Senior Congress MLA of Haryana and former Finance Minister, Mange Ram Gupta’s advocacy today for a Jat leader of the Congress Legislature Party is believed to be aimed at toppling the applecart of Mr Bhupinder Singh Hooda, who is making a determined bid to become the HPCC chief in place of Mr Bhajan Lal.

2 IAS, 8 IPS officers shifted in Haryana

The Haryana Government today transferred two IAS and eight IPS officers. Mr P.K. Das, Commissioner, Hisar Division, was posted as Commissioner, Rohtak Division, against a post which fell vacant following Mr R.R. Banswal’s retirement.

8 new trades in state polytechnics
Ambala, June 2
Eight new trades will be introduced in 15 polytechnics in the state during the financial year 2004-05. Mr Naresh Gulati, Financial Commissioner, inaugurated a state-level exhibition at the women’s polytechnic, Ambala city.

KU told to pay arrears by June 7
Kurukshetra, June 2
The Chief Judicial Magistrate, Mr Rajender Goel, has fixed June 7 as the last date for the payment of house tax arrears of over Rs 45 lakh to be made to the municipal committee, Thanesar, jointly by Kurukshetra University and the National Institute of Technology, Kurukshetra.

Haryana docs’ strike tomorrow
Ambala, June 2
Medical establishments in Haryana will observe a day-long strike on June 4 to protest against the attack on a doctor in Hansi. Dr D.S. Jaspal, state patron of the Indian Medical Association, said a meeting of the working committee was held at Hisar and it was decided to observe a strike at all medical establishments on June 4. A protest would be held on the day at Hansi.

MLA’s promise on power supply
Jodhpuria (Sirsa), June 2
The 250 MW thermal power plant at Panipat will be operational by September said Mr Abhey Singh Chautala, MLA, at Jodhpuria village in the Rori Assembly constituency, here yesterday.

Man gets life term for abetting wife’s rape
Ambala, June 2
The Additional Sessions Judge, Mr Sanjiv Kumar, sentenced Narender Kumar, a resident of Ambala City, to life imprisonment for allowing one of his friends to rape his newly married wife. The judge also sentenced Aman Lamba to 10 years’ imprisonment for raping her twice in the presence of her husband. However, the court acquitted the mother of Narender by giving her the benefit of doubt.

Spinning mill workers hold protest
Karnal, June 2
Hundreds of workers of spinning mills of the district today came down on the streets of Karnal protesting against the managements and the State Government for not ensuring minimum wages to them.

Doctor wins Sahitya Academy prize
Rohtak, June 2
A local doctor has won the first prize awarded by the Haryana Sahitya Academy for his Haryanvi novel titled “Smajhaniye ki Mar”. The author, Dr Shyam Sakha Shyam, has won this award for the sixth time. The award comprises a cash prize of Rs 10,000, a citation and an “angavastra”. He writes in English, Hindi, Haryanvi and Punjabi.

Hooda eyes PCC chief’s post

Senior Congress MLA of Haryana and former Finance Minister, Mange Ram Gupta’s advocacy today for a Jat leader of the Congress Legislature Party (CLP) is believed to be aimed at toppling the applecart of Mr Bhupinder Singh Hooda, who is making a determined bid to become the HPCC chief in place of Mr Bhajan Lal.

Even though the removal of PCC chief Bhajan Lal at this juncture does not look likely — the Congress has won nine of the 10 Lok Sabha seats in Haryana with Mr Bhajan Lal at the helm of affairs of the party in the state — it has not deterred the PCC chief’s detractors from making attempts to dislodge him. Mr Hooda’s supporters point out that six of the victorious candidates from Haryana belong to the anti-Bhajan Lal camp and their performance in the LS elections has considerably eroded Mr Bhajan Lal’s clout with the party high command.

Not only Mr Hooda, Mr Birender Singh, a former PCC chief, and Jat Congress leader from Haryana, has stepped up his efforts in this direction after the Lok Sabha results. Ironically, Mr Hooda and Mr Birender Singh moved in tandem to prevent Mr Bhajan Lal from giving the party ticket to people of his choice. They fell apart as soon as the Lok Sabha elections were over.

The view aired today by Mr Mange Ram Gupta, who is close to Mr Bhajan Lal, is to do with the prevalent practice in the Congress not to give the posts of CLP leader and PCC chief to persons from the same community. If the next CLP leader happens to be a Jat, it is likely to seal the chances of another Jat Congress leader like Mr Hooda becoming the PCC chief.

Interestingly, Mr Hooda, who quit the posts of CLP leader and Leader of the Opposition in Haryana following his victory from the Rohtak Lok Sabha seat, is backing the candidature of Mr Ajay Singh Yadav as his successor. Mr Yadav, Deputy Leader of the CLP and also one of the strategists of the party in the assembly, appears to be a natural choice as the CLP leader in place of Mr Hooda.

However, Mr Hooda supporting Mr Yadav because the latter is not a Jat and, therefore his elevation as the CLP leader will enable Mr Hooda, a Jat, to insist on his own candidature for the HPCC chief. Becoming HPCC chief is considered crucial for Mr Hooda because in that case he can effectively intervene in the tickets distribution for the Assembly elections due in March next year.

Mr Karan Singh Dalal and Mr Jagjit Singh Sangwan, two Jat MLAs, who are close to Mr Bhajan Lal, are both new entrants to the party and unlikely to be considered for the CLP leader’s post. The choice of Mr Bhajan Lal may finally fall on Mr Dharam Vir, Congress MLA from Tosham, who has occasionally attended rallies organised by Mr Bhajan Lal and his followers.

2 IAS, 8 IPS officers shifted in Haryana

The Haryana Government today transferred two IAS and eight IPS officers. Mr P.K. Das, Commissioner, Hisar Division, was posted as Commissioner, Rohtak Division, against a post which fell vacant following Mr R.R. Banswal’s retirement.

Mr M Kithan, MD of Haryana State Federation of Cooperative Sugar Mills, has been posted as Commissioner, Hisar Division.

Among the police officers shuffled today was Mr K Selvaraj, who was relieved of the charge as the IGP, Crime, while retaining the crucial post of IG, CID. Mr R.N. Chahalia, IGP, Law and Order, was given additional charge as the IGP, Crime.

Mr P.K. Aggarwal, DIG, Security, will also work as the DIG, Intelligence, against a vacant post. Mr Aggarwal was relieved of the charge as the DIG, Haryana Armed Police.

Mr Bhim Singh, on return from the Government of India, was posted as SP, Crime, against a vacant post.

Mr C.S. Rao, SP, Security-I, goes as ADIG, CID against a vacant post. Mr K Venkata Ramana, ASP, Faridabad, has been posted as SP, Security-I.

Dr Rajshree Singh, on promotion, will be the new ASP, Faridabad, while Mr Rajbir Singh, on promotion, goes as Assistant Commandant, India Reserve Battalion, Bhondsi, against a vacant post. Mr Virender Kumar, on return from the UN mission in Kosovo, has been posted as a DSP, State Vigilance Bureau, against a vacant post.

8 new trades in state polytechnics

Ambala, June 2
Eight new trades will be introduced in 15 polytechnics in the state during the financial year 2004-05. Mr Naresh Gulati, Financial Commissioner, inaugurated a state-level exhibition at the women’s polytechnic, Ambala city.

He said the Union Government had decided to start 36 new trades of which eight new trades were being introduced in Haryana.

The new courses included computer hardware technician, fashion technician, driver-cum-mechanic, building maintenance technician and network technician.

Mr Gulati said a provision of Rs 51.13 crore had been kept in the budget for technical and vocational education. He said currently 226 institutes were offering technical courses. He said 14930 students were studying 40 different trades in the state industrial training centres while 17520 students were pursuing vocational education.

Among others, Mr Rajbir Singh, Mr Narendra Kumar, Mr S Sangwan, Mr RK Singh, Mr Satpal Singh, Mr SS Sihag and Kamla Bhagat were present on the occasion.

KU told to pay arrears by June 7

Kurukshetra, June 2
The Chief Judicial Magistrate, Mr Rajender Goel, has fixed June 7 as the last date for the payment of house tax arrears of over Rs 45 lakh to be made to the municipal committee, Thanesar, jointly by Kurukshetra University and the National Institute of Technology, Kurukshetra.

The municipal committee had filed a case of recovery against both the institutions due to non-payment of the dues.

Meanwhile, the MC Executive Officer, Mr S.K. Goel, has clarified that the bank accounts of, the institutions have not been sealed so far.

The court had ordered the sealing of bank accounts of both the institutions only if these failed to pay the arrears by June 7.

Haryana docs’ strike tomorrow

Medical establishments in Haryana will observe a day-long strike on June 4 to protest against the attack on a doctor in Hansi. Dr D.S. A protest would be held on the day at Hansi.

Condemning the attack on Dr Ashok Singhal at Hansi, Dr Jaspal deplored the action by the authorities against the doctors who were “agitating peacefully.” He demanded immediate arrest of the culprits.

MLA’s promise on power supply

The 250 MW thermal power plant at Panipat will be operational by September said Mr Abhey Singh Chautala, MLA, at Jodhpuria village in the Rori Assembly constituency, here yesterday.

He said after September 25, there will be 24-hour power supply in urban and rural areas. Mr Chautala assured to remove encroachments in the Sirsa district villages. He said the state government had kept the deadline of July 31 to issue power connections to tubewells. On the Indian National Lok Dal’s (INLD) poor performance in the Lok Sabha elections Mr Chautala said there were plans to reorganise the party units at lower levels.

Demonstration by MC employees

A large number of employees of the Municipal Corporation staged a demonstration outside their office here today, in protest against the failure of the authorities to advance them wheat loan.

Addressing the employees their leaders said that they were not being paid salary regularly and the authorities were denying them the opportunity to buy wheat. This was causing hardship to the employees.

They threatened an agitation if the loan was not advanced.

The Municipal authorities contended that the corporation did not have funds for the loans. It was finding it hard even to pay salary regularly.

Man gets life term for abetting wife’s rape

The judge also sentenced Aman Lamba to 10 years’ imprisonment for raping her twice in the presence of her husband. However, the court acquitted the mother of Narender by giving her the benefit of doubt.

The prosecution said she was married to Narender on April 20, 2003, in Ambala. On April 28, Narender asked her that his close friend Aman Lamba would be coming and she had to please her in every manner. In the afternoon, he reached their house and Narender called her in a room and asked her to entertain his friend. When she refused to do so, both of them threatened to kill her.

After raping her, Narender apologised to her and assured her that such an incident would not be repeated. On May 5, Aman Lamba again raped her with the help of her husband.

She went to her parents’ house and told them about the incident. Later on her complaint a case was registered against Narender and Aman.

Spinning mill workers hold protest

Karnal, June 2
Hundreds of workers of spinning mills of the district today came down on the streets of Karnal protesting against the managements and the State Government for not ensuring minimum wages to them.

They also held a demonstration outside the Deputy Commissioner’s office (mini-secretariat) and the labour office.

The Spinning Mills Employees Federation alleged that the workers were not paid more than Rs 2000 a month though as per the notification of the government the minimum wage was Rs 2,500 per month.

The workers further alleged that there was discrepancy in providing the benefits of provident fund to the workers.

They gave over a memorandum in the offices of the Regional Commissioner of Provident Fund, district magistrate and the Labour Officer in support of their demands.

There are at least 30 spinning mills at Kohand in Karnal district in which more than 2,000 employees were employed.

The novel for which he has won the prize mirrors the changes, both and good bad, in Haryanvi society during the past 50 years.
