Haryana Cong MPs meet Sonia Gandhi
Chandigarh, June 9 Mrs Gandhi reportedly assured the Haryana MPs that all appropriate steps would be taken to honour the apex court verdict. She told them that no injustice would be done with their state. Mr Hooda told Mrs Gandhi that in the absence of the SYL canal, there had been a severe shortage of even drinking water in southern Haryana what to talk of water for irrigating the fields. He said Haryana had been denied its due share in the river waters for over three decades. Whereas former Chief Ministers and other leaders had been using the canal issue for their political interests, people of the state now had great hopes from the Congress Government regarding early completion of the canal. Mr Kuldeep Bishnoi, MP from Bhiwani, did not accompany the delegation, which comprised Union Ministers of State Selja and Rao Inderjit Singh, Mr Jai Prakash Barwala (Hisar), Mr Avtar Singh Bhadana (Faridabad), Dr Arvind Sharma (Karnal), Mr Atma Singh Gill (Sirsa) and Mr Navin Jindal (Kurukshetra). Meanwhile, a controversy has arisen within the Congress as to who led the delegation of the party MPs, which called upon the Prime Minister yesterday. While Mr Hooda claimed that he had led the delegation, a press note issued on behalf of Mr Bishnoi stated that it was the Bhiwani MP who did so. Mr Barwala told TNS today on the phone that Mr Hooda was undoubtedly the leader of the delegation. He said Mr Bishnoi was too junior an MP to lead such an important delegation. Sources close to Mr Bishnoi claim that it was he who had sought an appointment with Dr Manmohan Singh to press Haryana’s case on the SYL canal. |

Haryana, Centre play blame game
Chandigarh, June 9 Mr Dinesh Chand, Deputy Adviser in the Ministry of Rural Development, wrote a letter to the Commissioner and Secretary, Public Health Department, Haryana, regarding the drinking water problem in the Kilayat Assembly constituency spread over parts of Jind and Kaithal districts. Mr Gaje Singh
Muwal, a social worker of Jind district, had brought the problem to the ministry’s notice. Mr Chand wrote that documents, enclosed with his letter, indicated that 28 villages of Kaithal district and 14 villages of Jind district were facing a drinking water problem. The letter, written on March 11, 2003, also mentioned that such villages might be taken up for providing water supply under the Swajaldhara scheme or the Accelerated Rural Water Supply Project(ARWSP). On March 3, 2004 — after almost a year since the first letter was written — Mr K.
Mazumdar, Assistant Adviser in the Ministry of Rural Development, wrote to the Engineer-in-Chief of the PWD, Public Health branch, Haryana, that Haryana was yet to send a report on drinking water availability in Kilayat villages. He wrote that as the matter was urgent, the report should be expedited. Again on May 12, Mr
P.V. Valsala G Kutty, Director (DWS) in the Ministry of Rural Development, wrote to the Haryana Government that the report they had asked for was still awaited. He added as the “matter had been taken up at a higher level”, the report should be sent at the earliest. Reacting to the ministry’s missives, a state government official claimed that while the Central Government had already reduced the funds given to the state under the
ARWSP, the Centre was yet to release funds to the state government under the Swajaldhara scheme. “In 2002-03, Rs 21 crore was given to the state under the
ARWSP. Next year (2003-04), the amount was reduced to Rs 16 crore,” the official said. For implementation of the Swajaldhara project, Rs 2 crore was collected in about 100 villages of the state. The Centre was to make a corresponding grant of Rs 20 crore but it had so far given only Rs 6 lakh for the scheme, the official said. About the survey report on villages in the Kilayat constituency, the official said the report sent to the Union Government was turned down because it did not fit into the format prepared by the Ministry of Rural Development for being fed into its website. |

Chautala seeks remunerative

Chandigarh, June 9 In a letter written to Mr Sharad Pawar, Union
Minister for Agriculture and Food and Consumer Affairs, Mr Chautala urged him that cotton being an important commercial crop of the state, its msp should be fixed at Rs 2650 per quintal and for bajra and maize, it should be Rs 625 per quintal. Expressing dissatisfaction over the recommendations of the Commission for Agriculture Cost and Prices(CACP) on the price policy for the kharif crops of 2004-05, Mr Chautala said the MSP recommended for major kharif crops grown in Haryana was grossly inadequate. He said if the MSP recommended by the CACP was accepted by the Union Government, the farmers would be discouraged. He said the MSP recommended by the CACP for paddy did not even cover the cost of cultivation. In the post-WTO regime, everyone talked about quality agricultural commodities. But the MSP regime of paddy was discouraging the production of quality paddy. |
VC’s appointment: meeting put off at last

Rohtak, June 9 The meeting had been summoned by Mr M. L. Tayal, Secretary, Education, Haryana, after the Executive Council of the university annulled the nomination of two members of the panel on May 31. The two members, Mr Vishnu Bhagwan, VC, Guru Jambheshwar University, and Mr M. K. Miglani, VC, Haryana Agricultural University, had been nominated by the council at its meeting held in April. They were appointed at the last meeting of the council presided over by the then VC, Maj-Gen Bhim Singh Suhag (retd), who later quit the post to contest the Rohtak Lok Sabha seat as a nominee of the Indian National Lok Dal. Several council members had then objected to the nominations saying that since the VC had not yet quit, the nominations could not be made. They also said this item was never on the agenda of the meeting. The then VC overruled the protests. The Haryana Governor and Chancellor, Babu Parmanand, thereafter nominated Dr Ramesh Chandra, VC, Bundelkhand University, as his nominee. However, representatives the teachers on the council raised objections and the council at its meeting on May 31 annulled the decision and decided to nominate new members to the panel at a later date. The council also amended the statute to the effect that only an academician of repute could be appointed VC. This led to speculation of a showdown between the Governor and the state government. As expected the government hurriedly appointed Mr Tayal chairman of the panel and he summoned the meeting of the panel last week ignoring the fact that the Executive Council had annulled the nominations. Dr Ramesh Chandra took exception to the decision saying he could not be expected to attend the meeting at two days’ notice. Besides, he also raised questions about the appointment of Mr Tayal as chairman of the panel. According to reliable sources after Dr Chandra sent his communication to the government as well as the Chancellor, the government postponed today’s meeting citing the unavailability of Dr Chandra as the reason. |

Museum awaits martial arts weapons from

Kapal Mochan (Yamunanagar): Laxity on the part of Punjab in handing over the “promised” Sikh Martial arts weapons to Haryana has delayed the commissioning of Guru Gobind Singh martial Arts Museum at Kapal Mochan, a pilgrimage centre and symbol of Hindu — Sikh unity. Haryana has requested for 500 such weapons. The museum building and other infrastructure, raised at a cost of Rs 2.10 crore, are already in place for about two years now.
The museum, dedicated to Sikh martial arts history, will also showcase weapons used by tribesmen in other parts of the country. The Haryana Government has already procured martial arts weapons used by tribesmen in other states. It is also proposed to have Sikh martial arts history tabulated at the museum. In a communication on May 26, 2003, to his Haryana counterpart, the Punjab Chief Minister had promised to loan for the museum traditional weapons and other instruments used in attack and self-defence. The Haryana Government is also awaiting Rs 80 lakh from the Central Government promised by former Union Minister for Cultural Affairs Jagmohan last year. It is learnt that Punjab will lend the weapons (currently lying at a museum in Patiala) for four or five years to Haryana. Mr D.S. Jaspal, Secretary, Cultural Affairs, Punjab, said the modalities for loaning the weapons were being finalised and a decision in the regard is likely to be taken soon. “As the weapons could not be transferred to Haryana, these would be loaned,” said Mr Jaspal. Kapal Mochan, situated about 100 km from Chandigarh in Yamunanagar district, has a great significance for Sikhs as Guru Gobind Singh had stayed here after the Bhagini battle. A magnificent ‘Dasham Paatshahi’ gurdwara to mark the visit of the Guru has also come up along the Kapal Mochan pond, which is sacred for both Hindus and Sikhs. A manuscript and ‘hukumnama’ of the Guru are also lying in a temple here. A weeklong mela is organised here on every Kartik Purnima in which lakhs of pilgrims, including Sikhs, from all over the country participate. Dr Kuldeep Saini, an official connected with the project, said the Union Government gave money for the museum during the tercentenary celebrations of the Khalsa. The three-domed white colour museum building has been constructed by the Central Public Works Department. All necessary lighting arrantements and exhibit windows are already in place. Besides the museum, an amphitheatre and a residential complex for the visitors have also been set up. The weapons would be exhibited in nine windows under the supervision of experts from National Museum, New Delhi. |
CBI probe sought
Rohtak, June 9 All these officers are members of the Haryana Officers and Public Enterprises Employee Welfare Cooperative Group Housing Society (HOPECO) founded in 1990. They belong to the IAS, IFS, IPS and HCS cadres, alongwith employees of Haryana boards and corporations. A spokesperson for the society told newspersons here today that only Haryana government and employees of state boards and corporations could be enrolled as members of the society. The society was allotted 20,000 sq metres of land in Gurgaon for the construction of houses for its members. The founder president was a senior, IAS officer who has since retired and joined politics. He headed the society for seven years. During his tenure, the spokesperson said, he enrolled several ineligible persons as members of the society. They included the construction contractor of the society. The then president never divulged the details of membership to the rest of the members. He even ignored a representation given to him by 30 members of the society in this regard. The spokesperson said it was later found that the former president of the society had also sold the society guest room to his son. The general body of the society, at its meeting on June 6, passed a resolution seeking a CBI probe into the irregular allotments. |
BSP to go it alone in Haryana
Yamunanagar, June 9 He said soon there would be organisational changes in Haryana and it was likely that a few district presidents might be replaced. He said this exercise would be completed by July-end. Mr Ramji Lal stated that Mr Bishan Lal Saini, lone member of the BSP in the Haryana Assembly, who had joined the INLD had been suspended from the party. |

BDPO caught taking bribe
Sirsa, June 9 The BDPO, Mr Jagram Singh Man, was allegedly demanding Rs 10,000 as bribe to hand over possession of 28 acres of village panchayat land taken by him on contract at an auction. On the basis of this complaint, the police asked Mr Gurjant Singh to offer Rs 5,000 to the BDPO. The currency notes were powdered and signed by the Tehsildar. When Mr Gurjant Singh handed over this amount to Mr
Jagram, the police nabbed him red handed and recovered the powdered currency notes. The police arrested the BDPO under the Anti-Corruption Act. |

Man found murdered
Beejna (Karnal), June 9 The local police has registered a case under Sections 148, 149 and 302 of the IPC against seven persons for their alleged involvement in the murder. Meanwhile, there were reports of tension among the villagers. According to Praveen Kumar, son of the deceased, “When I went to wake up my father in the morning lying in open in the premises of the house, he did not respond. He was lying wrapped up in a
bedsheet. I unfolded the bedsheet and found him dead. He had severe injury marks on his head, possibly with sharp-edged weapons”. A senior police official told The Tribune that one person was injured in the aftermath of the murder later in the day as Praveen Kumar and his cousin Mahendra took out the gun and went in search of Biram Singh and Vijay Singh, the main suspects. They met Vijay Singh in a street and beat him up. Some persons tried to pacify them but Praveen fired a shot at Sandip, nephew of Vijay Singh. Sandip got a bullet unjury at his left leg. He was immediately rushed to the hospital. Mahendra was also reportedly injured in the clash. Meanwhile, there were reports of tension between the two groups in the village. No arrest has been made. However, according to villagers, four persons have been detained for investigation by the police. |

Hansi doctor shot

Hisar, June 9 The two youths asked the doctor to treat them. While the doctor was examining one of them, his associate took out a pistol and allegedly fired a shot at the doctor. The doctor was injured in his arm. The injured doctor tried to catch hold of them but the youth managed to flee leaving behind a bag and a pistol. The youths fired several shots in the air while escaping. Later, the police recovered another loaded pistol from the bag. One of the miscreants was arrested after he fell from the motor cycle near Dhanna Kalan village on the Hisar-Delhi national highway. He has been identified as Man Mohan of Bhiwani. The arrested youth has identified the other two accomplices as Surat Singh of Dhanna Kalan village and Rajesh Kumar of Bhiwani. |

Sonepat, June 9 According to report, employees of various factories in the Kundli and Rai areas of the district are living in these colonies. The thefts took place while the inmates were asleep. No case has been registered in this connection. According to another report, the thieves entered the house of Mr Narinder, an HVP leader, at Jainjhauli village, about 25 km from here, last night after breaking open the locks of the house and decamped with cash and ornaments worth Rs 55,000. Mr Narinder, along with other family members, was asleep in the house when the theft occurred. The Kharkhauda police has registered a case. |

Wagons derailed due to damaged track: report
Panipat, June 9 The officials also took serious view of the poor maintenance of the rail track which was a major route of several passenger trains in North India. Official sources said a team had sent its report to senior Railway officials in Delhi. Members of the team took samples of the broken rail track from the spot and sent it to railway laboratory in Lucknow. The laboratory analysts are expected to send a report in this regard on June 12. Official sources said the incident took place when the train carrying wheat bags passed through the route between Ghronda town in Karnal and Kohand village in Panipat district on June 7. While about 40 wagons were passing on the route, the old track was broken and 15 of the wagons derailed. The accident had caused inconvenience to hundreds of passengers as train services on the Delhi-Ambala rail division were disrupted. |

Yamunanagar June 9 They further alleged that the Sarpanch (belonging to the Rajput community) was against the construction of the houses. They saidwhen the construction was over last evening then over 30 persons attacked Baljit, Ajmer and others who were present on the spot. Eight Dalits who were injured in attack were admitted to Civil Hospital here.The injured alleged that the sarpanch of the village was against them as they had voted for the Congress against his wishes in the parliamentary election. On the other hand, some persons of the Rajput community alleged that they were sitting peacefully when they were attacked by the Dalits As a result four persons- Ashok, Sanjay, Roshan Lal, Balinder- were injured. They were shifted to a private hospital. |

Rates to reconnect tubewells slashed
Chandigarh, June 9 A spokesman for the nigams said now Rs 1,000 would charged for reconnection of a tubewell instead of Rs 3000 if the period of disconnection was less than six months. It had been decided to give a one-time opportunity to all those tubewell consumers whose connections had remained disconnected for over six months. The scheme would remain open till September 1. |

Entrepreneurial programme begins Ambala, June 9 The programme was inaugurated by Mr Suresh Yadvendra. Speaking on the occasion, Mr Yadvendra said the participants should strive for self-employment. He said there were 23 lakh registered units and one crore unregistered units in which the cost of plant and equipment was less than Rs 5 lakh. Dr Jaidev said we must try to further development computer hardware so that we could make savings in foreign exchange. He stressed the need for practical training in the technical institutes. |
