Row over honouring of Tytler snowballs New Delhi, June 2 The Sikhs in question are Delhi Sikh Gurdwara Management Committee President Prahlad Singh Chandok and five other members. The Siropa was presented to Union Minister of State Jagdish Tytler and Member of Parliament Sajjan Kumar. On Monday, Chandok presented the Siropa to Tytler, saying the Indian National Congress (INC) has always “supported” the Sikhs, at a club event attended by a number of DSGMC members. His action came after SAD boycotted Tytler’s swearing-in as minister. President of All India Sikh Conference (Babbar) Gurcharan Singh Babbar said that presenting Siropa to Tytler and Kumar was an insult to the collective consciousness of the Sikh community and had deepened the wounds inflicted by the massacres. Chandok’s honouring of Tytler with a Siropa also came under fire from the Akalis. “It is a big insult for the Sikh community and the Akal Takht should take serious notice of the act”, Shiromani Akali Dal’s (SAD’s) Secretary General Kuldip Singh Bhogal said. Bhogal also condemned the presentation of a Siropa at a club, saying Sikh religious honours were strictly to be extended at a Gurdwara. Meanwhile, around 300 victims of the 1984 riots hailing from Punjab and NCT of Delhi burnt the effigies of Tytler and Kumar and protested against the inclusion of Tytler in the Union Council of Ministers.

Akalis to take up Thapar’s expulsion with BJP leaders New Delhi, June 2 The SAD, which has been extending unconditional support to the BJP over two decades, had alleged that BJP general secretary Mukhtar Abbas Naqvi humiliated their representative by telling him to “get out” of a meeting called “Shiromani Akali Dal general secretary Onkar Singh Thapar, also the MCD’s Deputy Leader of Opposition, was denied the opportunity to express his views on the BJP’s electoral debacle in Delhi and when he wished to speak at the meeting Mr Naqvi told him to get out,” SAD Delhi president Avtar Singh Hit had told a news conference on May 27. In the recent general election, Mr Badal campaigned for the BJP in Delhi and addressed a public meeting organised by Mr Thapar himself at Shiv Nagar in support of BJP candidate Vijay Kumar Malhotra, the only winner from the party in the Capital. “Mr Thapar was never a member of the BJP. He, however, had contested the corporation elections on a BJP ticket because of the seat-sharing agreement the Akalis have with the BJP in Punjab and Delhi,” Mr Bhogal said. Sources close to Mr Thapar said, “He was invited to the co-ordination committee meeting as a special invitee as he had won on a BJP ticket … but he was not allowed to speak at the meeting and told to leave the place. He has now got a letter saying that he cannot have dual membership – of the BJP and the Akali Dal. So he is being removed from the primary membership of the party … but this is not true as he was never a member of the party”. An eight-member delegation led by SAD president Avtar Singh Hit and general secretary Kuldip Singh Bhogal had later called on Mr L. K. Advani to protest against the episode.

Eve-teasing was said to be the immediate cause of the incident. The district administration has deployed the police force and a platoon of the PAC in the area. According to some police sources, the whole drama unfolded at 9.15 pm on Tuesday when a woman Anju (27) was allegedly teased by an unknown person. A soldier (No. 4477769 K), Sepoy Mangal Singh, of the Sikh regiment, who was passing by, was caught and beaten up by the family members of the woman. He was presumed to be the culprit. His bicycle was also confiscated by the mob. Somehow the soldier escaped and reported the matter to his Company Havildar Major. Meanwhile, another soldier, Vikramjit Singh, of the same unit was caught by the mob and thrashed. When some soldiers of their parent unit reached the spot to rescue their colleagues, the mob also pelted them with stones. The armymen also retaliated. There was heavy stone-pelting for a while. The mob also held captive one soldier Mangal Singh who was rescued by the police later and handed over to the corps of military police. The woman Anju has lodged an FIR against two soldiers for molestation and eve-teasing. Meanwhile, a spokesperson from the Pins Infantry Division told The Tribune that the matter was being blown up without ascertaining the whole truth. Some anti-national elements were trying to tarnish the image of the Army and create a rift between the Army and the civilians. The spokesperson said that the Indian Army was a professional, skilled, disciplined and well-behaved force. The allegation of molestation and beating up of civilians with iron rods, etc was totally false and baseless.
Trader robbed of Rs 5.50 lakh at gunpoint
Ghaziabad: A trader was deprived of Rs 5.50 lakh by two criminals at gunpoint at 9.30 pm yesterday. The criminals riding a motorcycle targeted the trader, Sanjay Karnani, just outside his house and snatched money from him. The police have been given the bike number. However, they have failed to identify the criminals so far. Sanjay and his partner Sushil have a firm “LS Traders” in Ram Nagar Kiryana Mandi. Sanjay was returning home after 9 pm on his scooter with his companion, Sham Rathan, on the pillion. Rathan was holding the bag containing cash. As soon as Sanjay reached his house, D-17 Dayanand Nagar, the criminals, who had been following the trader all along, pulled up by their side and snatched the bag at gunpoint. They fled immediately on the bike bearing a Delhi registration number. SSP J.N. Singh, SP City, Umesh Srivastava, SP (rural), BK Shekhar and ADM City Chander Prakash Pandey visited the spot of crime. Shiv Shankar Rathi, Gopi Chand and other trader leaders also reached. The traders expressed their anger at the police ‘laxity’. Only the other day, they decided not to resort to any agitation after the police and the district administration had assured them of a suitable action against the rising crime.

Cylinder explosion: Five of family succumb to burns Noida, June 2 As many as 20 persons were seriously burnt in the explosion. They were rushed to Bulandshahr Hospital and later shifted to R. Manohar Lohia and Safdarjung Hospital, Delhi. Seven among the injured are still in a serious condition. In another explosion in Hapur near Ghaziabad, two persons were killed when carbon dioxide and oxygen-filled cylinder exploded yesterday evening. The cylinders were being unloaded from a truck when the explosion took place.
Omveer, the driver of the Tata-407 mini-truck from which the cylinders were being unloaded on Meerut Road in
Hapur, was blown into bits with the explosion. Some parts of his body were blown up to 100 metre. Cleaner Nathan succumbed to his injuries in the hospital later. The blast had caused cracks in glasspanes and walls in nearby
shops. Vinay Kumar runs a gas cylinder business, ‘Shakti Enterprises’ on Meerut Road. While the labourers were unloading oxygen gas cylinders, driver Omveer was also standing near his vehicle. One cylinder slipped from the loader’s hand. It exploded with a bang after hitting the ground. People could hardly understand as to what had happened as driver Omveer was seen lying on the ground with parts of his body blown away. Nearby cleaner Nathan was lying in a pool of blood with his legs and hands blown away. Nathan was referred to a Meerut hospital, where he succumbed to his burns later. Vijay Pal of Garh Mukteshwar was also charred. Soon Circle Officer Police (DSP) Ummed Singh reached the spot with the police force and a fire tender. Other injured were rushed to a nursing home.

Gurgaon facing water woes, power pangs Gurgaon, June 2 The residents have been faced with unprecedented water and power crises during the ongoing summer season. Although most of the areas of the old city are in the grip of power and water crises, Gandhi Nagar, Om Nagar, Ravi Nagar, Bhim Nagar, Jacompura, Model Town and Shakti Nagar have been worst hit. In some areas while the water supply has been affected due to the low pressure, there are other areas in the city that do not get a single drop of water during the day. Moreover, the problem has been compounded due to the failure of the authorities to inform the people of the timings of the water supply. The problem is accentuated by unscheduled power cuts, often during the time of the water supply. In effect, the residents are unable to use their booster pumps to collect water in the overhead tanks. The residents alleged that the authorities, particularly the Public Health Department, had failed to look into their problems despite repeated complaints. It is stated that the Public Health Department has attributed the erratic water supply to the continuing power crisis in the city. The bewildered residents wonder why the administration cannot force the two departments to coordinate their services. There seems to be widespread resentment among the residents as this problem has been dragging on for several years. The residents of the old city alleged that they were being discriminated by the authorities in provisions of basic infrastructure. To make matters worse, the water crisis is accentuated by the erratic power supply in the old city. Long hours of loadshedding have become common in the colonies. Above all, the repeated complaints regarding unscheduled loadsheddings have been ignored by the authorities concerned.

Court directs cops to compensate handicapped youth New Delhi, June 2 While acquitting Hazrat Ali, alias Mintu, who is deaf and dumb, the Additional Sessions Judge, Mr Rajnish Bhatnagar, said, “Although no amount of compensation can be sufficient for the pain and agony suffered by the accused, but in my opinion, a sum of Rs 25,000 can be paid as compensation by both the investigating officers - ASI Sudesh Pal and ASI Ramesh Chand.” Noting that it was a case of blatant violation of right to life and liberty granted to citizens, Mr Bhatnagar said, ‘’It would be a travesty of justice if I restrict myself to simply acquitting the accused who remained in jail for eight months.’’ Ordering deduction of the amount from the salary of the two cops, Mr Bhatnagar directed the Delhi Police Commissioner, Dr K. K. Paul, to file a compliance report before the court. Interestingly, though Hazrat was deaf and dumb since birth, according to the police story, he had interacted with them on March 17, 2003, when he had been apprehended with 1,200 grams of ganja. According to the police, a notice under Section 50 of the Narcotic Drugs and Psychotropic Substances (NDPS) Act informing him of the right to be frisked in the presence of a gazetted officer was read to him before the search and he had replied to it orally, waiving his right to be examined before an impartial authority. However, during the trial, the investigating officer admitted before the court that the accused, being deaf and dumb, could neither hear nor speak.

Armed with bail, paper leak accused surrenders New Delhi, June 2 Sudhir appeared before the Economic Offences Wing of the Delhi Police, but had with him an Orissa High Court order on his bail plea, said Joint Commissioner of Police (Crime) B K Gupta. He said, “Sudhir had been absconding ever since investigations into the leak began and today the accused, armed with an order of the Orissa HC, appeared before the EOW to join the investigations. Because of the order we are still thinking on how to react,” he said. “We are not arresting him as of now because once we do that the court order could come in the way of his release. So, we are working on how to deal with the situation, but are surely not arresting him for the time being,” he added. The official said that Sudhir was allegedly present when CBSE employee Hemant Kumar Sharma struck the deal with institute manager N K Thaplu to give the PMT question paper for Rs 50 lakh. Even the other accused, Hemant Kumar Sharma (24), a junior assistant in the confidential section of the Controller of Examination, CBSE, had revealed that he gave the pre-medical test exam paper to four people which included Sachdeva New P T College manager N K Thaplu. He also said that while the deal was being finalised, the institute owner Sudhir Sachdeva was also present. He even received Rs 3.25 lakh as advance for the Rs 50 lakh deal. The combined deal, with his four clients, was around Rs two crore. The sensational leak of the CBSE-PMT paper on the exam eve led to the cancellation of the exam on April 11 this year.

HC upholds DDA notices on misuse of flats New Delhi, June 2 Justice Vikramajit Sen, who was hearing the case, said the issuance of notices for initiating prosecution under the DDA Act to the actual occupants and notices for cancellation of allotment/taking over possession to the original/authorised allottees was not contrary to law. The order came while the judge disposed of a bunch of petitions seeking to quash notices sent by the DDA to such occupants and allottees. Justice Sen said as the petitioners had themselves violated the law in that the use was contrary to that envisaged in the Master Plan and was in violation of the terms of the allotment letters, they had disentitled themselves from the protection of the court under its extraordinary powers bestowed by Article 226 of the Constitution. He did not find merit in the argument of the petitioners that since it was primarily the use of the premises, which was objected to by the DDA, no grounds were made out for cancellation of the allotments. Thus, such an action would not be justified or warranted since full consideration of the property had been paid and in some cases the flats had been converted to freehold. The DDA further proposes to invoke the Public Premises (Eviction of Unauthorised Occupants) Act and dispossess such occupants and allottees “in accordance with the law and by following due procedure.”

Phoolan case accused is proclaimed offender New Delhi, June 2 In his order, Additional Sessions Judge Dilbagh Singh Punia said, Rana, who had escaped from the high-security Tihar Jail on February 17 along with an accomplice, who impersonated a policeman, has been declared a proclaimed offender. The Delhi Police team, which had gone to
Roorkee, submitted a report saying that Rana’s property had been attached in the presence of his mother. Rana’s accomplices had allegedly gunned down dacoit-turned-parliamentarian Phoolan Devi in front of her official residence in the Capital on July 25, 2001.

Evening OPD fails to click in RML Hospital New Delhi, June 2 According to an internal estimation done by the RML, the hospital was incurring a cost of Rs 4,500 to Rs 5,000 per day, excluding expenses on electricity, equipment, maintenance, etc, to run the evening OPD, in which an average turnout of patients in the past few months has been just about 100 to 150 per week. Significantly, many departments like ENT, Eye, Gyane, etc have gone without a single patient for several days in a month. The cost and manpower burden was so heavy that the RML authorities have written a letter to the Director-General Health Services (DGHS), Ministry of Health, for the immediate discontinuation of the evening OPD services in the hospital “as it has not served the desired purpose”, hospital sources told The Tribune today. They said the Ministry of Health had started evening OPDs in January, 2003, simultaneously in All India Institute of Medical Sciences (AIIMS), Lady Hardinge Hospital, RML Hospital, Safdarjung Hospital (all in Delhi) and PGI, Chandigarh. While the services were discontinued in AIIMS, Lady Hardinge Hospital and PGI, Chandigarh, just a few months after it was launched due to lack of patient response, RML and Safdarjung Hospitals have been made to carry on the burden pending a decision from the Union Health Ministry. According to RML authorities, on an average 20 personnel including senior specialists, senior residents, staff nurses and para-medical personnel were being diverted on rotation basis from the main medical duties to run the evening OPD for which the hospital administration was forced to pay honorarium. “While on the one hand the hospital is incurring huge expenses in running the evening OPD, on the other, the frustration is growing among the medical staff as their talent is getting wasted due to poor turn out of patients,” a senior RML doctor told on the condition of anonymity. When contacted, Dr N. K. Chaturvedi, Medical Superintendent of RML, admitted that there has been lack of adequate response to the evening OPD services. “It (evening OPD) is really not serving the purpose with very poor patient turnout...So, continuing with the concept indefinitely certainly amounts to drain on the system and burden on the already depleted manpower,” Dr Chaturvedi said, hoping that the Union Health Ministry will take an appropriate decision soon.

Fill vacancies in colleges, demands DUTA New Delhi, June 2 The DUTA representatives said that Mr Pillai had assured them that he would discuss the matter further with the chairman of the UGC very soon. “He said that the demands of the teachers were genuine and for the benefit of the teaching community and the students,” said Mr Aditya Narayan Misra, DUTA president. He said that the teachers could not meet the UGC chairman as he was out of station. He said the DUTA had demanded the appointment of teachers in different colleges as a large number of posts of teacher were lying vacant in Delhi University colleges. If there were not enough teachers, the students would have to suffer. Secondly, withdrawal of the Model Act had also been demanded as it was against students’ interests and higher education. Besides, the DUTA representatives also demanded a review of the changes made by the Vice-Chancellor of Delhi University in the Selection Committee.

Save cows from abuse, say ‘no’ to milk New Delhi, June 2 The animal rights group insists that saying ‘no’ to milk, which is not just an essential part of the diet but has been long accepted for its nutritional properties, can save the cows and buffaloes in the dairy industry from
abuse. PETA justifies its latest plea on the ground that cows are impregnated repeatedly to meet the growing demand of milk. It also points out that cows and buffaloes are not properly fed and are usually chained by the neck in narrow stalls. Raising doubts over the benefits of consuming milk, the organisation claims that studies have indicated that consuming milk meant for baby cows puts human beings at risk for a host of ailments, including heart disease, ovarian, breast and prostate cancer, diabetes and
osteoporosis. PETA’s special project coordinator Bijal Vachharajani rued the fact that cattle that were once revered in our culture and were a part of our spirituality and families were now left to endure dreadful lives and deaths. Offering a replacement to cow’s milk, PETA recommends the use of soya milk, iced tea, lemonade and coconut water. A vegetarian diet that not only helps animals but also improves health is PETA’s formula for good living.

DERC asked to reject power tariff plan on UAM basis New Delhi, June 2 He has pointed out that the power tariff is levied on the basis of consumption of electricity depending upon the type of consumption of power like domestic, commercial or industrial. The categories under the UAM system for property taxes, as adopted by the MCD, had been fixed on the basis of some matrix considered necessary to levy property tax on rationalised basis. It had no relevance whatsoever with the type of consumption of power, Mr Vijender Gupta said. Further, the economic conditions or social status of residents of a particular area had no homogeneity in all spheres of life. Mr Gupta alleged the statement of the Chief Minister that power tariff would be levied on the basis of the UAM category was an indirect threat to the public and a clear violation of Model Code of Election which had come into force with the declaration of the dates for byelections for the councillors’ vacancies in the MCD. The byeelection for councillors would be held on June 27. He alleged that there remained a lot of work to be done to ratify the anomalies in categorisation of areas as done by the Municipal Valuation Committee. Resentment was brewing among the public against miscategorisation under the UAM scheme. Hence, the proposal of the Chief Minister had sown seeds of future discontentment.

Pollution board seals 20 units Ghaziabad, June 2 According to the City Magistrate, Mr Sarovjeet Ram, the campaign to seal polluting industrial units operating illegally will continue. Meanwhile, an officer of the Pollution Control Board said that the Board would take legal action against polluting units being run from residential areas. There is a large number of polluting units operating illegally in residential colonies across Hindon area. The district administration and Pollution Control Board had recently identified over 250 such units that would be sealed. The authorities have meanwhile sealed some 20 polluting units operating in Sewa Nagar colony of Bhopura and their power connections have also been snapped. The City Magistrate said that none of the polluting units in residential areas have been registered. These units have become a nuisance for the residents of the colonies. A number of complaints have been registered against these industrial units with the administration and the Pollution Control Board, said City Magistrate Sarovjeet Ram.
Six killed in accidents
Six persons were killed in different accidents in Ghaziabad in last 24 hours. A factory worker, identified as Mangla Prasad of Allahabad, was run over by the Vikramshila Express while crossing the railway track in the morning near the Surya Nagar flyover. In another accident, a youth was hit by an unidentified vehicle near the Galaxy Cinema. The critically injured youth was rushed to a hospital where he was declared brought dead by the doctors. The vehicle could not be identified. A Tata-407 rammed into an Esteem car near the Delhi Public School under the Sihani Gate police station area. Pushtraj of Gulawatti, Bulandshahar, who was asleep on the roadside, was crushed in the accident. In another accident, a boy, identified as Bichna, was run over by a vehicle near Loha Mandi, where he was asleep on the roadside. Two other youths were killed when they were crushed by vehicles in Sahibabad and Indirapuram police station areas.

High-class call girl racket busted New Delhi, June 2 The sleuths received a tip-off on June 1 that some high-class call girls were operating in South Delhi near IIT flyover and Hauz Khas areas. Accordingly, a team was constituted and at around 5.25 p.m. the team spotted three girls coming out of a Maruti car (No UA-07A-1303). Later, a decoy customer was sent and a deal was struck for Rs 20,000. The decoy customer also gave Rs 3,000 as an advance and a five-star hotel was decided as the venue. Once the deal was struck, the sleuths swung into action and nabbed the three girls after a signal from the decoy customer. The sleuths said that the women only catered to a select clientele which always took them to five-star hotels. The English-speaking girls disclosed that they were in flesh trade for the last three years and charged between Rs 15,000-Rs 20,000. The women, who were leading a posh life in South Delhi, operated through the word of mouth and always chose high-class customers.

Big cache of pirated DVDs seized, one arrested New Delhi, June 2 Based on a tip-off, the sleuths arrested Himanshu (25), a resident of Pitampura, and recovered 8,000 DVDs, both of English and Hindi movies. The accused had reportedly taken out premises for rent for storing the pirated DVDs. During interrogation, he disclosed that he has been in the trade for the last two months and used to get the DVDs from Pakistan via Nepal. He has been selling them to the retail outlets all over Delhi.
Minor gangraped
Three persons raped a 13-year-old girl last night in her house after tying her father up in the Wazirabad village of North district. The police said that the three persons, in their early twenties, entered the house last night and overpowered the victim’s father before assaulting the girl. The suspects fled after committing the crime. The police have launched a massive hunt to trace the culprits.

The complainant, Murari Lal, informed the Anti-Corruption Branch that one Ahmed, an employee of the Metropolitan Magistrate, and a tout, Kawaljeet Singh, were demanding the bribe and, accordingly, both were caught red-handed.
Murder case solved
With the arrest of three persons, the South-West district police claims to have solved a case of murder-cum-robbery involving a businessman of Dwarka on May 3. The accused, Mukesh Kumar (23), a resident of Uttam Nagar, Deepak Kumar (32), a resident of Dakshin Puri and Hari Singh (20), a resident of Etawah, had murdered one Rajiv Soni, a resident of Dwarka, and robbed him of Rs 30,000, his wrist watch, a gold ring and a mobile phone.

Newspaper manager gunned down Ghaziabad, June 2 Sharma was shot at in the chest. He left his office on Kanth Road at 10 pm yesterday for his house in Chander Nagar. He was in a Maruti car. Some criminals were lying in wait for him in a dark corner of a lane. They shot him dead when he was walking down to his residence. His driver had dropped him on the main road. He collapsed immediately after being shot at. The neighbours and his family members rushed bleeding Sharma to nearby Sai Hospital. He died as soon as the treatment was started. Many police personnel and administration officers reached the hospital.
