cremated The body of an Army jawan, martyred in an exchange with terrorists on the international border with Pakistan, arrived at his village Sevla Bhatti in Loni. The residents of the village were plunged into grief as Sunil had been engaged last year and was to be married later this year. Martyr Sunil, son of Surendra Pahalwan of Sevla
Bhatti, had joined the Army in 1992. After training in Pathankot, he was posted as a GDR with the 2nd Grenadiers in Bandipur area of Srinagar. On the night of June 13, he was on duty near the Pakistan border when he came under attack by terrorists. Even as his group managed to kill six terrorists, Sunil was killed on the spot in the skirmish. Sunil’s body was brought to his village by six jawans under Subedar Musthtaq Khan. Sunil’s last rites which were performed today, was attended by hundreds of people from the neighbouring villages. However, the villagers were “shocked” that the local administration did not think it necessary to be present on the occasion.

DU told to include dyslexia in disability category New Delhi, June 16 The directions came while the court issued notice to the Delhi Government and Delhi University on a plea seeking inclusion of dyslexia as “disability” for admission to undergraduate courses. A Division Bench comprising Mr Justice B. N. Chaturvedi and Mr Justice A. K. Sikri issued notice, returnable on July 7, to Delhi University through the Vice-Chancellor, the varsity’s Disability Committee, Students Welfare Dean, Social Welfare Ministry and Chief Commissioner, Persons with
Disabilities, on a petition seeking that dyslexia be recognised as a distinct form of disability and extend all benefits, relaxations and concessions to persons with such a disability. The petition filed by the Disabled Rights Group, through its Convenor Javed Abidi, sought directions to the authorities to provide reservation for persons with dyslexia as a form of disability with the meaning of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act. Dyslexia is a form of disability connected to the neurological condition of a person whereby the person has impairment with words like ‘the ability to read’. |
NHRC to hold hearings on health and rights in five regions New Delhi, June 16 During the daylong hearings, a panel comprising NHRC and state public health officers, will lend its ears to the individuals or groups who have suffered denial of right to health care and have not received mandated heath care from a public health facility. Sources in the Commission said that the first such hearing scheduled for July 29 in Bhopal, will be inaugurated by the NHRC Chairperson, Justice A.S. Anand. Cases from Gujarat, Goa, Madhya Pradesh, Maharashtra and Rajasthan will be presented during the hearing. Public hearing for the Southern region covering Andhra Pradesh, Karnataka, Kerala and Tamil Nadu is scheduled for August 29. The hearing for the Northern region for Delhi, Jammu and Kashmir, Haryana, Himachal Pradesh, Punjab, Uttaranchal and Uttar Pradesh, will be held in Lucknow on September 26. Hearing for the Eastern region for Bihar, Bengal,
Chhattisgarh, Jharkhand, Orissa and Sikkim will be held at Kolkata on October 11. The regional hearing for the North Eastern region will be held at Guwahati on November 28. The NHRC will notify the date of venue of these hearings through a public notice in the leading regional newspapers. At the two-day national hearing, representatives from Jan Swasthya Abhiyan and the civil society will present key cases of denial to health care and structural deficiencies noted in various regional hearings. This will be followed by a joint presentation by the organisers on the spectrum of health care rights, including those of vulnerable social groups as women, children, persons affected by HIV/AIDS, persons with mental health problems, conflict or displacement and migrant and unorganised workers. The Union and State government health officers would be expected to respond to these presentations. The commission proposes to take up certain serious instances of denial of health care and redress them under the procedure laid down in the Protection of Human Rights Act, 1993. It would also send detailed recommendations to the Union and State governments on systemic issues related to access to health care. |

NCW to discuss indecent representation of women
in media New Delhi, June 16 The NCW Chairperson, Dr Poornima Advani, told TNS here on Wednesday that the consultation scheduled for July 14 will begin with presentations by persons from the film and advertising world. This will be followed by an interactive session. The Chairman of the Press Council of India, Justice K. Jayachandra Reddy, is also expected to participate in the consultation. The NCW has kept aside two hours in the afternoon for a meeting with the CBFC. Apart from film directors from Mumbai, the NCW may extend an invitation to Manisha Koirala, who had knocked the Commission’s door in September 2002 after indecent posters showing her (who she claimed was her `duplicate’) in ‘Ek Chotti Si Love Story’ were put up at public places. The NCW will simultaneously hold public hearings on the issue with rural women. The Commission has identified nine states for the public hearings. The hearings will be held in Bihar, Delhi, Karnataka, Maharashtra, Orissa, Punjab, Rajasthan, Uttaranchal and one state from the North-East. The first such hearing will be held in Madipur in Delhi with the help of Jagriti Mahila Samiti, a voluntary charitable social organisation. In April end, the Commission sent out 3,000 letters to various non government
organisations across the country, including the All India Democratic Women’s Association (AIDWA) and Ahmedabad-based CHETNA (Centre for Health, Education, Training and Nutrition Awareness), to send clippings of articles, pictures, advertisements or other printed matter which they find objectionable and derogatory to the projection of women. The Commission plans to show these clippings to women in villages and record their responses. Dr Advani said the discussion on indecent representation of women in media is always held under the umbrella of right to freedom of speech and expression. “A lot of structures like the Central Board of Film Certification and the Press Council of India are in place but they don’t answer our requirements. We find deficiencies in the kind of movies that are being released.” Asked to comment on the film ‘Girlfriend’, Dr Advani said, “From whatever I’ve seen-one or two second clips-I don’t think that it is cohesive with the Indian line of thinking.” She said that the Information and Broadcasting Minister, Mr Jaipal Reddy, has welcomed the idea to hold the consultation. Dr Advani said that the NCW has suggested the amendment of Section 7 of the Indecent Representation of Women (Prohibition) Act, 1986, to make the definition of derogatory more wide and provide for more stringent punishment to the violators. The Commission had also emphasised gender sensitisation of members of the Censor Board and recommended state wise review of cases reported under the Indecent Representation of Women Act. The CBFC Chairman, Mr Anupam Kher, told TNS that musical videos are a cause of major concern. He said that when he took over as chairman five months back and pointed out that what is being shown on television is more harmful than what is being shown on films, some columnists wrote that he was teaching morality. Mr Kher said that censor issues are mostly concerned with women from smaller towns. “A lot of sexual harassment takes places with women in smaller towns,” he said. |

nod to land for SOS projects New Delhi, June 16 According to a release issued here, the announcement was made by
Uttaranchal Chief Minister N D Tiwari at the annual function of the SOS Hermann Gmeiner School, Bhimtal. At Farsoli, the government has promised to provide two-and-a-half-acre of land for the construction of a children’s village and community centre and other facilities. The facility will be an extension of the SOS children’s village in Bhimtal and will comprise about five homes for about 50 children. The second children’s village comprising about 12 to 20 families is being planned in Jhabreda, spread over 20 hectares of land. The complex will comprise a higher secondary school with residential facility and a well-equipped medical centre. The SOS, in association with the state government, will also carry out a door to door survey to identify the children in need. The needy children will be provided assistance under the outreach programmes. |
